The Commonwealth wasn’t a Communist state, but it wasn’t a state of blind ideology. Long ago it had learned to adapt socialist/communist reforms to the free market system resulting in a highly successful mixed-market economy that helped provide critical programs for social welfare, universal healthcare and education and well-funded and extensive public transit. He hoped, however, that this Communist Red China was itself not a rabid, blind follower of ideology.

The Commonwealth proposes the elimination of any sort of protectionist tariffs, on either side, that would inhibit the flow of Chinese goods into the Commonwealth or conversely Commonwealth goods into the People’s Republic. The elimination of these tariffs reduces the level of inefficiency in all sectors of the People’s Republic economy, which could lead to the reduction of importance in some industries, but a surge in quality and quantity of other more efficient industrial – or agricultural – sectors of your economy. Likewise, the Commonwealth will experience the same effects, and through the specialization and division of labour both economies in the long-term should experience an increase in their Gross Domestic Product, both aggregate and per capita. Normally the concerns of free trade would weigh heavily upon under-developed economies of small-scale; however, the People’s Republic has a frightening economy of over one and a half billion people. Therefore, any concerns about wide-spread market saturation of Commonwealth goods and services are realistically unfounded.

At the same time, we propose a non-aggression pact that states that neither signatory will engage in offensive military action against the other party. This includes conventional military operations as well as more asymmetrical special forces warfare or propaganda with the intent to cause instability. This treaty simply provides a low-risk environment for the development of our economic ties, and with this low-risk environment more investors will be willing to invest in both our countries.

The People's Republic will lower our protectionist tariffs by 80 percent, do to the fact our government does not want to lower the tariffs any futher or even disband of the tariffs.Yet we are open to the idea of increasing our trade between our repected nations, but we feel the need for the tariffs to help our local companies to grow. Our economy is of a socalist system, for your own information. We like to talk more about this matter of trade in a face to face meeting between our repected leaders. As for the NAP, we agree to this pact, and will sign it in good faith.

Unless of course you have your own reasons to visit the Commonwealth, in which case I am more than sure that such arrangements can be made.
