OOC: Due to the fact I'm backlogged with RL stuff and other RPs, I'm going to use fluid time and announce an Africa Policy....

Today, President Featherston announced his new "Africa Plan" to strengthen African territory.
"People of Virginia, we stand at the threshold of a new age. Africa stands in need of enlightenment, and enlightnement we shall provide. Those territories we have liberated already shall be the subject of a comprehensive plan of reconstruction."
The plan is as follows:
1. All of the Nations liberated by Virginia shall be the recipient of funds and humanitarian supplies necessary for rebuilding. All funds and supplies are to be handled by Authorized Reconstruction Agents, who will oversee the proper distribution of funds for their exact purposes.
2. The peoples of the Nations liberated shall be part of the Combine of Enlightened States. This shall be a tightly knit organization shall be responsible for regulating affairs of customs, diplomacy, and defense for its members.
3. All members of the CES shall contribute men and funds for the mutual defense and promotion of development of all other members.
4. All nations involved in the CES shall have no tariffs or limiting economic duties whatsoever.
5. All CES members shall permit freedom of religion, and recognize the International Church of the Clow, backing it and any other religions with state tithes.
6. CES Central Command is to be located in Dakar, Combine Senegal. All CES members must accept bases in each others' territory.
7. Funds for the CES are to be stored in a central bank, to be located in Dakar.
8. All CES members must agree to embrace Enlightened Democracy, and establish a United Freedom Party in their nation.
9. All CES decisions are to be made by a General Assembly, with two houses, the Lower and Upper Directories, and an executive branch, the High Director. All decisions are to be approved by 2/3rds majority in both houses and must be approved by the director. Members of the Assembly are to be chosen based on the populations of each nation, and are to be confirmed by Competitive Examination.
10. All members shall promote economic development, and maintain stability, as well as make no treaties or agreements with other nations save through the Combine Assembly.
11. The official languages of the Combine are to be English, Portuguese, and French. The official system of measurements is to be the Metric System.
12. Failure of members to follow these plans shall result in severe action from other members of the Combine.
The First High Director is Harold McCall, and we have already chosen the delegates to the first General Assembly and Central Command meetings, to meet in Dakar. As for rebuilding, rest assured, Virginia shall spare no expense to turn these nations into competitive elements on the world stage."
As he spoke, large shipments of grain, synthetic oil (from coal), coal, and other goods were flowing into various areas under Virginian command. It was also reported that the International Chruch of the Clow has begun a firece campaign of missionary work, and it is reported that some converts have already been won in Senegal, and the Guineas.
