Inter-China Conference (Earth II)

IC:

Dragon-Premier Chiisu Suun sat at the table, flanked by Foreign Minister Rongyi Bei and Economics Minister Kangtian Wei; Tian Yao stood near to Suun's chair, keeping a watchful eye on the proceedings. The conference had been called to attempt to resolve the ongoing disagreements between NeoSuun Zhonghua and the Free Republic of China; the NeoSuunists in the north regarded themselves as the true guardians of China and therefore rightful rulers of the entire country, while the Rosian-supported Free republic in the south merely wanted to exist in peaceful democracy.

Suun smiled generously at the foreign representatives at the table. "We all realise just how unfortunate this situation currently is, and I believe that we're all here to resolve it. I realise that we may come across as somewhat inflexible, but I assure you that all we want is a amicable solution. To show our goodwill, we would like you to put forward what you believe should be the permanent solution to this situation."

General Metaxas sat the other side of the table facing Dragon-Premier Chiisu Suun. Metaxas was a great general but he was also good at diplomacy. War and politics were his life. He kept looking at the smiling Dragon-Premier. He knew they will try and do anything to take all of China from the Island of Rose which means Greece will lose the opportunity to set up vital military bases in China. The Hellenic Army needs to show its power in Asia too.

"Yes we all want to solve this peacefully. But the way I look at it is there is no other solution except just leaving how the borders the way they are. Southern China will remain under the control of the Free Republic of China with support from Rose and Greece and the north remains with you."

Suun stopped smiling.

"General, you must understand that we Chinese have had many foreigners arrive on our shores, claiming to be friends; they invariably turn hostile when we don't accept every demand. In previous times this has cost us cities; now we have lost half our country. I don't expect you to understand that though.

Many historical sites of significance to us are now in another state. We have lost fishing grounds, industrial regions, economic centres, the list goes on. If it happened to you, I am sure that you would be fighting a war to retake your lost territory. We were overthrowing the central government, and then like cowards, outsiders moved in. They did not dare to challenge China before, but once in turmoil the vultures gathered. We should be ruling all of China, but due to foreign cowardice and opportunism we have half of it. Please, General, tell me why we should accept this. Why should we allow this current situation to exist? The enemies of the Rosians will come here and attack Chinese citizens for the crimes of a European power; how is it fair for them to have to suffer?"

"I understand perfectly. Greece was conquered by the Turks and lost or whole country but we eventually started a revolution and defeated the Turks. And it took us years to regain back most of our land. We have just recently reunited the region of Macedonia by buying southern Bulgaria. But this is a totally different situation. There is a Chinese government in control of southern China and wants it to stay that way."

"Yes, a Chinese government which wouldn't have been created without foreign interference in our domestic affairs. The existence of the Free Republic is entirely due to the Rosian invasion; at present we have no reason to believe that the Free Republic isn't a Rosian colony. Oh, they say that they are an independent nation, but that carries about as much validity as me claiming to be the Pope. Words are nothing without proof, and we see no proof that the Free Republic is as free as it claims to be."

The Rosian representative raised his brow. "There is no foreign interference. We merely have bases in Free China."

The Chiense representative nodded. "Yes. If you want you may establish an Embassy. Also, we would like to talk about demiliterizing the border and dropping trade tarriffs."

The Rosian looked at the Chinese. "But we have bases there!"

The Chinese raised his brow. "But it is our land. You said you wanted bases near the USSR. You will have them. Don't push us." The Rosian nearly shrugged. "Anyway." He stated. "Do you agree to this?"

The Rosian looked at the Chinese. "But we have bases there!"

The Chinese raised his brow. "But it is our land. You said you wanted bases near the USSR. You will have them. Don't push us." The Rosian nearly shrugged. "Anyway." He stated. "Do you agree to this?"


Suun adopted his smile once more. "It is a start, certainly. Provided that foreign forces are nowhere near our border, then we have no reason to keep our forces there. Rather than merely dropping tariffs, why not form a proper integrated common market? At least that way China will be united economically. Our economists have projected that such an arrangement would be highly beneficial for both of us."

Foreign Minister Rongyi Bei took over the speech. "As far as representation is concerned, we will of course establish an embassy and consulates. However, we were also thinking about a mutual defence pact; if we are attacked, you come to our aid, and vice versa. However, we would not be obligated to assist each other should one of us invade a third party. If this works out, then we could discuss further joint ventures."

The Chinese simply shrugged. "The thing is, we were planning on adopting the Rose. We have easy access to the currency and it is worth two dollars American. But we will look into it."

The Rosian simply nodded.

The Chinese continued. "We also like the idea of a mutual defense pact between the three of us. The third party being the Rosians, since they should have a part in this."

The Rosian whispered to the Chinese man. And no they don't know what he said! Talking about joint-ventures, the parts should be coming today.

The Chinese man merely nodded. "Agreed?"

"Why should the Rosians be included? If they are merely to have bases in your territory, then they have no need of our assistance. Besides, the rest of their holdings are in areas which we would have difficulty reaching. Our idea was mutual military assistance unless one of us wages a war of aggression; in that situation the other China can decide whether or not to join in."

Suun raised his hand to silence his Foreign Minister. "A three-way mutual defence pact will be fine. We hope that you will give proper consideration to the common market, as it would show others that China is still unifed. There is one more thing. We would like permission to set up a branch of the NeoSuunist Party in your nation. Our part of China has shown that they want us in power; it is only fair to give your section the choice between different ideologies."

The Chinese representative nodded. "Of course. But if there is any election fruad involving the party, they must be outed. But this will be done with all parties. The elections have not finished you know, they still need to count. So you have to wait 10 years, since we are basing the system off of the Rosian system."

The Rosian simply nodded.

"10 years? Seems rather a long time, but very well. We just want this whole situation settled so that China can move on."

The Rosian representative nodded. "Since everything is now settled, I suppose we should sign something hm?"

"I completely agree."

Rongyi handed the Dragon-Premier a contract, then handed an identical copy to each of the other delegates. He cleared his throat as he explained them.

"This treaty simply states that we will abide by the terms agreed upon in this conference; the minutes of the conference will be distributed shortly so that we can all see clearly what we've agreed to. Your Excellency, if you would sign here..."

Suun signed his copy; each delegate was to sign their copy and then pass it to the next, so in the end every delegate would receive a copy signed by all attendees.
