Koningrad was formed in 2005 following the ceding of the state of Sonderyllland by Praetroia. Impetus for the new state had been provided by the Lowland Party, which had called for an independent state for all people speaking Lower Saxon. The Lowland Party, which is active both in the Sonderyllland and the Schleswig-Holstein and Hamburg regions of Germany.
Currently, the state is very much in its embryonic state and is controlled by the Ruling council, headed by the former regional councillor Marcus Hollbergen. The Ruling Council has pledged to hold democratic elections as soon as the State Supreme Court has verified the wording of the new constitution.
The state is fiercely independent and the deportation or residents unwilling to become citizens of the new state has been noted. Additionally, armed forces stationed in the region have, in the main, pledged their loyalty to the new state.
As well as having to contend with the founding of a new state, the Ruling Council is also faced withthe problem of a terrorist organisation operating within its territory. The Koningrad Volksbefreiungsarm, or Koningrad People's Liberation Army (KVbf or KPLA) has pledged to fight for the incorporation of the claimed territories of Schleswig-Holstein and Hamburg into the new state and has expressed a willingness to use any means necessary to fulfil its aims. To date the Lowland Party, or Die Tieflandpartei, has denied any strong connections with the KPLA, though key members of the Party are known to have strong links to known KPLA activists. The Lowland Party has so far called on supporters of a unified Koningrad to rise up against their oppressors but has not yet explicitly supported the KPLA's aims or methods.
