[OOC: Please be reasonable and understand that Czechzenia is also one of my nations. Also, I'll post a map tonight for Novikov, Czechzenia, and Serversky (that third nation which will be involvd in this 'Commonwealth").]
"... Therefore, to protect the interests of both Novikov and the greater Novikovian island region, including Czechznia, I move the preposal of the establishment of Czechzenian territory as a Novikovian Commonwealth state to a vote on the floo of this parliament."
Alexi Kartashova stepped down from the speaking podium and sighed, basking in the glow of his fellow representitives' cheers as he walked back to his seat. The Nationalist agenda he had again championed, and, as it looked, Novikov would again catapault itself onto the world stage; this time in a far more agressive manner.

The vote came to pass after another round of bitter debate, in which Kartashova took little part.
The 84-21 verdict effectively sentenced Novkov's northern neighbor, Czechzenia, to be little more than a semi-soverign providence. The passed bill read as such:
We, the Parliament of Novikov, representing the Liberal Democrat, New Nationalist, Old Nationalist, Communist, and Democratic Socialist parties, does hereby pass, on this the 3rd of Febuary, 2005, the following decree:
In the interest of national harmony, and of harmony throughout the Novikovian Isles, we do hereby annex all territory flying the Czechzenian Flag as part of the established Novikov Regional Commonwealth. Such an annexation will be carried out under the following conditions:
1) All efforts will b made to ensure the peaceful transition of power. However, we also make it known that, should military action be necessary, we are prepared to take such action in order to insure the protection of Commonwealth interests.
2) Czechzenia will maintain regional autonomy, and her government will be recognized as distinctly seperate from that of Novikov in all manners regarding internal affairs and of laws regualting her territory.
3) Czechzenian economic policy will from this day forward be dictated by a council of the Regional Commonwealth, under supervision of the Novikovian Prime Minister.
We carry out such a sentence on Czecghzenia in the interest of regional harmony and of the protection of both Czechzenian and Novikovian Citizens.

Political analysts were stunned. This issue had been on the floor only two days, and had almost no publicity until now. Just days ago, the leftist Liberal Democrats and Democratic Socialists had controled Parliament. Yet Febuary's regional elections seemed to have made there mark, bringing the combined power of the Nationalists back into a minority position, deadlocked with the Democratic Socialists.
Perhaps the Liberal Democrats, after the war with Seversky, were looking farther abroad as their leader, Fredric Ulyanov, had. His doctorine had effectively challanged the power of the Severskian state just two years ago, and it had brought with it the knowledge that Novikov could b a military power outside her own borders.
And so, with new faith in the military, over half of the Liberal Democrats, as well as two members of the Democratic Socialists, the entire Old and New Nationalist paries, and all but one Communist Party member had passed their vote for the establishement of this "Regional Commonwealth". With it, the decree brought frantic cheers, celebration in the streets for those in favor of the Commonwealth. Yet across the straits of Duma, only weeping could be heard...
