"Breaking News! United Petrol, Sel Appa's main oil company has struck a huge vault of black gold a short distance off the Anvorbuodan coast. Estimates have ranged it to be around 150 Billion barrels of pure oil. Colonel Franklin has ordered over half the navy to protect the find. Just 200 meters off the coast, it is in Sel Appa's waters.
Only ten percent of the oil is expected to be used in the system. Fifty percent will be exported and the remaining forty percent will be left in reserve until needed. Oil is not a problem here in Sel Appa as gasoline is mixed with alcohol to make gasohol. Also, most Sel Appans use mass-transit to get around.
Offshore rigs are expected to spring up within a month or so. Any foreign ships within the protected zone will be considered an act of war. Communication will be attempted. If no reply, the fleet is allowed to engage.
