-Mioka Ro, the miltary quarter-

In the courtyards beneath the Yanheshi tower Yamani troops trained and moved through the Yamani military system. The High Command, making their announcements from the Spyran designed fortress, ordered the retraining of soldiers formerly belonging to the Houseguard. Levies across the nation were ordered in states of readiness, as the SFDNY 'prepares for the French, Sinoese and Western Imperialists'. Loudspeakers in the capital announced the beginning of the Naval Program in Hairukahama, and the finishing of the extensive mititary ship port at North Thesho.

All the while, the military trains ran through the capital, bringing soldiers, workers and supplies to the farthest corners of the nation. Out of the inhospitable eastern highlands, great forested mountains inhabitated only by nomadic tribesmen, came the oil shipments that then went on to supply the Drapoel Oil lines stretching through the Heletai plains, PRS Tagan and finally enterring Drapol near Chotei.

The young Spearguard officier Lijun Peji crossed the military yards, and was admitted onto one of these trains destined for the CPRD. Train S 34 was the standard oil transport train, complete with AA gun cars, returning from delivery in Shi Daoken. Lijun was assigned to a small transport car and rode to Kaiomachi with Michi farmers headed for the fertile Helekaru plains. The farmers children played with his officiers cap, and he allowed some of the older boys to inspect his traditional Heron sword, a standard issue to officiers of the people's army.

In Kaiomachi the car was filled with Tagani and Kaiokeni accents, and an old man spoke to him at length about his times during the Kaiokeni Revolutionary war. While they waited for the oil tankers to be filled from the Arentaka lines, he gestured to a quietly tense family in the corner, larger than their neighbours.

'Saiyan there.' He spoke with the usual distain of Saiyan that elder Kaiokeni exibited. 'Probably just got off one of their reserves. Dirt poor and headed for work in Gochu. Poor buggers.'

Cleared at the crossing into Tagan, train S 34 approached the Spyran port city of Gochu(roughly the region of Vladivostok), but soon left it behind as it headed on to Chotei. Security was very tight where the oil trains ran along the Tagani coastline, the Lyong Peninsula working with Drapoel to protect their common interests. Soon the train had passed Chotei behind and approached the CPRD border. Here Lijun approached the Drapol military administration, identifying myself as Lieutenant Peji of the Spearguard. From his briefcase he pulled a folder, marked for high clearance delivery in the Drapoel government.


-Drapoel Communique-
Due to the insecurity of relaying messages, the High Command has decided to further expand communications between our Republics. With Drapol permission, a secure line can be established between Da'Khiem and Mioka Ro.

If it is possible, Yaman would like to construct a Drapoel consul, and likewise have a Drapoel embassy established in Mioka Ro. This would allow closer relations between the revolutionary powers of the Peninsula's and help coordinate mutual defence and security.

You may keep Lieutenant Peji, for discussions of Spearguard programs and possible projects between our nations. He has been briefed on Yamani military policy by General T'aejo himself.

The rumour mill in the PRS capital was moving full-tilt, as the bureaucracy drafted plans for a meeting that might resolve the issues still surrounding the Japan Sea, which had become even more urgent with blossoming of hostilities with France. In a change in policy reflecting appreciation for Quinntonian support against French imperialism, the possibility of including Hamhung and South Korea in treaty negotiations was suggested, though widespread support for such a move was hesitant until Drapoel opinion on the matter emerged.

Spyran diplomats in the CPRD began to enquire as to Dra-pol's position on such involvement.

Hindustan hopes to try and get Quinntonia and the ROK involved in any Lyong/Dra-pol/Asian Socialist discussions.

Hindustan wants to show that both Asia and Quinntonia, while they have their differences, can be friends.

"We do not want war in Lyong or Korea. War is a horrible thing and must be avoided at all costs. We are therefore eager to open a dialouge between Quinntonia, The Republic of Korea, and Quinntonian Dra-pol and the Lyong Treaty nations. In the interest of peace and stability, we must foster friendship between these two opposed groups. It is the right of every people to determine their own government, and it is also the right of every people to throw off the burden of oppression. We hope that this can be achieved through non-violence wherever possible, though, as it was in Hindustan."

Though response was slow from Da'Khiem, Yamani officials remained optimistic on the possiblity of a round house meeting between the asian socialists and the western-supported asian governments. The High Command was in touch with Sithin on a possible location for the meetings, which would be more focused than the recently attacked Pan Asian conference. SFDNY officials are adament that Chinese issues are left out of the first part of the meeting, as such issues are better dealt with in Moscow.

The Yamani proposal would see the Lyong Treaty nations, along with Drapoel, Hindustani and Igovian representatives, meeting with Quinntonian, Quinntonian Drapol and ROK officials. Xiaguo, Sino, Russia and Taiwan could be invited to witness the discussions, but their contribution would be low unless the conference turns to deal with Sinoese aggression and the recent assasination attempt on the General.

Topics of interest the High Command would like to see discussed are further co-operation between Asian Socialisms, French aggression and the peaceful reunification of Korea.

A final Spyran decision on a diplomatic meeting emerges, much more conservative in its scope than their comrades in Mioka-ro might have hoped for. Issues such as revolutionary cooperation, opposition to the Holy League, Asian economy/security, and the Chinese conflict are left to the ongoing confrences in Porthmadog/Madras (http://forums.jolt.co.uk/showthread.php?t=392161) and Moscow (http://forums.jolt.co.uk/showthread.php?t=399422). The PRS instead hopes to concentrate on a single issue: a treaty solidifying the territorial claims made within the East/Western/Japan Sea. Premier Reiden Harsk makes calls to Mioka-ro, Sol Sanctum, and Da'Khiem, inviting representatives to discuss and draft a document on the matter in the PRS capital Sithin.

For those expecting the invitation of Hamhung and Pusan, no calls are immediately forthcoming... there is much debate as hours tick by, as to wether this indicates that they will not be asked to participate, or if it is merely a minor diplomatic slight.

Da'Khiem's unrushed response to the Yamani communiqué was largely positive. The Central Directorature was prepared to co-operate in the laying of secure communication lines across the border, and after much consideration revealed a similar readiness to establish a small Yamani embassy within the ancient walls of Da'Khiem, a city populated entirely by diplomats and workers who still dwelled outside the walls, doing their business within.

The embassy -by the time a response was given- had already been made ready, a small structure in the shadow of the black monolith of the Central Directorature that dominated the otherwise petite face of the capital. Staff would be small, and confined within the city walls on an unspoken penalty of serious nature, their connection to the outside world being by Drapoel military helicopter to a rail terminal not far from the little city.

This would be probably only about the third time that foreign feet had fallen on the Republican capital since its creation as such some three generations ago. The others had been Quinntonian airborne forces engaged at the outbreak of the Three Day War, and their allies later killed and captured en masse by a division at Hotan's personal command, and so one hoped that the Yamanis would be less historic in their impression on the Republic.

Comrade Director Secretary Hotan's Kurosites made little early reference to Hamhung and Pusan: they did not recognise either as legitimate governing authorities nor even as independent territories. That, in the former case, had been the taste of the Suloists, and in the latter had always been seen in the light of a cease-fire between Koreans and their foreign parasites.

Hindustan would like to know if it could send observers to this conference, as the Parliament Funkadelic has never had a very official relationship with the Lyong Bloc.

Also, as a gesture of good will, the surplus Veer class missile boats will be offered to the Lyong joint defense command at no price. (After all, the national budget surplus is big enough to handle it). Any amount of the 13 examples kept by the HN is acceptable, and can be shipped out (disassembled first) to Lyong in short order.

The diplomatic consul, consisting of four men and two women, are sent by train to the Drapoel border to meet their last member, Lijun Peji. Shun Kuang, veteran of the Kaiokeni Revolutionary war and retired Spearguard officier, is to be the chief representative of the Yamani High Command in Da'Khiem. Shifts would change the secretaries annually, with each chief representative serving until they request time in the SFD.

The CPRD is invited to send their own delegation to the Mioka Ro shrine where the Strainist Council gather. One of the original council halls is being converted into a Drapoel embassy. Designed for the original meetings of Yamani tribes and Spyran Strainists, the buildings are similiar to the temples that crowd the compound around the hill.

Yamani representatives already in Sithin voice their support for a formal treaty concerning the Western 'lake', which would help the differing terminology of the surrounding states and promote Revolutionary interests in Peninsular waters. The Yamani also have no objection to Hindustani observers, especially with such a generous military offer to the LJDC. Hindustan is informed that the SFDNY would also be open to placing a Hindustani consul in Mioka Ro, as the nation wants to promote co-operation between itself and other revolutionary powers.

The Hindustani government would very much like to send a consul to Mioka-Ro. The assistant foreign minister will be sent to North Yaman once the destroyer Diu leaves Mumbai, heading to Lyong.

Not far behind will be freighters carrying around eight Veers, split into sections to allow for easier transport.

The Spyran government circulates an official draft of the Great Revolutionary Sea Accord to Drapoel, Yamani, and Tordian diplomats. The document draws a line equidistant between the Lyong and Korean peninsulas, from the Spyr-Drapoel border to the mouth of the sea, which is marked by a line between the southeastern tip of Okishima island and the mouth of Pusan harbour.
The draft also details the division of the Lyong side between its three constituent powers, but makes no mention of a similar division between CPRD waters and Hamhung/South Korea... the treaty language simply considers the Korean side to be a single unit under Korean administration. With the CPRD slotted as the only signatory from that peninsula, issues between North, South, and Quinntonia are left for later resolution.

The draft also states that, while vernacular compass names are viable, the official title of the se be changed to the Great Revolutionary Sea.

OOC: It's the Sea of Japan immediately east of Korea, with the Lyong Peninsula jutting out of Russia around the Vladivostok area (which is in AMW part of Lyong, as I suppose you'll be aware). It seems that Lyong leaves a good bit of the Sea of Japan intact to the east of their peninsula, or at least the Gulf of Tartary. The sea in question is bordered by Lyong and Korea, but heads out to Japan from the southern mouth, around the Korea Strait, I suppose. That's why they want to rename it, as it is more a gulf between Lyong and Dra-pol than anything else.

[The body of water in question lies between the Lyong and Korean peninsulas, known to the Tordians/Yamani/Spyrans as the West Sea (or more archaic 'West Lake'), to the Drapoel/South Koreans as the East Sea, and to the Japanese as the Sea of Japan. The latter, in RL, is used on most English maps, though its imperial roots have caused National Geographic to recently reconsider the practice. I suspect that, due to the close links with Hamhung, Quinntonian cartography would use Korean terminology rather than the Japanese terms the US uses in RL].

Yamani diplomats in Sithin support the new territory division, and the name proposed in the Spyran draft. Much of the rural populace of North Yaman will probably continue using the archaic 'western lake', but the government will change their official wording. With education a main priority in Yaman, the rural youth will be taught of the 'Great Revolutionary Sea accord' and the archaic naming will eventually die off.

Spearguard officials at the LJDC propose that the Hindustani gift of eight Veer missile boats be granted to Tord. They argue that Tord needs developed revolutionary military, as it is in a strategic position to counter any attack that could break through Spyran naval forces protecting the Great Revolutionary sea.

The popular council agrees with the Yamani argument on the distribution of the surplus boats. Tord could use a navy, and while the Veer (Tarantul, with some modifications) boats don't stand in for frigates they can be handy, especially when equipped with newer missiles.

As the Diu pulls out of Calcutta and heads towards Lyong, it takes on the Hindustani consul to North Yaman. The fact that the HAF doesn't really have any aircraft capable of making the trip might be an embarrassment to any other nation besides Hindustan, but the idea of national pride has taken on some very odd manifestations in the old Parliament Funkadelic.

The vessel will probably also pick up survivors from the Daman, and perhaps visit some other Lyong nations and mabye visit Sakhalin.

Though not officially invited as a party to the treaty talks, the Quinntonans and South Koreans are not forgotten.

A diplomatic plane bound for Jakarta suffers a fuel difficulty over Pusan, and while it lands to reload, the diplomats on board pay a visit to South Korean officials. It is explained that the CPRD will have the same capability to enforce its rule over the sea claim as it does over the land claim... by making an independant claim equal to that granted the CPRD, the South would gain practical exclusive fishing access to waters directly east of its position (freeing it from the Lyongian, Japanese, and occasional Russians who presently compete there).

The Quinntonians are given a less beneficial answer: the CPRD already doesnt recognize Quinntonian rights in the area, so an extended Drapoel maritime claim containing the shipping route to Hamhung will not change the existing status quo. The Lyong powers offer passage through their half of the sea, provided that vessels bound for Quinntonian Dra-pol submit full cargo manifests into public record.

Expansion of Tordian air forces, and Tordian & Yamani navies, proceeds apace: crews are trained and tested thoroughly, while numerous vessels complete recomissioning and refit for service with Spyr's smaller allies. Misile boats donated from Hindustan bolster Tordian forces even further, while the shipyards at Naisho and Gochu fill orders for additional FAC-M craft and factories prepare stockpiles of Moskit missiles for land, sea, and air launchers.

Roycelandia will also not recognise a name change to the sea- it shall remain the Sea of Japan on all Roycelandian maps.

Then again, since Roycelandia persists in using the "Old" names for a surprising number of places, this will come as no shock to anyone familiar with the Roycelandian Cartographic Society...
