MartianWhittier open to outsiders

Today, the government of Whittier has expanded autonomy for the Martian Whittier colony by opening the colony up to foriegn investment. Previously, the colony, on Mars, was closed to all foreigners and everything was owned by the government. Today, the home government has granted permission for martians to own their own property.
The colony's currency however remains the canali and it still cannot make foreign policy decisions. All trade agreements between foriegners and martianwhittier must be approved by the home government but can be negotiated by the colony.
Round trip travel between earth and mars using Whittier spaceplanes (based on modern tech capabilities) is two years.


OOC: No future tech please. There are modern tech spaceplanes on the web you just need to google them. Martian Whittier for example uses the Venturestar as one of its space planes and there are others that it uses too.

These questions need to be answered before we give developers clearance to lauch orbital craft from New Zambuda:

1. How many people live in the colony?

2. What are the expansion plans?

3. What are the immigration rules?

4. What is the economy like?

5. How is the colony governed?

6. What is the military prescence in the colony?

7. What is the area of control of the colony?

The Prime Minister would like to propose a mutual agreement to mine the planet Mars. The agreement is as follows:

WZMM Inc. (Whittier, Zambuda Martian Mining Incorporated)

Article 1- Both the Emirate of New Zambuda and the nation of Whittier would own the combined company. Each side would own 50%. Both parties agree to finance and govern this entity jointly. All profits and risks will be shared by the mutual parties.

Article 2- Each party would equally participate in the financing of the tools required in developing the natural resources inside of Mars. Current projects needed for this to occur are: the construction of a heavy payload shuttle, the design and construction of mining machines, and housing for employees. Now the Emirate of New Zambuda currently has a space station in orbit, this space station could be expanded and retrofitted to accomodate heavy payload shuttles and extra crew.

Article 3- All profits would be split up the middle and the Martian Colony would recieve a flat payment based upon revenue and the afor mentioned developement.

Article 4- Limited partners may be brought in to pool the resources and provide intellectual property. All partners must be approved by the Board of Directors.

Article 5- Each nation would provide half of the management and half of labor force. Skilled employees from other nations may be required.

This proposal in only a draft and is negotiable.

We cannot negotiate for the resources of the whole planet as we share Mars with other governments who also have colonies on said planet.
We have some questions:
1. What is the purpose of the company being formed?
2. How would the agreement affect WHittier's soverignty over its colony?
3. We currently have a policy of not allowing armed troops, even from the homeland, in the colony, will New Zambuda and the proposed company accept and obey this policy?

1. At this point in time, there are 6 million Whittierites on Mars.
Though the colony is (2 yrs old in rl time. The original thread where I sent the first Whittierites is long since vanished), the population was kept down through extreme measures: mandatory abortions, strict 2 child programs, execution of criminals for serious crimes, drafting martians to fight in wars on earth where they were tossed on the front lines, and the deportation and exiling of other criminal and undesirable elements, particularly those criticized the socialist government of the colony.
2. What do you mean by expansion plans?
3. Only those willing to pledge loyalty to the socialist government of the Union of People's Republics will be allowed to move to Martianwhittier as permanent residents. Other's may get travel visas or work visas. But they must leave when those visa's expire. We also have an emergency visa program for people to visit ailing or dying relatives.
4. At the moment the economy is imploded due to poor fiscal governance. Thus the former governor was recently sacked by the Politburo back home on earth. (he was causing the nation to lose money through the colony and the folks back home weren't happy about it if you know what I mean.)
5. The government is socialist.
6. There is little military presence in the colony. If the need arose, troops would be sent from earth, but would take two years to arrive.
7. Some 30,000 square miles.
