Even as the Taiwanese people wildly celebrated the nation's birth, the newly elected Senate - consisting of all of the Mizuho League members and seven prominent figures - began scheming for Taiwan's future.
"It is time to rebuild," aged professor Mrs Su called. "All these strife and warfare..... It is time to concentrate on reconstructuion."
"I agree," Liao said calmly. "But there are many other concerns too."
"For centuries Taiwan had not been able to stand up for itself. At the core of this problem is that fact that we are small and weak," Lee proclaimed. "We are now at an unique moment in history. Siberia to the north, China to the west, the Pacific to the south.... All these lands open for us to walk in and take."
"Other nations throughout history had established Empires," Huang picked up. "Taiwan can have our own one too."
The Mizuho League stood consolidated, and the opposition found themselves unable to resist. "While we work on reconstructing the nation," Liao said in a compromising tone. "We must decide where to expand to."
"Why not China? That'll also give us protection against future Chinese aggressions." A doctor from Taipei, Tony Yin suggested.
"Siberia holds far more reserves," Huang countered. "China is useless."
"Yes, but both China and Siberia are oversized for Taiwan," Lee reminded them, frowning."Perhaps....."
"To the South," Joy Liao suddenly declared. "The Pacific - if we control the Pacific, we become dominant in this half of the world. There are rich natural resources, and few capable of resisting."
"Yafor 2 laid came to several islands already," Ivy Lai, surprised by Liao's sudden exertion, raised an issue.
"They can be dealt with," Joy continued. "We can form alliances with them, and secure the rest of the Oceania. That part of the world is still largely free from foreign forces. If we wait much longer, it would soon be gone."
Joy's forceful approach pushed her suggestion through the Senate. On 25 March, Year of the Commonwealth 1, the Commownealth Senate passed its first resolutions.
The Commonwealth Major Organs Resolution selected sites for the new government insitutions. The Administration is to be in Taipei, as the former Executive Yuan was, while the Senate located itself at Yilan City, near one of the most beautiful lands Taiwan can offer. The Congress will now be at Chung-Hsing Hsin-Ts'un, a new town with endless possibilities for the future, and the Diet ended up at Kaohsiung, the second most populous city. Lastly, the Supreme Court finds itself established at Taitung City, in a county known for its multi-culturalism and lack of discrimination.
The Commonwealth Defense Resolution created the the Commonwealth military. At the core of the new armed services are the Commonwealth Land Force, the Commonwealth Maritime Force, and the Commonwealth Air Force. Budgets are allocated and recruiting began almost instantly.
Last but perhaps most significant is the Commonwealth Southern Strategies Resolution, which set forth Taiwanese policy as moving south, aiming to secure the entirety of the Oceania and to dominate the Pacifc. It explicitly called for the Commmonwealth to establish itself in New Zealand, which would then be Taiwan's base of operations in the region.
Thus began an era of expansion without parallel in Taiwanese history........
