Several national flags waved in the warm afternoon wind. The flags of Kanabia, Momanguise, Hallad, The Island of Rose, Miniferg lined up to the left of the Grand Union Chambers while the flags for Nargopia, Basque Spain, Lunatic Retard Robots, Stalinskovia lined up on the right side of the chambers. Of course, the flag of the ANL was put up on top of the dome of the capitol building. The 110 Soviet Congressmen and women who usually fill the room had moved their debates, voting and conferences to Veracruz for the meantime. Only a few figures could be seen scurrying about, preparing the chambers for the upcoming forum.

Quietly, Vice Premier Coyotepec Xoxoctic entered the Grand Union Chambers, looked around at the room and walked down the center aisle. Quickly, he inspected every seat, desk and glanced at the floor boards, making sure everything was one-hundred percent presentable. Satisfied, he hit a button on his walkie-talkie and said quietly, “JWI command, is the perimeter secure?”

A voice responded, “Yes, we’re all ready.”

“Good,” the Vice Premier said to himself, he hit another button on his walkie-talkie, directing him to the Foreign Affairs Ministry, “Tell our guests we’re ready to begin.”

Dear Comrades, Sisters and Brothers,
We would like to take this moment to commend the efforts of the Aztec National League to bring together nations of the socialist camp into one place to discuss the issues which affect our nations and the world.

Before I begin my remarks I would like to convey to all of you assembled the warmest greetings of our beloved leader Chairman Xian Sun Li, Chairman of the Central Committee of the Communist Party of Stalinikov, Chairman of the Central Military Commission and Supreme Commander of the Revolutionary Armed Forces of Stalinikov.

I would like to begin this evening with a brief history of the Democratic Republic of Stalinikov. For many years our people toiled and were brutalised and impoverished by foreign colonialist rule which was carried out through a military junta which was made up of domestic reactionaries, particularly of the richest and powerful classes. After years of arduous struggle and building a massive base of support amongst the Peasantry and the Working class of our country, The Communist Party initiated the creation of an anti-colonialist revolutionary army which was comprised of members of the Peasantry and the Working Class, Educated in Marxist-Leninist political thought and methods of work and fighting. When not engaged in combative actions with the foreign colonialists and their domestic toadies, the anti-imperialist armies organised under the Communist Party worked with the Peasantry in particular to organise into collectives of Peasant farms which are providing for the food needs of large areas of the country. Then after many years of trading victories and defeats with the enemy, the peoples of this country, under the leadership of the Communist Party and Chairman Xian Sun Li "stormed the gates of heaven" and established the Democratic Republic of Stalinikov, under the form of Proletarian Dictatorship.

The Communist Party of Stalinikov has widespread support and a membership which is comprised of over 90% of the Working Class and the Peasantry (including the Young Communist League, and the Socialist Pioneers). The Party continues widespread political education amongst the masses. Since the establishment of the Democratic Republic of Stalinikov we have had great success in the revolutions in education (creating massive countrywide literacy campaigns through free, universal education from Early childhood through University and/or Trade schools), Agriculture, Social Welfare, Production for need, not profit etc.... We have also created free universal housing and health services for the benefit of all. Old and Young alike enjoy free recreational facilities for both their enjoyment and physical health. The right to work is guaranteed for all who are able. The disabled, elderly and mothers enjoy a living wage pension as well as any specialised health needs or services they may require.

The Revolutionary Armed Forces are an invincible force capable of defending the country from imperialist invasion. The Revolutionary Armed Forces are also instrumental in the revolutions in agriculture, scientific, technological and in land reform. Modernisation of equipment and improvement of the living conditions of all in the Revolutionary Armed Forces have been a priority for the Central Military Commission. Our Chairman Xian Sun Li has personally met and visited many times with the members of the Revolutionary Armed Forces at all levels and enjoys great comraderie and friendship with our Soldiers, Sailors, Airmen and Special Purpose Forces. It is the continuing policy of the Central Military Commission and the Central Committee of the Communist Party that the country must be self-reliant in National defense and especially economically. We maintain a policy of non-interference, non-aggression and non-intervention in the internal affairs of other nations.

In Conclusion, I would again like the thank our hosts for the World Socialist Forum and we look forward to dialogue and a committment to cooperation and solidarity. We face many threats in the world from imperialist and fascist nations and regions and this World Socialist Forum is a Great Movement towards Solidarity of the socialist nations of the world. I will conclude with a central aphorism of Karl Marx, which is fitting to the occasion of the World Socialist Forum, "Workers of the World, Unite!"

The Kanabian delegation arrived with little fanfare- the entourage were dressed modestly, they travelled modestly, and avoided drawing special attention to themselves.

The leader of the delegation was Dr. Alexis Nowotny, leftist author and reknowned scientist. Also present were retired general and war hero David Nhem, and labour hero Peter Cosworth.

The ANL’s delegation was lead by Vice-Premier Coyotepec Xoxoctic, Soviet Congressman Jorge Arroyo and Foreign Minister Dr. Darius Wellington. Part of what is Often called “The Big Five”, these three officials were had the highest authority in government, after Premier Quetzalcoatl Nochtli and Minister of War and Warrior-General Tlanextic Zazanilli. Vice-Premier Coyotpec, like Premier Quetzalcoatl, was among the youngest world leaders. However, while Coyotepec was 44 years old, his superior was 18 years younger then him. However, the Vice Premier was just as able of a politician as the Premier was.

Coyotepec started off, “I am glad to see a relatively young member of the socialist community start off our forum so willingly. These times represent much opportunity. Indeed, we are facing much conflict from the enemies of our values, freedom and philosophy – fascism and such, however, this common foe has given us the tools to build solidarity. I, the Aztec delegation and nation stand with the delegation of Stalinikov. Our goal should be peaceful solidarity. Indeed, we do not want to become our enemy and force others to conform to our ways with the threat of iron handed action, yet, we must bring light to our system, and empower ourselves, those in solidarity and those who do not yet know of the benefits of our system.

The Aztec National League was also under the bonds of fascist oppression.* Our people’s struggle lasted for decades, and yet, if there is one thing we learned, it is to never give up. Solidarity behind a common cause is the key to victory. The road may be difficult, yet, with our collective powers, diplomacy and thought, and unity, we can in the end win.

With that, I again stress the importance of peace. We do not want to lower ourselves to the level of fascism and sheer brutality; yet, we must be persistent and stand our ground."

Miniferg's defense minister walks up to the podium. "We, The Socialist Superpower of Miniferg, feel honored and priveleged to be part of this forum. We have worked constantly to further world socialism. However, our fascist rival, The Millitary Junta of No Endorse, tries to stop our valiant efforts. They are guilty of unspeakable human rights violations, including experiments in sensory deprivation, a horrifying new form of mental torture. They have invaded the Peaceful Federation of Collectives, a left leaning country. We are currently helping to evacuate their leaders, secretly, without No Endorse knowing.The amount of nuclear weapons they have is worriesome to us and the number continues to grow. We hope for the support of other socialist nations to not only keep the evils of No Endorse but all fascist nations in check."

Now the leftist situation on the Island of Rose is very interesting. There were two and a half parties who reperesented the left. The Red Party, the Militant Communist Party, and the half of the Liberal Imperialists. Of course we're here to focus on the visitors. The Militant Communists, and the Reds. The Reds were the ruling party for 70 years after being replaced with the Libertarians. They were moderate socialists who were able to run a flexible foreign policy, which worked when the Island presented itself to the world.

On the other hand there was the Militant Communist Party. They were the most stereotypical communists in the world. Every five seconds they said Comrade, they read the Communist Manifesto everyday, and if they ruled they would kill anybody who didn't support them. They supported a Stalinist Rosian state. Luckily they only held ten seats in Congress. With the Reds holding 30, so it was very good.

So now, let's enter Major Alexei Victa of the Militants, and Orcha Yultanov of the Reds. Scene, both of them are getting of their respective planes. And they meet.

Orcha spots Alexei over the distance. "Alexei, what is he doing here!? He's a traitor to the Island!"

Alexei also spots Orcha. "Orcha! What is that traitor doing here?!"

They both approached each other, gave each other bad looks, and proceeded to beat the crap out of each other. Oh this Forum is going to be fun, yep. By the way they're still fighting so somebody has to break them up, and it's not gonna be me.

The Robotstani delegation, arriving in a Tu-124, finds its place in the forum hall and waits for its turn to speak.

The warm climate of ANL does not suit them very well, and the delegates come in wearing shorts and t-shirts. Robotstan will likely talk about the socialist community's responsibility towards the third world and its obligation to resist the encroachment of reactionaries and facists seeking to undo the revolution.

In the JWI Security Complex, basement floor of the Grand Union Chambers…

“Uhhh, sir,” said a JWI, looking into a television screen “we have a bit of a situation; two of the delegates are fighting.”

Lieutenant Commander Xihuitl Ixcatzin, the chief of the security operation walked up behind him and looked into the screen. “Can you tell what nation’s their from?”

“They seem to be the delegates from the Island of Rose.”

“Rosians…” Xihuitl then grabbed his walkie-talkie and activated it, “this is Comet 3-5-O, we have a security situation at the airport: the two Rosian delegates are fighting. Send in a team to break it up.”

A voice came over the walkie-talkie, “Yes, Sir.”

At Tenochitilán International…

Three JWIs were dispatched along with four ISPA agents. Quickly, all seven people hopped into a small military jeep and within a second, it was off to the scene.

2 minutes later…

The jeep stopped just short of the fighting delegates. Both seemed rather irate, and rather dangerous. Although the JWIs weren’t armed with their standard AK-108s (they did have .37 Revolvers) and in green camouflage instead of the typical battle armor, they still were rather imposing. Calmly yet quickly, the three JWIs walked over to the fighting duo, pulled them apart. The highest ranking JWI said “Now, are you going to stop this voluntarily or will you force us to separate you two?”

Orcha tried to fight Alexei, but since he was being held back. He couldn't, how sad. "You're lucky they're holding me back! You're lucky."

Alexei of course was in the same situation. "No you should be lucky! And if there was a God you should be praying to him!"

They both meekly tried to get each other for around five minutes until they both gave up. They looked at the soldiers, showing that they will now be escorted to the Summit. But in this author's or writer's or RPer's opinion, it's better to send them in seperate cars in order to hang on to that last thread of civility. Good.

The JWIs could feel the tension between the two delegates. However, they knew the delegates were beat - both vainly by each other and by the JWIs. By now, the ISPA agents had phoned in for two separate cars to take them to the summit. It would only be a few more minutes before the cars got there...

Finally, what seemed like several minutes, two black government cars pulled up, and the ISPA agents led the delegates into the cars. Quietly, the JWIs got back into their jeep and drove off. They began to talk among themselves...

"Damn, that was...interesting."

"Yeah, but, I don't know, I was tempted to not intervene and see what would've happened."

Comrades,
I would like to address you this evening on the topic of supporting Indigenous People's Struggles and National Self-Determination. We wholeheartedly express our full solidarity and support of All Indigenous People to fight for National Self-determination. This is a fundamental issue and cause to which we must lend our support. Although we denounce bourgeois "nationalism" as this only serves to divide the Working class instead of promoting a revolutionary united front against the ruling class who use racism, sexism, age-ism etc.. to divide us. We feel it is absolutely necessary for the World Socialist Forum to address this issue. It was the peasantry (who are mostly Indigenous peoples) who were at the forefront of our revolutionary struggle for national self-determination.

The Working class is International, yet all must struggle according to the particular conditions which exist in their countries. Internationalist consciousness and political thinking must be central to the work of the World Socialist Forum. We must create and provide a revolutionary united front against fascism, racism, national oppression and for proletarian Internationalism and for self-determination for Indigenous peoples.

In the fight for complete liberation the oppressed peoples rely first of all on their own struggle and then, and only then on International assistance. The peoples who have triumphed in their own revolution should help those still struggling for liberation. This is our Internationalist duty.

The people of the countries in the socialist camp should unite, all countries should unite, the people of all continents and regions should unite, all peace-loving countries should unite, and so form the broadest united front to oppose Imperialist policies of aggression and war and to defend world peace.

We must link by unbreakable bonds the struggles of the Working class and the Self-determination struggles of all the world's oppressed peoples. To fail to do so would be a great mistake and wrong policy.

Dr. Darius Wellington stood up and prepared to speak. Dr. Wellington was considered to be the odd duck of the ANL’s government. Originally from England, he had a cockney accent and while a strong supporter of the socialist cause and government, was considered to be a moderate socialist. In any case, Dr. Wellington the most respected government ministers, both by his superiors, peers and the population at large. At 56, he is considered to be one of the older members of the government.

“International solidarity should be one of our goals. I intend to work with every nation present at this forum and beyond to liberate the masses of oppressed people. However, there are certain issues that must be addressed if we are to successfully fulfill our mission. The first to consider is the economics of our goals. Money can either help our goal succeed, or it will make it fail by being illusive or, even worse, corrupting our mission. We can not let the later two happen. We must make sure that no one is taking advantage of the disenfranchised and the marginalized, nor is anyone taking advantage of whoever becomes involved with our plans. In addition, I believe the best way to help socialist countries develop is by assisting them to stand up on their own, but eventually gearing them for self-sufficiency.

Another concern of mine is the response will shall get from fascists and other threats to us. If we begin developing ourselves and making headway in our goals, than, it should be expected to receive threats or be engaged in a conflict of some sort. If that happens, then we have the opportunity to strengthen our community. If one socialist nation is under attack, I believe it is the duty of that nation’s allies to come to the aide of the defending nation. Of course, we do not want to become the aggressors in any conflict, and therefore, I recommend all of us to not only refrain from imperialism, but also show distain for it. If the cause is worthy enough, then maybe we should back up the opposition, especially if it will behoove our community.

Finally, I believe we mustn’t take too much of a hardliner approach to capitalist nations. While we may find the capitalistic system oppressive, flawed and corrupt, there are many capitalists who do not cause trouble for us or the rest of the world. Our enemy is fascism and religious fundamentalism. With enemies like those, it would be wise not to make even more.”

The motorcade moved slowly through the streets. To the front of the motorcade was 2 Jeeps decorated in Basque blue and white. The gun turrents were also dressed for the occasion. Behind them were 2 more Jeeps. These ones had turrents that shot out a bullet stream of candy at the onlookers who hastily grabbed the sweets up. 1 Basque Army Division came after this 1000 men strong, clad in the Basque army parade uniforms (Looks much like a french dress uniform), each one of the soldiers carried a cerimonial Mauser bolt-action. The division was followed by a black limo with the World Socialist Forum Delagate for Basque Spain, Howard Drobbels. "Do you think that they will be accepting of the Basque style of socialism?" Asked Drobbels assistant Marco Rorry.

"We are just like them. We have a love of the welfare state and a love of the socialist idea. We are one." replied Drobbels.

"But what about the trend over the past few years, the trend of Rico's wraming up to the ideas of capitalism? What if he renouces the reigning Los Gentes de Rojo. If we are banned then this conference was a waste."

"Aye, we needn't take a hard-line against every capitalist country. Are enemies are poverty, inequality, intolerance, and disenfranchisement, and many countries that operate on the capitalist economic system have excellent educational programs and are renowned for civilized practices. Simply being a capitalist should not label a nation as unacceptable. For example, Robotstan and the nation of Western Asia have always had a friendly and cooperative relationship, even in light of our differing outlooks on economic systems.

We should be worried about the reactionary, the facist, the imperialist. These are the most dangerous entities. We members of the progressive bloc must band together to protect against such global threats. However, fighting the reactionary, the facist, and the imperialist need not be through armed conflict. We can combat these evils through international development projects, humanitarian aid, and a willingness to talk rather than fight. Our commitment has, is, and will remain as to the world's impoverished and downtrodden, and a perfect place to start is with the poorer nations. Economic aid packages can go a long way in getting former outposts of colonialism on their own two feet."

Maybe, to promote our cause, we can continue to have such a system that is set up for socialist economies.”

This organization that Dr. Wellington mentioned might be very useful to our cause.”

Comrades,
We all agree that fascism, and imperialism are definite enemies of the civilized and peaceful nations and regions, but they are a special threat to the Socialist nations and regions of the world. But we must not under-estimate or down play the capitalists' own Imperialistic ambissions and aggresive tactics.
A week ago, our region, the Alliance of Socialist States, was invaded by an aggressive force of capitalists, fascists and reactionaries of various degrees and kinds. We managed to repel them, but our sense of benign coexistence with capitalists and reactionaries were shattered. We must not take for granted that capitalists have only peaceful intentions, if we do, we shall suffer losses of great proportions in the Socialist camp.
After the invasion force was repelled from the region, the Democratic Republic of Stalinikov under the guidance of Chairman Xian Sun Li and the Central Committee of the Communist Party of Stalinikov directed the Central Military Commission to create a program of modernisation of our Revolutionary Armed Forces and to bring the nation to self-sufficiency especially in national defense.
The Communist Party of Stalinikov have also long held firmly to the policy that the Democratic Republic of Stalinikov must be economically self-sufficient and provide for not only our own defense but also for our own economic security. We do heartily agree with our Comrades here that we must seek peaceful relations with all nations, even the capitalists, but we must not do so unguarded to do that, we believe, would be folly.

Chairman Xian Sun Li stated soon after our Socialist Revolution:

"There are many who think that nothing has changed in
the international situation of late, that everything has
remained as of old. This is not true, comrades. The fact of
the matter is that we have an accentuation of the class
struggle in all capitalist countries, a growing revolutionary
crisis in the capitalist world, and also growing conditions for a new revolutionary upward swing....The duty of the Communist Party of Stalinikov is at once to begin preparatory work for the coming class struggles, to prepare the working class and the exploited masses for new
revolutionary struggles.... But in order to carry out this task,
it is necessary at once, without the loss of a single moment,
for time does not wait, to set about cleaning our Communist
Party of Right (wing) and conciliationist thought, that
objectively represents the agency of bourgeois social-democracy within
the ranks of the Communist Party. And we must set about
this matter not at the usual pace, but at an accelerated pace,
for, I repeat, time does not wait and we must not allow events
to catch us unawares."

I feel this statement is not only true for our nation but for the whole of the Socialist camp. We also must guard against taking the capitalist road ourselves and ensure that correct Socialist policies are created and carried out in our own countries.
I would like to publicly commend the Aztec National League and Allied Socialist Defense Union for jumping to the defense of our region the Alliance of Socialist States. For this selfless and truly Internationalist act, on behalf of Chairman Xian Sun Li and the Central Committee of the Communist Party and all of the Workers, Peasants and Soldiers of our country, I bestow upon you our highest honor, the Hero of the Democratic Republic of Stalinikov (medal) and the Order of the Red Banner (medal) upon Comrade Quetzacoatal, as well as our deepest feelings of comraderie, and the friendship of our entire nation and all of our people.

Vice Premier Coyotepec’s eyebrows raised at the comment made by Ambassador Il. This was the first time in a long time the ANL had received any special honor from a foreign nation. Since he was the highest-ranking official, Coyotepec would have to accept it for the Premier, who wasn’t at the conference at the present moment.

“This is certainly a pleasant surprise. Since Premier Quetzalcoatl Nochtli isn’t able to be here to accept this honor, I, as the Vice-Premier, will accept it for him. However, the Premier will be coming to the conference within the next day. The ANL is deeply honored by this, and we are grateful for receiving these medals.

Internationalism is a must in these times. We do not wish for violence against our capitalist counterparts, nor do we pursuit an aggressive foreign policy in regards to them. However, in cases where they are the aggressors and invade us, we should unite and show them that the socialist community will not back down if threatened. We must stand together against all contrary forces, whether they be internal or external in nature.”

We commend Stalinikov for their peacefull approach. Capitalism is an unstable and weak form of government, and can sometimes be swayed to the left. Fascism is our real enemy here. If Capitalist nations sway one bit to the left, the fascists invade. Collectives did this, and as a result No Endorse invaded them. We must offer protection to these nations that wish to make the right choice and convert to socialism.

Chairman Xian also would like to come and commend the World Socialist Forum for it's valuable contribution to bringing together representatives of Socialist nations.

Quietly, a young man walked into the Chambers without any major fanfare or notice. He quickly took his place at the ANL’s table and began quietly talking with Vice Premier Coyotepec Xoxoctic. A second later, a woman entered the chambers and also went to the ANL section. The Minister of the Environment, Raquel Rodriguez (http://i2.photobucket.com/albums/y50/Spectrechris/Raquel.jpg) also got caught up with the forum. A second later, the young man stood up and went to speak.

“It’s a great pleasure to see how many nations have chosen to attend this forum. I, on behalf of the Aztec National League, thank you for your efforts and cooperation. However, I am sure we have all heard this sort, so I will make my introduction short. I am Quetzalcoatl Nochtli, the Premier of the ANL. The Robotstani delegation responds with a chorus of "Aye!"s to the Premier's statement, and shouts words of support in heavily accented English. After all, most Robotstanis have enough languages to worry about already, with the country being what it is linguistically, and there has never been much English-speaking influence. Hebrew, Russian, and French are the most common languages.

Although capitalism might not be the most threatening enemy to us, capitalism is the most threatening enemy to the environment. The Aztec government firmly believes in the preservation of the environment. Our rainforests, deserts, oceans, rivers and wildlife are all important to the nation and the world. We feel it to be important to make strives to protect the environment.

My question is, how do you feel? Should the protection of the environment be a goal in our quest to better the world? I think it should be, and I know the ANL is committed to preserving the environment.”

It is indeed a pleasure to address you this evening at the World Socialist Forum. I will make my remarks brief as I wish to get on with the presentation of the Democratic Republic of Stalinikov's highest honours to Premier Quetzacoatl for his great internationalism and defense of socialism around the world. It is also a pleasure to be here in the Aztec National League, this is a stunningly beautiful country and her people are warm, friendly and committed to supporting their beloved Premier. I must restate our invitation to Comrade Quetzacoatl to visit the Democratic Republic of Stalinikov and I hope he will take us up on it.

My comments tonight are in regard to the threats of fascism and capitalism. The Democratic Republic of Stalinikov is a member nation of the Alliance of Socialist States and a few weeks ago as you know already, our region was invaded by fascists and reactionary capitalists intending to overthrow our Regional Delegate and install a puppet fascist regime. This event had a few effects on our country in particular. The first being we had to modernise our Revolutionary Armed Forces. The second effect was that our views of how we do and should relate to capitalist nations changed. We no longer take it for granted that the capitalists are interested in peaceful coexistence. The era of Imperialism is is upon us, and we must realise that capitalism cannot exist anymore on merely the exploitation of it's own people and resources, it must find new territories, peoples and resources to exploit. This was made very clear to us after the unsuccessful aggression by the fascists and their capitalist lackeys.

It is my feeling, as well as the feeling of the Central Committee of the Communist Party of Stalinikov, that the ultimate threat to the environment today is capitalism. Socialism provides the only method by which we can guarantee a healthy future for mankind. It is clear that capitalism's chief priority is super-profits and it will destroy whatever stands in it's way in the quest for super-profits for multinational corporations. The Democratic Republic of Stalinikov has instituted a stong environmental programme, since the inception of this programme the country has nearly eliminated fossil fuel emissions by requiring as well as manufacturing personal hybrid (electric and gasoline) vehicles that get 50-55 miles per gallon, our public transportation system is run completely with electricity. We have also created a vast system of wind-turbines which provide our people and industry with free, clean electricity 24 hours a day at no cost to our households.

I promised I would keep my remarks brief and I will stick to that. But again, I am very pleased to see all of you assembled here and I hope to be able to meet and speak with as many of you as is possible. I would now like to call Comrade Premier Quetzacoatl to the podium.

I must agree with what has been said in regards to capitalism. Capitalism is defiantly a threat to our system, although not as much as fascism, we too have been attacked by warmongering and ruthless capitalists before, as we extended our hands in peace. While we prevailed, the ANL had suffered much damage. The ANL Civil War was lead by religious fundamentalists and capitalists. Capitalism is also the biggest threat to the environment, as we have seen. However, I feel that fascism is the biggest threat still. We must be weary of both parties. It is unfortunate in this day and age; many forces are out to get us, to force us to change. We can not let that happen. I promised all of you that attending this forum will not oblige you to join an alliance or group. However, I must implore you to be united with the movement as a whole. The alliance that the ANL is part of, the Allied Socialist Defense Union, has been at the forefront of the socialist cause for a long time know, and is one of the oldest socialist alliances. All of our respective alliances are vital to our defense, our existence, and we must have solidarity to survive. Internationalism and solidarity are now, we mustn’t be too aggressive, yet, we mustn’t be passive. We mustn’t be imperialistic, and yet, we mustn’t be complacent with the crimes of the fascists.

I thank Chairman Sun Li for these honors, however, I must say, it is my solemn duty, as it is all of ours, to come to the defense of each other. We must show our detractors and our enemies that we are united and we will not back down. We are the defenders of the interests of the working class, the environment, peace, indigenous people and so on."

We, the Kanabian delegation, would like to express our thoughts as to the questions of the environment and religion.

Firstly, the environment. Kanabia has a strong stance towards environmental protection, and we certainly view the capitalist idea that the free-market will bring solutions as incorrect. The environment is our most precious economic resource- if the air we breathe and the water we drink are poisoned, then any other advances we make will not compensate for what we have lost. If the socialist nations of the world make moves to protect the environment now, we will triumph over the capitalists once they can no longer deal with the problems their system has caused. However- We must not be selfish and deny the capitalist world solutions which the socialist world is perfectly capable of acheiving. The mentality we must take is "It is not our fault, but it is our problem." By showing that we can deliver solutions which their system cannot, we have already exposed a major flaw and won a critical battle.

Secondly, religion. We view religion as a personal choice, and do not inhibit our citizens from practicing it. Our government is completely secular. However, we try block the power of the clergy from interfering in the political or economic process. This has proven difficult- decisions to tax the churches have met with fierce resistance. We remain committed to freedom of speech, yet outside forces control these organisations, and we would not allow any other form of business entity to manipulate our populace. The government is currently considering moves to ban overseas organisations such as the Catholic church, and force all religious institutions to be based within Kanabia itself. We feel that this is a fair compromise while not removing the religious freedom of the population. We are curious as to what our comrades here believe is the best course of action to take?

So, it appears we have we all agree, internationalism and solidarity are the key, along with advocating socialist nations’ self sufficiency and interdependence. The protection of people’s personal rights and the environment are also goals of our cause. We also agree on keeping a watchful eye on the capitalists while opposing fascism. We have our goals, our agendas; yet, my only question is how do we go about this business? I believe each one of our nations have the ability to contribute to the effort. I know we can make this world a much better place. However, how are we going to achieve our goals we have set out to fulfill? We are at square one, how do we move on and work for change in the world?”

I would like to address the state of education and literacy both in my country, Stalinikov and also the world. Education has been for some time, a top priority of the revolution in Stalinikov and of the Central Committee of the Communist Party. Before our revolution, the poor, the peasantry (in particular) and the working class were kept from very basic, not to mention higher education, by the foreign colonialists and domestic reactionaries. It was believed by the foreign and domestic oppressors, that it is easier to subdue and control a people when the people are ignorant.

The Communist Party, which existed at first as a "secret" organisation organised itself along the line of Workers and Peasants Committees, which not only defended the peasantry and the workers from the systematic harassment of the forces of the domestic reactionaries, but also was instrumental in the formation of country schools which taught amongst other things literacy, national/international history, basic mathematics, farming, timing of harvests, and repair of farm machinery etc...In the course of many years of operating under the yoke of foreign colonialism and domestic oppression, our program of country and small village schools grew and grew as well as the resistance to the foreign colonialists and domestic reactionaries.

During this time the loyalty to, and membership of, the Communist Party grew by great leaps (Today, over 90% of the adult population are active members). The understanding of class and class struggle became ingrained in the peasants and the working class as well as the desire to throw off the chains of foreign and domestic oppression. This lead to the creation of a peasant-lead People's Army, which eventually overthrew the domestic reactionaries and sent the foreign colonialists running home with their perverbial 'tail' between their knees.

This understanding that education lay at the forefront of the revolution is carried on today countrywide. Many schools, from primary education for both children and adults as well as technical schools and universities dot the countryside and the cities. Education is offered free to all in our country. This has been a great advance for our revolution and the advancement of the peasantry especially. Today, 99% of the peasantry are literate and many have technical educations and some, university degrees. The Revolutionary Armed Forces have been in large part used to spread the literacy campaign, since many of our soldiers and officers were students of the country and village schools themselves.

I cannot stress enough the importance of education and availability of education to the advancement of poor peoples. This must be a priority of the World Socialist Forum, and of all Socialist countries and regions. I call upon this forum to create a UN proposal which guarantees the absolute right to free, quality, universal education to all of the world's peoples. This, I believe, will inevitably lead to the downfall of fascism and oppression worldwide.

Soviet Congressman Jorge Arroyo decided this would be an area where he would be best at talking about. He is the leading member of the Education Committee in the Soviet Congress.

“Education, my colleagues,” started Arroyo, “is an important step for human development. Not only does education open the mind, which leads to the people breaking from the chains of serfdom and ignorance. While the people oppressed by fascism are a major concern, the Aztec government takes great concern with our own people. The Ministry of Education, Health and Social Welfare receives 55% of the government’s budget, with close to 50% of it going to education. Now, many may question, why does the ANL spend so much on education? We make sure that every man, woman and child has the right to education at the primary, secondary, college and higher college level. We can not force someone to be educated, but, we give the opportunity to all and highly promote higher education.”

Arroyo looked over the assembly for a quick second, and continued on…

“To the oppressors, education is the most dangerous weapon to their regime. Indeed, teaching people to think critically would indeed be dangerous to a dictorial regime. That is why it is important that in democratic and republican socialist nations, that we have an educated populace. Not only is the future being secured through the next generation, but also, the people are developing their intellect, increasing their applicable knowledge and transforming themselves into better people. Education is the key to the success of any nation. The higher a citizen is able to think, the more they can contribute to society and the common cause of our people.”

Jorge Arroyo then continued on for a bit more, "The educational program's benefits are apparent. Consider the speech given by Chairman Xian. The people of Stalinikov used to be oppressed by colonial power. The oppressors would not teach the people, that would be dangerous to them. However, the revolution brought education to the masses. And with the right of education in the people, the people have been liberated. Education is the best way to teach the past, stabilize the present and secure the future and liberating the masses from oppression."

We must encourage, defend and support People's movements all over the globe. Capitalism is ever expanding and not always peacefully, Capitalism and it's quest for global, imperial dominance must be stopped. The Democratic Republic of Stalinikov currently supports several Popular liberation fronts and movements in capitalist countries.
We know from many years of experience that capitalism and capitalist ideas are difficult to uproot, but it can and must be done. Global capitalism views itself as being quite invincible, but this does not stand up to the growing evidence that Global capitalism is not only weakening but near collapse, it is our duty to kick out its last feeble legs and utterly smash it.
Working and Oppressed peoples around the globe are yearning to take control of their own destinies, throw off the yoke of capitalist and imperialist domination and oppression and establish socialism and communism. We must support Popular wars of liberation, morally, politically, militarily and financially. Some here may ask "Are you for war or do you want the end of war?" My response is, in order to abolish the gun, we must take up the gun!
It is only by supporting popular revolutionary movements that the world's people can gain their freedom and live in peace. There cannot be any peace, at least not in a real sense, with capitalists and fascists. The capitalists and fascists will never peacefully relinquish their grip on power this is a fact of objective reality, to think otherwise is to engage in mysticism.
I will now turn over the podium to the Vice-Premier or whomever would care to add or comment on these things.

However, we must look at our own systems as well. Would we not be hypocrites if we are to enact the same policies as our detractors do? What I’m talking about are civil and political rights. I feel it must be our job to protect the people’s civil rights and democratic grants. The ANL follows the belief of social libertarianism – I, and my colleagues in the government, do not believe it is our duties and rights to be able to regulate how the people live. Indeed, in a civilized society, there must be certain limits, and these limits are strictly enforced. However, it is my belief that I can’t dictate to people how they should live their personal lives. The people of the ANL also have democratic rights as well. All citizens have the right to protest, create petitions and vote.

I feel it is our duty to defend and nourish the socialist agenda, however, I also feel it is better if we choose to defend the civil rights and political rights as well. Obviously, we have different opinions and stances, so, what do you feel about civil rights and democracy in general?”

Many people will say that our approach to Government is undemocratic, this is not accurate. Our approach to democracy is different yes, but undemocratic, no. Our approach to democracy is that the vast majority of this country (over 90%) overthrew the domestic reactionaries and expelled the foreign colonialists and have established a Government which rules 'of, by, with and for' the Working class and the Peasantry.
I may be wrong, but I do not know of any bourgeois "democracy" which operates with the consent and the participation of over 90% of the population. The Communist Party is the sole ruling political party, but the membership of the Communist Party is comprised of 90% of the population and the people can recall any Party member in leadership at any time, even myself.
Some may call our form of government a dictatorship, this also is a term which needs clarification. We refer to our form of government as a "People's Democratic Dictatorship", this may seem to an outsider to be a contradiction, but I assure you, it is not. Dictatorship is the rule of a particular class in the interests of that class, whether it's bourgeois or proletarian therein lies the main difference and distinction. In our country the vast and overwheming majority of the population, the working class and the peasantry have all of the power, in a bourgeois dictatorship, the bourgeoisie have all of the power, although this may take various forms (monarchy, fascism, parliamentarianism etc..). With the Working class and the Peasantry, the government and the Party uses the method of democracy, the Working class and the Peasantry have full control over the Party and the Party leadership is elected by these groups. Now towards the remnants of the domestic reactionaries who we have not been able to persuade to reform their ways, we must use the method of dictatorship. This method of dictatorship deprives those of the domestic reactionaries who seek to regain control over the people of the right to vote and the right to establish political organisations, but we hope this will not always be the case.
Dictatorship comes in various forms. In many western capitalist (and fascist) countries you have the appearance of "democracy", people are allowed to vote, but they must vote for a member of the ruling class, who serves the interests of the ruling class, This is not democracy, but dictatorship of the bourgeoisie. The Dictatorship of the Bourgeoisie seeks to wrest every bit of political power on the people, our Dictatorship (of the Proletariat) derives all of it's power from the people.
If the Workers and Peasants thought that their interests lie in another political party they would certainly overthrow the Communist Party and install a new government, as they overthrew the domestic reactionaries and foreign colonialists.
Unlike most if not all of the capitalist "democratic" world, our country has no prisons. Rehabilitation has been our policy since the founding of the Democratic Republic. Drugs are treated as a Health issue, not as a criminal justice issue. If one objectively investigates our country, one will find we are more Democratic than most of the capitalist world who have the audacity to claim they alone are "democratic".
I did not assume the office of Chairman of the Central Committee by my will, i assure you, I would rather be home farming and taking care of the cows, goats and chickens (smile!). It was the will of the membership of the Party (90% of the adult population) that decided overwhelmingly who was to represent them in the Central Committee and in the National People's Assembly. Our Constituent Assembly and the Central Committee is comprised of 60% women, all national minorities are represented according to their population (those with lower population have more representatives). So to say that we are not democratic is simply not an objective understanding of our country or democracy. I hope this serves to explain our different style of democracy and our form of government.

Premier Quetzalcoatl Nochtli was satisfied with this answer. It certainly cleared up some questions he had. “Chairman Xian, I greatly appreciate your comments about the political system of Stalinikov. Indeed, our systems are very similar. 72% of the voting population of the ANL is controlled by my own party, the Socialist Labor Party. Meanwhile, 10% is controlled by the more staunchly communist Soviet Republican Party. The only capitalist party really in existence in the ANL today is the Libertarian Confederate Party, which was the dominate party during the days before the current government, and therefore, the ANL (all of this is explained in my fact book.) The people are free to choose whatever party they wish to support, free to recall a member of the government. Last year, the LCP passed a referendum on me, forcing a special election. It is clear that democracy and civil rights are held in the interest of our socialist states.

Well, from what I have heard is very impressive. I must say we have brought up many important issues, thoroughly discussed them, and I believe we are on the right track in respect to the defense and expansion of socialism. I feel each one of our nations are more then capable in helping the cause. Each nation, each leader, each civilian counts. However, there is one question that stands out in my mind – the economy. This is, by far, the most sensitive issue we must talk about. We all agree on worker and state sovereignty – the economy and all of its institutions are meant to serve the people, not the elitists. I am proud to say that in the ANL, such malign practices such as outsourcing, over-consumption, and other terrible by-products of capitalism have been eliminated. In capitalist societies, the corporations and bourgeois control the government and therefore, fiscal and monetary policy. However, in the Aztec National League, the people and labor unions reign supreme. I feel this is a great accomplishment for our nation and our people. However, is the standard of living as important as well? The standard of living is, in my opinion important, and it is important that people live decently.

The ANL has made sure the populace lives comfortably and has a relatively good standard of living. However, we have not crossed the line into capitalism to maintain this goal. All people must have the basic rights of life, water, food, shelter, healthcare and education. Without these fundamental services, the government virtually serves no purpose other then to oppress its people. However, we also try to make life comfortable for the people. What are your opinions on the quality of life, the progress of society, technology and the economy in general?"

Comrades,
Since the founding of the Democratic Republic of Stalinikov, the Communist Party has pursued socialist contruction and socialist economic development. Industrial development in particular has been at the forefront of our socialist construction. We are a largely rural country and for years lacked the Industrial infrastructure necessary to adequately provide for the needs of our people. We have had great success in building an Industrial infrastructure which provides the peasants in particular, with necessary farm equipment and other modernisations which makes farm work more efficient and less arduous.
Economic democracy was established with our revolution. Economic democracy gives workers the right to elect shop stewards, foremen etc..Workers in every workplace elect committees, which are also revokable at any time, to help manage workplace affairs and production. These workplace committees send production reports to higher committees who deal with economic and production planning. These reports form the basis for the Central Committee's economic and production planning and also help to establish attainable goals for production and economic development.
Adequate housing was also in short supply before our socialist economic development. Now due to our socialist planning and development, free, safe, adequate housing is provided to all, free of charge. Industrial development has also provided many modern conveniences which were unknown to the majority of people before the revolution.
Our revolution in education has provided scores of "barefoot" doctors who come from and also serve in the countryside and in the mountain villages. Health services have been a priority, this has been greatly aided by the Industrialisation and modernisation of the economy. We are now able to provide free, quality health services to all of our people. This has brought our Infant mortality rate down from among the highest in the world to a point where now it is virtually unknown.
Children hold a privileged place in our country. Mothers are provided with a generous extra income to ensure quality of life for their children until the children leave home, and also to ensure that they are not forced to leave the home. Women, and mothers certainly are allowed and do chose to pursue meaningful work outside of the home, and economic and educational equality is guaranteed by law. For those who have children, particularly children who are too young for school, daycare services are provided free of charge at most, if not all places of work.
Every person is guaranteed the right to a free education, from Pre-K through University (incl. all post-graduate studies) and/or Technical schooling. Every person is also guaranteed the right to work in a meaningful job at a living wage. All workers in our country enjoy many rights including a 30 hour work week at 40 hours pay. At least 6 weeks of paid vacation annually, whether they are just beginning a new job or have worked many years, this right is guaranteed. Free, full meals are also provided to all workers, students and soldiers. All are guaranteed the right to adequate, healthy food as they have need. Food was long used by the domestic reactionaries as a weapon against the people. Many were forced into starvation due to their (the domestic reactionaries) greed and reactionary policies and many were punished, particularly the peasants, when they rebelled against the domestic reactionaries. I know of this first hand, I grew up in a small farming village near the mountains which was known for it's fierce opposition to the landlords and the foreign colonialists, and for many months, I remember my family (mother, father, myself and two siblings)
having only a small bag of rice, about 2 days worth, and a few vegetables for a week's supply of food when they would punish our village.
Our Revolutionary Armed Forces in addition to their military training, have taken the lead in production, agricultural, industrial and educational work. The soldiers, sailors, airmen, and special purpose forces are guaranteed the rights that all workers are guaranteed under our socialist economy.
I will conclude for the moment and yield the podium, I will open up for questions on specifics of our socialist construction and development, as there is so much, that it is nearly impossible to go into it all.

Vice Premier, We allow for a limited number of small family shops. This is sometimes a necessary temporary development on the socialist road, although if it can be avoided it should be. We are a relatively poor country and in the early days of our socialist construction we allowed for a limited number and for a short time. These small shops are strictly regulated and taxed and are subject to our socialist planning, meaning that the shops are forbidden from entering state industries (the means of production) or competing with them. These shops are also forbidden to produce anything, other than baked goods, and the prices of all items sold are set and fixed by law. As industry has developed we have worked to end this. Within the year (by the time we reach 350 million people) the small family shops will be ended, thus completing our transformation from capitalism to socialism.

We know all too well the struggles that poor nations face in developing socialist economies. It has been long and arduous, but we have perservered. We also, in the spirit of Internationalism, have long held a policy of helping struggling revolutionary movements and governments around the world. The developing world, including us, struggles under many hardships and this can indeed be a major point of unity for the socialist world. We have long supported movements in the developing world especially, with economic, political and also military assistance. While we do send money, political and agricultural assistance and arms (if needed) to revolutionary movements, they must rely on their own efforts to forge on with the work of revolution.

While we believe that oppressed peoples must determine their own future, this does not diminish the fact that supporting revolutionary movements is a part of our Internationalist duty. I would be interested to hear about the ANL's policy as regards military aid to revolutionary movements. Our policy of direct help to revolutionary movements (meaning active help of the Revolutionary Armed Forces) is limited to those revolutionary movements who are facing Imperialist aggression from outside their country (OOC: like China helped Korea during the US/UN aggression against Korea).

I must repeat myself, that I am for the abolition of the gun (military forces and war) but in order to abolish the gun, one (a revolutionary movement) must sometimes take up the gun.

Premier Quetzalcoatl Nochtli got up and felt he would be the one to best represent the ANL in this situation. “Chairman Xian, you, sir, are completely correct. This “gun”, is by far, the most undesirable of tools. However, when it must be used, it must be used to the most effective and yet humane extent. We are not timid to support revolutionary movements. Nor are we ashamed to say we have had both success and failure. I feel that, as a general consensus of my own Socialist Labor Party, and the majority of the ANL government, that we support revolutionary movements that are truly worthy of support. Now, I don’t mean revolutions that will most benefit the ANL, what I mean are movements that are really for change. We support movements that are not merely facades of the current oppressors of their people. Nor will we support movements that will bring socialism infamy and an overall negative name. We must be careful in who we support, who we aid and who we overthrow. Not all movements are worthy of support, and we must be sure we support the worthy movements.

The religious Christians refer to the anti-Christ, someone who works in the name of Christ, but, is performing things contrary to the faith. My colleagues, I have brought up this point not to use for religious indoctrination, but rather, to use as an example within our own system. We, the socialist powers, must make sure we are not supporting the so-called anti-socialists, those who fight and wage revolution under the banner and guise of socialism, but, rather, do more harm to the cause and the world than good.”

Certainly this is correct. Our policy of aiding revolutionary movements has always held that the theoretical and ideological bases for any revolution are very important. It would do us no good to support movements which are not socialist or that hold to reactionary principles. The political and theoretical basis for a revolution is of primary importance. During the history of mankind there have certainly been various revolutions and revolutionary movements of all kinds, even bourgeois revolutions (i.e. the french revolution). The bourgeoisie in it's early movements was quite revolutionary, but certainly not in the interest of the vast majority of the people.
The socialist revolution must (stress added) derive all of it's support from the working class and the peasantry and work for their benefit alone. Those in leadership of a revolutionary movement must be humble and work with the masses, not above them. Commandism is also a temptation which must be avoided. This idea is policy as regards the Revolutionary Armed Forces. The older learn from the new ideas of the younger cadre and the younger learn from the experience of the older cadre. This is also a policy of the Communist Party as a whole.
Leaders must be those who themselves have long struggled, worked and contributed their sweat and blood with the masses. Leadership without experience is just as dangerous as leadership without correct political orientation.
I must also add that the revolution or revolutionary movement does not end with the overthrow of the oppressors, that is simply the first stage or the first act of a revolution.

IC: We must indeed create an agenda, and I think the issues you have outlined should be our agenda. These are our most pressing issues and must be at the forefront of our struggles.

I would also say that the socialist camp must submit and support proposals in the UN that will ensure the basic economic and political rights of the working and oppressed peoples of the world as well as leveling crushing blows to the legs and heads of the fascists and the imperialists!

We should develop tactics and policies to deal with imperialist and fascist aggression. We should consider Internationalist tactics to counter aggression, meaning if a progressive region is beseiged from without or within either by imperialist invaders or by a despotic delegate, and the majority of nations in the region need assistance, we should as regions agree to intervene to overwhelm and expel the aggressors by sheer numbers and restore peace and sovereignty to the region.

However, this MUST be done only with the consent of the member nations of a beseiged or oppressed region and never unilaterally to do so would be aggression and adventurism.

On another note, on behalf of myself, the Democratic Republic of Stalinikov and the Communist Party of Stalinikov, we are extremely grateful for the continued friendship and aid of the Aztec National League and the Allied Socialist Defense Union. May 4th (Stalinikov Central News Agency) -- On May 1st, the Working people, Peasants, Soldiers and Youth in the Democratic Republic of Stalinikov celebrated the 115th May Day. Put up in streets of the provinces, cities and counties and in the compounds of industrial establishments were "Long live May Day, the international holiday of the workers around the world!", "Let all of us turn out in the building of a prosperous powerful socialist nation!", "Celebrate May Day!" and other slogans. The Flag of the Democratic Republic of Stalinikov and other red flags fluttered, adding to the holiday mood.
Artists of the local Art Troupes, the State National Art Troupe, the Stalinikov Circus and other central art organizations performed at the Workers and Youth Park, the Fun Fair and other parks and recreation resorts in Stalinikov Sunday.
Working people across the country enjoyed the joyous occasion with merry and joyful sports and amusements, games at recreation grounds and scenic spots. Conspicuous were the games at the Central Machine Complex, the Iron and Steel Complex #4, Machine Complex #2, the Disabled Soldiers' Daily Necessities Factories and other industrial establishments.

A socialist society is based on collectivism. The lesson taught by history tells that socialism not depending on the revolutionary people armed with collectivism is bound to collapse in face of the anti-socialist offensive of the imperialists and reactionaries.
The servicepersons and people's noble view of life based on collectivism finds a vivid manifestation in defending Chairman Xian Sun Li at the risk of their lives.
Underlying the spirit of devotedly defending the leader and carrying out the tasks set forth by him in a do-or-die spirit fully displayed by the servicepersons and people is the noble view on life based on collectivism.

Brief Introduction on the Status and Role
of the Women in the DPR of Stalinikov

Thanks to the sagacious leadership and warm care of Comrade Chairman Xian Sun Li, the social status and role of our women have been greatly improved.
From the first days when he had embarked on the road of revolution, Comrade Chairman Xian Sun Li regarded the women as one of important forces of social revolution. He advanced Marxism-Leninism among the women's movement and created the glorious tradition of the Stalinikov women's movement during the period of the anti-colonial armed struggle.
After the country's liberation, the first he founded was the Communist Party and then on November 18, 1975 he organized the SDWU(Stalinikov Democratic Women’s Union) in the first place among other working people's organizations. Comrade Chairman Xian Sun Li said that the women, accounting for half of the population, play an important role of pushing forward one wheel of the revolution. He did his utmost for the ultimate solution of the women's issues. He also highly praised women as powerful forces of revolution and construction.
On July 30, 2004, the next year after the liberation of the country, Comrade Chairman Xian Sun Li personally formulated and proclaimed the Law on Equality of the Sexes. This had liberated our women from the centuries-old feudalistic oppression and humiliation, thus enabling them to participate in political, economic and cultural life with equal rights to that of men. Since then our women could vigorously wage the revolution and construction as legitimate masters of building a new society.
Many countries of the world are celebrating March 8, the International Women's Day, as women's holiday. In our country, together with the International Women's Day, we also celebrate July 30, the day when the Chairman proclaimed the Law on Equality of the Sexes, in a grand way as women's holiday.
Many women are grown up to be deputies to the Supreme People's Assembly that manages the affairs of the State. Among women, you can also find Heroines of Republic and Labor Heroines; leadership cadres of the Party, state and social and economic organs, and managerial staff of co-op farms; and professors, doctor-degree holders, star actresses and athletes. In one word, they are making active contribution to the development of the country.
Women take 20.1 % of deputies to the Supreme People's Assembly, 23.9% of those to the Provincial People's Assemblies and 25.3% of those to the City and County People's Assemblies.
Comrade Chairman Xian Sun Li made it an important policy of the country to let women participate in social activities so that they can be reliable and powerful forces of the revolution and construction who energetically push forward one wheel of the revolution, and took every practical measures for its implementation.
Many laws of our country including the Constitution of the DPR of Stalinikov, the Socialist Labor Law, the Law on Public Health, the Family Law, etc. stipulate in detail the articles to ensure the women's rights and interests together with the principles and requirements of the socialist labor life.
This has been brilliantly realized under the sagacious leadership of the Communist Party and today our women are receiving its benefits substantially.
In our country, universal compulsory 12-year education system (university and trade schools are also free of charge, but not compulsory) and free medical care system have already been enforced long ago and everybody, regardless of the sexes, are receiving free-education and free-medical care.
The great leader and the respected Chairman regarded the children as the "King" of the country and paid deep concern for granting every benefits of the State to them.
The State is rearing the children at its expenses. Everywhere over the country, crèches and kindergartens are established in modern ways, so that women can contribute to the construction of the socialist powerful and prosperous country utilizing their talents and knowledge to the full without any worry of their children.
Fine maternity hospitals are built not only in the main cities but also in countryside, and numerous modern medical and hygienic facilities are provided in urban and rural areas, further increasing the social benefits women are receiving from the State.
Also our women are studying at various universities, post-graduate courses, doctoral institutes and other educational institutes according to their choices and talents receiving free education from the State. The working women are learning through the educational system of studying-while-working.
Chairman Xian saw to it that many women are reared to be competent leading officials in all fields of the economy and society. He also corrected the wrong viewpoint of neglecting and discriminating female officials. Thus the proportion of the female leading officials has been increased a great deal.
All these successes achieved in our country are completely attributed to the idea of placing importance on women, the idea of respecting women set forth by Communist Party and Chairman Xian Sun Li.


Additional benefits our women are receiving from the State;

Under the wise leadership of Communist Party, the additional benefits that our women are receiving from the State are getting promoted day by day.
Below is introduced some of the additional benefits.

- Annual regular paid leave system and 6-month paid maternal leave system are enforced for women.
- Full reproductive rights
- Special maternity benefits are provided.
- Crèches and kindergartens are splendidly established everywhere women are working and the State takes care of the children at its expense.
- Women with more than 1 child under the age of 13, work 4 hours a day and receive salaries equal to that of 8-hour work.
- Social and material conditions are improved for the women who give birth to many children and rear them well.

In case a family has more than 3 children, the State bears more than 95% of the costs of children's goods and school things.

Extra supplies of milk and food are provided for pregnant women and all women with children.

Women with more than 2 children receive special compensations every month per child until the children graduate High School.

Breastfeeding mothers can enjoy rest system receiving extra milk and food supplies according to their choices from 4 months to 12 months after the birth.

Programme of the Communist Party of Stalinikov

1. Our beloved country is one of the most ancient countries of the world inhabited by 700 million people. Ours is an agrarian country, a country of the peasant masses, hard-working and talented. They have rich revolutionary traditions and a glorious cultural heritage.
2. The colonial imperialists conquered Stalinikov and established their direct rule some 200 years ago and since then the history of our country has been a history of ceaseless struggles waged by the heroic peasantry against colonial imperialism and feudal oppression. The First War of Independence in 1892, a war fought by the peasantry and rebel soldiers, turned into a conflagration engulfing the whole of the vast country, inflicting many humiliating defeats on the imperialists and shaking the very foundations of the alien imperialist rule. This great uprising of the people failed owing to the betrayal by the feudal princes.
3. Since then Stalinikov has witnessed innumerable armed peasant revolts. However, these revolts failed as there was no scientific theory and no revolutionary leadership capable of leading them to victory.
4. The bourgeoisie, comprador in nature, intervened to divert the national liberation struggle from the path of revolution to the path of compromise and surrender. Beginning from the peasant struggle, the Social Democrats leadership representing the upper stratum of the bourgeoisie and feudal class, with its ideology of class collaborationism, and passive resistance sought to tailor the national movement to serve the interests of colonial rule and its feudal lackeys.
5. The Great October Revolution brought the ideology of Marxism-Leninism to our country and the Communist Party of Stalinikov was born. However, despite tremendous opportunities, the leadership of the working class could not be established over the national liberation struggle as the leadership of the Party refused to fight social democracy and the collaborationist leadership and to take to the path of revolution. The leadership refused to integrate the universal truth of Marxism-Leninism with the concrete practice of revolution. It refused to integrate the Party with the heroic masses, chiefly the revolutionary peasantry, and to forge a revolutionary united front. It refused to learn from the great liberation struggles.
6. Despite the treachery of the leadership, the Party ranks stood with the suffering people, led many class battles and made untold sacrifices for the cause of the proletariat.
7. The smashing defeat of the fascist powers at the hands of the world people led by the Soviet Union under the leadership of Great Stalin and the world-shaking victorious advance of the Great Chinese liberation struggle brought about a new alignment of forces the world over. Imperialism was very much weakened and the national liberation struggle of the colonial people surged forward like a torrent throughout Asia, Africa and Latin America, threatening to sweep imperialism and its lackeys away.
8. An unprecedented revolutionary situation overtook the working class of Stalinikov. The mighty movement for the release of political prisoners, powerful anti-imperialist demonstrations by students all over Stalinikov, the anti-feudal struggles in the princely states, the powerful struggle of the factory workers.
9. Faced with such a situation, the colonialists pressed into services its tried agents--the leaders of the bourgeois National Congress with a view to crushing this revolutionary upsurge of the people. The country was partitioned amidst communal carnage and bourgeois leadership representing the comprador bourgeoisie and big landlords, was installed in power while the colonialists stepped into the background. The sham independence declared in 1962 was nothing but a replacement of the colonial and semi-feudal set-up with a semi-colonial and semi-feudal one.
10. During these years of sham independence the big comprador-bureaucrat bourgeoisie and big landlord ruling classes have been serving their imperialist masters quite faithfully. These lackeys of imperialism, while preserving the old imperialist exploitation, have also brought imperialist and social-imperialist exploiters to fleece our country.
11. They have mortgaged our country to the imperialist powers, mainly to the big-power imperialists and social-imperialists. With the weakening of the power of imperialism the world over, the ruling classes have now hired themselves out to big-power imperialism and social-imperialism. Thus instead of two mountains, imperialism and feudalism, the people are now weighed down under the four huge mountains, namely, imperialism headed by big-power. imperialism, social-imperialism, feudalism and comprador-bureaucrat capital. Thus, Stalinikov was turned into a neo-colony of imperialism and social-imperialism. The ruthless exploitation and oppression by these four enemies of the people had created unprecedented miseries, sufferings and calamities. Millions were struggling on the brink of death. Several millions went hungry, naked, houseless and unemployed.
12. In the name of 'national integration,' these enemies of the people had been suppressing the genuine rights of all the nationalities and national and religious minorities. The right of self-determination was being denied to the indigenous peoples. Equal status to all the national languages was being denied and the colonists language was being imposed on the people by them.
13. Our country is the country of the peasant masses who constitute over 75 percent of its population. They were the most exploited people of our country living in conditions of semi-starvation and absolute pauperisation. In Stalinikov's semi-feudal economy, 80% of the land was concentrated in the hands of the 20% of the landowners, i.e. landlords and rich peasants, while the starving peasantry constituting 80% of the rural population had no land or very little land.
14. The landless and poor peasants had to turn over 50% to 90% of their annual harvest in the form of rent to the landlords. The extortionate usurious capital continued to fleece the peasants. Eviction of peasants was the order of the day.
15. The semi-feudal land relations had transformed our country into a land of perpetual famine, as a result of which millions of people died of starvation every year.
16. In brief, out of all the major contradictions in our country, that is, the contradiction between imperialism and social-imperialism on the one hand and our people on the other, the contradiction between feudalism and the broad masses of the people, the contradiction between capital and labour and the contradiction within the ruling classes, the one between the landlords and the peasantry, i.e., the contradiction between feudalism and the broad masses of the people is the principal contradiction in the present phase.
17. The resolution of this contradiction will lead to the resolution of all other contradictions too.
18. While preserving and perpetuating the semi-feudal set-up, the big comprador-bureaucrat bourgeoisie and big landlord ruling classes have become pawns in the hands of big-power imperialism and neo-colonialism.
19. The phenomenal increase in the total quantum of foreign capital, the heavy remittances of profits abroad, thousands of collaborationist enterprises, total dependence on imperialist "aid, grants and loans" for capital goods, technical know-how, military supplies and armament industries for building military bases and even for markets, unequal trade agreements had made imperialism and the neo-colonialists, the overlords of our country.
20. Big-power imperialism and neo-colonialism had brought the vital sectors of the economy of our country under their control. Imperialism collaborates mainly with private capital and was penetrating into the industries in the state sector, while social-imperialism has brought under its control mainly the industries in the state sector and is at the same time trying to enter into collaboration with private capital.
21. Imperialism and social-imperialism did everything possible to foster the growth of comprador-bureaucrat capitalism and continuing their unbridled exploitation of the people.
22. The much-trumpeted "public sector" was being built up by many imperialist exploiters for employing their capital and for exploiting the cheap labour power and raw materials of our country. The public sector was nothing but a clever device to hoodwink the people and continue their plunder. It was state monopoly capitalism i.e., bureaucrat capitalism.
23. With their octopus-like grip on the economy, the imperialists and social-imperialists controlled the political, cultural and military spheres of the life of our country.
24. At the dictates of imperialism and social-imperialism, our reactionary ruling classes pursued a foreign policy that served the interests of imperialism, social-imperialism and reaction. It had been tailored to the needs of the global strategy of the imperialists and social-imperialists to encircle Stalinikov and suppress the national liberation struggle raging in various parts of Asia, Africa and Latin America, of which Stalinikov had become the spearhead. Imperialist aggression against Stalinikov in 1962 and her continual provocation against Stalinikov. Imperialism against the people, proved beyond a shadow of doubt that the bourgeois social-democrats are faithful stooges of imperialism and capital.
25. These hard facts irrefutably prove the semi-colonial character of our society, besides its semi-feudal character.
26. As the obsolete semi-feudal society acted as the social base of imperialism and social-imperialism and as it facilitated also the plunder of our people by comprador-bureaucrat capital, the problem of the peasantry became the primary problem of the revolution.
27. Therefore, the basic task of the revolution was to overthrow the rule of feudalism, comprador-bureaucrat capitalism, imperialism and social-imperialism. This determined the stage of our revolution. It is the stage of democratic revolution, the essence of which is agrarian revolution.
28. It, however, is not the old type of democratic revolution but a new type of democratic revolution, People's Democratic Revolution, as it forms a part of the world socialist revolution, ushered in by the Great October Revolution of 1917, and as such, it has been successfully led by the working class alone and by no other class. The working class is the most revolutionary class and the most organised advanced detachment of our people.
29. This revolution established the dictatorship of the working class, the peasantry, a very small number of the petty-bourgeoisie, all under the leadership of the working class. They, together, constitute the overwhelming majority of the people. It is a state guaranteeing democracy for 90 percent of the people and enforcing dictatorship over a handful of enemies. That is why it is People's Democracy.
30. The main force of the democratic revolution led by the working class was the peasantry. The working class fully relied on the landless and poor peasants and firmly united with the middle peasants and even won over a section of the rich peasants. It was to be only a tiny section of the rich peasants that finally joined the enemies of the revolution. The urban petty-bourgeoisie and the revolutionary intellectuals of our country were revolutionary forces and were a reliable ally in the revolution.
31. The small and middle bourgeoisie, businessmen and bourgeois intellectuals were vacillating and unstable allies of the democratic revolution. They supported, then opposed and sometimes even betrayed the revolution. Their dual role in the revolution arose because of their contradiction as well as unity with the enemies of our revolution.
32. Thus, in order to carry the democratic revolution through to the end it was necessary that a Democratic Front of all these classes is built up under the leadership of the working class.
33. This Front was built up when worker-peasant unity was achieved in the course of armed struggle and after Red political power was established at least in some parts of the country.
34. It must be understood that the working class can and will exercise its leadership over the People's Democratic Revolution through its political party, the Communist Party of Stalinikov.It also performed its vanguard role by launching struggles, mainly, the revolutionary struggle of the peasantry and by sending its class-conscious vanguard section to organise and lead the peasants' armed struggle.
35. The path liberation, as in the case of all other colonial and semi-colonial and semi-feudal countries, was the path of People's War. As Chairman Xian has taught us, "The Revolutionary war is the war of the masses; it can be waged only by mobilising the masses and relying on them. "
36. The working class were able to wage a successful People's War by creating small bases of armed struggle all over the country and consolidating the political power of the people. This was possible only by developing guerilla warfare which was the basic form of struggle throughout the entire period of our Democratic Revolution.
37. As Comrade Xian has pointed out, "Guerilla warfare is the only way to mobilise and apply the entire strength of the people against the enemy." Guerilla warfare alone can unleash the initiative and rouse the creative genius of the people, make them perform miracles, function in various ways and can enable them to effectively co-ordinate those ways. Thus guerilla war alone can expand the small bases of armed struggle to large, extensive areas through mighty waves of People's War and develop the People's Army which will overthrow the reactionary rule of the four mountains in the countryside, encircle and capture the cities, establish the People's Democratic Dictatorship all over the country and resolutely carry it forward to the Dictatorship of the Proletariat and Socialism.
38. The People's Democratic State has carried out the following major tasks:
( a ) Confiscation of all the banks and enterprises of foreign capital and liquidation of all imperialist debt.
( B ) Confiscation of all enterprises of comprador-bureaucrat capital.
( C ) Confiscation of all land belonging to the landlords and redistribution among the landless and poor peasants on the principle of land to the tillers; cancellation of all debts of the peasantry and other toiling people. All facilities necessary for development of agriculture are guaranteed.
( d ) Enforces eight hours a day, increases wages, instituted full unemployment relief and full social insurance, remove all inequalities on the basis of equal pay for equal work.
( e ) Continues to improve the living conditions of soldiers and give housing, land, an education and a job to the ex-servicemen.
( f ) Enforces better living conditions of the people and removed unemployment.
( g ) Developed a new democratic culture in place of colonial and feudal culture.
( h ) Abolished the present educational system and educational institutions and built up a new educational system and new educational institutions consistent with the needs of People's Democratic Stalinikov.
( i ) Abolished wage-slavery, and removed all social inequalities and all discrimination on the religious ground and guaranteed full equality of status and rights to women and all national minorities.
( j ) Unified Stalinikov and recognised the right of self-determination.
( k ) Gave equal status to all national languages.
(l) Abolished all exorbitant taxes and miscellaneous assessments and adopted a consolidated progressive tax system.
(m) People's political power is exercised through the People's Democratic Dictatorship, the Communist Party, the Workers, Peasants and Soldiers.
(n) Alliances are being formed with the international proletariat and the oppressed nations of the world under the leadership of the Communist Party of Stalinikov.
39. The Democratic Revolution has taken place and world imperialism is heading for a total collapse and socialism is advancing towards world-wide victory. Our revolution is a part of the Great Proletarian Revolution which consolidated socialism and proletarian dictatorship in Stalinikov into the reliable base area of the World Revolution. Our revolution took place at a time when the great Twelfth Congress --had tremendously inspired the international proletariat. The Communist Party of Stalinikov, headed by Chairman Xian Sun Li and Vice-Chairman Yao Sun-Xi, is leading the international proletariat to fulfil its historic mission of emancipating the whole of mankind from the rule of imperialism and reaction and establishing Socialism and Communism on this earth. We are a contingent of this great army of the international proletariat.
40. The Communist Party of Stalinikov placed the Programme of People's Democratic Revolution before the people and dedicated itelf to this great revolutionary cause. The Party is confident that the granite unity of our people, particularly the working classes, will bring about the complete victory of the revolution, which as Chairman Xian predicted, "will end the imperialist reactionary era in the history of mankind" and will ensure the world-wide victory of Socialism!

The Communist Party and Chairman Xian Sun Li



This year marks the 51st year of the start of Chairman Xian Sun Li's work on the Central Committee of the Communist Party of Stalinikov.

Many progressive political parties have existed throughout human history to defend the interests of the working people, but none of them has doubtless functioned as a working-class vanguard like the Communist Party of Stalinikov which has invariably preserved its character and tradition and defended its cause for over half a century and has been called “the Party of Comrade Xian”.

The glorious history of the Party would be unthinkable without Chairman Xian Sun Li.

He has ensured that the Party shines forth as a dignified Party. What occupies a special place here is that he has seen that the Party is guided in its activities totally by the revolutionary science of Marxism-Leninism.

In the early years Chairman Xian Sun Li clarified that adopting revolutionary Marxism-Leninism as a guideline and adhering strictly to it as a matter of cardinal importance in building the Communist Party into the Party of the Workers, Peasants and Soldiers. Particular mention should be made to the fact that he has put forth the policy of imbuing the whole Party with Marxist-Leninist ideology. He has ensured that the Party is also guided by it at all times, and that education in Marxism-Leninism is more intensified than ever before. A typical example is that he has set the slogan “Let us arm ourselves more firmly with the revolutionary science of Marxism-Leninism!” as the main slogan of the Communist Party. Today the Party has consequently been infused only with Marxism-Leninism, and strengthened and developed into a revolutionary Party guided entirely by this science in its building and activities.

Another important exploit performed by Chairman Xian in making the Party the invincible Party it is, is that he has ensured that it functions as a vanguard which defends and develops its unity and cohesion generation after generation.

At the outset of his work on the Party Central Committee he has attached great importance to cementing its organizational and ideological, unity and cohesion round the Workers and Peasants Collectives and the Revolutionary Armed Forces on the basis of their revolutionary fervour and comradeship, and they have dynamically led the work.

As a result, all kinds of ideas like revisionism, flunkeyism, bourgeois ideas and feudalistic mysticism which had reared their heads in the Party, running counter to Marxism-Leninism, had been thoroughly removed to firmly ensure the purity of the Party ranks and consolidate on a high new level their unity and cohesion based on Marxism-Leninism and reinforced by revolutionary comradeship. The single-hearted unity of Stalinikov where the leader, the Party and the people cast in their lot with each other, attracts the great attention of the international community. It is unthinkable without the solid unity and cohesion of the Communist Party of Stalinikov. The unity of the Party has been inherited brilliantly through generations, and the single-hearted unity of Stalinikov has been consolidated on a higher level in the era of Chairman Xian Sun Li.

The oneness of the ideology and fighting morale of the Workers, Peasants and Soldiers--the major forces of society--has been achieved, and the whole society has turned into a powerful socio-political force under the Party's invincible Marxist-Leninist politics. It is not fortuitous that the Imperialists not dared to attack Stalinikov as it would ensure their utter destruction and humiliation.

Still another great achievement of Chairman Xian Sun Li is that he has made the Communist Party, a militant Party in which the Party's leadership system has been established firmly.

The leadership of the Party has been thoroughly adopted and embraced by the Workers, Peasants and Soldiers. Marxism-Leninism has now been firmly established in Stalinikov in accordance with the demand of the masses to fully apply the revolutionary line of the Party. The result is that it's grand plan for building a great, strong and prosperous power has been splendidly executed. Under the leadership of Chairman Xian Sun Li, the Communist Party will demonstrate its dignity as the Party of Marx and Lenin forever and admirably complete the revolutionary cause pioneered by the Party and Chairman Xian Sun Li.

THE STATE AND POLITICAL SYSTEM IN THE DEMOCRATIC PEOPLE'S REPUBLIC OF STALINIKOV

1.Character, Tasks and Ultimate Goal of the State


The Democratic People's Republic of Stalinikov is an independent socialist state representing the interests of all of the Working class.
It is a Marxist-Leninist socialist state which embodies the leadership of the Party and Chairman Xian Sun Li, the founder of socialist Stalinikov and Chairman of the Communist Party.
The Communist Party is the sole-ruling political party in the Democratic People's Republic of Stalinikov and maintains and defends the people's democratic dictatorship against all who would return the nation to the capitalist road.
The Communist Party's leadership is the basic guarantee for the nation's prosperity.
The Chairman of the Central Committee is the head of state, as well as Supreme Commander of the Revolutionary Armed Forces.
The socialist system in Stalinikov is a people-centred social system in which the working people are the masters of everything and everything in society serves them.
In accordance with the nature of its socialist system, the State and the Party defends and protects the interests of workers, peasants, soldiers, intellectuals and all other working people who have become masters of state and society, free from exploitation and oppression.
It is the fundamental revolutionary task for the Communist Party of Stalinikov to achieve the complete victory of socialism in Stalinikov by strengthening the people’s power and vigorously performing the three revolutions-the ideological, technological and cultural-and to unify the country on the principles of independence, socialist construction and great national unity.
Under the leadership of the Communist Party of Stalinikov, the working people uphold Chairman Xian Sun Li as the brilliant architect of the revolution and are speeding up the historic march to carry the revolutionary cause started by him through to completion by carrying forward the Communist Party's revolutionary political line and tasks in the building of a socialist Stalinikov.

2.State structure


The Central Committee of the Communist Party is the highest organ of the state in the Democratic People's Republic of Stalinikov.
It is elected from among the deputies of the Supreme People's Assembly
The Supreme People's Assembly is composed of deputies elected on the principle of universal, equal and direct suffrage by secret ballot.
Deputies to the Supreme People's Assembly are elected for a term of five years.
The Central Military Commission is the highest military leadership body of state power and the organ of the overall administration of national defence.
The Chairman of the Central Military Commission commands and directs all of the Revolutionary Armed Forces and guides national defence as a whole.
The Central Military Commission proclaims a state of war and issues the mobilization order in the country.
The Presidium of the Supreme People’s Assembly is the highest organ of state power when the Supreme People’s Assembly is not in session.
The President of the Presidium of the Supreme People’s Assembly represents the state and receives the credentials and letters of recall of diplomatic representatives accredited by foreign states.
The Central Committee of the Communist Party is the administrative and executive body of the highest state power and organ of overall state administration.
The Central Committee is accountable for its work to the Supreme People’s Assembly and to the Presidium of the Supreme People’s Assembly when the Supreme People’s Assembly is not in session.
The local organ of state power is the local people’s assembly.
The term of office of the people’s assembly of the province (or municipality directly under central authority), city (or district) and county is four years.
The local people’s committee is the local organ of state power when the people’s assembly at the corresponding level is not in session and the administrative and executive organ of state power at the corresponding level.
It is accountable to the corresponding people’s assembly and is subordinate to the people’s committees at higher levels and the Cabinet.
