Council of Review Convenes Attn: Roach-Busters, SAP, Hamptonshire

[OOC: The events relate to the Second War of the Roach and its aftermath and as a result, this RP is closed. You may subscribe to this thread using the Jolt feature, but unless you are already involved in the RP, you may not post.

As the Sarzonian armed forces was in the midst of its pullout, Lieutenant General Taylor Dent received word from the Sarzonian government that the remnants of the Roach-Busterian government were continuing their efforts of conquest in spite of the mainland's occupation by the SAP coalition.

"Those Goddamned sons of bitches," Dent snapped. "What the hell are they thinking?"

"General?" Dent's aide-de-camp asked, overhearing Dent cursing.

"We're going to have to smash a few more heads in," Dent said. "Apparently those fuckers don't listen. Look at this." Dent handed the aide-de-camp a piece of paper that detailed the Roach-Busterian violations of SAP Coalition terms for surrender.

"I have half a mind to blow their fucking 'nation' to kingdom come," Dent said.

"Woah, General. Remember that we have a Council of Review that we can and should convene. That includes Artitsa and Praetonia and Hamptonshire."

"What good will that do?"

"We'll get to dictate the terms of Roach-Busters return to soverignty, including the limited extent that they'll be able to use their military. Not only that, but the occupation ends only when all parties have agreed to it."

"All parties?"

"Correct, General. Even if Artitsa, Praetonia and Hamptonshire agree to end the occupation, if we say no, the occupation stays in force."

"I see. We'd better get to work then. Convene the Council of Review at once."

"Aye, sir."

The aide-de-camp set to work to convene the representatives from all countries invited to be part of the Council of Review as Dent paced, his command headquarters, fighting the urge to grab for a pack of cigarettes he was trying to shun.

"Are you ready yet Marshal Marshall?"

"I'll be ready when I'm ready," the Field Marshal boomed from his private room aboard the Eugene Class JCS HNS Baker, "I won't keep you long, Administrator."

With a sigh Wolfgang von Hayek, Hamptonshire's Acting Ambassador to the Provisional Government of Roach-Busters and Civilian Administrator of the Hamptonian Occupation Zone, leaned against the bulkhead. He didn't have much choice but to wait for Field Marshal David Marshall. Since Marshall was the Supreme Commander of the two million plus Hamptonian troops in RB, von Hayek was limited in authority to reconstruction efforts. Until the military phase of the occupation ended, he would be a far distant second fiddle to Marshal.

The Administrator began to whistle as Marshall finished putting on his ceremonial dress uniform (http://img.photobucket.com/albums/v114/hamptonshire/rau.jpg). At first he started whistling an off tune "Battle Hymn of the Republic" but midway through that he found his mark when he started the Old Spice song. It was a commerical jingle he heard often growing up and for some reason it stuck in his mind. A Royal Marine lieutenant passed von Hayek, without breaking his tune the Administrator saluted the officer.

At that moment the Field Marshal stepped out of his room without the Administrator noticing. Still whistling the tune von Hayek turned around and came face to face with Marshal. He stopped whistling and both men just looked at each other in total silence. After a very odd twenty seconds Marshall reached into one of his pockets and pulled out a small bottle. He threw it at the Administrator. Wolfgang fumbled a bit but managed to catch the bottle. He turned it around and inspected the label: Old Spice Body Spray.

As von Hayek stood, motionless, with the bottle of Body Spray in his hand Marshal began to make his way to the helicopter hangar. "Wolfgang," he called out, "don't just stand there. We have to put those bastard RB bastards in their place. We've got a Council meeting and I don't want to be the last bastard to arrive."

Dent shifted nervously in his seat as he waited for Marshall and von Hayek to arrive. He checked his watch again to make sure he wasn't late, even though he was the first to arrive. As Marshall entered the meeting compound, Dent briefly stood up in stiff attention. It's been way too damn long since I had to salute anyone, Dent thought.

"Field Marshal Marshall, Lt. General Taylor Dent," Dent said. "We're just waiting for the others to arrive. They should be here any minute." The key word is should, Dent thought. Hopefully they'll be here soon or I'll have to level this whole Goddamned country.

Marshall and von Hayek (http://img.photobucket.com/albums/v114/hamptonshire/hayek.jpg) exchanged pleasantries with the Sarzonian General. Both had expected to get right into business but, obviously, the Praetonians and Artitisans were coming at their own pace.

"I sure hope I'm not the only civilian that'll be at this meeting" the Administrator said as he took his seat. He was uncomfortable around most military officers, save for Marshall (due to a rather odd and unexpected friendship). To von Hayek the time of military supremacy in the occupation of Roach-Busters was over, now it was time to rebuild the country and restore proper government.

While von Hayek was settling into his seat, Marshall kept on adjusting his uniform. He only wore the ceremonial dress uniform for special occassions, he much rather prefered the all tan battle dress Flag Officer's uniform. He would have worn it to his meeting but the Ambassador asked him to come in more 'formal' attire.

Still adjusting his sword, Marshall turned to Dent. "You've been doing a fine job General. Your troops are pulling out in good order and my boys are smoothly stepping up to fill the gaps. It's been a rather clean operation for two militaries that have never operated so closely before, don't you think?"

"Thank you, sir," Dent said. "I think things are going pretty smoothly given the circumstances."

Glad to know we're doing something right, Dent thought. Ensuring a smooth transition with a military command that the ISA hadn't worked with before was a minor coup for Dent and for the rest of the army. Now it was up to the Praetonians and the Artitsans to show up for the Council of Review to get started.

Dent saw his Blackberry device vibrate and he saw the message from newly-confirmed Army Chief Antonius Santius: "Congratulations. You have been granted a standard military promotion to General. You also are being given a field commission as General of the Armies* in recognition of your overall command of Sarzonian ground forces."

Dent smiled slightly. Just then, an aide stepped in with the new full dress uniform Dent was to wear. He excused himself for the moment since he was wearing battle fatigues while waiting for the aide to bring him his standard dress uniform. He stepped out after making the quick change and handed the bag with his fatigues to the aide, who was waiting patiently.

The aide couldn't resist making the announcement. "May I present, General of the Armies Taylor Dent." Dent quickly glanced at the aide as if to say, "shhh," but the announcement was made. Taylor Dent was no longer merely a lieutenant general. He was now a full general but working as General of the Armies for the time being.

OOC: General of the Armies is a temporary rank that is equal to Field Marshall. Once the war's over, he'll simply be a full general.

Administrator von Hayek stood up to greet the newly promoted Dent. With a broad smile on his face he shook Den't hand and said, "Congratulations General Dent."

Marshall walked up behind Dent and slapped him firmly on his back. "Don't think that don't need to still submit reports to me," he said in a roaring voice.

With Dent's hand now firmly in his own, Marshall began to recall his own history. "Ah, I remember when I was finally promoted to full General...thirty years ago this June. Now that was quite a night. When an ambitious son of a bitch like me gets power, only more power will do. When they added that fifth star and later sixth star to the old uniform, I damned near crapped my pants."

The three man were laughing, though it wasn't so much out of humor as it was out of slight fear of the domineering Field Marshal.

"The only step left above me is Senior Chief Marshal of the Army and we need to be at war for that to come into play. Not that I would want Hamptonshire to be at war but I sure could use the pay grade increase."

von Hayek added, "You could also become Royal Army Chief of Staff."

"Hell no," Marshall responded, "I'm not going to be in the Royal Army just so I can sit on my ass all day and file paperwork. I'm a soldier, not a clerk."

Looking at his watch the Administrator wondered when the others would arrive. The levity of the moment was very welcomed by von Hayek who had to constantly deal with stiff diplomatic types. "What's keeping those Praetonians? In the time we've been here you've become a General and Marshall wants full-blown war. If we wait any longer I may become Prime Minister."

"Hello everyone, Administrator," he nodded politely, "are we ready to get started?"

The newly-promoted General Dent shook his head slightly with a slight smile.

"I'm afraid not, sir. We're still waiting for the Artitsan delegation to arrive." Dent stood in full salute, much more crisply this time than he did when he saw Marshall.

Better, but I'm still out of practice, Dent thought regarding his salute to the Praetonian army commander.

"I suppose I will be the Sarzonian government's representative to these talks," Dent said with a grimace. He hated politics, much more so than Admiral of the Navy Marcus Patinkin did. He wished Patinkin could show up for these talks, especially with his history of negotiating a cease fire in mind. But the government felt differently and decided to leave it up to him.

But I'm not a diplomat, Dent said in protest to Santius. Little did Dent know that was precisely why he was given this assignment.

He walked up to the representative and stood within one centimetre of him and fixed a glare enough to scare the living daylights out of Mike Tyson in his prime.

"I said, do you understand," Dent said with a condescending air that suggested a parent lecturing a recalcitrant child. In other words, the only real option was to answer yes if you didn't want to get sent to your room without supper.

The representative laughed hysterically, rolling on the floor, shrieking like a hyena having its funny bone tickled, his legs kicking and thrashing about wildly. He laughed so hard that he literally had an accident. A hot stream of urine flooded his trousers, spilling onto the floor, as waste slid down the back of his legs. Tears gushed down his face, saliva oozed down his chin, and his stomach ached as if a fiery knife had been stabbed into it. "Shoobans...not...animals..." he gasped, screaming with laughter.

With a fiery passion in his eyes Marshall spoke in a low, threatening rumble "Another outburst like that and I will personally insure that your pathetic nation never gets its sovereignty back."

He threw the Roach-Busterian to the ground, grabbing the hilt of his sword in a menacing manner.

Administrator von Hayek was tempted to speak but ultimately he remained silent. The Constitution will be the final word on this matter he thought to himself.

The door swept open, and in stepped Field Marshall Ludzvik. His WarMask (http://www.myhometheater.homestead.com/files/gladiator_mask.jpg) was down, hiding his face behind a steel facade. His armour resembled that of a regular Artitsan soldier, only a lot more decorated, and regal.

His right hand was wrapped around the hilt of his sword, the metal knuckles glinted in the light from the ceiling. His other hand was by his side, but still very close to the pistol in its holster.

"I am here to discuss the terms with this.." Ludzvik looked the Roach-Busterian up and down, and snarled, "...with this filth. We heard that little comment from down the hall, and I would just like to note, we'll be pushing for full rights of Shoobans, in your country." Behind his mask, Ludzvik smirked, the long scar from his brow to lip curled along with the corner of his mouth.

"As for the mumbling, we are here on serious business. You can either intelligent participate in the conversation at appropriate times, or you can shut up. I can have you arrested on the basis of your violation of the Minorities Protection Act that Administrator von Hayek instituted in our Occupation Zone.

If you don't play nice I won't play nice, and you don't want to see me when I'm not nice." He finished in the same harsh grumble he used before.

Hugh snapped his fingers, and Uukre (pronounced 'ooh-kray') Gonzo Kapanga Shoobooshaaba- a female Shooban- walked in.

Like all Shoobans, she had a very long nose (4 inches long) that was 9 inches thick, sliver-thin purple lips with blistered, scaly warts, huge lopsided ears, small, vacant eyes with the docile, stupid look of a very dumb cow, dirty, mottled bluish-green skin, nappy, wavy yellow-gray hair festering with fleas and lice, short, thin legs with giant feet, and long arms that reached the ground, with huge hands. Her legs were always bent forward at the knees, and she was always in a hunched position. She was extremely thin, with every bone clearly visible. She was 3'11", 47 pounds.

"Harro, mastah peepoes," she said.

Hugh rolled his eyes. "You guys call this thing a person!?"

Hugh smashed his fist into her stomach, causing her to double-over and retch, as blood-tinged vomit dribbled onto the ground. She began making sounds like a Canadian goose being strangled.

President Milosvaji had told him to keep it civil, the thought finally popping into Ludzvik's head. He lowered Mungus to the ground, the mask reverting to its previous image.

Hugh removed a small capsule from his pocket, containing lethal neurotoxins so potent they could kill anything within seconds. There was just one capsule of this toxin in the whole world, just enough to kill one person. He tossed it down Ookre's throat, and she collapsed almost instantaneously. She was dead.

The Field Marshall mumbled into his microphone, inaudable to those around him. A few seconds later the door opened, a Roach-Busterian, followed by an Artitsan Soldier, pistol to the woman's head.

"Life for a life, Mr Mungus?"

Marshall had enough. With a single smooth motion he unsheathed his sword. With fluid movement me brought the tip of the sword to Hugh's neck. The sword's tip pushed into Hugh's skin, not quite drawing blood.

"You will sign the document and then you will be arrested by my personal guards. You're going to see the inside of a Hamptonian warship. Think of it as a life long vacation."

Administrator von Hayek sensed the tension in the room. I better get this started before someone dies he thought to himself. He openned up his briefcase and pulled out copies of the Constitution of Roach-Busters that he had so carefully drafted with help from the other Four Occupying Powers. It was based on the United States' Constitution, but it was made relevant to the current situation in Roach-Busters.

"Gentlemen," he said as he handed the copies out, "this is the future."


Constitution of Roach-Busters


Article I.


Section 1.
Clause 1: All legislative Powers herein granted shall be vested in a Congress of Roach-Busters, which shall consist of a Senate and National Assembly.
Clause 2: The Congress shall be Commander-in-Chief of the Self-Defense Forces of Roach-Busters, and of the Militia of the several Regions, when called into the actual Service of Roach-Busters; the Congress may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices.

Section 2.
Clause 1: The National Assembly shall be composed of Members chosen every fourth Year by national vote. The National Assembly shall have one thousand seats, the percentage returns of each political organization listed on the ballot shall be directly used for seat proportioning.
Clause 2: No Person shall be an Assembly member who shall not have attained to the Age of twenty five Years, and been seven Years a Citizen, and who shall not have been charged with any Serious Crime.
Clause 4: When vacancies happen in Representation, such seats shall remain Vacant for the remainder of the term unless at such time Vacancies would exceed one tenth of the total seats of the National Assembly. At such time a Special Election would be called to fill those Vacancies for the remainder of the current term.
Clause 5: The National Assembly shall chose their Officers and the Prime Minister of Roach-Busters. The Prime Minister shall be Head of Government and shall preside over the Congress of Roach-Busters. He shall serve terms of four years, not to exceed eight years in office during his life. The Prime Minister shall be elected by a two thirds vote of the National Assembly. The Prime Minister must fulfill all the qualifications necessary to become President.

Section 3.
Clause 1: The Senate of Roach-Busters shall be composed of three Senators from each Region, chosen by Popular Election, for three Years; and each Senator shall have one Vote.
Clause 2: Immediately after they shall be assembled in Consequence of the first Election, they shall be divided as equally as may be into three Classes. The Seats of the Senators of the first Class shall be vacated at the Expiration of the first Year, of the second Class at the Expiration of the second Year, and of the third Class at the Expiration of the third Year, so that one third may be chosen every Year; and if Vacancies happen by Resignation, or otherwise, the Legislature of that Region thereof may make temporary Appointments until the next general election, which shall then fill such Vacancies.
Clause 3: No Person shall be a Senator who shall not have attained to the Age of thirty Years, and been ten Years a Citizen of Roach-Busters, and who shall not have been charged with any Serious Crime.
Clause 4: The Prime Minister of Roach-Busters shall be President of the Senate, but shall have no Vote, unless they be equally divided.
Clause 5: The Senate shall chose their other Officers, and also a President pro tempore, in the Absence of the Prime Minister, or when he shall exercise the Office of Acting President of Roach-Busters.
Clause 6: The Senate shall have the sole Power to try, and charge, all Impeachments. When sitting for that Purpose, they shall be on Oath or Affirmation. When the President of Roach-Busters is tried, the Chief Justice shall preside: And no Person shall be convicted without the Concurrence of two thirds of the Members present.
Clause 7: Judgment in Cases of Impeachment shall extend further than to removal from Office, and disqualification to hold and enjoy any Office of honor, Trust or Profit under Roach-Busters or the several Regions: the Party convicted shall be liable and subject to Indictment, Trial, Judgment and Punishment, according to Law.

Section 4.
Clause 1: The Congress shall assemble at least twice in every Year, and such Meeting shall be on the first Monday in April, unless they shall by Law appoint a different Day.

Section 5.
Clause 1: Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a three fifths Majority of each shall constitute a Quorum to do Business; but a smaller Number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each House may provide.
Clause 2: Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of three fourths, expel a Member.
Clause 3: Each House shall keep a Journal of its Proceedings, and from time to time publish the same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members of either House on any question shall, at the Desire of one fifth of those Present, be entered on the Journal.
Clause 4: Neither House, during the Session of Congress, shall, without the Consent of the other, adjourn for more than three days, nor to any other Place than that in which the two Houses shall be sitting.

Section 6.
Clause 1: The Senators and Assembly members shall receive a Compensation for their Services, to be ascertained by Law, and paid out of the Treasury. They shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same; and for any Speech or Debate in either House, they shall not be questioned in any other Place.
Clause 2: No Senator or Assembly member shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of Roach-Busters, which shall have been created, or the Emoluments whereof shall have been increased during such time; and no Person holding any Office under Roach-Busters, shall be a Member of either House during his Continuance in Office.

Section 7.
Clause 1: All Bills for raising Revenue shall originate in the National Assembly; but the Senate may propose or concur with Amendments as on other Bills.
Clause 2: Every Bill which shall have passed the National Assembly and the Senate, shall, before it become a Law, be presented to the President of Roach-Busters; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it.
Clause 3: Every Order, Resolution, or Vote to which the Concurrence of the Senate and National Assembly may be necessary (except on a question of Adjournment) shall be presented to the President of Roach-Busters; and before the Same shall take Effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate and National Assembly, according to the Rules and Limitations prescribed in the Case of a Bill.
Clause 4: All Bills must gain at least two thirds support in both the National Assembly and Senate to become law.

Section 8.
Clause 1: The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defense and general Welfare of Roach-Busters; but all Duties, Imposts and Excises shall be uniform throughout the nation;
Clause 2: To borrow Money on the credit of the nation;
Clause 3: To regulate Commerce with foreign Nations, and among the several Regions;
Clause 4: To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the nation;
Clause 5: To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;
Clause 6: To provide for the Punishment of counterfeiting the Securities and current Coin of the nation;
Clause 7: To establish Post Offices and post Roads;
Clause 8: To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;
Clause 9: To constitute Tribunals inferior to the Supreme Court;
Clause 10: To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;
Clause 11: To declare War, and make Rules concerning Captures on Land and Water;
Clause 12: To raise and support a National Guard element of the Self-Defense Forces, but no Appropriation of Money to that Use shall be for a longer Term than six Months;
Clause 13: To provide and maintain a Maritime Self-Defense Force;
Clause 14: To make Rules for the Government and Regulation of the land and naval Forces;
Clause 15: To make such rules, laws, and regulations necessary to allow the Congress of Roach-Busters to act as Commander-in-Chief of the Self-Defense Forces.
Clause 16: To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;
Clause 17: To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of Roach-Busters, reserving to the Regions respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;
Clause 18: To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding thirty Miles square) as may, by Cession of particular Regions, and the Acceptance of Congress, become the Seat of the Government of Roach-Busters, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the Region in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;--And
Clause 19: To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of Roach-Busters, or in any Department or Officer thereof.

Section 9.
Clause 1: The Privilege of the Writ of Habeas Corpus shall not be suspended.
Clause 2: National, Regional, and Local Elections shall not be suspended or delayed.
Clause 3: No Bill of Attainder or ex post facto Law shall be passed.
Clause 4: No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or Enumeration herein before directed to be taken.
Clause 5: No Tax or Duty shall be laid on Articles exported from any Region.
Clause 6: No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one Region over those of another: nor shall Vessels bound to, or from, one Region, be obliged to enter, clear, or pay Duties in another.
Clause 7: No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.
Clause 8: No Title of Nobility shall be granted by Roach-Busters: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.
Clause 9: Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
Clause 10: No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.
Clause 11: The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
Clause 12: No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
Clause 13: In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defense.
Clause 14: In Suits at common law, where the value in controversy shall exceed five hundred dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any Court of Roach-Busters, than according to the rules of the common law. Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted, the death penalty shall be permanently abolished in all lands under the jurisdiction of Roach-Busters.
Clause 15: The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
Clause 16: The powers not delegated to the Federal Government by the Constitution, nor prohibited by it to the Regions, are reserved to the Regions respectively, or to the people.
Clause 17: Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within Roach-Busters, or any place subject to their jurisdiction. A shall, under no circumstances, be a draft of Peoples or Citizens of Roach-Busters into the Self-Defense Forces or into the Militia of the several Regions.
Clause 18: All persons born or naturalized in Roach-Busters and subject to the jurisdiction thereof, are citizens of Roach-Busters and of the Region wherein they reside. No Region shall make or enforce any law which shall abridge the privileges or immunities of citizens of Roach-Busters; nor shall any Region deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
Clause 19: The right of citizens of Roach-Busters to vote shall not be denied or abridged by the Federal Government or by any Region on account of sex, race, color, creed, religion, personal beliefs, sexual orientation, or previous condition.
Clause 20: Congress shall not have power to lay and collect taxes on incomes, from whatever source derived.
Clause 21: Regions must provide all Citizens with Education, Welfare, and Health Services and those Other Services deemed necessary to provide for the welfare of all Peoples in Roach-Busters. Regional Legislatures shall have the authority to levy income taxes to pay for social programs.
Clause 22: Expansion of territory, establishment of colonies, and other enterprises involving the use of military, legislative, or executive force to expand Roach-Busters must be preceded by a formal declaration of war.

Section 10.
Clause 1: No Region shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.
Clause 2: No Region shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing it's inspection Laws: and the net Produce of all Duties and Imposts, laid by any Region on Imports or Exports, shall be for the Use of the Treasury; and all such Laws shall be subject to the Revision and Controul of the Congress.
Clause 3: No Region shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.


Article II.


Section 1.
Clause 1: The executive Power shall be vested in a President of Roach-Busters. He shall hold his Office during the Term of three Years, and be elected by popular national vote. No person may serve as President for more than nine years during his life.
Clause 2: Should the President be unable to perform his duties for a period of less than ninety days, the Prime Minister shall become Acting President. Should the President be unable to fulfill his duties for more than ninety-days, an Emergency Election must be immediately called to occur within thirty days of the ninety day mark. The winner of the Emergency Election shall serve out the remainder of the current term.
Clause 3: No Person except a natural born Citizen, or a Citizen of Roach-Busters, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any Person be eligible to that Office who shall not have attained to the Age of forty Years, and been thirty-five Years a Resident within Roach-Busters. No person holding an active military commission may be eligible for the Office of President. No person convicted of a Serious Crime or Breach of Confidence shall eligible for the Office of President.
Clause 4: In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, Same shall devolve on the Prime Minister. In the Case of Removal, Death, Resignation or Inability, both of the President and Prime Minister, the President Pro Tempore shall serve as both Acting Prime Minister and Acting President for a period not to exceed ten days. During that period the National Assembly shall appoint a new Prime Minister, who shall when he takes office, become Acting President, serving under the regulation of Clause two.
Clause 5: The President shall not receive for his Services, a Compensation, and he shall not receive within that Period any other Emolument from Roach-Busters, any Region or private Business.
Clause 6: Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:--"I do solemnly affirm that I will faithfully execute the Office of President of Roach-Busters, and will to the best of my Ability, preserve, protect and defend the Constitution of Roach-Busters."

Section 2.
Clause 1: The President shall be Supreme Commander of the Self-Defense Forces of Roach-Busters, and of the Militia of the several Regions, when called into the actual Service of Roach-Busters; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices.
Clause 2: He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided three fourths of the Senators concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the Supreme Court, and all other Officers of Roach-Busters, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

Section 3.
He shall from time to time give to the Congress Information of the State of the Nation, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of Roach-Busters.

Section 4.
The President, Prime Minister and all civil Officers of Roach-Busters, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.


Article III.


Section 1.
The judicial Power of Roach-Busters, shall be vested in one Supreme Court, and in such inferior Courts as the Congress may from time to time ordain and establish. The Judges, both of the Supreme and inferior Courts, shall hold their Offices during good Behaviour, and shall, at stated Times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office.

Section 2.
Clause 1: The judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of Roach-Busters, and Treaties made, or which shall be made, under their Authority;--to all Cases affecting Ambassadors, other public Ministers and Consuls;--to all Cases of admiralty and maritime Jurisdiction;--to Controversies to which Roach-Busters shall be a Party;--to Controversies between two or more Regions;--between a Region and Citizens of another Region; --between Citizens of different Regions, --between Citizens of the same Region claiming Lands under Grants of different Regions, and between a Region, or the Citizens thereof, and foreign States, Citizens or Subjects. The Supreme Court shall have the power of Judicial Review of all Laws and Acts passed or enacted by any legislative or executive authority of Roach-Busters or the several Regions.
Clause 2: In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party, the Supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Congress shall make.
Clause 3: The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the Region where the said Crimes shall have been committed; but when not committed within any Region, the Trial shall be at such Place or Places as the Congress may by Law have directed.

Section 3.
Clause 1: Treason against Roach-Busters, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.
Clause 2: The Congress shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.


Article IV.


Section 1.
Full Faith and Credit shall be given in each Region to the public Acts, Records, and judicial Proceedings of every other Region. And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.

Section 2.
Clause 1: The Citizens of each Region shall be entitled to all Privileges and Immunities of Citizens in the several Regions.
Clause 2: A Person charged in any Region with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another Region, shall on Demand of the executive Authority of the Region from which he fled, be delivered up, to be removed to the Region having Jurisdiction of the Crime.
Clause 3: No Person held to Service or Labour in one Region, under the Laws thereof, escaping into another, shall, in Consequence of any Law or Regulation therein, be discharged from such Service or Labour, but shall be delivered up on Claim of the Party to whom such Service or Labour may be due.

Section 3.
Clause 1: New Regions may not be admitted by the Congress into this Union; each Region shall be of equal geographic size. At all times there shall be twenty Regions.
Clause 2: The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to Roach-Busters; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the several Regions, or of any particular Region.

Section 4.
Roach-Busters shall guarantee to every Region in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.


Article V.


Section 1.
Clause 1: The Congress, and the authorities of the several States, shall not have the authority to amend this Constitution nor shall it pass any laws or acts that seek to subvert or supplant this Constitution.
Clause 2: The Four Occupying Powers shall establish a Council of Review. The Council shall have full and supreme veto power over all legislative, military, judicial, and executive actions for a period of ten years from the date of the ratification of this Constitution. The Council of Review shall also have the authority to make such decisions as are necessary to ensure the rights and liberties of all Peoples of Roach-Busters. At the end of that period the Council shall consult with the Congress of Roach-Busters, if after such consultation a three fourths majority of the Council agree to extend the duration of the Council of Review, it shall remain for a period not to exceed ten years. At the end of the addition period the Congress shall vote, and with a majority vote shall pass, a Motion to Extend that shall extend the Council’s power for a period of no more than ten years. Should the Congress vote more than one half but less than four-fifths against the Council, the Council shall remain for a period of two years with renewal votes occurring every second year. This shall be repeated every tenth year until such a time as the Congress of Roach-Busters votes by four-fifths to end the Council’s mission.


Article VI.

Clause 1: All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against Roach-Busters under this Constitution, as under the previous government, except where otherwise stated.
Clause 2: This Constitution, and the Laws of Roach-Busters which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of Roach-Busters, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.
Clause 3: The Senators and Assembly members before mentioned, and the Members of the several Regional Legislatures, and all executive and judicial Officers, both of Federal Government and of the several Regions, shall be bound by Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Trust under Roach-Busters.


Article VII.

Section 1.
Clause 1: At no time shall the Self-Defense Forces of Roach-Busters, the Militia of the several Regions, and the Armed Forces or Self-Defense Forces of those areas under the jurisdiction of Roach-Busters exceed in number of personnel more than two million. Spending on the Self-Defense Forces of Roach-Busters, the Militia of the several Regions, and the Armed Forces or Self-Defense Forces of those areas under the jurisdiction of Roach-Busters shall not exceed one percent of gross domestic product per annum.
Clause 2: The Four Occupying Powers shall continue their presence in Roach-Busters until such a time as all parties agree to end the current relationship.
Clause 3: All foreign nations, except for those nations in the Four Occupying Powers, are to have their rights to territory within Roach-Busters revoked, except in the cases of Embassies and Consulates.
Clause 4: No active members of the Self-Defense Forces, except for those Officers leading Departments, are to be allowed entrance into the District, the Seat of the Government of Roach-Busters.
Clause 5: All members of the Self-Defense Forces and the Militias of the several Regions must, Before entering into service, shall take the following Oath or Affirmation:--"I, Loyal Citizen of the Republic, do solemnly swear (or affirm) that I will support and defend the Constitution of Roach-Busters against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter."

Section 2.
Clause 1: Roach-Busters shall never again develop, maintain, or use biological, chemical, nuclear or other unconventional weapons. Instances of use, or authorization, if proven shall be punishable by life imprisonment without the possibility of parole.
Clause 2: The Congress of Roach-Busters and the Self-Defense Forces shall not engage in offensive wars. The Self-Defense Forces of Roach-Busters, the Militia of the several Regions, and the Armed Forces or Self-Defense Forces of those areas under the jurisdiction of Roach-Busters shall only be used in defensive actions.

Submarines, long range transports, and nuclear powered vessels are permanently banned.
Clause 4: The Maritime Self-Defense Force of Roach-Busters shall not exceed, in funding, one forth of one percent of gross domestic product per annum.


Article VIII.
Clause 1: All sentient beings are created equal and are endowed with inalienable rights among which are life, liberty, property and the pursuit of happiness. The Federal Government of Roach-Busters and the several Regions shall at no time make any laws or enact any policies which infringe upon this principle.
Clause 2: Shoobans are to be classified and considered as full citizens of Roach-Busters with all associated rights and privileges.


Article IX.
The Ratification of this Constitution shall be immediate following the signature of the representatives of the Four Occupying Powers and a Representative of the Provisional Government of Roach-Busters.

Dent motioned to the SAP coalition guards standing nearby and they grabbed Mungus.

"Nice try numbnuts," Dent said. "But your 'allies' are going to suffer the same fate your military did if they fuck with us." With Mungus detained, Dent pulled the trigger...

sending the bullet far enough away from Mungus, his captors, and anyone else unfortunate enough to stand next to the louse, but close enough to send a firm message.

"I missed on purpose that time," Dent said. "Next time, you won't be so lucky." Turning to the guards, Dent beckoned them to cover Mungus's mouth and tie him up.

"Get that fuckhead out of here," Dent said. "I've had about enough of his bullshit to last me 'till retirement." Then he sneered at Mungus as he was led out of the room toward a prison.

[OOC: I'd rather wait until Hamptonshire logs on to see what he has in store for Mungus. I'm not sure what his schedule is like.]

Two heavily armed Royal Marines from the Field Marshal's protection detail grabbed Mungus. With a nod from Marshall one of the Marines tripped himself.

"The prisoner is trying to escape!" He yelled to the other Marine.

Taking his large SABR rifle into both of his hands, the other Marine promptly hit Mungus in the head with the rifle butt. With Hugh unconscious the Marine who "tripped" but a pair of handcuffs on the Roach-Busterian. The Marine picked Hugh up by the wrists and carried him away. As the Royal Marines and their SAP Coalition guards left the room a loud pop came from Hugh-- both his shoulders dislocated themselves.


"Well..." Administrator von Hayek said as he finished signing the Constitution, "I think we could all use some tea. I'd invite Hugh but he seems a little tied up at the moment."

Yes, RB you have to abide by the rules of the Constitution. If something goes down that HamptoSAP doesn't like the Council of Review will be on you so quickly you won't even know that we are on you.


On a side note, I like HamptoSAP. It has a nice ring to it.

OOC2: You have to get the National Assembly elected first. Your National Assembly is your lower house of Congress. You set up a poll and you have your parties run. Each party gets their percentage (example 23%=.23) times the 1000 seats in the Assembly.

So 12.4% of the vote gets you .124*1000=124 seats.

Then when you have your National Assembly seated, they have to elect a Prime Minister by a 2/3rd (67%) vote. You've also got a Senate to get into office also.
