Well the embasy has been relativly inactive due to a recall of all diplomatic staff during a major incident that has been labbled still a class A1 threat. Other than that preferably a costal area if not a relativly remote location would be preferable. As for a location in Phalanix due to the 2nd civil war most of the nation is wasteland but there are a few areas that are non-wasteland such as the lower coastal region.

we're an island nation in whatever the NS equivalent of the north pacific is, our easter section is desert and south west (around Naveira) is mountainous there's a map in my SIgnature but its not very well detailed

As for the food and training: Neo earth is short on food for it's people. We have none left over. And our ground forces are perfectly trained, they have been since the dawn of Neo Earth.

There is a small section of the land that has a shoreline, suitable to dock two or three CBG's, and there are very few above-ground buildings, as the citizens of Vhammpyr have little use for them.
