Official Name: The Dominion of Upper Cet Kola Ytovia

Short Names: The D.U.C.K.Y., Ytovia

Brief History: The Ytovian Islands became a haven for several persecuted religious groups. As they settled on the islands, some began evangelizing the native population. As the groups began discovering each other, several armed skirmishes broke out.

Eventually, wise leaders from the different religions gathered together in an inter-faith conference, where a Council of Inter-Faith Relations was formed. The Council to this day provides a framework for the different faiths to keep talking to each other and promotes a climate of tolerance and civility.

Out of this first conference began a framework for government for the islands. A Constitution was drawn up, and Damog Atenkruf, a native Ytovian and Christian evangelist who took a prominent role in the conference, was elected as the first Fure Calere. Under his leadership, Ytovia became an outspoken defender of human rights. He also set a tone in Ytovian politics that continues to this day, which allows government officials to be very open about their personal faith, but accepting of the faiths of others.

Close to the end of Atenkruf's tenure as Fure Calere, a series of religiously motivated terrorist attacks began within the nation. The first group to commit widespead attacks was, ironically, an extremist atheist group called Separation Now. But soon, other terrorist groups emerged, calling the attention of the government away from the international scene. Extreme militias of atheists, Catholics, evangelicals, muslims and even one attack by an Eastern Orthodox group became the focus of the administrations of subsequent Fure Caleres Michael Robertson and Jacinda Prime. However, the Prime administration is now having success with reducing the terrorism problem by increasing police and military training in counter-terrorism, better pursuit of terrorist financers, and by calling a second major Conference of Inter-Faith Relations, after which leaders from all major faiths and non-faiths publicly stood side by side and denounced the terrorists.

Culture: Ytovian culture places a premium on openness and integrity about one's faith and the ability to accept that intelligent and sincere people can disagree on any matter of things. The culture, paradoxically, tend to be both greatly concerned with morality and tolerant and accepting of those deemed less than moral. Most major media outlets have imposed strict standards of decency upon themselves, but one can find plenty seedier or racier stuff if one goes out and looks for it.

Politics: There is a general consensus that the view of politics as "conservative vs. liberal" is highly simplistic. There are no official political parties at this time. However, some pundits within the the country have remarked that the government has come to resemble a one-party state, albeit a highly self-cotentious party constantly bickering with itself and where little alliances are constantly forming and dissolving.

Government Structure: The government is based on the U.S. "separation of powers" model, with some modifications. The national government is divided into three branches, the legislative "Lagukrof", the executive "Calere" and the judicial "Jugenkrep". Members of the highest court in the Jugenkrep, the Jugenkrep Olru, are elected. For the executive branch, the "Fure Calere" is elected and functions as both head of state and head of government. He or she appoints the remaining members of the Calere.

The Lagukrof is divided into three houses. The upper house is the "Senate", and is formed with one Senator from each province. The middle house is the "House of Commons", where one representative is formed from each district of approxiamtely equal population. The lower house is the "House of Representatives", where representation is based upon factors of race and religion.
