The government of the Federative Commonwealth of Armany, in accordance with its plans to expand its interests beyond only those of its own region, has decided that it would be wise at this point in the life of the Commonwealth to exchange embassies with all of those willing to do so. The State Department has issued the following requirements for those wishing to establish an embassy within Armany:

- The prospective nations must be on good or neutral relations with Armany (this basically includes everyone at this point).

The embassy that each nation shall receive rights to occupy upon acceptance of their request shall consist of:

> One (1) three-story embassy building, located on a one-acre plot of land in Armany, FD (Federal District).

This embassy is complete with a garage and a helipad. Only two (2) ground vehicles may be housed by any nation with an embassy at any time, excluding special considerations. The helipad will be operable for one (1) helicopter, provided by the nation applying for the embassy and to be used on special occassions or emergencies only. In addition, a staff of no more than twenty (20) shall be housed by each nation in the embassy, excluding armed guards, which may number no more than forty (40) at any time. Also, all vehicles shall be unarmed, and the armed guards may only carry weapons neccessary to the security of the ambassadorial staff (i.e.- No more than an assault rifle, preferably a handgun).

Nations which hold an embassy are also expected to maintain good relations towards Armany while holding an embassy in the nation. The government reserves the right to dismiss the ambassadors of any nation at times deemed neccessary. Also, nations which apply for an embassy in Armany are encouraged to reciprocate, which would be much appreciated.

Foreign ambassadors retain diplomatic immunity while in Armany, unless otherwise specified or unless that right is taken away by a serious offense. No foreign ambassador may, under normal circumstances, be tried for crimes in an Arman court without the compliance of the ambassador's national government.

When applying, please state your nation's name, adjective (what I would address you as, as in American, European, etc.), ambassador's name, and any other information you so desire, including your chief of state, etc.

Ambassador Manzana and his staff will be met at the airport by Dolores Omofre of the Diplomatic Service and Captain DuBois of Internal Security, who will escort the Armany Delegation to their temporary Residence on the 5th and 6th floors of the Bayview Hotel. These floors have a private elevator for exclusive access, and a secured parking area is available immediately outside the hotel's main entrance. These areas will be considered extraterritorial until such time as the permanent Embassy is established to your government's satisfaction.

We thank you for making plans to receive our diplomat in such a way. Your ambassador, Mr. Hector Palme, shall be received by a dignitary party composed of Deputy Secretary of State Miles Hudson, Congressman Gerald Brown, and a small group of other government officials upon arrival at Birch-Russenfeld International Airport in Armany, FD. The party will then embark upon a small drive to the Howard Diplomatic District, located just several miles away from the Executive Mansion and other governmental complexes for ease of communication. Upon arriving there, your party will be ushered into the embassy building of their choice, which is a three-story building with an accompanying one-acre plot of land. Your diplomats, while residing on EOE land within Armany, will enjoy diplomatic immunity and will be free to travel anywhere within the city limits of Armany, FD. If they wish a further radius of movement for special occasions, they must register their destination and accept an Arman escort, which is to our knowledge concurrent with the terms granted to us by the EOE Diplomatic Agreement. Of course, if the diplomatic team wishes an escort from our government, we will be glad to grant it to them.

Thank you for your generous dealings and we hope that your ambassadorial officials enjoy their residence within Armany.

The Armed Republic of Soviet Bloc would gladly begin relations with your nation. Although we have most likely had little to no contact, we believe an embassy is beneficial to beginning and maintaining relations between our nations. If accepted, we will allow Armany to build and maintain an embassy in the diplomatic district of Rostov, our capital, in District I. Your embassy staff can include as many as thirty five staff. You will be allowed an internal (meaning they must stay within their compound) security staff of up to fifteen individuals. All other security will be provided by OMONIA Black Berets. You will have access to Soviet Bloc armoured personnel carriers, transport vehicles, utility vehicles, and other vehicles for transport, however, you may bring and maintain as many as three non-military vehicles of your own. A helipad is provided at the compound site and a second helipad (and hangar) at nearby Rostov International Airport.

As for our embassy staff, we will likely send twenty staff and all forty security personnel (who will likely be members of the elite Foreign Security Service Agency [a subdivision of OMONIA]). The security personnel will mostly be outfitted with SR-90S special operations carbines (with attached SMGs). They will all be outfitted with SP-45D pistols for general purpose use and encouraged to carry them instead of their rifles. They will carry all their normal gear, including the VEPR NGCS. Our vehicles will include an NV-05A MMPWV utility vehicle (for general purpose; armoured) and an SMi MxL-550D luxury sedan (lightly armoured and outfitted exclusively for the Diplomatic Corps). Our single helicopter will be an HVC-03D medium personnel transport helicopter which is armoured and outfitted with numerous electronic warfare equipment, including numerous devices intended to disrupt enemy guidance systems. The helicopter is unarmed but has mounts to mount weaponry.

We are pleased that the Soviet Bloc is interested in establishing diplomatic relations with our nation and have considered your embassy offer at length. We are pleased with most of the aspects of the offer in general, but would like to make a counter-offer to the Soviet Bloc's Ministry of Foreign Affairs,

The State Department is willing to dispatch our ambassador to your nation under the revised agreement that we will be allowed twenty (20) internal security personnel, in addition to a team of ten (10) external personnel that will be allowed by Soviet Bloc authorities to help ensure the safety of our diplomatic party upon travel outside of the embassy complex. These external security officers will be as follows: seven Arman Internal Security (AIS) agents, armed with a Desert Eagle hangun; and three Arman Special Operations Service (SOS) soldiers, armed with an AK-47 but also encouraged to tote their secondary 9mm hanguns in most situations. This team is for escort purposes only, and the OMONIA security personnel are welcome to escort our ambassadorial staff as well on any travels outside of the embassy proper. We also wish to bring an armored limousine, as well as an un-armored SUV and an un-armored civil helicopter. All vehicles will be unarmed except for any security personnel which are in them.

Other than that, we accept your terms for you embassy's establishment and staff composition. We grant your ambassadorial staff diplomatic immunity, as we are sure you do likewise. If you are acceptable to these revised terms, then we can begin diplomatic relations as soon as possible.

The government of Armany looks forward to coexisting peacefully with the Soviet Bloc and would hope that this diplomatic exchange would be the first in a long line of good and profitable relations between our two nations.

In response to your requests, we have decided to make special exception to Armany and your diplomatic group, we will allow the security forces you ask for. Keep in mind that you have unlimited access to Soviet Bloc aircraft (civilian/corporate and military alike) for transport of individuals and equipment at no cost, the Ministry of Foreign Affairs pays for all diplomatic flights and transports. All members of your diplomatic entourage will be given diplomatic immunity.

Our key diplomat to Armany will likely be Ivan Deventikov, an eighteen year veteran of the Ministry of Foreign Affairs and well respected among his peers.


The ARSB anticipates the future ties of our two nations and we cannot wait until our embassies our complete, so that we may begin formal relations...

Armany welcomes the acceptance of the diplomatic exchange between our two nations and looks with enthusiasm towards the future. Mr. Deventikov, upon arrival in Armany, FD, the capital of Armany, will be greeted with a dignitary party and escorted to the site of their embassy building. The diplomat and his assistants will then be escorted to a spacious suite in the luxurious Marigrand Hotel, where the team may reside until the completion of their embassy (poss. several months).

We will be dispatching Carlos Ruiz, a diplomat of thirteen years who has been specializing in economic matters in the Commerce Department, as our ambassador. We appreciate your efforts to accomadate for our travel ease and will look forward to reciprocating in the future.

If permitted, we would send the Golgothastani intellectual Ranjan Hu-Hon as our ambassador, with a staff of around 70 embassy staff and a security detail of 30. We would open up an embassy in Rantanka City for you along similar lines.

The Federative Commonwealth of Armany accepts Gologothastan's offer for embassy exchange and agrees to allow seventy (70) embassy staff and thirty (30) security personnel in the embassy. We also agree to dispatch Gregor Townsend, a professor on foreign affairs at a nationally acclaimed college, as our ambassador to the Democratic Republic of Golgothastan. We will be sending twenty (20) embassy staff and thirty (30) security personnel to Rantanka City along with Mr. Townsend. We assume that we are permitted to bring several vehicles for transportation, unarmed, of course, and you are permitted to do likewise. Mr. Hu-Hon will be greeted upon his arrival and will be escorted to the Golgothastani embassy by a dignitary escort.

We hope this exchange marks the beginning of fruitful and prosperous relations between our countries.
