OOC: In case anyone's wondering, this is Marimaia, breaking in the new AMW account as I'm staying in Peru for a very long time.

"How do we ask? I mean, it's not like we can just waltz in the front door."

"Leave it to me."

The two Peruvian university students nodded at passers-by as they stood outside the gates of Chiisu Suun's Lima mansion. Adan Cortez was a fairly shy person, always following the lead of his best friend. Michiq Illari was a native Quechua, an outspoken young man who thought nothing of arguing with the pair's Politics lecturers.

Michiq pressed the gate buzzer. "Hello? Mr. Suun?"

An elderly voice answered. "May I ask who's asking?"

"Um, we're university students. We've travelled all the way from Cuzco to see Mr. Suun; please, it would mean a lot to us."

A new voice emanated from the intercom. "What do you want to see me about?"

"Mr. Suun! My name is Michiq Illari, my friend is Adan Cortez. We're studying Politics at Cuzco University, and we found your book in the library. We loved it so much that we tracked down a store in Lima that sells it and we each bought a copy! There are a few points of NeoSuunism that we'd like to discuss with you, if you'll allow us."

The gates swung open, allowing the two students to make their way in.

Michiq and Adan looked around as they were led into the mansion, noticing the various antiquities on display before being led out into the rear gardens. They were led over to a poolside table where Chiisu and Tian were having afternoon tea; Oddjob bowed and gestured at the students.

"Ah! Michiq and Adan, is it? Please sit down."

The two sat down, looking nervous. They hadn't expected to be allowed in, yet alone invited to tea. Oddjob poured two more cups and strolled off to leave the four alone.

"So, you say you two discovered my book? I didn't think it had been published outside Marimaia."

Michiq looked down. "Well, this might be a bootleg copy then."

Chiisu smiled. "No need to be so concerned, I'm just glad that someone outside the former Marimaia has found it. So what did you think?"

"You're a genius! NeoSuunism just speaks so clearly to us; it's not like some ideologies where it'll only happen if everyone was perfect. Our Politics lecturer said that it was a failed ideology, but I argued that it was Marimaia that failed, not NeoSuunism. I honestly believe that other nations could adopt it successfully."

"Well, thank you. To be honest, I thought it would be thrown on the trash-heap of history by intellectuals, but thankfully I was wrong."

Adan grinned broadly. "There's something else, um, I think Michiq phrases it better."

Michiq leant forward. "We've spoken to some of our friends, and they agree with us on the value of NeoSuunism. Would you be willing to come to our university as a guest lecturer? The Politics faculty is holding a series of guest lectures on revolutionary movements; they currently have some stuffy historian lined up to do NeoSuunism, but it would be so much better if you did it."

Chiisu thought for a moment. "I'd love to. When is it?"

Chiisu stepped out of his limousine to be greeted by a small crowd of students, all eagerly waving copies of 'The Greatest Nation, The Greatest People' at him. After an impromptu book signing session, campus security escorted Chiisu and Tian into the lecture building, where he met with the university's Vice-Chancellor and various other lecturers. The time for his lecture soon arrived, so he walked out into the auditorium to polite applause from most and raucous applause from students that he'd met outside.

He started with his reasons for creating NeoSuunism, talking about the stagnation that Marimaia had encountered and how he had needed to revitalise the nation. He explained the reasoning behind each of NeoSuunism's principles, giving examples of how the ideology had transformed Marimaia into a vital state which played a significant part in the Asian political landscape.

He talked about the war of liberation in Burma and the Bonstock War, going into detail about the post-Bonstock era including President Kalla and the tension between Marimaia and the emerging Indonesia. He closed by talking about the collapse of Marimaia, stating that he believed that a number of factors had led to the collapse; in his eyes, it was unfair to blame NeoSuunism for the collapse.

When he opened for questions, Dr. Miguel Chavez instantly stood up and began putting forth his opinion on Marimaia's collapse; Chavez was Michiq and Adan's Politics lecturer, and couldn't help criticising what he saw as a 'biased and blatantly apologetic view'. Although Chiisu smiled politely and listened, several of the students began loud disagreement with Chavez before he eventually left the room to the cheers of the students. After that, the only questions asked concerned Chiisu's former allies and whether they had attempted to contact him since Marimaia's collapse.

Before being allowed to leave, Chiisu and Tian found themselves dragged to an on-campus coffee house by the pro-Suun students. Once there, they were encouraged into reading from 'The Greatest Nation, The Greatest People'; they were also asked about how they'd met, and how they had adjusted from being a First Couple to being private citizens of another country.

Michiq and Adan had once again embarked on a journey to Lima to see Chiisu, this time with a more daring idea.

"Why don't you establish a NeoSuunist Party here in Peru?"

Chiisu nearly spat his tea out in surprise. "Are you kidding? Ramirez would do his nut! Besides, according to the constitution I can't run for President. I'd have to find a local to run as Presidential candidate, plus we'd have to find people willing to stand in the departments. I guess it's possible, but if I rock the boat too much then Ramirez might get agitated."

Tian put his drink down. "That's not the man I married."

"Excuse me?"

Tian turned to look at Chiisu. "You're the guy who invaded Burma against widespread opposition and won. You took us into the war against Bonstock despite some cabinet reservations, and we liberated Malaysia as a result. Admittedly things didn't go so well afterwards, but that's not the point. You stood firm in the face of opposition; you ran the country the way you wanted to. Hell, you moved to a completely different country and established yourself as a power. You never really cared if other people might be annoyed with you, you just did what you wanted to.

Now, I know for a fact that giving the lecture lit a fire inside you, and I don't want to see it go out."

Chiisu stared at him for a second. "Since when did you get so vocal?"

Tian smirked. "Since I found a way to get you motivated again. Come on Chiisu, admit it. Apart from occasional business, you potter around this place finding things to keep you busy from day to day. I want to see the Chiisu that's destined for greatness, not the Chiisu who's bored out of his skull except when we have some private time."

Chiisu raised his eyebrows. "Well, I guess I've been told. Alright then, we'll need a name for the new party; nothing bland though."

Michiq spoke up. "Partido NeoSuunista. It sounds good."

Chiisu nodded. "Then we're in business. We'll need some activists, Michiq and Adan can handle that side, I'm sure. I'll start talking to business leaders to see if they'd be interested in either backing or joining it."

After Michiq and Adan had left, Chiisu turned to Tian. "I think we should also get the old cabinet back together; after all, we'll need a NeoSuunist Grand Council."

Roycelandia, as everyone might know, has never been keen on Fundamentalism of any kind, be it Religious or Political.

However, the IIS are keeping a very close eye on the NeoSuunists, unsure as they are of their goals and aims.

OOC: Perhaps you could fill me in, very briefly, on what NeoSuunism is all about? I missed all the various wars etc, and as such know very little about the situation in Peru now, except that it's something Roycelandia needs to be involved in because it's our own backyard, so to speak...

NeoSuunism Explained

NeoSuunism is a composite ideology, drawing on elements from many political systems. Chiisu Suun developed it as an evolution of 'Suunism', a staunchly Maoist ideology created by Chiisu's father, Mikada Suun.

NeoSuunism states that [insert country name] is one of the 'superior nations' in the world, with superior culture, a superior population, etc. As a 'superior population', the country's citizens have very liberal personal freedoms, to reflect their right to live however they want. For example, the Peruvian NeoSuunists would see growing coca/poppies as a right of the Peruvian people. Membership of the 'superior population' isn't due to ethnicity however; if you are a loyal citizen, then you are 'superior'.

NeoSuunist economic doctrine advocates the creation of 'Concerns', large single-market corporations which are 51%-owned by the government and 49%-owned by private individuals. Examples from Marimaia include Shin Fai Armaments Concern, Xing Refreshments Concern and Chiha Gaming Concern. In order to promote Concern efficiency, regular audits are carried out, and private enterprise is encouraged as well.

NeoSuunist foreign policy is quite fascist in its theory. As a superior nation, Peru would be expected only to enter into binding agreements with other 'superior nations'; just as an example, Roycelandia would be a 'superior nation' due to their empire and longevity while Uruguay wouldn't really be recognised unless it had something Peru wanted. Although it's best to keep in mind that 'superior nation' classification can be surprisingly pragmatic at times.

Finally, in something which also smacks of fascism, NeoSuunism works best in nations where 'rightful national territory has been misappropriated by inferior elements'. NeoSuunism advocates the re-taking of national territory, be it through diplomacy, intimidation or military action. There's also a lesser-known aspect of the ideology which advocates the creation of buffer states as a protective barrier for the superior nation.

In AMW, Marimaia achieved all these things, but ultimately failed due to nationalist sentiments among the Laotians and Cambodians coupled with the economic downturn resulting from Asia's almost non-stop wars. Peru on the other hand is pretty well united behind the concept of 'Peru as a nation-state', making it much more likely to succeed as a 'NeoSuunist Parent-State'.

Important Bit Regarding Roycelandia:

NeoSuunist Peru would court Roycelandia as an ally in the region, regarding them as a fellow superior nation. Peru wouldn't hesitate to draw up spheres of influence in South America, and would support any Roycelandian imperialist moves so long as they didn't clash with Peruvian ambitions.

Ramirez poured himself a drink as Chiisu was shown into his office; the escorting aide received a standard 100PEN tip and quickly dashed off. Chiisu took a seat.

"You asked to see me, Vasco?"

"Chiisu, we're amigos, yes? We watch out for each other, we're comrades. So what's this I hear about your Partido NeoSuunista?"

"Well, some students came to see me regarding NeoSuunism; one thing led to another, and I decided to revive the old ideas. You know, it would be a shame if we ended up at opposite ends of this discussion. Why don't you join the political revolution?"

Ramirez snorted. "I'm the one on the receiving end of your revolution, that's why! I'm President of this country already, so why should I join your little party?"

Chiisu smirked. "You've said it yourself many times; you're not a politician, you're a soldier. You think like a commander, you run this country as if it was a regiment of troops. What Peru requires is a political leader, someone who can sway and bend public opinion with one speech. What Peru also requires is a Chief of Armed Forces who knows how to organise forces and get the job done...someone like yourself."

Ramirez frowned, so Chiisu continued. "At the moment, you're beholden to public opinion; if you do something wrong, then you could get overthrown. If you were Chief of Armed Forces, you could immerse yourself in the military; I mean, what was your first major foreign policy decision? To buy weapons from France and Roycelandia in order to upgrade the armed forces. If you step down as President and join Partido NeoSuunista, we'll make you Chief of Armed Forces, with all the funding you need to make your dream for the army come true. Best of all, you won't need to worry about policy meetings or foreign visits or anything like that; you can have your army without the hassle of running the rest of the country."

Ramirez shook his head. "I don't know Chiisu; sometimes I do wish for a simpler life. How do I know you won't cheat me out of funding though?"

Chiisu grinned at him. "We're comrades, Vasco, we're amigos. I don't betray my friends. Besides, when you hear what I have in mind, I think you're going to be very pleased."

"Ramirez is to catch pneumonia."

Tian frowned at Chiisu. "The real genuine kind, or the kind your father died of after I was through with him?"

Chiisu scowled. "The second type. He won't help us, he believes himself to be the Iron Man of the Andes. However, as he's such a benevolent leader, he's not going to ban Partido NeoSuunista. We have to beat him in an election, but he won't call one unless he knows he'll win it. Of course, there is another way. Ramirez dies, and Esteban Gao becomes President. Gao has virtually no public profile, and the only reason he's the Defence Minister is because he's an old army comrade of Ramirez."

Tian shrugged. "How does that help us?"

Chiisu smirked. "Alexis checked Peruvian electoral law; some foolish democrat passed a law stating that an election is to occur a.s.a.p. if a President dies while in office. The law's never been rescinded, it's just never had to be enforced. We get rid of Ramirez, Gao has to call an election. We have a trump card to play in that situation."

"Go on, I love hearing you talk like this."

"Juan Delgado. Admittedly he's another general, but this one has vision. More importantly he has our vision. He's something of a hero too; apparently he was the commander responsible for victory in some border war with Ecuador in the Eighties. The Marimaian Security Ministry identified him as a possible friend when we started looking at South America for allies; who thought we'd end up supporting him this way?"

The stadium was packed to capacity with an audience which had travelled from all over Peru, as well as a few who had made the journey from Bolivia and Ecuador. The pitch had been covered to provide more seating room, and in the centre of the stadium was a large stage; suspended above the stage were large banners depicting Juan Delgado's stern features.

The audience were the hardcore party faithful, avid readers of The Greatest Nation, The Greatest People and well-versed in NeoSuunist history. As a result, when Sakano took the stage to perform some of their classic songs the audience readily joined in. The pop band had experienced a sudden surge in Peruvian demand for their previous albums, mainly due to their undeniable ties to the old NeoSuunist regime in Marimaia.

After Sakano had warmed up the crowd, Juan Delgado was introduced. Flanked by members of the newly-created Los Guardas Brillante, the red & black-clad party militia, Delgado strode towards the stage in his newly-designed personal uniform. The audience quickly rose, greeting Delgado with cheering and the stamping of feet. Delgado reached the podium and looked around at the crowds, his features betraying no emotion. He watched them fall silent as he made a sweeping gesture, then finally he gave a slight nod and spoke.

"My people."

The audience erupted once again, falling silent at another gesture.

"Never before has Peru needed us so badly. We have a general as president who knows nothing of leading a nation! All he does is take; he takes money from all of us and spends it on himself. The economy is faltering, but does he try to change that? There are reports that guerillas are regrouping for another terror campaign, but has he done anything? We are regarded by most nations as a backwater, something we all know to be a lie, but does he try to prove them wrong?

I stand here before you to say that we will not stand for it any longer. We shall improve the economy, we shall improve rural conditions, we shall eliminate the guerilla threat, we shall transform Peru into the vibrant nation that it should be! Ramirez sits around, reacting; we will take the initiative and act preemptively! Unlike him, we have a framework, we have beliefs, we have vision.

I see a Peru where all citizens can live how they wish, in accordance with their right as Peruvians! I see a Peru where the economy is the envy of all South American nations! I see a Peru which is respected and renowned around the world! We have the chance to achieve this, my brothers and sisters!"

As the audience cheered once again, Delgado looked around, nodding. The sea of supporters contained students, agricultural & industrial workers, bankers, teachers, doctors, even military personnel; all of whom were growing tired of the monotony of Ramirez's 'banana republic' regime. Delgado raised his hand for silence.

"We have a man with us today to thank for this. He is the one who formulated the beliefs we hold so dear, it is thanks to him that we can hold our vision of the future! The father of our movement, the Doyen of NeoSuunism! Chiisu Suun!"

The crowd erupted as Chiisu walked towards the stage, waving as he scaled the steps before embracing Delgado to even more applause. Delgado yielded the podium to Chiisu, who looked around with a slight smirk; he hadn't faced a crowd this large since his days as the Tiger King, and it felt good to be back before so many.

"I came to this nation as a refugee, after my former nation showed its true colours and expelled me. They could not endure a moment of hardship, they were weak. Unlike Peruvians...."

A cacophony of cheering interrupted him until Delgado silenced them.

"Unlike Peruvians, who can take whatever the world hands out and still survive! I am honoured to be able to give so much back to you. I may not have been born here, but this nation has become my home and you people have become my family. Peru is destined to become a dominant force, I can feel it; I feel the enthusiasm emanating from you all, and I truly wish that I had been born a Peruvian, as then I would be united with you by blood as well as by purpose."

The rally continued long into the night, receiving widespread media coverage; Ramirez had previously allowed Chiisu to establish a burgeoning media empire believing that it would work as excellent propaganda. It was certainly working, just not for him. Ramirez saw the television coverage, seeing the smiles of Suun and Delgado as the crowd cheered them on; if he didn't act preemptively, popular opinion would oust him one way or another.

"Why do I have this horrible feeling that Ramirez is about to have some sort of Accident?" asked His Imperial Majesty Emperor Royce I, still deftly ignoring any questions about how he managed to get out of the Palace and host his own late-night TV show, entitled "Blackmail" (Yes, the same as the Monty Python one).

"Well, we feel that the NeoSuunists are planning something. Like Nazism, but without the killing of minorities and the other bad stuff that happened there- and it has the potential to spread." explained Wiggles, His Majesty's aide

"Hmmm. Not necessarily something we want in our own backyards, then?"

"I wouldn't say it's a bad thing... especially since they like us, and want to do business."

"They do? That's OK then. Tell the IIS to keep an eye on them, but Peru is strictly Hands-Off for now."

The Presidential Palace, Peru

"Get out!"

The aide scurried away as a bottle flew towards him. Ramirez slumped back onto the couch, looking around vacantly. Things were turning ugly for him, and he had turned to vodka for the answer. Delgado was on a whistlestop tour of the country, visiting rural communities and major cities alike. Everywhere he went, people cheered and showed appreciation; everywhere Ramirez went, there was polite applause.

He rolled off the couch and lay face-down on the floor. What the hell happened? He tried to think back, to realise when it all started to go wrong....one word sprang to mind. Suun. Ramirez scowled as he attempted to lift himself off the floor. Ever since he came to my Peru, he's been working against me! He's always wanted it to be his Peru!

He managed to get up and stumbled over to the intercom. "Tell Suun I want to talk."

Two hours later, Chiisu and Tian arrived at the presidential palace. Chiisu was pleasantly surprised to receive the call from Ramirez's people; perhaps Ramirez had finally seen sense. They were ushered up to Ramirez's office, where the general sat on the desk, swaying slightly.

"Vasco?"

"Ah, Chiisu! My amigo, my friend! Please, I have to ask; stop this now. Merge your party with my regime, I'll be the President and you can keep your private interests."

"I'm sorry Vasco, but I don't think the Peruvian people would let me. You've seen it, they love Delgado. Just accept it and retire peacefully; if you call the election now, you can leave office as a living Peruvian citizen. Considering how many of your predecessors left this office for exile or for a hole in the ground, you'd be the most successful military dictator Peru's ever had."

Ramirez chuckled. "I'm sorry too then."

Tian proved much quicker than Ramirez's alcohol-slowed reflexes, knocking the gun from the dictator's hand. Tian's normally-stoic features twisted into a mask of rage.

"You...dare...I've killed better people for less."

Tian took Ramirez by the throat and casually threw him to the ground; Chiisu knelt down and lifted Ramirez's face, staring into his eyes.

"You disappoint me Vasco." Chiisu hissed with fury. "There was a time when I thought there was hope for you, but I see I was wrong. You are all that stands between me and my vision for Peru, and as such you cannot be permitted to stay in power. I know you're drunk right now, but trust me when I say that you'll comprehend these words. Resign and live, or die in office. The choice is yours. Now make it."

The next afternoon

All television and radio stations interrupted their regular programming to bring a newsflash.

"General Vasco Garcia Ramirez, President of this country since a coup nine months ago, was found dead in his office early this morning. The apparent cause of death was a single bullet to the head; preliminary reports indicate that he took his own life. Ramirez had been experiencing a steady decline in public support due to his inability to solve Peru's economic difficulties; it is quite possible that he succumbed to stress. He is survived by his ex-wife, who divorced him over accusations of adultery. Defence Minister Esteban Gao will act as caretaker President until elections are held."

"Did you kill him?"

Chiisu looked hurt at Kangtian's question. "I would never kill someone!"

Kangtian raised an eyebrow. "Okay then. Did Tian kill him?"

"What makes you think that we had anything to do with it?"

"I know you too well, that's why I think you had something to do with it. Not that I'm complaining, mind you."

"Well, you think what you want to. Partido NeoSuunista will shortly have an election to fight, and we need to concentrate on it."

Juan Delgado looked at the two of them. "We shouldn't fight the election. We'll win for sure, but I have a more direct approach in mind. A march on Lima. As many party members and supporters as possible, we march into Lima, march to the Presidential Palace and demand that Gao immediately hands over the government to us. It will demonstrate our strength, and prevent Gao from dithering about an election date."

Chiisu nodded. "I like that. Send the message through the party offices that we are planning a mass march on Lima. In two weeks."

"Looks that way" replied Foreign Minister Jeff Lebowski.

"Well, keep an eye on the situtation... there's not a lot we can do at this point, but we don't want to get caught with our pants down again..."

OOC: AC, no to the first, yes to the second. The regime will allow coca & poppy farming as one of Peru's 'natural rights', as a handy side-effect the Lotus can continue narcotics production. It'll be a very symbiotic relationship.

IC:

"We're aiming for a million-strong march. Other people have done it, and if we manage it then it will send a message to Gao and everyone else that we mean business. Looking at the response from the regional party HQs, we could just about manage it, but we may have to pad the figures slightly."

Chiisu smirked at Delgado. "Excellent news. To be honest, a 200,000-strong march could probably force Gao out of office, but a million would be exquisite. Have you written your inauguration speech yet?"

"No, I'll speak directly from the heart. Peru has needed a strong central government for years, and we're finally going to provide one. Have you got a speech ready?"

"Why do I need one?"

"You're the father of NeoSuunism, you're our Marx. Although I'll be leading the government, we'll be looking to you for inspiration. Should there be disagreement amongst the party regarding doctrine issues, we'll be turning to you for final rulings. You're just as important as I am in this enterprise, don't forget that."

The March on Lima

With Gao overwhelmed at the scale of the problems facing him, the time was perfect for Partido NeoSuunista to stage a grand peaceful takeover. The event would go down in Peruvian history as one of the grandest spectacles ever.

The March began at a huge rally held outside Lima; hundreds of thousands of NeoSuunist supporters had turned out, listening to speeches by various party bigwigs, culminating in an address by Suun & Delgado. After their emotional speech, the two NeoSuunist leaders climbed aboard an open-topped truck and began heading towards the city outskirts, their supporters close behind. Placards and banners called for Gao to resign in the interests of Peruvian survival, and the marchers occasionally broke into various NeoSuunist chants.

They were supplemented by the presence of Sakano performing from a mobile stage which was keeping pace with the marchers; the young band led the crowd in renditions of several anthems, including the infamous 'I Want A New World', which had once been Marimaia's national anthem but now slightly rewritten to become Partido NeoSuunista's party song. Catering vans awaited the marchers at the various designated stops, cashing in on a huge event which they could then claim to have been involved in.

Gao watched the whole event on live television, cringing at every chant. His heart sank as he saw troops from the Lima garrison marching in the crowd; the march had stopped outside the military base to collect anyone who wanted to join, and there had been many takers. Eventually the march reached the Presidential Palace; to Gao's horror, the guards stood aside to allow Suun & Delgado entry. He sat down at his desk and waited for the inevitable.

All the same, he jumped when there was a knock at the door.

"Enter!"

Delgado & Suun walked in accompanied by Tian, all three clad in party uniform but none of them armed. Gao sighed and handed them a document.

The Kingdom of France would be the first body to acknowledge the new Government of Peru, or rather the NeoSuun Republic. Versailles called up Delgado, congratulating him on a bloodless and indeed glorious coup d'etat.

Le Comte de LaMarck, who had been visiting Peru on behalf of His Majesty (Louis XX was having a grand vacation home built in the Peruvian forest), was made by Louis XX Ambassidor to Lima.

LaMarck arrived at the Parties victory celebration later that night, eager to seize the publicity as His Majesties. In front of the audience (most probably in the lobby of the best hotel in Lima) LaMarck presented Chiisu and El Presidente with a massive silver plaque, which was in reality a invitation to a massive parade in Paris to celebrate the victory in Lavrageria and the copiousity of the Holy Leauge. LaMarck made no secret that His Most Christian Majesty Louis XX had investing Chiisu with the peerage (the first Marquis d'Beaumont to be precise, and also the coveted post of a Gentleman of the Bedchamber) upon the agenda. Delgado, too, was lined up for a few knighthoods.

Juan Delgado was sworn in as the new Peruvian President with great pomp and ceremony; his inauguration speech made it clear that Peru would be open to diplomatic relations with certain nations; France and Roycelandia were publicly thanked for their recognition of the new government, with Delgado calling them 'true friends of the Peruvian people'.

The new cabinet was comprised mainly of Peruvian NeoSuunists, but as a tribute to their assistance a few of the former Marimaian leaders found themselves with cabinet posts. The main personalities of the new cabinet were as follows:

Yuraq Tamaya was the new Foreign Minister; a biased intellectual to say the least, he fully believed that the Asian revolutionaries had maliciously abandoned Suun once before and therefore couldn't be trusted. Yuraq saw Peru's future as being linked with the monarchies and empires of the world. Yuraq was also one of the highest-ranked native Quechua members of the cabinet.

Isandro Flores became Finance Minister. A firm believer in NeoSuunist economics, but with one slight twist which had approved by Suun & Delgado; instead of 49% of each Concern being available to 'private individuals', the 49% was only available for Concern employees. This was designed to increase efficiency and productivity, as higher profits would mean more dividends for the workers as well as the government.

Apsara Supachai became Peru's first female Defence Minister. The former Governor of Taishita and Premier of Marimaia during the Tiger King era, Apsara was renowned as a hard-nosed no-nonsense woman who knew how to get things done. Affectionately known as 'The Iron Bitch', Apsara would be in charge of modernising the military and absorbing various pro-NeoSuunist paramilitaries into the Defence Ministry.

Carlito Salazar was appointed to the post of Interior Minister. Carlito sought to ensure that NeoSuunist domestic doctrine was enacted fully. His first act was to fully legalise coca and poppy production as a nod to the farmers who had shown such fervent support for the party.

Chiisu Suun received the title 'Doyen of NeoSuunism' in addition to his position as Chairman of Partido NeoSuunista. Although he had no official government position, his opinion would be sought on matters of ideology; Chiisu would also advise Delgado on major policy decisions due to Chiisu's previous experience of political leadership. Those former Marimaian ministers who did not join the cabinet became policy consultants for the Ministries they had previous experience in, except for Wanfa Kong; Apsara didn't really need his advice, and he was enjoying himself as the new head of Partido NeoSuunista's paramilitaries. Michiq Illari & Adan Cortez were not forgotten either. The two students who had lit the fire under Chiisu were rewarded with the leadership of the NeoSuunist Student League, the party's university-based wing.

The former ministers of the Ramirez regime were all given an amnesty, allowing them to live in Peru as private citizens. Finally, the new government offered an amnesty to all insurgent groups; they could either lay down their arms and work to create a new Peru or be subject to a much harsher crackdown than Ramirez had attempted.

The first Concern is established after a few days as the state nationalises the oil industry under the banner of Olimpic Petroleum Concern; this move is designed to increase government revenue at a time when reforms are due to be implemented. Plans for more Concerns are drawn up, focused mainly on manufacturing and transportation.

While the government engages in affairs of state, the party itself holds a conference in Cuzco between itself and similar-minded groups across South America. Representatives from MAS in Bolivia as well as Pachacutik, CONAIE and ECUARUNARI in Ecuador attend the conference, which is held to establish stronger links between Partido NeoSuunista and groups which may help in their long-term plans. To this end, delegates from the AUC in Colombia also attend. Nothing definitive comes out of the conference, apart from a vague agreement regarding mutual understanding and assistance.

Eastern Flame was the newest ship in the Islandian Surface Warfare Force, and also an oddity: it was the only destroyer crewed entirely by females.

Whereas the submarine force and even naval aviation had made advances in allowing women onto their craft (the submarine forces also had several all-female and integrated attack boats, though no women were allowed yet on missile or special purpose submarines, and naval aviation had all female squadrons) the surface warfare force remained steadfast in its refusal to allow women into the ranks of its destroyer and frigate crews.

Until now. Captain Shao, a moody, obtuse 10 year veteran had been delegated to command the Eastern Flame, and told, privately, by First Admiral Yuen (also a woman herself) that she could not fail. Specifically, the pride of woman sailors was riding on Shao's shoulders.

Shao shook her head and sighed. For their third cruise, a lot more could have gone wrong, but it was still quite bad as things went. On a trans-Pacific voyage, the ship had left its two companions Myjin and War Cloud behind (Shao's ship was the fastest in the Navy).

Then, three hundred kilometers from any known shore, their communications equipment had malfunctioned.

Shao sipped at her cup of tea carefully, and monitored the navigation console. She had decided to move the ship to Peru, the closest port being Chimbote.

Shao was worried; no one spoke Spanish on her ship, and the language specialist that normally was scheduled to sail with her had transferred over to Myjin the day before, to be treated for pneumonia, as their ship's medical bays were not fully prepared yet.

Worse, she had heard that Chiisu Suun had moved to Peru not long after Marimaia had collapsed, and that he had begun manuevering in the area. Intelligence had even claimed that West Islandian rebels had tried to establish a base of operations in Peru, where there was a sizeable Islandian expatriate community, and she doubted that she would be popular amongst those living in Peru.

Off the coast of Colombia, the two Hindustani Navy Leander-class frigates patrol the seas along with a gaggle of fast patrol boats. Developments in Peru have triggered the construction of one of the Colombian Navy's first corvettes, a Hindustan-designed copy of the Petya II. The arrival of an Islandian vessel goes unnoticed, being beyond the range of the Leanders' radars. However, a patrol of Kfirs could chance on the ship at a later time, judging by their flight path, but this is somewhat unlikely.

On the land border, things continue much as they have. Hindustani-funded social programs achieve mixed results, with some areas showing real signs of improvement while the funds earmarked for others go into the local administrator's coffers. Occasionally, raids will be made on corrupt officials, but the small percentage of the Colombian military which is under competent leadership already has its hands full with FARC and AUC rebels.

But the military, under Hindustani supervision, gears up for an offensive. EE-3 scout cars, EE-9 APCs, and EE-11 armored cars begin to show up in columns by the sides of roads outside the capital, occasionally headed by a T-55 or PT-76 of Hindustani origin.

The campaign also shows the Peruvian workers gaining more influence as the Concerns distribute allotted shares between their employees. Taxes are also cut in a pre-election bribery attempt; Partido NeoSuunista soon have a comfortable lead in the polls. Their closest competitors are lingering remnants of Ramirez's Partido Nacional De la Fuerza and the leftist Partido Agrario; PNDF was a joke after its spectacular loss of power in the March on Lima, while Partido Agrario's support was being undermined by Partido NeoSuunista's rural and agricultural reforms.

Aside from the election, Nishio Kamisori and Rongyi Bei meet with several respected members of Peru's Asian expatriate community. They have great success with fundraising by appealing to the expats' concerns over Sendero Luminoso and growing socialist influence in the region. Nishio also contacts his friends amongst South America's Japanese expatriates; Partido NeoSuunista quickly finds itself flush with cash as various businessmen donate funds to 'South America's best hope against rampant Communism'.

The AUC didn't truly feel threatened by the military buildup. Sure, the military had hardware that they didn't, but the AUC had years of guerilla experience on their side. The group had also started propaganda campaigns in rural areas calling the central government 'foreign puppets' and demanding the withdrawal of all Hindustani personnel from Colombia.

All the same, the AUC had become surprisingly pragmatic; they forged an alliance with Alejandro Guerrera, the Pacific Lotus's newest member. Guerrera controlled much of the cocaine industry in southern Colombia, and had assurances that the Lotus would send paramilitaries to assist him if necessary.

Over the Colombian countryside, an unfamiliar shilouette traces across the treetops. Not far behind is a wing of Kfirs, and below are columns of Colombian Government armored fighting vehicles.

They near a line of hills, and as tracers arc up to meet the aircraft, they release numerous dumb bombs.

These MiG-21s, or rather SAf. 21Js, strike the first blow in the soon-to-start government offensive. Aiming for a concentration of AUC fighters, sighted by a reconaissance squad, the Fishbed-Hs and Kfirs drop dumb bombs and fire unguided rockets into the trees, hopefully hitting something, as armored columns crawl closer on the ground, making for Medellin.

The AUC guerillas were being pounded by government forces, and to make matters worse the government forces were using ther new Hindustani-supplied weapons.

Ten guerillas were taken out by unguided rockets, while another twenty were killed by bombing. The survivors began taking aim with Stingers as they retreated further into the jungles. If they could get back to their local base, they could get their hands on more firepower.

In Medellin, Guerrera was unimpressed by the government's show of force. He fully expected to bribe his way out of trouble; however, he had an escape plan just in case. A nearby private airfield had his plane prepped just in case he needed to flee to Peru.

As promised, the Pacific Lotus had sent members of Los Guerreros Sucios into southern Colombia to assist Guerrera if things went wrong; the paramilitaries planned to make any government advance into Medellin as difficult as possible.

The fighters shoot off flares and climb to avoid the SAMs, although there are a few near misses just the same, and head back to rearm, as another wing of Kfirs , led by SAf. 21Js, heads towards the site of the advance.

On the ground, Hindustani T-55s lead the well-spaced column of EE-11s and EE-9s, and fire hypervelocity 75mm rounds into AUC positions and/or concentrations of fleeing fighters. The EE-9s are ordered to engage as well, and use their own 90mm cannons to destroy AUC observation posts as the EE-9s follow behind, each one carrying ten infantrymen.

Meanwhile, near Medellin, a group of 30 commandos approaches the small private airfield. Guerrera is a very important target, and, according to Hindustani officers, must be taken out and soon. As soon as the perimeter of the airfield is in sight, rifle-grenades begin to rain down and Galil rifles fire full-automatic.

The Lotus paramilitaries at the airfield open fire in an attempt to protect Guerrera's escape route, but they soon realise that they are at a disadvantage and flee.

In Medellin, Guerrera switches to Plan B after hearing of the airfield attack. Rather than stand and fight, he and his closest allies leave the city at night and head into the nearby mountains. Once there, he meets up with AUC members who plan to smuggle him into Peru.

The government offensive proves to be much more impressive than the AUC initially believed. Used to holding off Colombian-equipped forces, the influx of Hindustani hardware is more than a match for the guerillas. They give up on attempting direct offensives and spread out, hoping to fare better in jungle guerilla warfare where they know the terrain better than the advancing forces.

FARC concentrations are also hit hard, and the government forces expand into the countryside. However, the advance does not continue into the jungle just yet. Alejandro Guerrera is slowly moved south along the foothills of the Andes, heading for Mocoa; from there it is believed that he can make his escape to Peru.

Before very long, teams of counter insurgency troops are helicoptered into the jungle to link up with already extensive patrols along the peruvian border. Attack helicopters are never far away, and make raids in support of ground patrols. Kfirs and SAf. 21Js fly CAP, equipped with dumb and laser-guided bombs and folding-fin rockets, and attack any targets of oppourtunity.

The AUC, FARC, and Russian Mafia will have their hands full when it comes to the combined resources of the elite government troops and a sizeable force of Hindustani commandos. And as population centers are brought back to government control, the subversive elements loose large chunks of their popular support. Corrupt government officials are snatched up and jailed, and the colombian sappers get to work in improving and protecting infrastructure. Brazilian-made armored cars and Hindustani-made tanks continue to push into lawless territory, always supported by plenty of infantry and air cover. The Russian marksmen, if captured, are generally spared by Hindustani advisors, but the Colombain government troops rarely leave them without at least a good bruising.

If Neo-Anarchos are to come into existance as a northern region-wide revolution, they are going to face some problems inside Colombia. Would it be feasible to say that the authoritarian regime of Columbia was toppled by pacifist Neo-Anarchan demonstration and fringe group terror threats; when AUC/FARC was too weak by LRR/Peru assault to prove a credible alternative?

Of course, to gain their independence NA supporters would have to be VERY humble, but I'm thinking that the Hindustani would be glad to see a non-violent basis-democratic movement take over Columbia when the smoke clears.. What are your thoughts on this?

The fighting Mafiosi began retreating en masse into the jungle, although the business end continued their sales in the cities, albeit disguised as random drug dealers. They venture out only for lighting RPG and machine gun strikes, quick to hide in the thick jungle foilage before the airstrikes come.

Of course, if the Hindustanis were willing to enter into the jungle, the Mafiosi would have no place to hide. This however, would entail a Mafia advantage (ambushes, lack of ability to bring in heavy equipment, etc.) and an environmental disaster.

The colombian military, under Hindustani advisory, plans to starve the guerilla elements out, so to speak, by removing their popular support. Towns located in areas of heavy fighting are furnished with their own small army, often consisting of Brazilian-made armored cars, and remote jungle villiages are given units of Colombian army COIN troops. All in all, the plan looks similar to the British operations in Malaya during the 40's and 50's, complete with helicopter-borne reinforcements that can be called in by radio should things get dangerous.

With some luck, this will weaken guerilla elements to the point of illegitimacy.

Of course, that meant understanding what these Hindustani forces were up to, and convincing them not to fire upon the few armed people's militia that had formed to police the borders - Of course, the black and green revolution could not be motorized, so he cursed the principles that led him to only having his bike to catch up with the tank with. "'Ola! Stop!" he shouted, well knowing that no one heard him, and kicked his bike off the ground..

The Mafiosi have hunkered down in the jungle, preparing for a massive assault. They are some of the toughest the Mafia has to offer, and thus are able to live off the land by eating plants and hunting animals. In the meantime, Mafia squads launch raids against Hindustani and government convoys, blasting into them with grenades, RPGs, and AKs, before rushing back into thr jungle.

In the cities, the Mafiosi are low key, staying out of the government's way while conducting "business."

If the Mafiosi are audacious enough to mount raids on convoys, they will find them few and far between, with most military travel being done via helicopter outside areas that the government forces plan to occupy in full. Either the mafiosi encounter a lost jeep or broken down civilian bus or APCs, tanks, and infantry supported by artillery and attack aircraft.

Mafiosi expecting to find a bunch of trucks and whatnot moving slowly down a narrow road will be disappointed. When ground units move through an area in force, they intend to keep it.

Mafiosi, when captured, or if captured, are whisked away aboard AB-212 and UH-1 (AB-210?) helicopters, staple Latin American types, and interrogated.

Many held placards with slogans such as "Anarchy and Equality", "No more drug crimes by FARC" and some even carrying expletives inreplicable here, directed at FARC and government. Speakers holding megaphones directed the discourse, or at least attempted to do so above the feedback, shouted chanting and general hubbub.

In many other parts of Columbia, local government was about to form, rejecting both Presidente Velez' government and the just as authoritarian alternatives that groups such as FARC and ELN were fighting.

With the situation turning against them more rapidly by the hour, the leadership of the AUC did the only sensible thing they could.

They fled.

The leaders who had gathered in Leticia had only a short hop across the border into Peru, leaving their compatriots elsewhere in Colombia to their own devices.

AUC guerillas put up continuing resistance, but they were gradually being worn down by the government offensive and their eroding support base amongst the civilian population. A planned car bombing in Bogota was called off, as it was realised that such an act would probably count against them with the civilians.

Meanwhile, Alejandro Guerrera finally made it to Mocoa, having experienced a grueling hike down the Andes escorted by AUC guerillas and his own most trusted associates. Once there, he prepared to flee for the Peruvian border, he and his party disguised as 'Colombian peasants'.

Raoul finds the advisor quite friendly towards the prospect of peaceful revolution, if the troops that they ride with are more suspicious. Raoul is told that he might like to visit the Hindustani military attache, conveniently based offshore aboard a Type 12 frigate.

Furthermore, with elections just around the corner, if the Anarchists could win a PR victory they could end up with a fair amount of seats in government. Or perhaps they would opt for a less official approach and march on Parliament. Either way, Hindustani advisors would keep government troops out of it. A lot of the Colombian military was more loyal to the attache than the president anyhow.

With corrupt officials being rooted out daily and insurgent groups being seriously weakened, the Anarchists should be able to collapse the central government by chipping away at what little credibility it has left.

It would not be easy, but at the same time it wouldn't be as bad as if the military was terribly loyal to the current government.

Raoul was an amiable fellow, but did seem to become a bit agitated at the prospect of Neo-anarchan anarchists "winning a fair amount of seats in parliament". He calmed down and explained that Anarchist doctrine demanded a complete abolition on parliaments and authority in leadership. With the people of Colombia bursting with anti-authoritarian AND revolutionary sentiment, he seems confident that the government will soon be all gone and a communal government under construction.

That being said, republican soldiers in Hindustani pockets were of course more than welcome not to obstruct the revolution. Raoul sent a call back to his comrades in Bogota, and obliged to travel to the Frigate.

The Alouette touches down on the frigate's helipad about an hour later, and Abdul Talabani, the military attache, walks out to meet Raoul.

"Its a pleasure to meet you, Mr...Cerrero."

The malfunction of the communications array was no accident, as Captain Shao had thought it was initially. Aboard her ship were two Marimaian sympathizers, one of whom was half Marimaian. His uncle had been killed in the collapse of Marimaia not very long ago, and he had been greatly saddened to see Chisu Suun leave office.

As it happened, Eastern Flame was carrying a new technology aboard (in addition to three stolen Islandian-issue flakvests and two forged Islandian government procurement cards, all of which Sergeant Shin had intended to give to Marimaian companies for reverse engineering). The novel item were five seismic warheads of an improved variety, guaranteed to trigger earthquakes of at least 1 on the Richter scale (still no mean feat, even by the small magnitude). Though Forces Command had not intended to use it on Peru, the testing site was a small, uninhabited island chain in the Pacific, which the Eastern Flame was to stop at.

Lieutenant Yukaza, whose wife had been Marimaian (she too had been killed in the upheaval), was one of the weapons officers who had been fully briefed on the destructive SX1 seismic warhead. Having served twenty years aboard destroyers and frigates, he would be the last one suspected if discovered. LIkewise, Sergeant Shin, who was half-Marimaian, had been a Marine for twelve years, and he had also fought bravely.

It was not that the two despised East Islandia; merely, the two admired Chisu Suun greatly, and were disgusted witht eh vacillation several years ago of Premier Kim and Premier Chai, who had both been on the verge of selling spidersilk to the Marimaians before backing out. With the seismic warhead and the procurement cards (which were actually linked to legitimate Islandian companies) Suun would have an ace-in-the-hole for dealing with rebellions and outside enemies.

Sgt. Shin walked the streets of Chimote, hoping to find someone who he could...express his plan to. After all, the three flakvests, though not heavy individually, were sitting like stones in his backpack, and the procurement cards seemed to scream at him to find someone, anyone, who he could give them to.

The seismic warheads could perhaps wait.

What was the name of the influential (but ruthless) woman he had heard of? Sgt Shin wondered. Perhaps she would appreciate his efforts.

Emerging from the jungles, the Mafia leadership has initiated contacts with the Anarchist movements in Columbia, proposing a deal. The Mafia would end all resistance, but would retain the right to grow and sell drugs from all currently owned Mafia owned lands. While this bit of private enterprise may clash with the Syndicalist ideals of the new movement, it would effectively allow their peaceful transition to power.

Essentially the anarchists response was as follows: Resistance would end, and if the mafiyas enclaves of free trade were to continue, at least some tithes made from drug sales would have to go free of charge to the federal communes.

The organisation had grown stronger through cooperation with the Delgado regime, with infiltration of Bolivia and Paraguay at an all-time high. The Russian intervention in Japan had led to the Yakuza being absorbed into the Lotus; in fact, since Chiisu's familial revelations all of his inner circle had started adopting Japanese practises in one way or another.

Kangtian's minders carried an increasing number of packages, some for Chiisu's estate, others for shipment to Tokyo; Chiisu still had his undying love for collecting antiquities, so his old friends still bought him gifts when they were out and about. Kangtian did have an ulterior motive for being in Chimbote; normally he wouldn't go anywhere near the place, but Apsara Supachai had asked him to discreetly visit the area to check up on the Islandians. Before departing, Chiisu had asked that they be treated well, so the Marimaian expatriates were doing so as discreetly as possible; Delgado was still new to them all, so they still had occasional problems telling him about everything that they were doing.

Best to keep some...assets...nearby, in case any problems emerge. But as order comes to Colombia, T-55s are no longer seen in troubled territories. The distinctive shilouette of the SAf. 21J, a MiG-21 copy used extensively in overseas operations, doesn't sweep across the treetops as frequently as it used to. Off shore, the Ahmadabad and two minesweepers (Converted Daring DDs) head back towards their anchorage in Daman. For the time being, a Hindustani presence is not necessary.

Velez has now gone into exile, retiring as much out of national pressure as for considerations of his own health. The revolution has by now shown itself to be largely non-violent, save for communal defense militia members boarding the same old M113s and Bradleys they used when they served in the Ejercito Nacional, and carrying out murderous raids on what pockets of ELN and FARC power remained after the Hindustani campaign.

While doubts have begun to surface in the still-young revolutionary councils regarding ties to the mafiya, such passive reactionary criminals were still preferable to the contra-revolutionary "communist" upstart dictators in FARC. The people wasn't pleased, but then, was the people ever pleased? Also, it ensured that many reactionary elements within the military aristocracy and political elite was too doped up to try and recoup the government! All in all, preserving mafiya operation was good business, at least until the revolutionary discipline was strong enough to evict them.

With Columbian power consolidated, the fledgling anarchist commune began to establish ties with its brothers and sisters in Ecuador, Venezuela and Suriname.

Not that he was hard to spot; he was wearing the flecktarn camouflage of the Islandian Marines, and his green eyes, inherited somewhere along the line from a Russian ancestor, marked him very inconspicuously.

Shin sat down at a nearby cafe, put his backpack on a chair, and ordered some food. He checked his watch. Lieutenant Yukaza should be here soon also, with photocopied schematics of the SX1.

Shin noticed several Asian-looking men, with different features than the rest of hte populace. Would they perhaps be Marimaians? he glanced around the cafe, checking to see that no Islandian military officers were also present; if they were, they would have been wearing their dress uniforms. Space on a destroyer was tight enough already, and civilian clothes were definitely not allowed.

Kangtian smiled again; he hoped that the Islandian would recognise him as Marimaia's former Economics Minister and relax in the company of a fellow Asian.

Shin brightened as the Marimaian sat down next to him.

"Are you Minister Wei? The Minister of economics??" he asked quickly, though he realized that he didnt really need to ask. Shin had served on security detail several times when Premier Chai visited Marimaia, so he had a good look at the government there. "I am Sergeant Shin Kwei-so, and I am an Islandian Marine.

"Our Premier has been reclusive lately," Shin said sadly. "Premier Kim was defeated last year by the first white person in our history to wield power, a petite Irish/Russian woman by the name of Elena Flaherty. Strange name if you ask me...doesnt quite translate well to Islandian. But still, we have at least been keeping up int he market, so I can't complain there."

Shin glanced at his watch. "it is most fortituous," he said to Wei. "I had actually planned to present the allies of Chiisu Suun with some...goods that perhaps they will find useful in a seizure of power."

As he spoke, Shin slid the procurement cards across the table to Wei, hoping that he would realize what they were, and that the cards could get him military weapons up to level III (ground vehicles and helicopters).

"These could be very dangerous in the wrong hands. Very dangerous indeed. It's a good job you brought them here actually; I assume you remember Apsara Supachai, the woman who became Premier after Chiisu was crowned Tiger King? She's now the Defence Minister here in Peru, in the NeoSuunist government of President Delgado. As such we won't need to seize power because we already have influence over the Peruvians."

He smiled at Shin as an idea formed in his head. "However....these may come in handy if President Delgado goes ahead with his plans. We may even send them off to Tokyo, if you don't mind; Chiisu is the new Emperor of Free Japan, and he would appreciate any assistance offered against those oppressive Teike swine. You've brought us a fantastic gift here, I don't know how to thank you."

"We're not finished," Sgt Shin said, before realizing that his compatriot hadnt arrived yet. He swore silently, and motioned towards his backpack. "There is also some stuff there. And, if you're interested, my compatriot will provide you with some details of a new weapon that we are developing."

Yuzaka chose that moment to show up, bringing with him a small bamboo section. As bamboo was hollow, all he had to do was plug either end of the stick and he had himself a makeshift container.

He laid down the plans on the table.

The two of them looked at each other uneasily. Though they had wished to provide the Marimaians with plans, they did not intend to defect from the Eastern Flame, and, more to the point, were nervous about how things could turn out.

"We would, but there is no reasonable excuse for us to go," Sgt. Shin replied. "Unless Eastern Flame stays in port for a few more days, or even another week, it is difficult for us to leave the city."

"Could we be flown to Lima in a day and then back?" Yuzaka asked. "That would make things considerably easier.."

The two Islandians were escorted to Kangtian's awaiting Lear Jet and were treated to cocktails as the plane made its way to Lima. Kangtian phoned Apsara Supachai en route and quickly managed to arrange a meeting with her; the old Marimaian network was still as strong as ever. When the plane landed at Lima International Airport, Kangtian and the Islandians climbed into a limousine for the trip to the Defence Ministry.

The flakvest that Shin took with him was a new composite armor that had recently been created. Shaped as individual ceramic plates similar in shape to fish scales, the armor was known as "Dragon Scales" in the Islandian industry. Needless to say, immediately after the Islandians had invented it, the American industries had snatched it up eagerly, stolen the name, and attributed it to an American corporation instead of Islandia's Rugola Individual Combatant Systems. The armor had also two layers of reactive gel, which was a substance that, once impacted by a fast moving projectile, would harden immediately. Part of the gel came from a tree native to Islandia, a tree previously used by warriors to coat their body armor.

Kangtian smirked as Apsara lit another cigar. "Apsara, this is Sgt. Shin and Lt. Yuzaka of East Islandia. They're from that ship."

"The Eastern Flame? So what are they doing here?"

"Well, they have something they would like to give you. I've already had a look, and their gifts could come in handy."

Apsara adjusted her glasses. "Handy for Peru, or handy for dear Emperor Shinseiki in Japan? Considering the current political situations, both could use some help."

Kangtian told Apsara about the items and plans that the Islandians had shown him, and she instantly perked up.

"Really? Well, I must say you have both been extremely wise to bring these to me. May I ask though; why are two Islandian officers giving highly sensitive military equipment to us?"

Needless to say, I was also an admirer of him, and I was greatly distressed when his regime fell. Shin paused, cocking his head to the side and drumming his fingers on the table. "Yuzaka and I are here to right the wrongs that our government did. As loyal as we are to Islandia, we are still unhappy about hte going-ons that our government has been responsible for."

Shin nodded to Yuzaka, who began his story.

"My wife was Marimaian," he said. "When PRemier Suun was overthrown, my wife was working in the Islandian embassy as a translator and living with her parents. In the chaos that resulted, she was raped and killed within sight of the embassy as she made her way to work one day.

"And also, two of my friends from the Imperial Naval Academy were aboard the two submarines sank in that illegal combat action conducted by Premier Kim."

The explanations had opened up old wounds, and the two of them looked away as the memories flooded their minds. Such shame, such dishonor...it was a wonder that the two men did not resign from the Islandian military on the spot, as some ultra-nationalist leaning Japanese officers had done when Islandia fought Japan and Bonstock. Whatever the case, at least they were here now, to make a difference. Though Shin did get slight shivers when he looked at Apsara...he had heard brutal things of her, and he did not know if he could leave alive. More pressing, he hoped that the captain would forgive him; he thought highly of her, and he couldnt bear to imagine her disappointment if she found out.

However, not everyone likes leaving their nation, so I have a request of you."

There was some confusion when Apsara said "your nation" as Islandia and Marimaia were dear to both and the two men considered both nations "theirs".

Shin thought for a little before speaking. "Our hope is to see Islandia and Marimaia, or at least those who still believe in the true Marimaia, to be reconciled again. I am not so young that I cannot remember the sunny days of our alliance; my brother had trained alongside Marimaians. But if you mean to make Premier Suun powerful again, that is also acceptable. We will assist you in that endeavor also."

"I feel similarly," Yuzaka said. "There is no reason why our nations cannot get along. Nonetheless, you are right when you say that we run the risk of being incarcerated for what has happened today. Still, we will be most useful in our current capacities. Besides, I am due for promotion to First Commander in a year, and I may be in a position to provide you with more...materials."

"We prefer to think of it as sharing," Shin said. "But I digress. We accept your challenge of transforming our nations into superpowers, and perhaps we can wipe the stain from our history."

Yuzaka shook his head. "We wont be able to do that, Comrade," he said to Shin. "But we can at least make up for it."

He turned to Apsara. "We are yours to command," he said. He put his dagger on the table. Shin did so as well, unhesitatingly, though he wondered if Apsara knew that to do so in Islandian custom was to commit to a promise.

Apsara nodded thoughtfully.

"I realise how important the placing of daggers on tables is for Islandians; it heartens me to see the courage of your convictions. I appreciate the offer of further materials, they would come in very handy now that we have an anarchist enclave on Peru's doorstep.

As for returning Suun to power....he has already achieved it. He is now Emperor Shinseiki of Japan, liberator of the Japanese people and benevolent monarch.

I wonder....do either of you have any political allies in Islandia? Peru is a secure NeoSuunist nation, Japan is on the verge of becoming Chiisu's personal playground; despite what he may openly say, Japan will be experiencing a more subtle form of guided democracy rather than Western democracy. It would be most interesting if Islandia found itself with a more honourable government......

Anyway, that idea could be addressed at some other time. Once again, I thank you for your dedication to Chiisu; the two of you will always be welcome here in Peru."

"Our present government is not really a problem; though some ultra-nationalists have made much of her ancestry, Premier Flaherty is a reasonable leader, and she will likely listen to Marimaia carefully. Minister Kang was known for being friendly to Marimaia in the old days; she was ousted from her position for being so," Yuzaka said. "Though I do not know of Vice Premier Sachdev. There are many rumors, and I do not know which to believe."

"It would be difficult to attempt a coup, ma'am," Shin said. "Yet change can come in many forms, as you yourself suggested. It is really a matter of which political party you wish to support; aside fromt he ultranationalists, the ones who seem to like you the most are United Front and Onoya. The two are moderates, and like us, were distressed at the current trend of dishonor. Because they are moderates, you will see that they are also very popular with the people, who greatly distrust the radical left or right wing.

"As you have no doubt already guessed, I have contacts within the arms manufacturing community," Shin said. "Family contacts, as well as those who wish to collaborate with Premier Suun, err Emperor Shinseki. They make billions each year, and only have more to gain from a relationship with Shinseki."


Turning his attention to the supply cards, Shin pulled out a sheet of notes. "The cards already grant you legitimacy in the eyes of the companies who manufacture for the Islandian government," Shin said. "But just a quick note: buy in small amounts, and use all three of the accounts. That way, it will be hard to trace. And when you ship, ship on an American or Chinese flagged vessel; the customs network does not red-flag American or Chinesevessels, because they are our allies."

Apsara grinned broadly.

"Excellent! Emperor Shinseiki will be most relieved to hear that there is potential for resurrecting the alliance between Islandia and ourselves. Once Japan is secured, I imagine that the new government there will wish to engage Islandia in diplomatic talks; Shinseiki will approach Islandia through conventional legitimate avenues, while we here in Peru will engage Islandia in a more secretive fashion."

She stood up and shook hands with both Islandians. "I wish you the best of luck in your careers, and I sincerely hope to see you both again in the future. Now, you must go before anyone realises that you are no longer in Chimbote; Kangtian, could you escort our beloved friends back?"

Kangtian smirked. "Of course. My friends, if you would come this way, our jet is waiting."

OOC: You'd have to ask Islandia; I don't know how things work, just as long as they go 'boom' or something similar. I know it causes a mini-earthquake, but I've no idea how.

If there's any couping to be done in Islandia, it'll be a Marimaian expatriate operation, but you'd be called, don't worry.

The seismic bomb was actually based on one of my earlier brainchilds; seismic bombs are really large bombs that create a seismic (or in some cases, a sonic) shockwave when dropped onto a seismic fault (or some other geologically vulnerable area). It does not have to be deployed onto fault-lines; one simply has to bury it in the ground and set it off.

The problem with the seismic bomb is the very high collateral damage it can inflict; setting off earthquakes is very damaging to the civilian populace. The exact mechanics have yet to be determined, but suffice to say that it works with acceptable consistency.

And it would be most difficult to arrange a coup in Islandia. Most difficult. Even Shin and Yuzaka would be against that sort of thing.

"There was something else, Ma'am," Yuzaka said. "My friend...Pak Su-kyun. He was the commander of Shark Lagoon, one of the submarines that faced your ships in the Indian Ocean. I received reports from Joint Special operations Command of operations to locate adn retrieve him, but nothing bore fruit. Still, they had reason to believe that Pak survived the initial sinking of his submarine, along with one or two members of his crew.

"Is there any chance that he is still alive?" Yuzaka asked. "I ask not only for myself, but also for his wife, who is also a sub commander. The poor woman just returned to active duty after two years off, and it hasnt been until now that I have had a chance to speak with you. If there is any possibility that Su-kyun is alive, can you please inform us?"

All the trials, all the tribulations...Su-kyun was lucky he had such friends. Yuzaka and a lieutenant in the Sea Dragons had stolen plans for the warhead design, and found Shin to help them....without the blessing of certain higher-ups, this transaction could never have occurred.
