The Tocrowkian goverment announces to the World(Thus, potential and current enemies) it's new contingency plan. In the even Tocrowkia looses a war with any nation, all Nuclear war heads in Tocrowkia will be detonated, rivers will be filled with poison, and commerce and economic stations will be bombed into dust, this giving the winning nation nothing to conquer but ash.
