The African Improvement Plan:
Step 1:
*Resolve immediate humanitarian crisises, such as lack of food and lack of water.
*End the authority of local warlords, brutally if necessary and appoint commissars loyal to the central government.
*Create clincs to treat/prevent diseases.
*Hire some jobless folks to start replanting trees to cut down on soil erosion.
Step 2:
*Begin a farming improvement program, try to manage irrigation better and promote modern farming methods.
*Build Solar and Fusion power plants in order to supply electric power to the people.
*Promote free education for all.
*Build bigger hospitals.
*Fix up the cities, make sure that they are running properly.
Step 3:
*Modernize the cities, make them worth living in.
*Begin promoting industry.
*Begin military recruitment in some areas. Put down a few bases too.
*Go from subsistence to commercial farming once the farmers can feed themselves as well as produce extra crops.
*Develop some tourism, now that the area is more stable.
*Create institutions of higher learning.
*Make sure the area is self-sufficient in its basic needs.
Step 4:
*Restore environment as much as possible.
*Create some wildlife reserves.
*Full integration into the People's Republic of MassPwnage.
