Premier Leonid fixed his hair and poured a glass of cognac.
- Joergen? Do you think they suspect anything? he asked his primeminister Joergen Stauffenberg.

Yeah, that is too many for a conflict not even in my region. Is 10 million more acceptable? Keep in mind that these aren't well trained uber-soldiers with M8's and Stinger missle lauchers. I don't have an air force, and the vast majority of my army doesn't even have the same weapons, making inchanging ammo impossible. My army is big, but it is crappy.

The people of my nation are still dying from dieases that were wiped out in other countries years ago. Absolutly everything goes toward our military. All agricultural areas were seized by the govt. in our last civil war in 1996, and now everyone gives 75% of whatever they have to the government. My troops are still armed with Colt 1911s and AK-47 rifles, along with a mix of other weapons. We plan on purchasing more weapons soon, or aquiring them once we are in-country in the war.

(OOC) He could be using a Craftwork model similar to Mao's first "Great Leap forward" (Backyard smelters, smallshop structure) of the early 1950's. (It didn't work then, but with NS physics, who knows?) Technically that wouldn't be "Industrialized" in the classic sense, it would be "preindustrial" like the cottage industries of 16th and 17th Century Europe. Also, nonindustrial doesn't mean nonagricultural-if his population is 90+% rural/subsistence farming, He could run a surplus of food overall. Problems are storage and distribution there, since it's unlikely he has sufficient power-grid to keep large refrigerated warehouses or grain elevators, and it's doubtful his road network can handle the traffic.
(Forget Railways-those are early industrial age systems, require a lot of raw material and manufactured goods to use and maintain...and a fairly large energy budget.)
Fielding an army of five million is a pretty neat trick without the infrastructure to support them-still, if most of those five million don't have uniforms or rifles, tehy can be fielded in human-wave tactics similar to those used by the PRC during the Korean Conflict (only one in five PRC troops had a rifle when they crossed the border into Korea.)
Using, essentially, loot-and-run, he might even be able to feed that army "Off the land" like pre-napoleonic forces did in europe.
His big problem is getting them from his land, to your land. Once there, you get to figure out how to feed 'em.

I wouldn't really worry about numbers with Kelgrad. Since it's 14-45 in a half-starved, disease ladden excuse for a communist nation, 5 million would have the practical worth of 1 million normal troops.

Those conditions don't lend themselves to generating Loyal troops, they lend themselves well to generating something a lot like the Don Cossacks of WWII, who went to work for the Germans as soon as they saw the Panzers on the horizon.

[ooc] Just checked Schleiswig-Holstein's NS page- fifty million people, but his top three industries (as listed there) were Automobiles, Weapons, and Uranium.
It's concievable he could have a small thermonuclear arsenal, or believe he's close to having such, or he could have guarantees from a large ally who has them and will use them...or a trade agreement with someone to sell off his uranium production for chemical weapons. What he likely DOESN'T have, is a delivery-mode for whatever WMD he does have-at least, one that can reach intercontinental ranges and threaten a larger nation.
If he intends to try to use WMD for domestic defense, he's cutting his own throat-fallout's a bitch from nukes, contamination form chem-weapons is pretty nasty (at least, if you're using anything MODERN, like VX or GB gasses), Bios are a suicide weapon-anything that an antibiotic can kill is worthless, anything that has a fixed antigen (thus, a vaccine) can be defeated, while what you have left is non-controllable.
