The ARES Virus
http://www.garevac.com/besp_servisi/medicina/arhiva/slike/coronavirus%202.jpg
MCIE Laboratories has discovered a new strain of coronavirus, dubbed ARES for Acute Respiratory-Endocrine Syndrome. The virus was developed by Dr. Hiroyuki Ito and his team of researchers. The virus is a relative to the enigmatic SARS virus and is regarded as extremely dangerous. The virus attacks both the lungs and hypothalamus, although it could potentially spread to other parts of the respiratory and endocrine systems.
When a person is infected with ARES, the first symptoms experienced are similar to those of pneumonia. However, after one to two weeks, the symptoms increase in severity. A fever of 100 F or higher develops and the lungs may fill with fluid. In addition, the victim's hypothalamus gland no longer sends messages for thirst, making the risk for dehydration high. By this stage, the chance for full recovery drops to 10%. Also, it is possible that the victim has already infected many others.
Though the virus can only survive outside a host for a duration of twelve hours, it spreads very rapidly, especially in dense populations. In a simulation, the virus infected 30,000 within one week in a virtual city based on New York. Within two weeks, one million were infected. Within a month, a stagerring 3.3 Million contracted the virus. A mortality rate between 70%-80% is to be expected.
Dr. Ito and his team have begun work on a vaccine for the virus. The Defense ministry has ordered production of this virus to begin and for the laboratory to make it easy for delivery.
Vaccine has now been formulated but has not been tested on humans.

Due to the rapid reproduction of the virus, if the specimen is handled irresponsibly, a global pandemic could ensue. There is no way we can insure the safe delivery of the virus, and without a vaccine or cure, it would be dangerous to release the virus to the public.

Human testing of biological agents is a human rights violation and is a crime in Japanese Antarctica. We refuse to test the virus on a human being within our borders.

We accept your offer for testing on the Shoobans. The vaccine has been produced, however it still needs test subjects. If possible, we would like a dozen Shoobans for clinical testing. You may send two of your employees to observe if you wish, but they will be subject to an oath of secrecy.

Our scientists have been looking over the data you have released about this virus, and it seems very similar to the p-109 virus currently loose in the south of our nation. We are hoping to aquire a sample of the vaccine, to test on our own people. We would pay a fair price, and provide you with all scientific data on the effectiveness of the vaccine.
We do have laws on the testing of medicines on live human, but since this is a special case, these laws could be suspended...

Re: Vaccine
We are a bit reluctant to undertake such a bold task, but if there are no other options your nation can pursue, we will not withold what could save the lives of millions. We can produce the vaccine at $80 per shot, as long as all legal responsibility is waived on our part. Also, we would like a sample of your virus in order to determine whether or not it is in fact related to ARES.

At this time we will not release the virus to any other countries. We would not like to see this turned into a pandemic, regardless of whatever safety reassurances you may make.

"The Democratic Imperium of Praetonia seeks to place no limitations upon the national sovereignty of any nation with regards to its means of defending itself, but we must insist that such a dangerous and potentially destabalising weapon not be supplied to other nations. This falls outside the bounds of national security, and becomes a security threat to almost every nation anywhere in the world. If it comes to our attention that samples of this or any other virus are being traded by your nation, the Democratic Imperium of Praetonia may be forced to take steps to halt said trading forthwith. The overall funds made from any sale will be miniscule in terms of your total national economy (nseconomy.thirdgeek.com?nation=Japanese_Antarctica), but the security implications of a leakage of this virus both to your own nation and many others around the world is beyond monetary value."

Excellent, we will take 10,000 vaccine samples, at $800,000. The money will be wired as soon as samples are en route. A sample of p-109 is also being flown out to your nation, we trust that you have the facilities and transport mechanisms to deal with it once it gets there...

Actually, we would be much more comfortable if we were the ones to transport the virus samples into our borders, if that is not too much to ask. The vaccine doses are now on their way and should arrive within a week.

We are firmly against the use of chemical and biological weapons. We consider them to be a coward's tactic, attacking not only the military, but in time, the civilians as well. However we see no reason to try to stop their proliferation, as we can develop cures to almost any disease in this day and age anyway. As a result we must state that we are totally against this development, but that no action will be taken against your nation.

The MCIE laboratories are pleased to announce that a cure for the ARES virus has been produced. Fortunately, the virus does not seem to have mutated at all since its creation so the cure will work in case the virus ever escapes the labs.
