Dr. Darius Wellington, Foreign Affairs Minister (http://i2.photobucket.com/albums/y50/Spectrechris/george.jpg) calmly looked over a file over stuffed with papers. Before him sat Vice-Minister of Foreign Affairs, Robert Thompson, who was sitting confidently, although it was quite regular to report diplomatic events to his superior, this was particularly important.

Quietly and inquisitively, Dr. Wellington asked, “So, you think it’s worth meeting with them?”

Thompson smoothly responded, “Most assuredly, Communist Brazil doesn’t only look trustworthy and reliable, I would bet both the ANL and CB would benefit from opening relations with each other.

Dr. Wellington pulled out two telegrams out of the file and read them over. The thin, white-and-blue paper read:

SUBJECT: RE: Alliance [NAPOLEONIC EMPIRE]
SENDER: Felipe Guadalupe Saño de Chavez, Director of Foreign Affairs
RECIPIENT: Robert Thompson, Vice-Minister of Foreign Affairs

BODY: We will be inquiring further. Unfortunately, we have few
resources, or time to spare. However, the appointment for our ambassador to
Aztlan (Aztec National League) will be a delegate from teh Spartacist League
and noted former member of the Zapatista movement and supporter of the

If we could meet on neutral territory outside of the Brasilian war zone, we
may be able to make out exact terms for an embassy exchange, but in any
case, we hope that this will spell an era of peaceful, prosperous relations
between our nations.

The other paper read:

RECIPIENT: Robert Thompson, Vice-Minister of Foreign Affairs

BODY: Name the place, and we will be ther as soon as time ables. We
are very glad that we are opening relations with Aztlan in this day, and
continuing solidarity with fellow socialist municipalities..


Dr. Wellington looked up to Thompson and said, “Well, they are at war, and it appears to be a tough one at that. Certainly, the ANL is more than capable of defending itself; however, any detected diplomatic movement could jeopardize the ANL’s peace, a most undesirable result. That is, detected movement. I give you my approval in this operation.”

“Thank you, Minister.” Robert Thompson shook Dr. Wellington’s hand, got up and left his office.

Three hours later…

Robert Thompson handed a telegram to his secretary, “Transmit this on an encoded frequency, please.”

The telegram read:

Subject: Meeting

The Foreign Ministry has formally approved of coordinating a meeting. We can either meet on a civilian ship, 65 miles north of the Venezuelan/Brazilian border, or we may meet in the neutral territory of Nicaragua. Whatever you would prefer, Aztlán looks forward to an prosperous relation with Brazil. As a sign of good faith, I will be attending the meeting to be the representative of the Aztec government.

SENDER: Erneas Eduardo Carneiho, Deputy Advisor for Foreign Affairs
RECIPIENT: Robert Thompson, Vice-Minister
ANL Foreign Affairs Ministry

BODY: While Mrs. Chavez cannot receive the message because she is
currently meeting with the Grand Alliance's government at a summit with the
Prime Minister, I can receive your message, and I am pleased to say that our
ambassador, Wilfredo Navarro Ortega will be available and will come to meet at
this summit for discussion and relations between our two worker's states, here
in Latin America.

Mr. Ortega wishes to go to Nicaragua, his former home. He would very much
appreciate to visit there, as he has been unable since the overthrowing of the
Sandinistas, and his exile henceforth from Nicaragua by the puppet
government.

Dr. Wellington overlooked the reply Communist Brazil had sent Vice Minister Thompson. Satisfied, he looked up and said to Thompson, “All right, then, good work. Tell them we’ll meet them in Nicaragua, in the city of Granada. Once they are confirmed, the Foreign Ministry will pay for your trip. I want you to know, Intelligence Minister Victor Tonhuac will be coming along.”

Thompson nodded, “All right, hopefully, we’ll come out of this with one more ally.”

Thirty minutes later, Robert Thompson sent back a reply to the Deputy Advisor, Erneas Eduardo Carneiho.

Subject: Meeting.

We agree to the conditions, and we are willing to meet in Nicaragua, in the city of Granada.
There, we will discuss diplomatic and possible economic and military trade.
We look forward to this meeting, hopefully, both nations will benefit from this future alliance.

The escorted plane arrived promptly in Nicaragua in a small airport out of town to remain as discreet as possible. Ortega, with two Brasilian bodyguards, came out and waited for the Aztec envoy to receive him.

The ANL delegation walked out to greet the Brazilian delegation. Led by Robert Thompson and Minister Tonhuac, two Jaguar Warrior Infantrymen followed. Slowly, Robert Thompson extended his hand out to greet Brazil’s ambassador to the ANL, “Mr. Ortega, on behalf of Aztlán, I greet you and your delegates from Brazil. We have much to look forward to and hopefully, we will accomplish much in this meeting. I wish the ANL’s ambassador to Brazil, Mr. Tonatiuh Cualo, could be present, but he is currently in the hospital recovering from a bout of bronchitis.

Ortega smiled brightly and in outward Brazilian tradition lightly embraced Mr. Thompson, and gregariously responded.

"Of course, there will be no problem. Tell the good man I wish him well. I am only overjoyous as this chance that we have to speak with Aztlán. The Brazilian government has looked for allies where so many true leftists have receded into embracing the dead ideas of old, and we respect the League foremost for their adaptation of even acnient tradition to true modern practice."

I will give Mr. Cualo your regards. So, before we begin work, I would like to first ask one thing, what are Brazil’s intentions for New Incan Umpire and AZK? Indeed, the primary goal is to get them off of Brazil’s land, but, are you going any further with your plans or no?” Thompson wasn’t asking this on behalf of the government. Rather, he was curious, the ANL would certainly help Brazil defend itself, but, offensive measures were out of the question. However, he wanted to know what the Brazilian government intended to do.

He was rather intrigued.

"Brazil wishes to liberate the South American nations from the oppression of the Afrikaans. The Afrikaans have made it clear there will be no peace, and that they will continue their plans for domination of South America, even after a peace. A friend of mine, his name being Condorcanqui, was a Peruvian native that suffered under this regime of the 'Umpire.' They have in the course of a few weeks burned down an area equaling a sixth of the Amazon Rainforest in their thirst for power. They are constantly raping the land below us, and instead of appealing to the natives, they accuse many elements of them of sympathy with communism, and take away their land for their own profit."

Robert Thompson listened intently to Mr. Ortega. Typically, one could expect to be lied to in this business, yet, the veteran Thompson couldn’t think of any intelligence report or any shred of information that hinted at the contrary. Smiling, Thompson said, “You know, honesty is a well liked trait among the people of Aztlán. Clearly, you have demonstrated honesty. Come now, we have much business to talk about. First and foremost, where exactly does Brazil want the Embassy and/or consulates constructed in? I can give you a list of cities, if you wish. Secondly, I need to ask, are you familiar with the rules regarding embassies and consulates. If not, I’ll read them to you, there are only ten.
