Re: Circumferation and closure of Established Diplomatic Envoy, Grand Imperium of Risban

Preamble
Let it be known to the international community, and to the citizens of both The Republic of Pacitalia and The Grand Imperium of Risban, that on the fourteenth day of the third month of the year two thousand and five, posta Cristata, Pacitalian special operations military forces, known more commonly as the Special Attack Force Delta, or SAFD, were ordered by Prime Minister Nikos Karagounis, in his full authority and power, to surround the Established Diplomatic Envoy of the Grand Imperium of Risban. In this operation, neither diplomats nor citizens of Risban were harmed, but rather escorted off the premises and into the custody of the SAFD through the pertinous threat of force use. Risbanian diplomats surrendered and were treated well during their custodial period, then subsequently released back to their diplomatic edifice along with a small detachment of special operations troops to defend against any possible aggression by an undetected third party.
Grounds
The order to circumferate the E.D.E. in question was given by Prime Minister Karagounis solely on the basis that the Pacitalian Central Intelligence Commission (PCIC), a highly respected and venerable organisation of investigative and clandestine purposes, had unearthed relevant information linking government officials from The Grand Imperium of Risban to a possible attack on Roach-Busters through equally clandestine intentions. Further information retrieved consequently revealed that there was an extremely high possibility said officials were diplomats to Risban's diplomatic envoy in Pacitalia. The information concluded by adding these officials would more than likely use the Republic as a stepping stone to Roach-Busters. Therefore, the Government would like to press that this order to circumferate was only given for that reason, and not for any other.
Resultation
Upon even further investigation, the PCIC discovered that in fact, it was a Risbanian source involved with the possible attacks, but that the faction involved had no connection to the Government of the Grand Imperium.
Apology
That said, the Government of Pacitalia would like to take this opportunity to formally apologise for our actions against a nation who, in the end upon more investigation by our clandestine-exploration agency had no direct connection to the possible attacks on Roach-Busters. We can go as far to say that our actions may have been slightly irrational, but the order was given by Signore Karagounis only on the basis of protecting national security, which we hope will be comprehendible by the officials of the Grand Imperium's government.
We agree that compensation is in order, but feel that a monetary regality would appear as though we were attempting to comprate the Grand Imperium's full forgiveness in this matter. Instead, we would be pleased to offer two large bronze statues depicting what should be a continued friendship between the Grand Imperium and the Republic, that can be placed prominently in a harbour of each of our countries.
This is not to say we are not completely closed to the idea of monetary compensation, but we would rather the Grand Imperium accept this token of apology and hopeful subsequent forgiveness instead.
