The Macabee government has decided to open a diplomatic quarter for the foreign world to invest into and build a respective embassy for their nation. This would also include that the Macabees would build a sister embassy in said country's own diplomatic quarter. As for embassy protection all embassies are subject to protection given to them by the Black Legion, the Macabee's SS type para-military force, although all of this will be done by routine patrols outside the sovereign territory marked by the embassies and their walls. Moreover, for internal security any number of policemen are allowed, however, only a maximum of one hundred full fledge military personnel are allowed.

After the recent events between our two nations, and former-members of the New World Order Alliance, and the Federal Republic of Canada is to be a newly admitted member to the International Alliance Defense Federation (IDAF). We believe that a formal establishment of foreign relations between our nations is nessecary.

We request to establish a Foreign Office in the Imperium's capital of Fedala. The Imperium is given permission to establish an embassy in our capital, Victoria and consulates in our major urban centres.

Novikov has never used a large number of established embasies, instead relying on the simple exchange of diplomats whenever necessary. However, we feel that this opening of the Second Empire's capital to foreign embassies presents an interesting oppertunity.

We prepose the establishment of an embassy, not limited to the people of Novikov, Czechzenia, or any other singular nation in the IADF, but rather the formation of a centeralized IADF headquarters in Fedala. We prepose Fedala because we believe that it would not only be a profitable diplomatic exchange for the Second Empire, but it would help centeralize the now scattered leaders of IADF nations. It is also worth noting the Fedala is ideal as the Second Empire is perhaps already the only unifying power in the IADF, as the premere nation under the IADF Flag. Novikov and her allies, as the origionators of this preposal, is of course willing to pay for the construction of this building and for the mantianence of the said grounds.

In the interests of expanding our nations' understanding of each other, to further the peace and economic prosperity between our two people, the Commonwealth would like to offer the availability of one of our open embassies. Constructed in the time of British colonialism, the mansions of former governors and their aides have been converted for modern use as diplomatic quarters while retaining the oppulence and grandeur of their former roles. The mansions are situated along the river running through the capital city of Imperium, and provide an excellent view of the mountain range to the west, with the sun setting between the various peaks and rising over the skyline to the east.

As for more practical concerns, the diplomatic area is a walled-in complex guarded by the elite Royal Guards, some of the Commonwealth's finest fighting forces. They tightly control access to the area through manned security stations and the main gates. However, considering the territory your embassy would sit on would be your own sovereign soil, they guard the exterior only. A maximum of 35 soldiers with light small arms and five armoured, but not armed, civilian vehicles are permitted.

Your ideas never cease to amaze Novikov and you are a central tenet and a base column of the IADF. The embassy you propose shall also receive funds from the treasury of the Emperor as now ally should feel the full weight of paying for a building meant for the entire IADF as a whole, or at least a Novikov IADF center for the entire IADF as a whole (there I go again, confusion..sorry 5 in the morning, my mom woke me up early because she had to go to the hospital, she's a nurse, and I was dropped off at my friend's house). So, we will gladly pay for over a third of the building.

All your terms are acceptable, and any terms of your would be so, as we are in awe of what you have done around the world and your great feats. As for our embassy we would gladly take one of the mansions, and because you honor us so, as you do with all your allies, we shall fly an Azazian flag in our embassy in your nation, as well as a Macabee flag, to show a time of unity and peace between the two countries.

Official Presidential Statement

The President has noticed your extremely generous act of granting the Republic an Embassy in your country. As such an Embassy for the Macabeen government has been opened within Dowland City in the Republic at Number 9 Military Row.

Military Row is one of the most heavily-guarded places in the entire country, guarded as it is by an entire Rifle Regiment and Armoured Brigade, and each Embassy on Military Row is assigned its own personal response team formed of an entire company of infantry.

At your Embassy there will be a larger restriction on the number of guards allowed, with 70 being the usual number allowed, and armoured and armed vehicles are allowed into the compound, as are armed helicopters for the helipad on the Embassy roof.

Your nation has also been given 'Favoured Ally Status', in which trade negotiations are given priority over all others, as are all diplomatic matters.

That would be great, and we would very much like to contruct our own embassy in Malkyer. As with other nations, of course, the rules which you impose on your diplomatic quarters will be followed to the point.

Our restrictions are few:

-No more than fifty military guards (i.e. soldiers w/ rifles)
-Unlimited other internal security (i.e. police w/ handguns)
-No large or extensive weapons systems*
-No more than two civilian-model helicopters

*If you agree to allow a Royal Government inspector onto the embassy grounds once a month, you may keep an Infantry Fighting Vehicle or Armored Personnel Carrier inside the embassy compound.

We agree to these terms and you may send your inspector although I don't think that we will be sending an IFV anytime soon. However, we want it to be seen as a method to prove that we have nothing to hide from you, and that we have no machinations against your government, or any government allied to yours. In other words, it would be a proof of trust.

We desire peaceful relations between our nation and a nation as respectable as your own, and therefore are willing to cede 2.4 heredia of land (roughly 3 acres) on the Embassy Platform in our capital city. We have very few restrictions reguarding foreignly owned assets, only that we do not allow more than fifty armed soldiers of any one country in own nation at one time, save during times of crisis. We also regret to inform you that we do not allow foreign heavy armor (tanks) within our nation, nor do we allow armed foreign aircraft. Otherwise you are free to do with your embassy as you will. We would only wish to send a nuncio, a turma (32 men) of guards, and 10 clerical staff for embassy staff and do not wish to send anything more than two civillian helicopters and an armored staff car along with them. We hope these terms are agreeable and await your response.

There would be no reason for me to not agree on the terms you impose as they are fair and just. Consequently, the only option for me to take, and quite to my pleasure, is to accept this most gracious exchange of embassies. Your plot of land will be alloted. We are very regretful that we cannot give you a landmass the size that you have alloted us, instead you are confined to around 2.7 acres, since we believe that since all allies, or friendlies, are equal then they should recieve equal amounts of land concerning their embassies and consulates. But please, putting such small triffles aside, welcome to the Macabee Empire.
