To: The citizen of the D.U.C.K.Y., as well as interested observers of the world
For the past few weeks, the debate over nuclear development and whether to amend our Constitution to allow it has raged in the halls of our government and in the public square. Many intelligent and sincere men and women have stated cases on both sides of the issue. However, it has been long said in our nation that when you are told to go either left or right, go forward instead. In the past few days, the members of the Lagukrof have listened to each other and considered carefully everyone's position. Instead of yelling at each other and digging in their heels, they have chosen to forge a third path. Some may think of it as a compromise, but for me it represents our tolerance and esteem of true diversity, and our ability to simply listen to each other.
This morning, the Lagukrof presented the Calere with a measure of amendment. The measure, if enacted, shall amend the Constitution to allow our nation to develop nuclear weapons technology, so as to not hamper our ability to research. However, the Constitution shall still forbid our nation from stockpiling a nuclear arsenal or from using nuclear weapons in time of war or using them against any nation, person or agency. Should this principle be violated, the language of the Constitution will be strengthened so that the penalties for those responsible shall be harsher.
After some deliberation between myself and the other members of the Calere, each of us have signed the measure. As required by law, we shall now present the measure to the people for a vote. Next Turesday shall be declared a national holiday in order to allow as many people as possible to vote on the measure. I only ask that you consider the measure carefully and vote as your conscience dictates.
