Dictatorship Stopped In Its Tracks

The Grand Imperium of Risban...
A nation in which the emperor has complete and total authority for life. The Imperial Parliament maybe only override the emperor's authority with a 3/4s majority vote. This has happened twice in the empire's history. One of those times, Parliament was forced to withdraw its order by the Imperial Military, which backed the emperor.
The Imperial Parliament is made up of the Risbanian aristocracy, the heads of the various ministries, Imperial Praetors, Imperial Magistrates, Imperial Judges (call Imperators), the military leaders, and 5 representatives of the people. Only five. It is a unicameral body, headed by a Lord Chancellor. (Or, as it is now, a Lady Chancellor. After Scorpius took control, Countess Nora Courtney was chosen to be the first female Chancellor of Parliament).
A short while back, 24-year-old Grand Admiral Count Robinson Antares Scorpius of the Imperial Navy led a coup against Emperor Julius Ilia Graffia, a greedy tyrant who seemed to see nothing wrong with genocide and who drove Risban's economy into the floor. Scorpius, backed by Parliament and much of the military, ousted Graffia and his loyalists, assuming complete control of the empire. Alexander Perkins, arguably the best diplomat in Risbanian history, and the young emperor quickly set about reforming the Risban Empire. He opened relations with other countries, creating many friends and allies. The Imperial economy skyrocketed, sending it to Frightening level.
And, though not a tyrant, the emperor still retained total political and military power over all within his lands. Many people often mix the words tyrant and dictator together as if they mean the same thing, when they do not. A dictator is someone who holds complete and utter authority over everything, much like the present Emperor Scorpius. A tyrant is often described as mad and evil, describing former Emperor Graffia.
Despite the great wealth and power people all over Risban were feeling, there was still a longing for more power on a political scale. Along with certain members of Parliament, people made a desperate move to stops the dictatorship in its tracks...

Imperial Palace, Risban City- The Parliamentary Chambers
It was just after breakfast and Parliament was meeting to discuss new laws. Things seemed to be going as they normally did. People presented and argued their cases, the Parliament made a recommendation, and the emperor either approved or disapproved the recommendation.
However, things are going to soon become abnormal.
A recess was declared. Emperor Scorpius decided to take this time to go to his office and check up on global events, such as the civil war in Upper Xen, where Imperial troops were currently fighting. However, upon leaving the Grand Chamber of Parliament, he was ambushed...
Lord Richard Gaius Zorag (Minister of Industry), Grand General Charles Skops (Minister of War), Senator Paul Gomez (Parliamentary Voice of the People), Marcus Janus (Deputy Minister of Intelligence), Lord William Plutus (Minister for Finance), Duke Robert Kramer, Lady Kierra Graffias, Count Richard Pelias, Colonel George Antonius, and several unnamed Parliamentary members and everyday people surrounded the emperor and those accompanying him (Alexander Perkins, two Imperial High Guards, and Press Secretary Julia Ormiv.)

"What's going on here?" demanded the emperor, obviously enraged.
"Your most imperial Highness, it is the demand of the people of Risban that you surrender dictatorial powers immediately and grant the people abd the parliament the power to run the country," began Lord Zorag while the two High Guards (slightly outnumbered) were disarmed. "Futhermore, you will reach an agreement with us greatening the power of Parliament and granting the people more freedoms."
"How dare you," began Alexander Perkins. "Show respect to who you are talking to, Zorag. You do not make demands of the Emperor!"
"Oh, but we do now," said Zorag, sneering. "And if our demands are not met, we will get rid of dear Emperor Scorpius, just like how he got rid of Julius Ilia Graffia."
Emperor Scorpius was silent. His voice showed no emotion, but his mind was full of thought and feelings. He knew this was coming. Nora and Cardinal Kliptnock had both warned him, as had his press secretary. They feared that Scorpius or his heir might one day follow in the footsteps of the Graffia bloodline.
It was time to finally honour the Imperial motto of Empire and Liberty.
After several moments, he finally spoke.
"Gather all of the Ministers, the Praetors, the Judges, and the heads of Parliament in the Chambers of Congressus Imperium," said the emperor, standing straight. "We shall sit and talk."

As the emperor had ordered, the leaders of the Risban Empire had arrived in a single chamber. In attendance were:

They delegated, argued, and demanded... After six hours, upon reaching an agreement, the Emperor was finally forced to sign a document allowing the following:

The Imperial Parliament shall be split into two parts: the Senate and the House of Government. The Imperial Parliament is commanded by the Lord/Lady Chancellor.
The Imperial Senate
The members of the senate are chosen by the people every five years. The Senate is lead by the Plebicola. The Senate informs the Emperor and Parliament about what the people want. The Senate votes on any civil laws. A Senatorial vote may be overriden by a combined 2/3's vote of the House and the Emperor.
There are 527 members of the Imperial Senate.

The House of Government
The House of Government is made up of the Imperial aristocracy, the Magistrates, the Ministers, Imperators, Praetors, and other nobility. The head of the House is called the Chiliarches. With a 2/3's vote, the House can override any decision made by the Emperor, except in instances when martial law is declared. If martial law is declared, it would take a 3/4's vote of the entire Parliament to overrule the Emperor.
The House may vote on Imperial laws and, with a 1/2 vote, may control anything the Imperial military does.
There are 873 members of the House of Government. No one is voted in or elected.


The Imperial Supreme Court, headed by the High Imperator, can overrule anything that Parliament does with 7 votes out of the 13 members. The Court can overrule anything the Emperor does with 11 out of the 13 votes.

People shall now be allowed to express their views on things and speak out against what they do not like. Although the freedom of public speech has been granted, the Grand Imperium still holds great influence over the television and newspapers.

"I wouldn't disagree to having Zorag shot in the head," said Myles Abrahms, the Minister of Intelligence. "I could cover it up."
Julia Ormiv, the Press Secretary, scowled. "Please, Mr. Abrahms, we don't need a conspiracy accusation floating around. Besides, if anything, this may have raised the public's opinion on the Emperor. There's less threat of rebellion."
"As for international opinion, they may either take it as the Emperor is weak, sacrificing, caring, strong, or crazy," said Alexander Perkins. "It can go many directions."
"Would you stop talking about me as if I wasn't here?" said Emperor Scorpius, sitting at his desk. "Look, with Courtney in control of Parliament still and the support of the Grand Families, I still have enough control over things. As for Zorag... Watch him. I don't trust him. He may be up to something."
"Aye, sir. I'll have Janus get someone on him right away," said Abrahms, bowing.

"That is most amusing," said Lord Richard Gaius Zorag from behind his desk. "Sending you to spy on me... Scorpius is slipping up."
Marcus Janus, deputy director of intelligence, smirked as he sat across from Zorag. "Yes... Abrahms as well. I must say, sir... What you pulled today worked out quite well. The Emperor could have ordered the High Guard to arrest and execute the lot of us."
"He never would have," said Zorag. "He won't murder needlessly. He's changed since the Lucas Uprising."
"Speaking of dear old General Lucas, how are you coming on getting him and Steele out of prison?"
"We shall have to wait until phase three in the plan," said Zorag. "I need to get in control of Parliament before being able to greatly influence the courts. And, once in control of Parliament and with Lucas and Steele free, it will be most easy to knock out Scorpius' supporters one by one."

We request that any major changes in government be relayed to us at Risban's earliest convenience, and that our embassy's sovereignty be respected at all times. While we approve of the lessening of dictatorial power in general, Krioval also believes that such transitions are best handled slowly and in an orderly fashion. We hope that this situation works to the best of all people of Risban.

In case of war, either side may do certain monetary favors to enlist our Corivade Division of our Army. Raised on the principles of the Spartan soldier, these men have trained since young boys at the age of 14. 8500 men are equiped with IMI Tavor TAR-21 rifles, IMI Negev machine guns, Matador and Stinger-Rockets. They are supported by Pave Hawk helicopters as well as USAF A-10 Thunderbolt II divebombers. Start bidding....

This is exactly what is happening in my great nation at this point in time. Some lunatics in Elante City seem to think that a representative democracy is the way to go.

For many years now, the president has been elected by the people and remains in power until he dies or resigns. He appoints mayors of the cities under the same conditions.

There is no need for a parliament and the extra work that goes with such. A single man can rule the country. If we overthrow the dictators how will the country be stable?

Our nation offers any assistance necessary to Risban's emperor to stop this "democracy" in it's tracks.
