The Richtlinien
The Prologue
The Richtlinien’s sacred rules, guidelines, and articles are to be followed by all peoples in the boundaries of Nomadia. And they are to be followed if you are in a colony of Nomadia, or if you are in any possession of Nomadia.
The Richtlinien is to be written as followed. It is made up of 2 sections. In each section, there can be a total of 30 chapters. If the limit is preceded, a new section is to be added, and so on. In each chapter, there can be 1-10 Articles. An article can have subsection called a stub. Stubs are numbered by letters of the alphabet. (IE A, B, C, and D)
Something in the Richtlinien is listed as follows: 1-23-5A. Which translates to Section 1, Chapter 23, Article 5, Stub A.

Section I-Chapter I
Nomadia’s Government
Article I-Libertarian Socialism-
Nomadia’s government is to be governed by the principles and ideology of Libertarian Socialism. Libertarian Socialism is defined as the followed. It is a system in which there are bountiful personal rights, though private land cannot be owned.
Article II-The Czar-A
The Czar is elected every 10 years. The Upper Parliament elects the Czar. If a Czar does something criminal, unlawful, or dastardly in the eyes of the Upper Parliament, he is to be sent to Hauptgericht, where he will charged with unrighteous conduct in office. If he is charged guilty, he loses his position as Czar and also what the Hauptgericht has ordered.
Article II-The Czar-B
The Czar is in total control of the military. He is the Prime Leader and can decide anything that happens in the military. He also is a member of Lower Parliament, and is the leader of the Caesar Cabinet. Any major issue must first pass through Lower Parliament, pass through Upper Parliament, and then pass by him. If he vetoes, the Upper Parliament and Lower Parliament can come together and override his veto. Though if the Caesar Cabinet, and Middle Parliament agree with him, it will go to the Hauptgericht to decide the issue. The Czar cannot be re-elected. If the Czar is assassinated, a pre-selected member of the Caesar Cabinet will become temporary Czar until an election is established.
Article III-Upper Parliament
The upper parliament passes laws up to the Czar. They are not able to write legislation. The Upper Parliament also chooses the Czar, and can charge the Czar with unrighteous conduct in office. The Upper Parliament is made up of 20 people, 4 people from each 5 states. The Upper Parliament members are chosen every 5 years. An Upper Parliament member cannot be re-elected. The Upper Parliament is in charge of all civics and land in the states. The Upper Parliament has total control of all the land in Nomadia, and anything that deals with property belongs to the Upper Parliament. For example, if they want to move a family out of a house, start a business, create a new state, or move/create/destroy any property of Nomadia, they can. All taxes are filed to the Upper Parliament to be sorted. Upper Parliament members are chosen by the population every five years. To vote, you must be a citizen of a state.
Article IV-Lower Parliament
The Lower Parliament members are chosen every 7 years and are chosen by a vote from the population. They can write any piece of legislation to add to the Richtlinien or other official document. It then must pass to the Upper Parliament. There are 24 members, 6 from each state.
Article V-Middle Parliament
Middle Parliament may agree with a president’s veto so the issue will go to the Hauptgericht. They are chosen by the population every 6 years. They are in charge of international issues such as international legislation. They represent Nomadia when they go to foreign lands to talk of legislation and other articles. They can create any policy they want when it deals with foreign legislation, though it first must pass through Upper Parliament. There are 50 members, 10 from each state.
Article VI-Caesar’s Cabinet
These are the president’s advisors chosen by the president.
Chapter 2-Suffrage
Article I-Suffrage
Any citizen who is a registered citizen of Nomadia is allowed to vote at any Official Nomadian Vote. Anyone can become a citizen by going to any town hall of Nomadia or Voting Registration Booth and filling out the Voting Registration Forms. By anyone, this means any person of any sex or color or race. You must, however, be sixteen years of age to vote.
Chapter 3-Murder
Article I
If a person kills another person, it is to be counted as murder and they are to be sent to the local Hauptgericht for judgment. Though it is not counted as murder if the person is accounted as 1.insane 2.if the person is 7 years old, or younger 3.is emotionally unstable 4.if the person killed the person because he was driving a motor vehicle and he crashed on accident, or someone crashed into him on accident 5.it is an accident with believable evidence.
Article II
If a person murders another person, he is to be sent to the local Hauptgericht and the judge can either A. Send him to be executed by his choice or B. send him a state murder center for life.
Chapter 4-Crime-
Article I
The police are must enforce everything in the Richtlinien, and any state laws written by the state cabinet can be enforced by the police. Also, if the Hauptgericht Parliament deem it necessary, the person shall be executed by his choice.
Article II
These are all accounted as crimes.
1.Hurting another person
2.Killing another person
3.Stealing something that belongs to a person
4.Damaging a property
5.Using illegal objects
6.Possessing illegal objects or substances
7.Not wearing any clothing (women must at least cover their breast, vulva, and buttocks, and men must cover at least their penis, testicles, pubic hair, and buttocks)
Article III-Illegal objects and substances
Guns are legal to have if you have a Hunter ID and Tags for the gun.
Marijuana is legal to have if you are at least 16 years old
A motor vehicle is legal to have if you a Drivers ID. You can drive it if you can successfully complete the Drivers Test at any age and obtain your Drivers ID.
Alcohol is legal to have if you are at least 16 years old
Nicotine is legal to have if you are at least 16 years old
Tobacco is legal to have if you are at least 16 years old
Chapter 5-Freedoms-
You are allowed to be anywhere unless government or police authority says otherwise. You are allowed to use marijuana, alcohol, nicotine, or tobacco as long as government or police authority says it is okay. You are allowed to own any type of animal, though if it attacks another person, you will be charged. You are allowed to put anything in your body and you are allowed to do anything to your body. Prostitution is legal as long as you have a legal Prostitution ID. You are not, however, allowed to own land or property.

To be a citizen you must 1. Be directly born in Nomadian lands 2. Move to Nomadia, and acquire a Nomadian Citizenship Identification. To acquire one, you must go to a local Citizenship Registration building, pass the Citizenship test and get your Citizen’s pass, then you must live in Nomadia for 5 years, go back to the Registration building and acquire your NCI, if you fail to go back to the Registration building you will be counted as an illegal alien and you will have no rights.
