Before him sat Vice-Minister of Foreign Affairs, Robert Thompson, who was sitting confidently, although it was quite regular to report diplomatic events to his superior, this was particularly important.
Quietly and inquisitively, Dr. Wellington asked, “So, you think it’s worth meeting with them?”
Thompson smoothly responded, “Most assuredly, Communist Brazil doesn’t only look trustworthy and reliable, I would bet both the ANL and CB would benefit from opening relations with each other.
Dr. Wellington pulled out two telegrams out of the file and read them over. The thin, white-and-blue paper read:
SUBJECT: RE: Alliance [NAPOLEONIC EMPIRE]
SENDER: Felipe Guadalupe Saño de Chavez, Director of Foreign Affairs
RECIPIENT: Robert Thompson, Vice-Minister of Foreign Affairs
BODY: We will be inquiring further. Unfortunately, we have few
resources, or time to spare. However, the appointment for our ambassador to
Aztlan (Aztec National League) will be a delegate from teh Spartacist League
and noted former member of the Zapatista movement and supporter of the

If we could meet on neutral territory outside of the Brasilian war zone, we
may be able to make out exact terms for an embassy exchange, but in any
case, we hope that this will spell an era of peaceful, prosperous relations
between our nations.

SENDER: Wilfredo Navarro Ortega, Ambassador to the Aztec National League
RECIPIENT: Robert Thompson, Vice-Minister of Foreign Affairs
BODY: Name the place, and we will be ther as soon as time ables. We
are very glad that we are opening relations with Aztlan in this day, and
continuing solidarity with fellow socialist municipalities..
Dr. Wellington looked up to Thompson and said, “Well, they are at war, and it appears to be a tough one at that. Certainly, the ANL is more than capable of defending itself; however, any detected diplomatic movement could jeopardize the ANL’s peace, a most undesirable result. That is, detected movement. I give you my approval in this operation.”
“Thank you, Minister.” Robert Thompson shook Dr. Wellington’s hand, got up and left his office.
Three hours later…
Robert Thompson handed a telegram to his secretary, “Transmit this on an encoded frequency, please.”
The telegram read:

Subject: Meeting
The Foreign Ministry has formally approved of coordinating a meeting. We can either meet on a civilian ship, 65 miles north of the Venezuelan/Brazilian border, or we may meet in the neutral territory of Nicaragua. Whatever you would prefer, Aztlán looks forward to an prosperous relation with Brazil. As a sign of good faith, I will be attending the meeting to be the representative of the Aztec government.
