The Inner Sect

Backround
The Sect was an organization that started out as an underground of intellects during the Dark Ages. They put themselves into seats of power in both government and the church in order to ensure their protection and control.
As technology advanced, intellects such as those of the Sect no longer needed to hide, and were in fact in demand. Although some members left, there were some who wanted to maintain their position of influence. Thus, the Inner Sect.
In the modern world, the Inner Sect is still focused on intellectual advance, but now as a means to the end of domination of nations. It is their belief that by controlling information of the world they will eventually be able to control the truth of the world.
Location
The Inner Sect has no territories of its own, nor does it have any nation that it houses itself in. Such investments make it vulnerable to being comprimised or hampered in their efforts to control information.
Inner Sect bases of operation usually have only about a dozen or so actual members, who pull the strings for terrorist organizations, resistence movements, corporations, or other organizations disconnected from larger government. There are a few, however, that hold substantial influence in governments themselves.
Economy
Whatever materials members need are acquired through the Inner Sect's myriad connections. The condition, to this, is that the transfer go unnoticed. This generally limits the ability to transport, unless they get an appropriate front to cover it. (Terrorists for explosives, crime rings for small arms, etc.)
Transfer of information, however, is handled much more sensitively. First, members are identified by pseudonym and rank. Once matched up, they are allowed to request the data. If it is available, it is checked against their rank to see if they are allowed access. If so, an encrypted copy is sent to the account shared by the member's base, then the decryption method to the actual member. Both are encrypted using the Inner Sect's standard coding. Although it sounds arduous, it only takes anywhere from a few minutes to a few hours, depending on the availability of the data.
Ranking
The lowest rank is Initiate, of which there are, indeed, millions. Many never live to surpass this rank. These are usually individuals who have been recruited for their being in position to become influential in a group, such as an hier in a mob. They are generally those who work the field.
Next is the rank of Contact. Of these, there are only a million or so. They are tasked with acquiring, distributing, and managing the resources of the Inner Sect. One generally becomes a Contact by being a member for a variable number of years and showing unfaltering competence in all tasks.
Third comes the Adept. They serve the same role as Contacts, but instead manage information. They never work in field bases, instead working in confidential locations that are either unmapped or in urban residential areas. This rank is attained if a Contact's base is comprimised, but they manage to prevent all information from being acquired by the intruders. There are only a few thousand Adepts.
Finally, the Arbiters. This rank is attained if an Adept acquires information that would signifigantly advance the interests of the Inner Sect, such as the inner workings of a theocracy or blackmail material on a major corporate official. Their task is to supervise Inner Sect activities. There are only a few dozen, none of which have ever (knowingly) met another in person.

When interaction with others, Inner Sect agents use the face of their front. If interacting with members of their front, they meerly claim to be an organization independant from any government that works toward controlling information about their existence. This is technically true, but meerly the tip of the iceberg. Their main pseudonym they use to their fronts is the Hidden Society.
This covers just about as much that would show up anytime soon in any RPs I may do. Any organizations that want to have connections with TIS, TG me. Such groups include terror organizations, rebel factions, corporate states, theocracies, or nations that needed a boost starting off.
