Tennessee decends into anarchy, enter Cotland

The fall of Colodia was the main subject in the weekly meeting in Cotlandstads Imperial Palace. The Emperor, the Chiefs of Staff and the highest representatives of the government were present when Lieutenant General Samuel threw out the idea of annexing a former state.

"Think about it. We can get a foothold in North America. It's a once in a lifetime opportunity. We send in a moderate peace-keeping force and plenty of medical and humanitarian supplies and assume control. Sure, there may be some resistance, but if we play our cards correctly, we may just get the support of the people."

Everyone around the table nodded, before the Admiral of the Navy spoke up.

"We would need a massive force, friendly bases, and plenty of logistic support. Several of our engineering battalions to establish bases in addition to upgrading the existing bases."

The Emperor nodded his agreement before speaking up. After all, he had the final say.

"Very well. I want detailed plans on my desk in two hour, including how many casualties you expect. Dismissed."

Operation: Provide Safety

Primary objectives:

1. Assume control of the following cities

Nashville

Memphis

Knoxville

Chattanooga

Munfreesboro

2. Secure the population. This is achieved by providing them with free
medical aid and assisting them in reestablish homes, churches, schools, etc,
and by stopping all illegal activity (mobs, lynchgangs, local warlords, etc).

3. Hold a general election on whether the state is to remain in Cottish hands
or not. For this objective to be achieved, it is imperative that we win the
population over by being decent and humane with them. We must NOT
repeat the taking of the Marshall Islands!

4. Consolidate our positions. For this, we will use the already existing bases
in the area, including Fort Campbell, AAF Smyrna, AHP Sabre, Memphis NAS
and Arnold AFB, in addition to some new ones, established by the Engineers.


The first stage is to send in the Mechanized Infantry first, and have them
establish a "beachhead" inside Tennessee, where they will secure the airfields
needed for the heavy aircraft to land. This first landing will utilize C-5B
Galaxies, C-17A Globemaster IIIs, C-141B Starlifters and An-225 Cossacks,
and is planned to utilize AAF Smyrna. Resistance is expected to be minimal,
as the state is in disarray. Expected casualties in this first stage is expected
to be less then 1%.

When airfields have been secured and the main force is in the state, the
second stage will commence. We will divide the assaulting force into three
parts:

1st Division
(1 Armoured Brigade, 2 Mechanized Infantry Brigades)

2nd Division
(1 Armoured Brigade, 2 Mechanized Infantry Brigades)

3rd Division
(1 Armoured Brigade, 2 Mechanized Infantry Brigades)

These three divisions will advance on Nashville, Memphis and Chattanooga at
the same time, making the most of the element of surprise. Resistance is
expected to be higher at this stage, and a casualty rate of 1 - 5% is
expected.

As soon as the three cities mentioned is captured, we will concentrate on
the remaining. We will take the military bases and remaining major cities
before we will start to search the countryside for "rebels", people who don't
wish for us to be in Tennessee. A casualty rate of 1 - 15% is expected in
combat with these units, if there are any.

The fourth stage is to make sure that the elections go on as planned.
International overview will not be refused, but rather welcome.

No military forces are to harrass the civilian population, but are to consider
them citizens of Cotland at all times! This is extremely important!

The pathfinder unit for Operation: Provide Safety would be the 15th Mechanized Infantry, which consisted of a total of 16 180 soldiers (support included), and would take the airport near Knoxville for use as a forward operation base. The troops loaded up in Boeing 747s and C-141B Starlifters while the C-17s, C-5s and An-225s were loaded with Bradleys and M113s. In 16 hours, they would be in Tennessee.


16 hours later

Major Andrew Hooper looked out of the airplane window down on the lake below. He was aboard the first Boeing 747, the "surprise" plane, headed for Tennessee. Inside were 300 highly trained and heavily armed soldiers.

"This is the captain, please prepare for landing."

The soldiers fastened their seatbelts, stowed away the table and placed their seats in the upright position, just like they were supposed to. As the plane slowed and finally touched down at Knoxville International, the soldiers were ready to storm the airport. 6 men would take the tower, 40 men would secure the arrival hall, and the rest would take care of various other places on the runway and airport facility. The remaining planes carrying the rest of the brigade would arrive in 20 minutes, escorted by F-22s.

Three men stormed up the stairs to the tower, three men took the elevator up. As they came into the control room, several flight traffic controlers were busy trying to find out what the heck was going on downstairs. They needn't wonder no more.

"Drop everything you are doing and stay calm. No harm will come to you if you do as we say."

The civilians looked at the man who said those words. He was wearing a green uniform in a camoflage pattern the former Colodians had never seen before. The man was also wearing a submachine gun, battlevest and helmet. In short, he was a soldier. Five more men dressed just like him stood behind and next to him, clasping their weapons tightly.

One of the civilians, apparently the leader of the tower, spoke up.

"Who are you? What are you doing here?"

"We are here to help you. Now, please. Walk away from the panels please."

"What are you going to do then? The government will..."

"Your government collapsed several days ago. We are here to restore order to Tennessee. Now please move away from the panel. I have no wish to harm you, but I will if you make me. Move away from the panels please. I will not ask again."

The civilians found out that it wasn't worth irritating the unknown soldiers any more, so they obeyed. Three of the men escorted the operators down to the rest of the civilians who were being gathered in the arrival hall while the remaning three men took up positions at the panels. They redirected all planes from Knoxville, other then the Cottish planes that were inbound. Once that was complete, the leader picked up a radio.

"Tango White 4 to Lima Devil 6. Tower secured, airspace cleared. Initiating phase two."

By now the Tennesseeans started to know that something was happening. The former Colodian military, or what was left of it, had been broken down into seperate waring fractions that fought each-other for control of the cities and counties. They were disorganized and had a much lower fighting spirit then the Cots. Speaking of the Cots, they were starting to arrive in numbers now. Three brigades were on the ground and getting organized, while others were arriving. Soon, they would start the real part of the operation.

Twelve hours later, Tennessee TV

The Cottish military hacked into the TV channels in Tennessee and sent the following message, delivered by a young blonde woman in her early 20's dressed in a Cottish Air Force Lieutenant's uniform. As she faded into the screen, she smiled and said the following to the viewers.

"This is a message for the people of Tennessee, from the Cottish Military. We have heard of the suffering of the people of the former Colodian state of Tennessee, and are here to help you. The local warlords will be sent home and remain there, unless they wish to face the wrath of the Cottish peacekeeping forces. Do not be alarmed if there one day soon are Cottish soldiers patroling the streets of your city. They are there to help you. No harm will come to you. On the contrary: if you need medical assistance or help to rebuild your house or anything, go to the Cots and tell them your problem. Remember, we are here to ease your problems."

The city of Knoxville was now under the Cottish limelight. The three brigades were standing outside and watching the few soldiers inside the city thanks to the two RQ-1A Predator UAVs flying high above the city. Unknown to the former Colodians and most of the Cottish military, a team from Theta Force were inside Knoxville mapping and taking out key enemy soldiers and officials. This to ensure that there would be as little resistance as possible.

The eight men of Theta Force team 4 were sitting in a basement deep inside Knoxville. Two of them carried sniper rifles, one M21 and one PSG-1. One of them had a M-249, two had MP-5SD6s and the remaining three carried modified M-4s. All eight had Desert Eagle .50 sidearms. They were waiting for the leader of the local war fraction to arrive, so they could assassinate him using a 7.62mm round straight in the head, fired from a range of 450 meters.

"So you're sure that you can take him out. Remember that you only have one chance."

"I'm sure sir. 110%."

"Good. Get to it. Hank, Tom, you two cover him. We'll hold the fort here. Good luck."

Three men exited the basement and made their way to the roof, quickly and silently. Once up there, the sniper got ready and placed his M21 on its bipod. The other two took up positions to cover the door to the roof. If anyone tried to get in, they would get a shower of 5.56mm and hollowpoint 9mm rounds in their face.

"Foreign affairs. The Tennessee-operation to reestablish peace and order in the warridden state goes smoothly according to a high-ranking official in the Ministry of Defense.

The locals have accepted Cottish supremacy in their cities, and Emperor Thomas have promised partial aunotomy for Tennessee, just like all other Cottish provinces. The only matters the government want to control are the military, diplomatic and financial affairs. In negotiations with the warlords, several of them have accepted the Cottish terms. So far the Cottish expeditionary force have assumed control of three major cities including Knoxville and Nashville, and operations near Memphis, the last remaining warlord's strongpoint, are expected to start soon.

So far, very few people have been killed. Twenty Cottish and three hundred local soldiers. A total of twelve thousand former Colodian soldiers have been disarmed, checked and sent home to their families, while somewhere between five and fifteen thousand former Colodian soldiers have fortified themselves inside Memphis.

On to the sports. The Perm Dragons have beaten Cotlandstad Highlanders 3-0 in last nights soccer match..."

With Tennessee's major cities save Memphis and its surrounding area secured, the Cots faced the final show-down with the warlords. One city remained, filled with insurgents. Six negotiators had been sent in to talk, none of them had gotten to the city alive. As a result, two of the three artillery battalions in the state had been deployed there. Now, 80 M2001 Crusader 155mm self-propelled artillery pieces were placed in positions surrounding the city and waited for the order to attack. As did 40 MLRS launchers and 60 105mm field cannons. In the air, twenty A-10 Thunderbolt IIs waited, armed with laser-guided bombs and 2.75 inch rockets while six F-22A Raptors flew CAP. On the ground, 6 Brigades were dug into good defensive positions surrounding the city, creating a water-tight blockade and waited. They would follow good old-fashioned doctrine: Surround them, bomb the living daylights out of them for a few weeks before you go in and kill... ehh, neutralize... what remains of resistance.

At exactly 04.30 AM, the first shells were fired from the M2001s. They were followed soon by lighter, but no less devestating, 105mm shells and M77 rockets. While the shells and tactical rockets were fired, the brand new M-THEL anti-artillery system scanned for any enemy artillery. Some enemy batteries tried to return fire, but only got of three shells (which were blown out of the sky with the M-THEL) at most before the Cottish artillery fixed their positions and took them out.

At 04.45, the first A-10s got some targets and went in for the kill. Keeping low and fast due to the enemy SAM sites in the city, the A-10s took out their targets. Albeit not without loss. Two A-10s were shot down, one by AAA. The other one by ten FIM-92C Stinger rockets on his tail. None of the pilots survived.

The Cots fired off more then 1900 shells towards Memphis from all directions before lunch. The assault would take place within the week.

If we had not interfered, the people of Tennessee would have died a slow and miserable death by decieses, war and total anarchy. They are, as they should be, thankful that the Cottish army interveened. As for your threaths to sink any ship in Norwegian and British waters, try! We shall not trespass any waters within 12 nautical miles of Kriegorgradian land. But beware, unless you withdraw these threaths and accusations immediately, we will be forced to take military action!

It is rather brutish of the Cottish Government to go to war over a few brash statements. As a former President, I never got angry over a few harsh remarks. Therefore, we heavily recommend, and I, that they do not go to war over a few insults. They should shake it off, and continue their operations in Tennessee. If not, the Imperial Commonwealth will have to condemn the Cottish Government... heavily, and possibly, though it is not confirmed, take sides with the Kriegoan Administration. My military advisers have agreed to give 3 military facilities in the northern part of our North american territory for Cottish use, you can use our Glebnovo sea port to get your troops to our land in California.

I am sorry to say my dear freind but in this world nothing is free, we would expect some kind of reward for our help, purhaps some land in that part of North America you wish to take under your control. Let us come to an agreement. The siege of Memphis, now into its third day, continued. So far, a total of more then 40 000 artillery shells had been fired at the city, demolishing almost everything. The one thing the Cottish soldiers hadn't fired on was Graceland, the final resting place of Elvis Presley. It was a sacred area, and as such, many civilians flocked there for safety. On another note, more then 3 800 insurgents had tried to break out of Memphis over the three days, forcing the Cottish soldiers to mow them down wave after wave using 5.56, 6.8, 7.62, 9, 12.7, 15.5, 20 and 25mm rounds, in addition to 120mm HE shells from the M1A2 Abrams tanks. It was carnage, but that was the price they had to pay when they killed six Cottish negotiators without listening to them.

IC: The shelling of Tennessee had completely ruined the once so proud and great city, leaving only rubble and debris. The only exeption was Graceland, where thousands of civilians had fleed to. By now, the Cottish troops were ready to enter the city, with orders to shoot to kill if they felt threathened. 50% of the force around the city would enter the city while the remaining 50% would maintain the steel grip around Memphis. Special Forces operatives had entered the sewers and blocked those off, killing another 400 insurgents hiding there. As the troops entered the city, they encountered scattered opposition, but that was squashed quickly. They welded shut all manholes down to the sewers they came across too.

The insurgents were fought down where they were encountered, but this was a long and costly affair. 6 hours after the first Cottish forces entered the city, a total of 97 had been carried out in bodybags, along with 381 wounded rushed to aid stations and nearby MASH units. It would be a long and costly affair to secure Memphis.

We express our regret for the Cottish lives already lost in the taking of Memphis. We would like to offer our help in moving 4 2S1 mobile artillery batteries to fire on Memphis.

As the second day started with the sun rising, the total Cottish death tally in Memphis was in excess of 400. It was quickly becoming a too costly affair, having to protect the civilians who got caught in crossfire between Cottish soldiers and insurgets time and time again. The insurgents were hiding in the bombed out buildings, sewers and what-not, picking off Cottish soldiers one by one. This could not continue!

"The total death tally in taking Memphis is now at 398 dead, 1625 wounded. Our troops' morale are decending, and will reach its bottom soon unless we act. I reccomend that we utilize Plan F." a man in the black uniform of the IMI (Imperial Military Intelligence) reported to the men around the table in the darkly lit room. One of the men in the room spoke up, shocked that that spook dared to mention Plan F.

"Plan F? Are you crazy? The potential repricussions against us will be..."

"Not something that will be able to defeat us. With the upcoming reorganization of the military we will be able to withstand almost anything the world throws at us. At least we're not nuking the damned city."

The man sat back down in his chair, defeated.

"Very well. You have authorization to execute Plan F. But this better work!"

"It will sir. It will."

The man picked up a phone and started to hand out orders.

The crew of the C-17 Globemaster III prepared themselves for the long flight. Their flight plan would take them over North Germania, the Atlantic Ocean and Gintonparian Carolina before they were at their destination: Arnold AFB, Tennessee. Their orders were vauge, but it had to be something special that involved the IMI. The reason for this speculation was simple.

Right outside, the ground crew were in the process of loading two large metal containers aboard the plane, carefully guarded by more then 30 hard-ass soldiers dressed in black combat uniforms and carrying M-4 carbines, a special weapon in the Imperial Cottish Armed Forces carried only by Special Forces and IMI security personell. They were without doubt transporting something special.

When the plane was loaded, it took off and were met in the air by two F-22 Raptor fighters, sent to escort them to the destination. It would be a long and boring trip there. It wouldn't be so boring if the crew knew what they were transporting...

The Cottish soldiers in Memphis had fought their way to Graceland, and were evacuating the civilians in the city out. They didn't want any collateral damage when they executed Plan F.

As the civilians were evacuated, the Cottish withdrew from the city and pulled on their ABC suits. Soon, some special artillery shells arrived at selected M119 105mm howitzer batteries around the city. The artillery-men, dressed in ABC suits, loaded the shells and awaited the order. It came within 10 minutes, and the artillerymen fired. Soon, 30 105mm shells flew over the city and started to spew out a semi-invinsible cloud over the city.

The VX-gas quickly found its way to the insurgents hiding inside the city. Within an hour, all of them were dead. Killed by the Cottish VX nerve gas. Now, all that was left was to do was to clear the city, clean up the rubble and start rebuilding. Tennessee was finally secured. The Cots had proven victorious.

The aftermath of the gassing of the insurgents in Memphis left the population of Tennessee stunned. It had proven what the Cots were willing to do in order to end all insurgency. Therefor, almost all insurgents not in Memphis threw away their weapons and quietly returned to their lives.

The Cottish military announced later that week that they had assumed control of the state, and an appointed governor would assume overall power of Tennessee. The people would be allowed to elect their local councils and mayors and province council though, all in accordance with Cottish law. They were Cottish citizens, and the government announced that they would place several companies in the state-turned-province, making sure that billions of Coins would be invested in the state. It created work and economical stability to the province, something that pleased the population.

The city of Memphis would be rebuilt, but as a army-controlled city with a massive federal prison, built according to Cottish standards (you definately DON'T want to go to a Cottish prison), three military bases and a massive underground facility, in which all activity would be classified. There would also be the base of the Border Police, a semi-military organization responsible for the security of the Cottish borders.
