This is a closed RP between the Confederation of Tarsonian Territories and the Armed Republic of Collapsia. Only nations in the STF Archipelago region may participate however this RP is primarily between Collapsia and the Tarsonian Territories.
I believe the Armed Republic of Collapsia would like to attempt a bio-terror attack against the Confederate Tarsonian Territories at this time.

OOC: What drugs are legal in the Territories? Specifically, are cocaine and heroin legal? I know you said hemp smoking was. Additionally, for ambience, how ethnically diverse, and what ethnicities, are the Territories? If they have their own native ethnicity, what is it like? Do they have giant hands (if the Equalizer's magazine is in the handle, normal people's hands can't hold it well)

Sfth Sshtho (OOC: the Collapsian language is very heavy on hissed consonants (like s) and their voiced counterparts (like z), and very light on vowels) stepped onto the train platform. The two nations were tense, as any two powerful, militaristic nations would be, but it was still a time of peace.
Just another traveller
He looked around, and saw the Collapsians getting off the train. He looked over his stuff. His bag, with his mission in it, hung from his shoulder. In a holster on his belt was the gun that Tarsonian law required him to carry, a Liberty Equalizer, although an old model. Two more, of Collapsian make, were in his bag. The Equalizer was mostly for show, as he couldn't fire a pistol bigger than .45 caliber with any accuracy. Ideally, the 9mm CP-14 pistols in his bag would go equally unused. (OOC: This weapons loadout assumes that there is no maximum number of weapons carried. If there is, I'll trim it down)
I am Sfth Sshtho, a lower executive for the CAC. I am here to visit some friends in Scenic.
He approached the first desk of the gauntlet that all international customs stations are.

OOC: All drugs are legal in the territories but what your describing would only be available in small ammounts at certain establishments and are suposed to be used only when a trained medical professional is present to monitor the health and well-being of users. Other drugs like hemp can be taken home or just about anywhere and used without supervision. Since just about any common drug is legal there are extra-stiff penalties for DUI's and other drug-related crimes.
Very ethnically diverse, if you can think of an ethnicity then it can probably be found here in significant numbers. Almost everyone lives in large low-density suburbs with rural areas coming in second and almost nobody actually living in inner cities. Major cities are primarily marketplaces with a few malls and office towers; mostly just a place for people to get together, have fun, see movies, buy and sell things. Ethnic diversity does vary slightly from territory to territory, the break down is something like this:
-Scenic; about 2/5's american indian/native american (these were native to the mainland), the rest being a near even mix of just about everything else
-Superior; nearly 1/2 german or scandinavian, 1/5 native, even mix of others but oriental and latin-american populations growing fast
-Yukon; almost everyone is either northern native (eskimo) or caucasian,
-Oasis: just over 1/2 hawiian or other Pacific island native, nearly 1/4 oriental, mixed remainder but dominated by african-black
-Sara; mostly african-black/caucasian, Sara has the highest rate of inter-racial marriages in all the territories
Security and police are called 'security agents' or just 'agents' in the territories. Active agents usually wear outdated CMC-8A light body armor; this is just a vest, helmet, and arm and leg guards.

"Sir, may I please see your permit"
Sfth Sshtho turned to see a Scenic security agent, "What did you say?"
"May I please see your permit for that weapon? Foreigners are not allowed to carry firearms within the Territories unless they have foreign national firearms permits" the agent explained.
"Certainly" replied Sfth Sshtho as he withdrew his permit from a pocket.

"Here are the permits for two more that I have in my bag."
He pulled the permits for his two CP-14s out of his paperwork folder. He had gotten these permits from the Tarsonian consulate before travelling, and they checked out perfectly. "It almost seems weird. I've always understood it is compulsory for citizens to own guns here, and in Collapsia you don't need a permit for anything short of a nuke." (OOC: This is true. The only weapons Collapsia requires you register are nuclear, biological, and orbital. They won't say how many nukes are in private ownership. The only thing preventing citizens from walking around with concealed nuclear weapons is the nuke's size.)
"Do I have to declare drugs here, or is there another station for that?"

OOC: the equallizer clip sits on top of the gun and extends a little bit back past the handle. The next equallizer will have a smaller ammo, probably somwhere bewteen .357 and .50

Sfth Sshtho told the guard "I just have twenty hemp cigars in the bag, for personal use only, inspected and cleared by Collapsia Medical. No other drugs, and no potential weapons I haven't mentioned."
He was speaking the literal truth; he was carrying no other weapons or anything he could easily imrovise as a weapon. He was, however, trained for years at Collapsian espionage academies, in every aspect of his work, and could defend himself more than adequately unarmed.
OOC: Once customs clears him, unless you think anything else should happen, we can cut ahead to when he reaches his destination.

Several men sit in a poorly lit room, all smoking and drinking, conversing with one another on how they've abused their underlings, swapping stories of torture with chilling complacancy. All Collapsian.
An middle-aged man sitting in a corner turns to his companion after downing a shot of Vodka and speaks, "The Tarsonian spies are planning something big. 15 attacks so far this week. They've never been this aggressive."
The other, a slightly younger man rounding out his thirties interupts, "So? They've never been a problem and 15 little attacks doesn't sound that bad to me. Not when there are hundreds of similar facilities for them to hit...or for us eto spring a trap."
The elder, more serious this time, "One of them was captured. The initial interogation was difficult but we did manage to learn what he was up to. As far as he knows all of the confederate agents in Collapsia are marking and clearing a path for a larger force. Relaying information on the layout of our cities, setting up strange devices, laying remote mines..."
The companion again, his voice faultering a little now, "An invasion? The Tarsonian's would never. They can't. They're UN--"
"It doesn't matter to them anymore. According to our sources they've been gearing up for a major conflict ever since the first announcement of our nuclear weapons tests."
"What's the Glorious High General said?"
"Nothing yet," pausing to down another shot of vodka, "It'd be difficult to get missiles past those orbiting platforms. They've got 18 hanging over Collapsia and their border territories now and that's just what we've counted so far."
