Governing Party: Liberal-Imperialist Party (http://forums2.jolt.co.uk/showthread.php?t=402730) <- Click for Policies
Suffrage: Universal at 18 years of age. Any citizen incarcerated in an Imperial Crown Prison or declared insane is not granted the right to vote for the duration of said circumstances.
Legislative System
A single MP is elected by each of Praetonia's 900 constituencies. Only the candidate who attained the highest number of votes is returned, although each citizen also has 1 extra vote which is used on a nation-wide party basis. This extra vote is based on the system of proportional representation, and the result of this PR vote returns 100 MPs. Most of the "Other" candidates were elected on the PR ticket, although not all.
The Party with the largest number of MPs is generally appointed the Governing Party by the Imperator, although in theory he can appoint whichever Party he chooses. Coalitions which can outvote the 'winning' Party in Parliament are also generally asked by the Monarch to form a Government. The Governing Party then forms a Cabinet of Ministers which exert direct control over individual departments and command significant political leverage in Parliament.
Parliament is the only body which is capable of passing bills, and all MPs are capable of proposing bills, although votes must reach a quorum of 100 votes to be considered valid. Parliament is also required to ratify treaties, although the Prime Minister can sign treaties independently until Parliament has returned its result.
Parliament (through the Prime Minister) also appoints members of the judiciary, but cannot remove member of the judiciary. The Prime Minister also 'advises' the Imperator to appoint Lords, although in practise this is merely a formality. Again, neither Parliament nor any member of the Cabinet can remove any member of the House of Lords from his or her position.
The House of Lords has the ability to send legislation back to Parliament with an attached list of suggested ammendments. If they so choose, their Lordships can block a bill permanently once Parliament has submitted it 3 times or more and not had it passed. A law cannot be added to the Statue unless the House of Lords has voted upon it; attempting to circumvent the House of Lords is severely frowned upon and has led to the downfall of more than one Government.
A law which has been passed by both Parliament and the House of Lords must then attain Imperial assent from the Imperator, but this has never yet been refused largely due to the mechanism included in the Parliamentary Reforms Act, 1782 which allows the Monarch to be removed from his throne at Parliament's pleasure. This was done in 1912 and the Monarchy was not reinstated until the Establishment of Empire Act, 2001 when the current Monarch, Sarius Publius I, was appointed to the throne.

Empire and Colonies
Neo-Praetonia
Neo-Praetonia is the first Praetonian settlement abroad. Sprawling across the continent of Manium, it is the large colony currently settled there. The colony has a great deal of autonomy, with her own armed forces and Colonial Government. The colony does, however, like all other Praetonian colonies still donate taxes to Praetonia, and also troops in times of need.
Neo-Praetonia considers itself a part of mainland Praetonia, albeit seperated by the sea. Almost all Neo-Praetonians are decended from Praetonian colonists, and air travel between the two landmasses is cheap, lightly regulated and commonplace. Neo-Praetonia is a popular holiday destination for Praetonians due to the unspoilt views and warm temperatures, whereas Praetonia is a popular holiday destination for Neo-Praetonians due to its many historic destinations and battlefields.
Segmentum Praetonialis
Founded with the blessing of Roach-Busters on the land formerly occupied by Socialist Cockroaches, this colony is the home of heavy industry which supports a health export-economy. It is thought that if it were direly necessary, this colony alone could provide for all the raw-material needs of the entire Imperium. This, of course, would still rely on the sea-lanes being held open, and so solves little.
The people and architecture are anachronistic. Great emphasis is placed on ettiquette and decorum. Horses are still used as a mode of transport within the cities, which are crowded and congested. This is in striking contrast to the massively expensive 21st Century mag-level train links that connect each of the cities. Segmentum Praetonialis is host to a major Praetonian Fleet Base, where two Battlefleets and eight Escort Flotillas are kept and maintained.
Porta Praetoniatam
Many people in Praetonia don't know where this is, and fewer still know how to spell it. It is, however, a thriving colony with a major baming sector. Her people mainly enjoy football (the real kind, not American) as opposed to cricket. There is only a small naval base here, although her coasts were recently fortified with VLS and naval gun complexes at great expense to the banking companies who generously provided for it in order to reassure investors that the colony was safe.
The cities are very diverse, housing Sarzonians, Pacitalians, Isselmere-Neilanders, Hamptonians, Roach-Busterians, Credonians and many other nationalities [OOC: If you want to be removed from this list for whatever reason then tell me.]. The countryside is not farmed at all, and is mainly used as a source of comforatable housing for the rich Middle and Upper Classes. The colony is also a major force in politics, with many Prime Ministers of Praetonia owing their roots to the first settlers of Porta Praetoniatam.
