OOC: Due to the fact I'm backlogged with RL stuff and other RPs, I'm going to use fluid time and announce an Africa Policy....

Richmond, High Directorate, VEC (VSN)-

Today, President Featherston announced his new "Africa Plan" to strengthen African territory.

"People of Virginia, we stand at the threshold of a new age. Africa stands in need of enlightenment, and enlightnement we shall provide. Those territories we have liberated already shall be the subject of a comprehensive plan of reconstruction."

The plan is as follows:

1. All of the Nations liberated by Virginia shall be the recipient of funds and humanitarian supplies necessary for rebuilding. All funds and supplies are to be handled by Authorized Reconstruction Agents, who will oversee the proper distribution of funds for their exact purposes.

2. The peoples of the Nations liberated shall be part of the Combine of Enlightened States. This shall be a tightly knit organization shall be responsible for regulating affairs of customs, diplomacy, and defense for its members.

3. All members of the CES shall contribute men and funds for the mutual defense and promotion of development of all other members.

4. All nations involved in the CES shall have no tariffs or limiting economic duties whatsoever.

5. All CES members shall permit freedom of religion, and recognize the International Church of the Clow, backing it and any other religions with state tithes.

6. CES Central Command is to be located in Dakar, Combine Senegal. All CES members must accept bases in each others' territory.

7. Funds for the CES are to be stored in a central bank, to be located in Dakar.

8. All CES members must agree to embrace Enlightened Democracy, and establish a United Freedom Party in their nation.

9. All CES decisions are to be made by a General Assembly, with two houses, the Lower and Upper Directories, and an executive branch, the High Director. All decisions are to be approved by 2/3rds majority in both houses and must be approved by the director. Members of the Assembly are to be chosen based on the populations of each nation, and are to be confirmed by Competitive Examination.

10. All members shall promote economic development, and maintain stability, as well as make no treaties or agreements with other nations save through the Combine Assembly.

11. The official languages of the Combine are to be English, Portuguese, and French. The official system of measurements is to be the Metric System.

12. Failure of members to follow these plans shall result in severe action from other members of the Combine.

The First High Director is Harold McCall, and we have already chosen the delegates to the first General Assembly and Central Command meetings, to meet in Dakar. As for rebuilding, rest assured, Virginia shall spare no expense to turn these nations into competitive elements on the world stage."


As he spoke, large shipments of grain, synthetic oil (from coal), coal, and other goods were flowing into various areas under Virginian command. It was also reported that the International Chruch of the Clow has begun a firece campaign of missionary work, and it is reported that some converts have already been won in Senegal, and the Guineas.

SECRET IC:

As this was announced, Virginian forces, and RALM mercenaries in the Tokko and KSC Enterprises began moving men and arms to Africa, quietly.

Part and parcel, men and materiel were being moved into the more contentious areas, like Benin, and the Guineas. Lighthorse Brigades and Tokko-Rikkusentai Elites, under the personal command of Linda Stuart herself, began counterinsurgency operations in Guinea, taking on local resistance with great fury.

All over, Coast Guard, Navy, and Army advisors came to train the new Combine militaries, and to help them fall in line.

The missionaries, as well, were out in force, the ICC was sending entire legions of anime priests into the furthest reaches of Combine Africa to spread their gospel, some were seeing success, some were not,. but the show went on....

Politics in the controlled nations soon fell in line with Featherston's orders, as Virginian advisors came to instruct the locals on the tenets of Enlightened Democracy. Though resistant, they acquiesced, the overwhelming force of the Virginians made it impossible for them to resist effectively or for long.

Meanwhile....

"Ah yes, this is nice!"

Dr. Antonescu smiled as he landed on the island of Fogo, in the Cape Verde Islands. THe island was nice, but now, it would become a Virginian Military Reservation. Unbeknownst to the world, this was a ruse, it gave Antonescu license to carry out his hideous experiments with protection.

He told Bob, his first supersoldier, who was also his bodyguard, "Help me load the stuff onto the truck. I will drive us there."

Bob nodded, and loaded the stuff. Antonescu drove to a work site, managed by KSC Construction.

The site was nothing more than his bunker. It would be a massive underground and aboveground complex; it would be obstensibly a military hospital but it would be but a sham. Here, the only medicine here would be bad medicine, the kind used to prolong wars and serve the crazed dreams of men.

Here, supersoldiers would be born. Both the "Cardcaptor" and "Thunderer" Supersoldier types would be bred here.

Also, under the request of Linda Stuart, her Lighthorses would receive dark gifts of augmentation and psychic power, developed here. For now, the site was still a dream, but in a few months, the dream would be awoken.

Then, a horn honked, and Antonescu was greeted by a local worker manning a backhoe screaming at him in Portuguese.

He and Bob moved....there was work to be done.

Combine Votes to Expand Featherston Plan

Dakar, Combine Senegal (VSN)- Today, with the confirmation of the Combine Assembly, the various members of the Combine have allowed and extra V$400,000,000,000 to be spent on rearmament projects all over West Africa, as part of the Featherston Plan.

"Today, the governments under the Combine shield will not go unarmed. They will be naked no longer. We shall show the world that the Combine protects its own. Not only are we feeding our own, and helping them develop their economies to compete effectively, but we are also endsuring their security for generations to come," said Director Harold McCall.

The ambitious project calls for the consturction of new shipyards, defense plants, and military bases all over Combine Africa.

Director McCall assured the public that the project is for defensive purposes.

"We will not use these elements in an aggressive manner. However, if the situation calls for it, then the Combine will put its might to use."

McCall also pointed to the economic benefits of the bases and developments.

"These facilities will be useful in creating jobs for the local economies, as well as ensuring local safety. Troops also will come in, bringing cash for local businesses. It is a win-win situation for all."

As this story was printed, Combine Army Engineering units and private contractors were heading to Africa to build the bases along with local labor. The project is estimated to be finished in at least several months, and will include the building of major naval and air installations all over the Combine.

Today, in an unexpected turn of events, the North and South Carolinan governments have voted to join the Combine.

Their representatives to the Assembly are being formalized, and integration into the Combine is already in progress.
