Head Naval Intellegence officer Alexey Osmanov: You have all read the files on this project. I myself support it, we have the money and it does sound promising. Just to make sure that we're all on the same page, lets review the information on the project once again.
-Alexey picked up a remote and pressed a red button, a giant TV screen that was placed on the wall opposite from the oval table lite up. The screen showed a world map, a female narrator began to speak as the picture changed to a more localized map of the Atlantic Ocean.-
Narrator: This is an area just outside of our newly accuried territory in North America, right now we can not track the movements of other nations naval vessels, their submarines and ships pass without us getting any info. The satelite photos are valuable but do not give a clear enough picture and we do not have enough satelites to track every ship in the ocean.

Gregorie Kalashnikov has designed a portable hydrophone device that would allows us to listen to the movements of subwater and overwater vessels. A single hydrophone has a shape of a square, with an area of .3 cubed meters.
It can analyze the infomration in form of sound waves in an area of 200 meters. This device is very sensitive. After it has picked up the sound wave it sends it straight to the HSS headquarters where specially designed, superpowerful computers analyze it, and match the sounds with previously recorded or give a newly recorded sound an indentification mark and store it in the database, if the sound has previously never been recorded. The center will require opperators, about 3000 of sonar experts and 50 of armed staff.

Each dot represents a hydrophone, this are placed to make sure that the most vital areas are covered, in the antarctic ocean, along the western coast of North america, Northern coast of Russia, and around our the islands we own, among other locations.
The picture can be changed, but this is optimal for tracking the movements of foreign vessels in areas that are most vital to our interests. The project will cost a 100 billion for construction of more then 18000 hydrophones, and 17 billion more to put those hydrophones in place making sure that no foreign power will notice anything.
