The vesh pij verr would like to invite the international community to a new investment opportunity. In the months following the war with ClemsonTigers, the Rayverr people have rebuilt the infrastructure of Cvechiokal to make it a haven for the refugees of the former Sean Empire. However, due to the peculiar nature of the vesh's economy--probably best described as socialistic--we do not have the capital necessary to employ all of these refugees. The end result is that we have a large number of intelligent, healthy citizens who need work in a region where the basic infrastructure is sufficient, but not yet as completely modern and pervasive as we would like it to be.
This is where you, your nations, and your corporate interests come in. The vesh pij verr is quite interested in arranging mutually beneficial relations so other nations can invest in the four hundred million citizens of Cvechiokal. The region is the flood plain of a river that flows from the mountains that surround it on two sides; there are mining opportunities in the mountains and the river, now cleaned and restocked after the war, has economic potential as well. Cvechiokal is land-locked, but České, its capital, now has a burgeoning airport and spaceport, capable of world-wide service. All of these assets, and the workers needed to utilize them, can be part of the return on your investments to improve the infrastructure of Cvechiokal and by connection the well-being of the vesh pij verr.
We can negotiate terms on an individual basis, but the basic plan is that we retain all authority over Cvechiokal; investment capital represents ownership of an interest in Cvechiokal and that it can bring a return as the region improves, much like stocks. We cannot guarantee that every investment will be profitable in the short term, but all investment requires some risk and this is by its very nature a long-term endeavour.

Excellent. The erthkai vesh pij verr sees no reason why it should not grant your request, although additional information is perhaps appropriate at this juncture. As you perhaps know, the region of Cvechiokal was annexed militarily due to the unacceptable belligerency of ClemsonTigers, since reformed thanks to our military intervention. However, as could be predicted, there are still insurgents lurking about, those still with loyalties to the long-dead Sean Empire, trying to... interfere with the policies of the vesh pij verr and by extension our attempts to improve the region of Cvechiokal. The cities and fields are safe, well protected by our forces, but the mountains are somewhat more dangerous, as they are sparsely inhabited.
The first danger is from insurgents; this can be quickly mollified by a military escort, if you so choose. The second danger is that the mountain range acts as a shield wall between us and the irradiated portions of the Sean Empire, the result of a nuclear barrage by ClemsonTigers. We cannot have any change in the mountain's ability to block or absorb radiation--and we doubt verymuch that is a concern--but we can also only guarantee that our side of the mountain range is free from radiological taint. I do not know if this will adversely affect your desire to investigate our resources, but it is only right that you know.

The local geographic staff of Cvechiokal looks forward to your projected assistance, but they do have one warning of note: the river draws down mineral-rich silt from the mountains and deposits it along its flood plain in annual low-scale flooding, much like the Nile albeit on a much, much lower scale. Unlike the Nile, however, that is not our only arable terrain; Cvechiokal is mostly a broad plain with deciduous and conifer forests in the foothills of the mountains to the northwest. The plains are quite capable of good crop production with care, but the flood plain is certainly our most fertile area and is the center of most of our food production at the moment. The geographers and the few civil engineers we have native to Cvechiokal have some theories; it would probably be most effective if you talked to them directly.

Due to the privations of the fall of the Sean Empire and the conflict with ClemsonTigers, the local populace has gone without many of what they consider to be 'modern' amenities for quite some time. According to the regional historians, their standard of living is equivalent to the 1930s--more comfortable than a great deal of the world in the cities, true, but nowhere near modern standards. All this is mostly because Cvechiokal suffered a 'brain drain' of engineers with the fall of the Sean Empire and the engineers of the region have only been able to maintain this level of technology. Bringing in any sort of technology that relies on directed energy, my science advisors tell me, would improve this situation a great deal.

To the northwest is the "Irradiated Zone," which is ex-Sean Empire and leads towards ClemsonTigers after a short ways. It continues northward, and while the vesh technically has control of it, it isn't interesting except as a post-apocalyptic landscape under reconstruction. To the east and south, however, there are other nations...
Unfortunately, I do not know who my neighbors are. A most unfortunate oversight, especially that ClemsonTigers is in a feeder region and my Shkai region is a placeholder for the entire vesh.
I suppose I should find neighbors, then. The whole of the old Sean Empire, according to ClemsonTigers, was landlocked... maybe I should make a new thread and take applicants. Thoughts?

The recommendation from our experts is to start by upgrading the telephone system, fiber optic, and high speed switching for the cities, fiber optic backbone through the country, with wireless telecommunication towers, and phones for everyone, especially in the rural areas. Reliable communication is the first step in upgrading the economy. Follow this with construction of wired and wireless broadband to facilitate business and education. An educated population is a productive population, the wireless network can tie into the planetary internet or just into government regulated servers, the choice is yours.
The second aspect of improvement is to restore the maglev line, expand it into the rural areas, and to tie it into the food and lumber producing areas as well as the mines. This will allow your people to have safe reliable transport for raw and finished goods, food, workers, and other supplies for the mines or farms.
The third area is air travel, which is required for international trade, and tourism, while your main airport/spaceport is adequate for current needs, we would recommend preserving space around it to allow for growth of at least double the current size. In addition we recommend the construction of two more airports, one near the town of Vracov and another industrial sized one near Frydek-Mistek, these would allow for rapid travel for workers, executives, and emergency needs.
Fourth we suggest the construction of highways that are rated for at least 120 kmh, and large enough for dual trailer semi-trucks. These highways would allow the maglev to serve more areas with fewer stations.
Because all of these improvements are useless without power, we have several teams ready to come in and help restore your fusion power plants, failing in that they would resort to hydroelectric dams, coupled with current coal plants until new fusion plants could be constructed. We are also working on something similar to a photovoltaic cell but it produces power not from visible light but from radioactive fallout similar to what you have to the north of your nation, while these are still in the prototype stages they may well be a reliable source of power for the mines.
Your surplus of low cost labor will be highly useful for the construction and restoration projects we have planned. We are willing to setup temporary training programs inside your nation to bring your workers up to date with current technology.
We do not currently have any shortage of workers, though there are always openings for trainable, reliable workers in the dwarf mines of our mountains, in fact that may be the best to train your mine workers, have them work in our mine just long enough to pick up on some tips for safe and efficient mining and tunneling practices. (There are no better mining or tunneling engineers than the Discworld dwarves)
We would also be interested in working with your air/spaceport employees in interests of developing the best protocols for servicing any planes from your nation.
We have some personal electronics manufacturer’s who are looking to expand their base of production, with perhaps a branch of factories in your nation, being careful to follow any local environmental and labor regulations of course, and all products would be available for local purchase.

All of your requested changes have been made to the plan of operations, you should be receiving the first plane load, of workers and equipment for your phone system, within a few hours. We are hoping to establish a local control center from which to manage all the rebuilding work.
In light of the extensive decay of your existing MagLev line, we propose going ahead with your plan of dismantling and replacing it with the rayvarr designed system, in which case we will endeavor to provide the superconductors as needed, and to setup an infrastructure to train your workers in the care and manufactoring of said superconductors.

I would like to inform you of the current progress in your nation.
1. Communication:
We have successfully laid the fiber-optic backbone for the new telephone system, with landline connections to all cities, towns, and villages shown on the map.
We have constructed wireless phone and network transceiver towers sufficient to provide signal to 90% of the populated land area.
These communication lines are tied into 5 optic servers arranged in the following configuration:
two servers in an instant backup RAID format in the city of Ceske
one local server each in the cities of Frydek-Mistek, Melnik and Kostelek nad Labem
While one server could conceivably handle the current traffic, we feel that this configuration will best allow for growth, and provide continual service in the face of possible malfunctions or disasters.
2. Transportation:
We have completely surveyed the routes for the new Rayverr maglev system that will connect the cities of Ceske, Frydek-Mistek, Melnik, and Kostelek nad Labem.
We have completely dismantled the existing derelict system and are recycleing as much of the materials as possible.
We have received the final shipment of parts required to begin construction of the main line running from Ceske to Frydek-Mistek and should have it completed within the next two years.
We have crews preparing the two secondary lines which will connect Ceske with Melnik, and with Kostelek nad Labem.
We have initiated the surveying and construction work on the supplemental highway system and anticipate having it 75% complete by the time the maglev system is fully operational.
On a side note we have also received the final equipment and personnel, necessary, to establish manufacturing plants to produce the remainder of the equipment needed for the maglev line, and therefore will not need to rely on shipments from Gordenia to complete the work.
When the surveying and dirt work are complete on the maglev lines we will initiate surveying and construction on two regional airports in the cities of Melnik, and Kostelek nad Labem, the small airfield at Frydek-Mistek has been completed.
3. Power Production:
Our experimental radiovoltaic cells have been enough of a success that we have started constructing a second array of them, currently they provide emergency power to the mines around Frydek-Mistek, it is hoped that within three months we will have an array large enough to provide emergency power to all the mines in the area.
Our experts feel that the fusion power plants left by the Sean Empire will be operational by the end of this year and should be able to provide enough power to allow the eventual out-phasing of the coal plants that are now in use.
4. Exchange and Training
We are pleased to state that the main air/spaceport of Gordenia is now fully capable of receiving and servicing any planes from the vesh, and that work is under way to refit two secondary air/spaceports elsewhere in the country to that same level.
We have trained and returned people to work in the fusion power plant, to maintain the maglev system, to maintain and expand the communication system.
5. Employment:
Once the power, communication, and transportation systems are all online, there are several manufacturers who will be moving plants into the area. Please contact F McCloud with a listing of all local regulations that such companies must be willing to observe.
Finally, I must say that it has been a pleasure to work here in your fine country. Your citizens have been most cooperative and hospitable, to an extent that I have never seen before and would not have thought possible. The local employees have been hard working and willing, even eager, to learn new ways of doing things.

The vesh thanks you for all your efforts here; it has been a pleasure hosting your crews and working to rebuild Cvechiokal. Quality of life should increase dramatically with all these improvements, and that way we can better serve the vesh. The improvement to the information technology sector will allow our native merchantile sector to join the modern era; our trading houses will hopefully generate new wealth to be distributed.
I will be sure to inform Minister McCloud and your interested parties concerning regulations in Cvechiokal; simply put, we are concerned only for the health of our citizens. Their subsistence is maintained by coordinated effort by the vesh and so their efforts will be put into public funds that, through international trade, we can put back into Cvechiokal (and work to pay off those debts accrued from your most welcome assistance). Beyond that and a modicum of environmental-impact regulations, we are not too concerned about how they operate.

I would like to apologize for any delays. The fusion reactors took longer than expected to reactivate, and the remainder of the work required the reactors to be functioning. I will send a complete list of the improvements at a future time, as soon as the requisite paperwork has been filed.
