A group of persons was advancing slowly towards the building of the parlament of Progressive Hash. It appeared that they were drunk, drugged or both. In central Progressi City, that is the best method not to rouse suspicion on a Friday evening. That they sat down on the steps of the entrance was also nothing, which would cause people to stand still and watch what they are doing, most passers-by ignored them, only one stopped to ask whether they need toilet paper (he was not quite sober and apparently thought they did something completely different then what they were actually doing). When they were still on the same place on the next day, people were confused, even though no one took offense. When they were asked what they were doing, they explained politely that they are protesting against the gun laws. That made people shake their heads and those who did not simply move on learned that guns are essential for security and a free state - at least in the thoughts of these persons. People laughed at them on the weekend, people cursed at them on Monday because they could not get to work (actually some only pretended too who likes to work on a Monday anyways). On Tuesday, they were gone. No politician listened to their pledges, but they did not leave voluntarily: The Hashi police imprisoned them for not announced crimes. All the public heard was that President and Great Guru Ambivalenta ordered the arrest. In the Hashi media he called the protesters 'mentally ill and spiritually misled' and said that the arrest was 'A low price for a progressive state'.

“So, what do we know about this, exactly?” – asked Kazansky. In his hand, he was holding a still-smoking cigarette.
“Well, Mr. President,” replied Sandra Lee, her long tanned legs stretched out, and underlined by a pair of ‘Dixie’ shorts and shiny-polished combat boots, “It seems they arrested a bunch of protesters, who, and I quote, claimed that the right to keep and bear arms was essential to the security of a free state. Apparently, Progressive Hash is not too much of a free state. They were arrested for ‘unannounced crimes.’
Kazansky frowned. “I see. What do we have in the file on those people? Typical pseudoliberals, is that correct?”
“Indeed, Mr. President.”
“OK, this is what we do for now.. we can’t take any major action, until we know the facts. What we can do is this…”
Half an hours later, several typists in the Presidential Office went to work. A day later A small package was prepared for the President and Great Guru Ambivalenta. It included a small book on the history of the right to bear arms and a statement by the Allanean Government. The same statement was also forwarded to the local media

Given as the right of the people to keep and bear arms is indeed one of the rights key to the survival of a free society, the United States government is appaled at its violations by the government of Progressive Hash. However, at this moment we call only that the Hashian government make the accusations against those arrested on 25/02/2??? Public, as well as the dates of their open and public trials. If this will not be done, we will be forced to downgrade the travel advisory rating of Hash, and to recommend to Allanean tourists to avoid the area.
To the Hashian media: while the United States government believe in freedom of speech, we would like you to retract your description of the civil rights activists recently arrested by the Hashian government as “mentally ill”. This request is also supported by representatives of the National Rifle Association of Allanea and the Allanean Sports Foundation, as well as the Allanean Civil Liberties Union.

Ambivalenta received the letter after his meditation. He read the letter and despite his attempts to remain calm, he started laughing. His secretary, came to him and looked at him in utter surprise. He handed the letter to her: "Given as the right of the people to keep and bear arms is indeed one of the rights key to the survival of a free society", "the dates of their open and public trials" and the book was even more funny.
"How can they survive based on this assumptions?" asked the young blonde and very beautiful girl.
"Well, Mara'janek, they can not, neither their state nor them. I think the only reaction, we can have to them is pity, pity for them as they live their live in vain and not having the advantage of their longing for a better life being supported by the government. So called 'free' states are in a constant fight, man against man, husband against wife..." he pauses a bit "be glad to live here!"
"I am. Great Guru!"
"Well, we have to answer, even though I see no reason why he should explain our governmental system over and over again."
"That is the problem in being the first ones..."
"I guess so..."

Later a letter was written to the Allanean government:
May your path lead you to The Universal One,
I am appaled by your letter, which shows me the sorry state of your nation. Your so called 'freedom' is none since real freedom is only reached after one reached the aim of his life, whatever it might be in your religion. By allowing your people to do whatever they please, you are allowing them to be distracted and tracked into evil. This is a truth which the Hashi government saw and reacted to.
Another sorry truth is that there are not just physical and mental diseases but also social diseases. I gave the order to send the protesters to a hospital for social diseases because their movement for freedom will infect unsuspecting others and alienate them from their way (whatever it was). Your government has a system of punishment and retaliation and needs judges and prisons, our government has a system of healing and has social hospitals for that. As these persons are socially ill (as confirmed by a doctor of psychology), they will be released when they are fully healed, not earlier.

As you know already, recently, in the nation of Progressive Hash, a group of people protesting the local restrictions on the right to bear arms – full gun bans, I am given to understand – has been captured by the government . They were not arrested, but rather put into a mental hospital. You see, to those people, if you support freedom, you are mentally ill. And they will keep you a long as they wish, until they decide you have been healed from the disease of freedom. What healing techniques they use, I don’t know, but I frankly don’t want to know either.
As of now, I do not yet have the power I need to go in and free those men – Congress is still debating whether to give me authorization. I can do something else, however. I will ask you to donate as much money as possible to the Libertarian Party of Hash . Those people are the only hope for freedom in that nation. Right now, as a private citizen, paying the money out of my own pocket, I pledge ten thousand Allanean dollars for those parties. I urge you to donate to the families of the arrestees – and I myself donate two thousand Allanean dollars for the purpose. Please, do the same. Support those who support freedom

The message spreads through Allanea like fire. Within days, everybody has heard about the Hashians who don’t simply deny people their very basic rights, but also define those who support them as mentally ill. Money flows by the hundreeds of thousands of dollars to elements of the Hashian libertarian groups, in a hidden, underground fashion, through some. And in Congress, approval for a war was steadily plowing it’s way forward. On television and the internet, comedians made fun of Ambivalente and political commentators expressed disgust at his policies. The CEO of Allanean Arms donated one hundred thousand ALD to the families of the prisoners, and a storm of smaller donations followed. Allanea was up in arms – if not yet literally, then at least verbally.
And somewhere in the ocean, a single Freedom-class superdreadnaught was slowly making its way towards PH.

The newspaper hit the table very hard. Priest Minetago and minister of the interior has been reading it until he saw a small article about the Allaneans. That was the time when the newspaper met the table in that form. "Are they crazy?" Then he called Laneacamada. "Financial transactions... from Allanea, track, trace, and force the receivers to be checked... What are you saying? You read too much propaganda... it's a matter of national security... c'mon, you know that they are trying to destabilize the bong... 'donations' as if..."
Laneacamada nodded devoutly and left. His small feet were heard for a while on the ground.
Lanaecamada... he is so young... and Minetago can not help thinking of him. Minetago tried to move his mind from Laneacamada to the more important tasks, as the phone rang. Guru Ambivalenta called.
Two hours later, the political elite of Progressive Hash met and discussed the situation. "They totally lack insight in our political situation!" said the minister of health.
Someone else agreed: "They do not even understand us... it is not like we are dictatorship, we are a *expletive deleted* democracy! People have many rights here!" he muttered a "too many" after this.
"Hypocrisy!" shouted the only woman on the table. "They talk about rights, they do not even grant their prisoners the right to life! Death penalty, how horrible is that?"
"Maybe they simply do not know our nation!" of course the person saying this was Buddhist. "We should invite Allaneans to the Hash, politicians and organizers of the protest against us."
This idea was agreed on and letters from the Hash reached Kazansky, selected reporters, the CEO of Allanean arms and others, inviting them to see the Hash and make their image of it before judging.
Congress of the United States of Allanea
The Senator spoke: “As a representative of the State of Aissur, I say again: As long as we have not exhausted the peaceful means, as long as the power of Allanea’s economy is as yet untested, there must be no war! What are the Libertarians doing with all that donation money? Let us watch peaceful change…”
A man burst into the hall. “Senators! Urgent news! The Hashians intercepted most of our transfers!”
The Senator fell silent. One of the Republican counterparts used the moment to interject: “Mr. Rogers, I will remind you of the words of a famous person from your own party: “Those who make peaceful change impossible make violent change necessary.” I believe Mr. Ambivalente has just signed his own arrest warrant.”
Then, the vote was called. SB 4567, ‘Protectin the Safety of Allanea and Defeating Illiberal Democracies Abroad’, a copy of a similar House bill, passed.
Allanea was at war.
Aboard the USS Kim Du Toit
The long pocket superdreadnaught was alone in a midst of a seemingly boundless glimmering sea – but in fact the Hashian coastline was only two hundred miles away. Aboard the vessel, Captain Cameron stood on the main deck, feeding his companion – a large red-tailed hawk standing on his falconer’s glove. He turned, mildly annoyed, to his assistance: “What is it? I hope it’s worth my time.”
“Given that Congress just declared war on Progressive Hash, Captain, I hope the battle orders are more important, Sir.”
“Oh? I am listening, then.”
“There’s more Allanean ships under way, Sir. In the meanwhile, you are to target the power plants feeding all cities within our missile range – the power plants feeding Mme Lisle, Ventu Inla, Progressi City, and Trimako, that is – with Tomahawk missiles, the conventional variant.”
“I see,” said Cameron. “In that case, let’s go for it.”
Ten minutes later, dozens of Allanean sailors rushed towards their stations. Twenty minutes later, powerful TLAM-A Tomahawk missiles roared out of their tubes and streaked out towards their targets in Progressive Hash, leaving behind fiery trails – the wrath of Allanea embodied.
As the missiles hit, back in Allanea, the face of Alexander Kirillovich Kazansky, President of Allanea, appeared on all television screens that were on.
Friends, citizens, Allaneans!
Today, our nation has entered war with another. Progressive Hash. The people of that nation have been, for years and years, engaging in suppressiono the personal rights of those who they did not feel worthy of them. And to them, if you think you have the right to homeschool your children, to carry a gun with you as you go about your business, even to merely talk about such rights, you are mentally ill. They will then imprison you - they call it therapy, you see.
Today, we will declare war against the Hashi government – the people who make those laws and those who enforce them. The people who guard those “hospitals” and those who supply them with electricity. Those who censor free speech and those who collect money to pay the censors. All are responsible. All are guilty.
I promise to the citizens of Allanea and to those currently imprisoned and persecuted in Hash: we are coming. We are coming, and so is freedom.

Chaos broke out in Nime Lisle as the sound of an explosion was heard. Smoke began to emerge from the western part of the city. The city experienced a total blackout until the generators, at least powered major businesses and the hospitals. but not the fact that Hashis were suddenly in the dark was worrying to them (it tends to happen here) but the sound of the explosion and the smoke. After fifteen minutes, electricity started to work again. People rushed to the TV's and radios. where the program was interrupted. The Great Guru Ambivalente spoke:

Progressive Hash is at war from now on. We laughed about the Allaneans, but had to realize that you must not laugh about the crazy ones. An airstrike blew up powerplants in the region of Nime Lisle the workers in it and a class of schoolkids in one of them. Save energy as much as you can or we might be urged to cut off the region from the power network! The military is about to be mobilized, reserves in Nime Lisle and Venta Inla please go to the nearest military bases.
They can no longer call their motives humanitarian when blowing up schoolkids! From now on, there are no longer conservatives and progressives, from now on, there are only citizens.
Aboard the USS Kim Du Toit, 150 miles from Progressive Hash
In the well-lit command room of the superdreadnaught, Captain Cameron stood. While the hawk was safely in the captain’s quarters (guarded by a pair of sailors with shotguns), Cameron was still wearing his falconer’s glove, using his glove-clad hand to point out points and target areas on sattelite photographs of Progressive Hash.
“I have good news for you, and I have bad news for you,” said Captain Cameron. “The good news are that the ten Predators are coming. They have split up so as to converge on the nation from ten different directions, but they will be here eventually. They are also escorted by a bunch of shore landing craft. The bad news are that apparently, this Ambivalente character is using children as living shields to protect his assets.”
Silence fell in the room. It was as if the tension could be cut with a knife.
The Cameron spoke. “This is why our next plan will be different. We will launch, within the next two hours, one hundred missiles. The target is to attack rail and road connections to Progressi city. Rember – choose a moment when you don’t endanger a passenger train within thirty kilometers, and fire the missiles. We are not fighting the Hashians. We are fighting the Hashian government, and we will prevail.”
Back in the steel belly of the Kim Du Toit, sailor ran to positions. Machinery hummed threateningly as missiles were fed into their launchers. Then, with a quick jolt, they were fired. And again. And again.
In various places in the Ocean
The titanic Predator-class craft approached, the rain washing off the enormouos cannon towers of the Ronald Reagan and Patrick Henry, the sun heating the maindeck of George Madison, Richard Cheney, and Condoleezza Rice, and the sailors shivering in the cold aboard Davy Crockett, Sam Houston, Thomas Jefferson and Rachel Lucas. The crew of the A. F. Hayek enjoyed far more moderate climate than any of them.
Those imprisoned by Ambivalente could rest assured – vengeance was coming.

Military intelligence is great: it ceases working when most needed. A misfired missile killed a person living in a hut next to the railroad, another one injured a farmer who was about to plow the field next to the Sarjali route. Humane warfare isn't.
Military base Mamenede:
"Neme-neme!" Vanetisa did not care that he disturbed the commander in a phonecall, "we have extrapolated the location of the thing!"
"Hai" said the neme-neme into the phone and hang up. He indicated with a few guestures to give him the calculations. He skimmed them, and called another number over the secured connection. The minster of defence was informed.
The Kalathira missiles fired in the direction were the thing was.
OOC: Yes, I am making ranks up and I am not using RL tech, don't ask me for stats because I slani don't care.
Aboard the USS Kim Du Toit
The Kalathira missiles sped down, the response of the rulers of Hash to the ‘agression’ by Allanea. Some missed altogether. Others were torn apart by CIWS. But two still hit the ship. The explosions shook it briefly, and the lights aboart flickered as they came alive again.
On the bridge, Captain Cameron was receiving his information:
“Damage to engines and rudders, Captain. We are paralyzed… like the Bismarck. Dozens of sailors dead.”
“I see. How is my bird?”
“Your bird is fine, Cap’n.”
He breathed a sigh of relief. “I see. Well, the Predators will be here soon. In the meanwhile, here’s what we do next. We will launch twenty EMP missiles at the nearest city - MMe Lisle, that is. Let the bastards freeze in the dark, I say! Fire!"
And so they did.

Those who suffer most from war are the innocent. When the EMP hit the Nime Lisle hospital, it ravaged. Persons in coma or too weak too breathe, who depend on the life support died. In Nime Lisle itself life continued nearly as usual. Partly due to wrong target coordinates (ooc: use the right city name! next time I assume you failed), partly because the technology in the Hash is not as advanced for civilians - and mostly shielded for the military. Diesel trains do not react as sensitive as electric ones and horses are not affected while top-of-the-line cars are.
Mamenede experienced technical problems, communication with Progressi was not possible, apparently certain lines were hit. Reports of technological failure in the hospital and the mental reached the army base. From then on, people were able to connect facts to a bigger picture. They had no tactical orders - they did not care. If an attacker starts with killing the innocent, he deserves no mercy. Ravenia fighters were prepared, the pilots had the extrapolated location and the order to destroy it.
The Kim du Toit was hit badly, it’s engines, radar dish,, and several turrets ripped off. Technically, it was floating. But it was out of combat. From the ship, distress messages came. And they were responded to.
Aboard the Predator-class vessels, the last arrangements were made. People ran for their positions, missiles were armed, targets were chosen, and commands were given. Military airfields. Radar bases. Air defense posts. The targets lit up on the Tactical Computer screens like lights on a Christmas tree.
The Predators were true superdreadnaughts, bigger by a wide margin than the Freedom-class. It meant they could pack more firepower. And they did. For thirty minutes, the attack raged, streaming out long, fiery rainbows towards the defenses of Progressive Hash from ten different directions.
After they were done, a message was transmitted to the leaders of Progressive Hash:
“Please evacuate your schools and libraries. This is a friendly warning – we intend to bomb them. If you use children as human shields, it will be your fault.”

The Kalathiras flew led by intuition, estimation, calculations or a mixture of them all, the sirens wailed. Whatever was considered to be a target was hit if not in the first then in the second or third attempt. The Hashi defensive fire made it at least difficult for the Allaneans to succeed in their first attempt, even though they devastated.
Planes of all sorts started before the bases could be hit. Sometimes without weapons, but the pilots did not care, the plane was the weapon. They were willing to sacrifice their life for their state, the mother of the people, the supporter and protector.
After the attack in a progressi school: The headmaster and several teachers informed people that the school might be a target, they should leave and take the books with them. Not just their books they should go to the school library and take the books, hide them in cellars, hide the contents in their minds. "We can not let them destroy our culture as if it never existed! You are the hope of the Hash!".
Libraries were evacuated and people were told to take the books, Allanea most likely want with them: psychology, politics, religion, philosophy. The shelves were not empty when the last one left, but people felt that their culture would survive.
The Predators met their enemies with a wall of steel and lead. Each ship also carried a squadron of 100 F-16A fighters, much more advanced that what the Hashi had to offer, and the Allaneans were forewarned of the advance of the enemy by their surveillance sattelites.
Still, many fighters were shot down, and many a brave sailor perished when a turret or other deck installation was hit. The USS Thomas Jeffrson was sunk altogether as a small spark hit one of it’s ammunition magazine, thousands of crewmembers dying in a flash of fire and death.
A few hours later, aboard one of the ships, a small planning conference was called.
“So, what are we doing next?”
“Simple. They thought we would strike their schools. They were wrong. Proceed to launch missiles at their military installations. Weaken them. The air armada is coming – they’ll finish the job. Ours is just to finish them.”

Off airbases in Allanea, the First, Charlton Heston, Air Armada ( http://allanea.tripod.com/AirForce.html) rose. It refueled from local Allanean airfields as it went, and it was going to Progressive Hash. Vengeance was coming.

Devastation, Destruction, death,... the Allanean attack ravaged against the Hashi military installations and everything remotely resembling of one on a sattelite picture. Hundreds of killed Hashis seemed to be an appropriate price for a word, whihch does not even exist in Hashi and Mweni. Thousands of children will grow up without their fathers or mothers. The technical advantage of Allanea was overwhelming. Mamekira and Mamenede became fire and destruction.
The Xanisires fighters from mid-country were sent to the direction of the coast, at least now the they were more prepared. The mood in the military changed, the desperation became replaced by a strange combination of desperation and resisting. "Hlel Laleq!" as Hashi say.
Aboard the various Predators
“Go! Go! Go!”
The F-16A’s rose of the immense craft, joining the swarm of planes coming from Allanea. It was immense – including even short-range craft like the A-10 Thunderbolts, that wouldn’t have been able to perform the journey without air-to-air refuelling and extended range tank. Half an houre Behind the main Armada, cargo planes followed.
As the Hashi planes came in, they were met with a literal hail of short and intermediate range air-to-air missiles, and, as the survivors came in closer, the mounted cannon of the countless planes focused on them, ripping away metal and glass as if there were paper. Sometimes, several shots from the Hashi planes got through. Then, an F-16A, an A-10, or sometimes even a monstrous Megafortress would tumble out of the sky. Sometimes, the parachutes of escape seats opened behind. Sometimes they did not, and the planes became winged coffins – fitting for the winged souls of those who died for freedom.
And the planes were already approaching the Hashi Shore. They flew over the country, and every government installation (except hospitals and prisons) was now a target. Some planes got shot down by AA. With that amount of aircraft, it didn’t matter.
Here was a school where they once taught children a language in which the very word ‘freedom’ did not exist. Now it stood empty, it’s pupils evacuated due to Allanean warnings. A pair of F-16A’s swooped down like diving falcons they took the name for, and the trails of four Maverick air-to-ground missiles lit up like punishing lightning from the sky.
There stood a police station, from whence once issued officers to harass, beat up, fine, imprison people who merely were doing what they had the right to do in the first place – carrying weapons. Worshipping a religion. Homeschooling their children. Low above the ground flew an A-10 Thunderbolt, it’s main canon flaming, a trail of smoke issuing behind the aircraft, the building lit up by a hundred 30mm shells each second.
In another place stretched a piece of government farmland, where plants were grown to support it’s evil deed. Above it, a single large cargo aircraft swooped, unleashing tons of defoliants, and the cannabis plants withered and died.
And in Progressi City, above the building of the Mesumu Sovjete, where the legislators stood that passed those laws, where they destroyed common sense, honesty, honor, sanity with the swipe of a pen, a single Megafortress flew, dropping a single well-aimed MOAB at the roof of that hive of evil.
The people of Hash tried to create a civilisation which knew not the word ‘freedom’. They didn’t know that such a thing is not possible. Now, they were paying the price.

Imagine destruction, imagine death. The country was in ruins. Administrative buildings are normally places to go to in times of trouble. During floods or storms, people went there and were helped. People who ran to the police or the townshall on this day, did not receive help. If they were lucky, they had the mercy of a fast death. No harvest would come from the fields, where the Allaneans ravaged. The Hash has always been always a country without hunger problems, this would be the first year, when Hashis depend on the mercy of foreign countries.
The transmission was from a location near Progressi, but not directly from it. The frequency was a normal Hashi radio frequency so surely people would listen in hope to get information about other places, their loved ones, their country. The voice was calm, but full of mourning. It would take a while to determine it was Ambivalenta who spoke to his nation - one last time:
Menemuq Miltrali, meneve sasene sene, meneve samirte vasembu, meneve hilte sunvo, Hakun Vera, Vera, Vera meneve miru makalenbe!
Hati Surundi! Hati Vaji retme Sinqu!
The voice stopped.
After a while, another voice was heard, this time in English:
Menemuq, Allaneans, I am former vice-president Vesenesana. The Great Guru and glorious president refused to die in defeat. He died by poison, he injected himself. (he paused)
How many people with pure heart died in the attacks? People who did nothing but care for the others by working for the state, people whose only fault was to be for Vaji, whose only fault was their dedication. I do not know the number and no one will, but I know that it is too much. I can not accept this slaughter. The Community of Progressive Hash surrenders.

President Kazansky’s State of the Union Address
Friends, Citizens, Allaneans!
As you already know, the war on Progressive Hash has ended. The government has unconditionally surrendered, and the red, white, and blue flag flies proud on Mme Isle, the new seat of government The political prisoners were freed, and appointed to positions within the new government.
Progressive Hash is now a Territory of the United States of Allanea, administered in such a way that the Hashis will be slowly restored all rights that had been violated by the previous regime. As a start, I ordered a repeal of all property taxes in Hash, as they are illegal under the United States Constitution. Congress has drawn up a plan during which the United States Territory of Hash will procede to become a free society during fifty years. After that the Hashis will have the choice whether to declare independence or be admitted to the Union as a state.
Yet not all is good. One hundred fifty-five thousand people, Allaneans and Hashis, have died in the war. The country is in ruin – it depended on th government for prosperity, and when the state fell, all fell with it. As a first measure, I ordered that the gold reserve of the former governemnt will be used to pay for rebuilding Hash. Further, using my authority as the United States President, I have parcelled out deeds on what used to be Hashi government land to some 300,000 Hashian citizens, in order that they will be able to develop as a private enterprise what was once a government monopoly. Further, 15,000 Allanean families have been given small parcels of land in Hash, to accelerate the cultural development of the country.
I ask all citizens of Allanea who are capable of doing so, to help with the re-education – the de-Ambivalentation – of Hash. Before the speech:
Nime Lisle: The city was in ruins, but what was more important: the hopes of people were in ruins. Ambivalenta was loved by the population and now we was dead and the country bombed, people lost their fathers, their mothers, their children or their lives. Houses were ruins, teachers taught their subjects in their houses (they felt that the education of their children was important, even now), food prices skyrocketed. Countless times sentences were interrupted and people started averting their eyes because they realized that they used a reference to the old government. The mosques, churches, temples and synagogues were full, people prayed to the deities they believe in (and to others, just to be sure).
The social hospital was outside the city. People came to work here simply because they felt their dedication to the ones, who need help. Doctor Miqana tried to behave like it is a normal day and had therapeutic talks with patients, assigned them work or gave them medicine. He had no nope to remain in schedule today. Xemedeki (who was there because of theft) refused to speak and just sat in a corner. Depression was normal among the patients - and the doctors. He had to take care of a few patients, Doctor Sanivala normally took care of, but he did not appear for work. Miqala himself did not want to come, but he needed work... he had no news of his son and could not risk staying at the phone the entire time because otherwise he would be in here and not for work... He reminded himself not to think of it. He just arrived in the pause room for some progressive coffee and a fruit as Kivaleqene, a nurse went into his direction. She did not appear too pleased. "What's up?" he asked.
"Trouble", she said while pointing to the window.
He did not even look. He had enough of that already.
Colonel Ravins paced over the shards of stone and glass lying in the street as he walked into the hospital. He was wearing a parade uniform instead of the full armour worn normally by Allanean soldiers, but his handgun and rifle were still with him. Behind him, walked two Dohwar soldiers, their menacing-looking beaks painted with streaks of red – as was the custom of their people to do when going to war. One of the penguinlike beings held a belt-fed machinegun modified to fit his clumsy flippers, the other held a flamethrower.
He himself was a human, a tall viking-like figure. When one looked at him, it would be easy to forget about the small penguinoids guarding his back – which was a mistake the Dohwar were always eager to correct, with a stream of red-hot, spinning lead, or a spit of liquid napalm. Right now, of course, they were as polite as they humanly (or penguinely) could.
As he opened the door into the hospital, the Colonel spoke: ‘Good day, Doctor. I want the list of anybody here for libertarianism or other political opinions, illegal possession of arms, drugs, explosives or homeschooling their children – and any other victimless crimes. Those people are to be immediatelly set free. Further, tell the libertarians that they will soon receive the jobs of scoolteachers, at the fee of…’ and he named a monthly fee double the going rate usually paid to a schoolteacher in the Hash. As he saw the Dr. hesitate momentarily, he moved his hand to the pistol.
‘Do it. Now.’

This person with his two small attack Tuxes came in without real greeting and showered him with a series of English. Miqana just stood there, when the man in the ridiculous clothing seemed to get angry, he just said "Mevene semu msweni me mhaxi".
The Colonel, being an educated Allanean, understand the situation immediatey. "Anybody here knows English? Russian? Latin?"
In desperation, he uses Latin to try and - slowly, he used to get C- grades in his Latin - explain to the doctor what he needs.

Latin... Miqana was tortured enough with this horrible stuff at university. It was never needed later. Latin has a totally different system to build words, or the Allanean improvised horribly from the basis of knowledge. Miqana wondered wether he could say: "My shift ended two hours ago", "if I don't get to the toilet, something bad will happen." or "I need a coffee and something to eat otherwise I'll faint right here!" but his Latin lacked the really important phrases for life. He tried Latin to explain that crimes are just symptoms of social diseases and it seemed unresponsible to free ill persons. In Esperanto he continued that he does not want to be responsible for any consequences and that he wants a guarantee for that.
Lian-shi, Sergeant, United States Marine Corps, side-stepped the colonel, whispering something to him. The Colonel nodded. Then, the pengunoid spoke in Esperanto, directing his flamethrower ( http://www.bateshome.com/jordan/flamechucker.htm) at the doctor: “Yes. We have all the proper orders, and the Colonel will give them to you. Further, under Allanean law, those ‘crimes’ are not cry – and we are authorised to apply violence to free those men. And here’s another factoid. This here is a Raysian Arms Flamechucker flamethrower. It fires liquified napalm which burns at eight hundred degrees Celsius. You have two choices – either follow the law or resist the lawful enforcement authorities. I believe I presented the alternatives clearly enough.”

The doctor was desperate. The Hashi System was very good, it detected crimes before they had serious consequences for society. Otherwise... these mbalala (that's how the Hashi called the Allaneans, it is based on the word 'imbaleq' for 'to destroy') don't even bother to speak Hashi, for him it is an absolute breach of good rules, he never would have thought about going into another country without learning the language - and they even invade. They would not realize... . "Vemene svivi!" and then translated it into esperanto "sekvu mim!" (follow me). He explained that they surely would provide security, so he does not run any risks.
They followed the Dr. - first, Lian-Shi, with his short-range, yet horrendously effective weapon, then the Colonel, then finali Denn, the other Dohwar, with an AA MAG machinegun clenched firmly in his flippers. "We will do our job," said Lian Shi. "You do yours." Those barbarians, thought the Dohwar. Couldn't they learn Latin if not English?

Miqana led them through the hospital, he used not the direct way and went pretty fast in an attempt to challenge these small penguins. They had enough time to catch up when he stopped to go to the bathroom (where he took his time). He led them to a corridor, he pointed in the direction: "Ili cxiu estas tie!" (They all are here). He knew they would not leave the hospital - the persons in this section were lying in bed were fed by medical instruments, voices speak often for a long time in Hashi. The Allaneans would believe that these are the ones, who are here due to these strange crimes, he mentioned. He knew they were in deep coma.
The colonel blinked. It was strange, but true - peple whose worst sickness was having different ideas were now... like this. Probably, he thought, some deviant medical experiment, like those of the sadistic camp doctors of old. He said two words to Lien Shi, who was breathing heavily after the 'stroll'. Those words were in english, and the Dr. did not understand them. Then, the three Allaneans all pointed their weapons at him as the penguinoid spoke, in Esperanto, making himself as clear as possilbe.
"Doctor Miqana, you are under arrest under suspicion of multiple human rights violations, torture, and crime against humanity. You have the right to an attorney, if you cannot afford one one will be appointed for you by court if you so desire. You have the right to remain silent. Everything you say, can, and will be used against you in court."

Miqana blinked, he had no idea what exactly the penguin was saying, but then was reminded of a film in the cinema, which he once saw (no good film in his opinion) and was reminded of the fact that the Allaneans still use stone-age methods called arrest and punishment. Suddenly he looked at them and nearly started laughing. He could not help it, these people fell for the most simple trick ever and speak of 'arrest'. He asked them when they would arrest theirselves for killing his son. And without waiting for an answer he asked whether their kuristetoj (he used the diminutive form of 'doctor') would really be able to take over the hospital after arresting everyone.
The Colonel frowned, and spoke, the penguinoid helping in translation: “Consider it this way, Doctor. You blame us for committing violence upon you – I would argue it is your fault, and your fault alone. For centuries, you have been fostering a culture where a person who believe people have certain undeniable rights is locked up, where someone believing carrying a weapon as a right is locked up as insane, and where you believe trial is not necessary to imprison a person with only the advice of a tribal witch doctor who has the indecency of calling himself a psychologist. To speak in your terms, Doctor – your culture is ill. We are the shock therapy. Soldier, take him away.”
Later, an expert investigator team was called in to look through all the inmates’ files and release those who needed releasing.

Several days later, in Nimeme Lisle
In front of the former City Hall – now the office of George Leatherman, the Governor of the Allanea – the Allanean flag was waving proudly. Thirteen stars, thirteen stripes, a symbol of liberty older than Allanea itself. Right now, it was protected by two Allanean Marines in full battle armour. Between the Hall and the crowd of spectators, a line of Marines stood, rifles with attached bayonets at the ready.
The spectators, mostly Hashi, were gathered to listen to a supposed ‘Important Government Announcement’ to be read by the President.r. The Allanean settlers, whose coming was announced previously, were sticking out in the crowd like sore thumbs - jeans, mini-skirts, t-shirts, cell-phones. And weapons. Every Allanean was carrying a rifle, handgun, or both, and sometimes even grenades. Most Hashis would not even be able to afford this kind of firepower.
On a large screen positioned on the front wall of the building, Kazansky’s face appeared. He spoke in English, Hashi subtitles running below.
“Good day, people of Hash. Today, you are standing on a new path. We will help you, as much as we can. Today, you will find we are giving out new dictionaries. They have a new word in them – ‘libereco’. In our language, it means ‘freedom’. This is the goal of our journey.
Within the next fifty years you will slowly be assured all the freedoms and the privileges of citizens of the United States of Allanea. Some will come later – voting, for example, is a privilege you have much abused, and creating proper voting districts is going to be hard in Hash. However, within six months, you will begin electing local law enforcement –sheriffs, that is.
Furthermore, as a first step, freedom of speech and religion is going to be returned to you. You will also be returned the right to a fair and honest trial, and the practice of imprisoning political dissidents in mental hospitals will cease in Hash – forever.
Furthermore, the United States Congress has just approved the Protection of Hashi Liberty Act – from now on, all government expenses in Hash will be paid by the Government of the United States of Allanea – at the rate of 150 billion Universal Standard dollars per year. Since Hash no longer needs it’s own military, we will be able to give you a 80 billion education budget.. The extra expense will be directed solely towards increasing the salaries of teachers and increasing the teachers-per-student ratio. We will also accept applications for homeschooling licenses, since the license is now legal.
Speaking of salaries – every Hashi used to pay a 100% sales tax on all goods. Not anymore. Since the United States Allanea is based on the principle of ‘no taxation without representation’, until such a time that Hash has representatives in the United States Congress, all taxes in Hash are repealed. Ladies and gentlemen, your salaries just doubled.
Furthermore, in order to improve the economy of the Hash, privatisation of former government land now begins. Deeds on small plots of farmland are being distributed to 300,000 Hashi and 15,000 Allanean families as I speak. In total, including corporate employees and the families of the new landowners, about 75,000 people are going to be moving into the Hash from Allanea, becoming an influx of cash and jobs into the community.
Finally, the United States Postal Service will now begin recruiting postal service employees from among the Hashi. They will be payed money at the same rate as an Allanean postal employee – that is, several times more in a month than most Hashis previously used to see in a year. I suggest that those of you wanting to make a really decent living go and sign up for the job.

The Allaneans in the crowd sticked really out, they kept to themselves and had a good reason for it. Hashis made comments which needed no translation. To the Hashi, they were a funny sight, their clothing was funny, they carry weapons, which is surely the best way to ruin the relations at the beginning. Children shouted "Mbalalek" at them. Allanean women in miniskirts heard (but not understood) comments about them being whores.
The president did not even appear himself not used technical representation, 'illusion' as the Hashis call it to make his speech. The subtitles were in Hashi (ignoring the Mweni minority) and translated as if Babelfish was used.
Good day, people of Hash. Today, you are standing on a new path.

"As if!" The Hashi translation of that Esperanto word is not personal freedom but political freedom. By overthrowing someone, who got 76% of the votes, they made themselves hypocrites.

as soon as that was read, people started chanting "Vemene ilbo Ambi-valenta" at first only few, but then more and more Hashis joined in. The Allaneans turned up the volume, but that forced the Hashis of Nime Lisle to chant even louder. Until the entire place was chanting (maybe except the Allaneans). More dirt was thrown at the screen. During the speech, people clad in the national colors green, yellow and red came, some even had flags of the political parties, they belonged to or Hashi flags. Others waved Bong notes with the image of state founder Menalweni. The people who could read about the tax repeals were very sceptical. Taxes were payed so services for the people are possible and to repeal taxes means to make it impossible to have free healthcare, welfare, schools, which offer more than indoctrination, these things... to say it as polemical as former vice minister of education Mnemambali would write in a leaflet, distributed secretly: "Having no taxes means the state has no obligation to care for you!"
After the speech was over, people remeained there and chanted anti-allanean and pro-Hashi slogans.
Allanean USPS office, Nime Lisle
Stephen Deidre, the USPS Regional Manager for Hash, looked at the new recruits – mostly people who were apparently not well respected within their community or did not care for such respect. One was a local libertarian recently released by the investigating teams, and another a former prostitute but that’s what you dealt with.
They now stood, wearing the USPS uniform – blue BDU’s, with the Allanean flag stitched on the forearms. They were instructed by the Allaneans about their new jobs – the former libertarian would be an office manager, other would deliver mail or do similar jobs. And now, they would give their oath:
"Neither snow, nor rain, nor firefight, nor sleet, nor lead, nor gloom of night stays these Couriers from the swift completion of their appointed rounds."
“Ladies! Gentlemen!” Deidre spoke in rather bad esperanto, but it worked.
“You are now the vanguard of a new future. Of a peaceful revolution, if you will. Like it or not, you are now agents of the United States Government. Your job is to deliver mail – to people in cities, to the settlers in the villagers, to businessmen and workers. Workers like you are being enlisted all over the city – and all over the country.”
He made a gesture, and small pieces of gold – signifying 1,000 ALD – were given to each worker. Their first monthly pay.
“Some may denigrate you. Some may ridicule you. But I assure you, those who will write the history books will neither ridicule nor denigrate you. They will salute you. Because you are true heroes of this war. The war for freedom.”
He pointed out to the road, where several large vehicles went by. They knew they were heading for the place were construction was scheduled for a new hospital – not a mental one of course, Hash had more than it needed – but a regular one, stocked at the technology Allaneans were used to. Hashi doctors would be employed, of course – and it was already being heard that Allanean Pharmaceuticals, Inc. paid tuition for Hashi doctors willing to learn new techniques outside of Hash.
“This is what freedom means! Freedom means not just being able to do new things without fear, even though that is enough. Not just living without oppression – and that is enough. New hospitals. New schools – one is already being planned here, one teacher per fifteen children. New railways – I hear Taggart Transcontinental is going to lay a new railroad instread of the old one, and hire Hashis, too. An S-Mart shop is being built. Remember, Freedom is not just peace. Freedom is also prosperity. You are freedom’s messengers. Be proud of it.”
Back in Allanea
For the Allaneans, Hash was a new frontier. The nation was uplifted by this new task – spreading freedom, the greatest value the nation had, into a new nation, peacefully, without oppression or violence. And, what’s more, there was money to be made by it. Companies and individuals donated money to fund better schools, hospitals, roads for Hash. Old computers – still newer than any Hashi equipment – were sent to the people of Hash. Weapons captured from the Hashi army were sold off to civilians, and the proceeds used to fund charity for Hash - hospital equipment, schools, and so forth. The 15,000 plots of land were taken within days, and the government was considering more grants.
In the meanwhile, two letters were making their way to Reichkmaphen and Imitora, their contents marked ‘Top Secret’…

Outside of the government reports, the situation in the Hash was much worse than described. The Hashis suffered from high prices, even though there would be no taxes to pay, people were insecure about the future of the country and so stores demanded more Bong. The price for rice rose by 50% since the Allaneans destroyed the harvest for this year on several state-owned fields.
The Mbalalemjana (for Mbalala workers) were frequently offended and even beat up. 20% left after just a few days. Other ones seemed to use the position to sabotage as best as possible. Of course the Hashis found a way to call construction programs where many Hashis of the second type worked: Hatimbenivemi (Neverfinishers). Other Mbalalamjana, especially the ones, who got their position due to their political position were horribly inept. Ventan newspapers calculated that due to that productivity fell.
The currency was another problem for Allaneans. Hashi often refused to take it because there was no accepting infrastructure. They had to go to jewelers who bought the gold and gave them their Bongs. Due to the influx of gold, its price fell. In Progressi, a pseudo currency was made by a union of jewelers and shopowners: the mono (Esperanto for 'money'), or called Hatime: a small coin, with Ambivalenta's face on the one side and "Hati Surundi!" (meaning: "never give up!") written on the other side. The mono grew popularity in other regions too.
In Nime Lisle, the situation worsened: when people heard about the plans for schools. Regular demonstrations demanded the school system overworked. Xaharakama said to a Hashi newspaper: "They want to brainwash our population into being filiberuloj!" (filibera became a term for libertarian, comeing from 'libera' for 'free' and 'fi' meaning 'morally suspect'). Hashi demands are:
* Inclusion of Mweni in the curriculum
* Inclusion of Hashi as first language
* Inclusion of Mweni as first language in Mweni speaking regions
* Having religious or religiously slanted books removed from the required readings. It is the duty of oneself to find his own way to god.
* Having a variety of different ideologies to choose from
* Philosophy mandatory subject before leaving school (ooc: philosophy is eastern philosophy in the Hash seeing that they are asian)
* Esperanto as second language (Mweni and Hashi differ so much that normally Esperanto is used for communication between people of different regions. The Hashi legal code was written down in Esperanto) or as first for denaskaj esperantistoj.
* Neutral description of the "plej proksima mondo" politics of Ambivalenta.
The Governor laid down the newspaper. These days, he was learning the language, too quickly for his own tastes – for it was mandated be need, not will. He turned to his assistant and said: “What is that new coinage? It is legal?” The assitant shrugged: “Oh yeah. We checked into this ‘shop owner’s union’ thing, they’re well qualified to mint their own.
The Governor smiled contently. “Privately-issued currency, ah? It is good. They are becoming more like us than they think they are. What else?”
“The price of rice is up 50%. We are fearing some of the poor may be having problems with it.”
The man frowned, surveying the paper with a certain annoyance. “Okay. Have the army give out MRE’s to those who are poor here. Set up soup lines if need be. Further, are any Allanean companies making advantage of it?”
“Yes, Sir. I believe Jerom Keltic and Sons is sending a large shipment of rice here, it will be dropped on the market on dumping prices, at initial loss to the company, in order to establish a market niche for itself.”
“I see. What is it with the mailmen?”
“People are insulting them, beating them up and so forth. We never had much quality manpower, but now it’s getting problematic to get any mail delivered.”
“I see. Now for my declaration du jour.”

I believe a certain misunderstanding has occurred in relation to the program of education. Mweni is already an option in our curiculum, to be studied from Grade Three. Hashi will be studied from Grade Two, and it will be reversed in those areas where Mweni is dominant. Esperantp is available as a choice.
As per ideologies, our curriculum is heavy on text-analysis and research skills. This will allow chidlren to challenge whatever “ideology” you believe is present in the system, by themselves and in their own free time. This is a more precious gift than anything else we teach, since such skills are rarely heavily invested in in most schools. Philosophy, by the way, is an optional subject. The list distributed only lists the mandatory ones. If it were mandatory, it would increase the already too-high burden on the students. The Bible is taught, but for it’s literary value alone and not as a religious book.
Finally, we request that you leave the mailmen alone. It’s your mail, after all, not ours. They are not working for us, but for you.

I will throw 100 million in your direction myself. But I believe the Nobles will give much more. The total sum will probably be around 500 million. The rest will be given to you in concrete aid and not monetary aid.
There are about 5000 people who just formed a new party formed at the time the elections were held, previous to your Conquest. It is basically an offshoot of the Constitution Party called the Royal Libertarian Party. I think these would be people of your stripe and most of them have volunteered to go colonize your new state. As for the rest, I volunteered them and they will be departing just as the others are.
We will also be establishing Kriegscorp factories and other Imperial Corporation industrial centres to give the poor there work.

The ships with the Colonists steamed into port at Nime Lisle. There was a great variance in the appearance and manners of the new arrivals. Some were former nobles, who, percieving they would lose everything due to democracy rising in Reichskamphen, vacated their provinces and decided they would rather have a new start with all the benefits of their wealth, and not having to worry about being overthrown.
Some were poor, some were middle class, but all were registerd to the Royal Libertarian party and had a great belief in freedom.
Alexander Kazansky put down the paper and began typing:
“Dear Sir!”, he wrote, “I am extremely thankful for your help. While the idea of ‘volunteering’ people, even for such a cause, is peculiar to me, that is your decision and I dare not criticize it. I heard that among the people that are arriving are ten noblemen with skills at the administration of land. They will be given slightly larger, 1000-acre land grants. If and when they wish to use them for skill-heavy production – wineries, quality tobacco, and industry – each of them will be given a small grant of
about a million dollars from the funds you so graciously sent us. We will give the rest of your settlers about 160 acres of land each, or, if they so choose, some other denationalized property of the same value.
We wish to advance the Hashi both technologically and socially. This will not be done without detaching the Hash from single-crop agricultural production and creating economical diversity. Single-crop agriculture was one of the reasons the South lost the War of Northern Aggression. In a culture like the Hash, diversifying the economy will be a means to creating a society of inidividualism and freedom. This is the driving force behind our economic policy in Hash. We wish, thus, to invite you to set up Kriegscorp factories in Hash.

The Governor of Progressive Hash lowered his binoculars as he watched the ships come into port. He knew that the locals were looking at this with suspicion – and he did not care, yet, for he was certain the Reichkamphians would, eventually, help them win the trust of the Hashi.
Already, Napoleon’s donation was being diverted towards hiring thousands of Hashi to help rebuild the damage of the war. Their pay was slightly below Allanean standards, but far above what was known in Hash, and that was what eventually mattered.

These people were mbalala even though they were called something different. These people look as if color and pattern are capital offenses in the land where they come from. But the mbalala, who are really mbalala also do this. The immigration policy of the hash was always that people who can not only accept the Hashi or Mweni but have same ideologies and mindsets where allowed to come in. It can be said that the emigration rate was never high. But these persons were not in any way like Hashis, they were like the new occupants want the Hash to be. When children said a word in their language, they got a slap on the mouth or had to wash it with water (or both). You do not have to be violent to show people your opinion and believe me, Hashis did show it. The citizens were always led so in the wrong direction, that makes the most additional way. In Hashi stores, the probability to get goods over recommendation date rises if you are a longnose (unless you are a known one). Often people pretend not to speak any English, even people like Mnemambali pretended to know nothing (or if they did speak a bit English, gave wrong hints).
And still Nime Lisle saw demonstrations for a better education, including Hashi and Mweni as first language and Esperanto mandatory instead of English. Hashis argued that they did not want to raise their people learning the "language of war". The demonstration had its current highpoint in a blockade of the government (simply making it impossible to get in or out).
The governor stepped out on the roof of the Administration building, looking at the huge crowd below, separated from the Governor’s office only by a thin line of marines in full armor. It seemed a thin line, he thought, but it was stronger than anything in the world, for it was made of human will, bravery, determination and skill.
He stepped up to the edge of the roof. He stood tall and proud, his figure seeming black against the evening sky, a message to the civilisation of Hash from Allanea – a modern, civilised version of a Horseman of the Apocalypse, a judgement from above. He stood there, and he spoke. Below, men mingled with the crowd, handing out paper copies of the speech.
Good morning, people!
Thank you for coming. You will not believe how glad I am to see you here. I have announcements to make. First of all, ten rich businessmen have just arrived from Reichkamphen. They require people who have experience with farming jobs to work their fields – growing tobacco, cannabis, grapes, and cotton, as well as, in the case of two of them, building factories. I estimate it that those ten men alone will employ 10,000 Hashi between them – on the other side of those papers, you can find phone numbers to apply for the jobs. I believe some of you are here for jobs. It is good, for those rich men have told me they will pay each of you six Universal Standard Dollars on average, per hour. They are not the only job opportunity for you – Taggart Transcontinental needs about 100,000 Hashi to work on reconstructing your railway system, and 30,000 to be permanently employed on the railroad.
Further, Allanea’s intends to put everybody who used to work for the government back to work again – doing nearly the same thing they were doing before the war. "Vensakala, vensakala" was chanted towards the governor. This is another proof of the fact that Hashi has a nearly unlimited possibility to tweak words and really unlimited possibilities to make the results incomprehensible for foreigners: Vense: to sell, sakaj: soul, la: he who does so all in all: soulseller. The better jobs had a certain fascination but to work for the mbalala... the payment was good, but the payment is also good for divers in settlin basins and there are no hordes applying for this job. For the simple reason that the job is one of the disgusting jobs on earth. The best working tactic to get people, who still have a bit respect from applying was to refuse talking to them. if the entire family does that, people search other jobs and it isn't a crime. Allaneans have the reputation to be violent, to have a pleasure for power, nonexisting morales, no tact and were medieval in any terms but technology. Not your favorite employers... Don't forget: they are armed. The ones, who could afford having a job here in terms of reputation could only do it because their monoj helped relatives in Nime Lisle (often women, old men and women, with or without children). Hashis value education much and don't think "medieval" Allaneans cannot teach it appropriately.
The governor smiled as the plane carried him away. He held faith that this would change. Allaneans, were, after all, not as evil as they were thought to be. Lust for power, for example, was seen as disgusting for Allaneans. They were rude – in the sense of tactlessness, but very polite in everyday life. “Yes ma’am’, ‘No, sir” were standard. What’s more, Allaneans were tolerant of anything but intolerance – which was something Hashi might come to appreciate. Those who lived in the capital, and spoke to the settlers, the soldiers, the officials, would soon know the Allaneans better. He knew, that the strength of that reality, paired with high-pay jobs in a nation where unemployment was a big factor, would push in the direction he wanted. You could either work for pay from Allaneans - which were, despite their foreign policy, rather nice people in everyday life, even thoguh they were different from Hashi – or you could be unemployed and stick to myths. He hoped he could guess right for what they chose.

The people in Nime Lisle basically fought for their children, whose education was in much danger. And despite the laughs of the Allaneans theyy continued.
But other protest rose in other places. In Maka Maka, the communist party of Independent Mweni (Altimkuq Combunishtamna Mweni Inambule=ACMI) was founded. it gained popularity by all Mwenis, who thought the biggest problem was the depenency on the Hash and the cultural dominance of the Hashi and now the mbalala.
Trimako saw the foundation of another mweni independence party: the AMIE (Altimkuq Mweni Inambule Elbuta=Party for an independent and fair Mweni). Both parties used no secretcy at all. they knew that the freedom of speech ios a freedom to overthrow it.
Taht was the time of the first market success of a Hashi product: A young Hashi called Mingalataru saw people hiding their faces when going to work for mbalala and sold masks having strange hashi humour on them: "Mbalalemjana!", "Merija ejanja Hashme!", "Hismenj ne demonda Nime Lislei" or "Mene menkalu, itkeamba vesvu" ("working for mbalala", "I work against the Hash", "My children demonstrate in Nime Lisle" or "Beat me up, I deserved it!")
Nime Lisle, a few months later
The school was not yet built, but around the still-unfinished school building stood small, comfortable ready-made buildings, donated by the military, each big enough to hold a class or two. It was in those classes that lessons were held. In the middle of the compound, a small yard was left for school ceremonies of various sorts. In that yard, on a thirty-foot flagpole, waved a flag - a symbol of freedom, which was older than Allanea, older than the Hash, older than any of it’s people’s. Thirteen stripes, some red as the blood of those who died for freedom, some pure as their souls. And, shining on the midnight-blue of the flag, thirteen stars, as the hope of those who yet don’t have freedom.
The children in those classes, aged six to nineteen, were a new generation, one of hope. They would learn new words, new meanings, new philosophies, new understandings. It was of that that one of their teachers was speaking now…
History Lesson, Grade Nine
“Eventually,” said Leonard Michaels, “the absense of individual liberty – and individualism negatively impacts every aspect of a society, and slows down it’s economical, scientific, and social development. It is of that that Mencken wrote: ‘I believe that the finest qualities of man can flourish only in free air – that progress made under the shadow of the policeman's club is false progress, and of no permanent value’. This is why the era after the principle of individual rights was invented was the moment of greatest technological progress in the history of man.” – he paused, letting the message seep in.
He was wearing a black T-shirt and long jeans tucked into a pair of steel-toed combat boots. As all Allaneans, he wore a weapon – an MP-7 in an unobtrusive shoulder holster. Even though he wore it openly, it was hard to notice, black upon black upon black.
“Now, boys and girls, your essays.”
And the essays were handed in. Short, 2,000-word constructs, written in bad English, they were nonetheless important – they were independently researched by the students themselves, in little ready-made building that was the school library, or through the school’s computer room. The first exposure of those children to computers, independent research, or the English language.
Computer Knowledge, Grade Two
“Good day, children!”, spoke Maya Sagan. She was probably not what the Hashi were used to – but then perhaps that was the point. She was dressed in a colourful shirt with the face of a film star, jeans shorts that left nearly her entire legs exposed, and a pair of sneakers. The children could not know this, but hidden in one of those shoes was a .44 Magnum Airlite revolver – just in case someone would be insane or evil enough to put her class in danger.
“Those, “ she waved at the long row of PC’s, “are brand-new personal computers, donated to our school by Microcosm Corporation of Allanea. They have been installed with Isebe Libereco – the operation system designed by MicroCosm for Hash.” – this was one of the few ways Allaneans tried to make the new schools easier to accept, by making at least some of the peripherial goods and services. “They are excellent for business, communications, and research.” – she winked to her students. – “And of course, they also have games.”
And indeed, after the pupils familiarized themselves with the basic controls, they immediately immersed themselves in the dozens of games installed on the devices – of every genre and type available.
Maya Sagan smiled sadly, thinking of the many would come home and ask their parents for this new toy – and of course, find out their familiy didn’t have enough money because they refused to work. Then she chuckled, thinking of how those children would ‘push’ Mom and Dad to get to one of the many jobs the Allaneans offered.
Sometimes, she wondered if that really was the government’s purpose in this.
Literature, Grade Eight
Arkady Feinberg took of his glasses and cleaned them well before he began the lesson. He was wearing a suit – a metallic-grey suit, blue shirt, yellow tie and unbelievable red shoes. His weapon was invisible under the jacket, a classic 1911 clone, and he didn’t envy a terrorist or wacko who would try to beat down the door of this classroom.
“Those are trying times, children. For Hash especially, as it stands upon the beginning of a new road. And I believe it only makes sense, here, to begin the day by learning a poem about trying times. Rudyard Kipling, ‘If’”
He began reading, after noting all the students had the right page open. He didn’t need the book. He knew it by heart:
If you can keep your head when all about you
Are losing theirs and blaming it on you;
If you can trust yourself when all men doubt you,
But make allowance for their doubting too;
If you can wait and not be tired by waiting,
Or being lied about, don't deal in lies,
Or being hated, don't give way to hating,

He paced back and forth through the classroom, holding the children transfixed by the very magic of his voice – as he had done in countless other classrooms, in New-Missouri, in Western-Axackal, in Port-Allanea itself. That was what he lived for.
If you can dream -- and not make dreams your master;
If you can think -- and not make thoughts your aim;
If you can meet with Triumph and Disaster
And treat those two imposters just the same;
If you can bear to hear the truth you've spoken
Twisted by knaves to make a trap for fools,

He paused as he took breath, hearing the noises from the new factories, from the railroad being built by the Taggart company, the chatter of the military helicopter engines as they sent out food and medicine to remote villages that still needed aid. Yes, that was exactly what was being done here – but it was being done.

And risk it on one turn of pitch-and-toss,
And lose, and start again at your beginnings
And never breathe a word about your loss;
If you can force your heart and nerve and sinew
To serve your turn long after they are gone,

This, he thought, was something the children were probably not taught at home or in their previous school – about the importance of personal, individual human willpower, personality, and choice. This message was not an overt part of any government ideology he knew of – because it was more explosive than any government would allow – but it was here, slowly hammered out by the language of sheer poetic beauty – and it would a seed from which, one day, would spring a beautiful flower.
If you can talk with crowds and keep your virtue,
Or walk with kings -- nor lose the common touch,
If neither foes nor loving friends can hurt you,
If all men count with you, but none too much;
If you can fill the unforgiving minute

He paused. There were several minutes of silence in the class as the sound of the teacher’s voice died out in the air, and the pupils thought of the new words, the new message, the new thoughts that they could not quite yet understand. Nothing needed to be said, yet. Kipling said it all.

“I am sorry, Mrs. Taggart,” shrugged the executive, “there’s little we could do…”
She blinked. “What do you mean? You know full well I don’t like excuses…”
“Well,” said the man, looking at the CEO of Taggart Transcontinental, “we have the problem that it is still very hard to move heavy machinery into Hash. So we need far more local manpower than we expected – and far less are enrolling than are expected.”
She paused momentarily, looking at the end of her cigaretter, and the symbol stamped on it’s filter – a thin, small dollar sign.
“I thought the amount of volunteers has increased.”
“It has. But not enough. Not by a wide measure, Mrs. Taggart. And another problem – we don’t have enough engineers.”
“I see.” Again she paused for a moment, focusing again on the light of the cigarette, which seemed to hang by itself in the air of the half-lit room.
“Well, raise wages, slighttly – by ten percent or so. And about the engineers – I want you to look at the students of that new college that was opened by the Napoleon Fund.”
“What?”
“Oh, the official opening date is tomorrow morning. It’s an Engineering College in Nime Isle, teaching Hashi new engineering skills and technologies. It teaches in Hashi – but an English class is obligatory to graduate, so if we hire those guys, we can later use them outside of Hash too – and Hashi will be willing to work under them without feeling oppressed.”
“Mrs. Taggart, you are a genius.”
“I know.”

The flag the Allaneans offered looked rather strange, too complex to be easily seen, too difficult to be drawn and the opposite of being esthetic. Even that crime of a flag would be a reason to revolt. And how to revolt was a thing Hashis (in the national sense) learned in school by stories about a civil war against a founding nation - somewhere in world history and for reasons which have to do with this word "libereco" which the Allaneans found important enough to introduce a "c" to the Hashi language (Note the lack of style, no one even tried to make it sound Hashi like other Esperanto words, which travelled into Hashi and Mweni). The Allanean teachers were incompetent and armed, not just for Hashis a dangerous combination. Incompetent because they can not speak the language and understand the culture. it begins by things like gestures and reaches up to the views on life, society and state. Allaneans often put children in detention for asking then to come here by a gesture. They simply were not aware that this is expressed by a raised middle finger and a movement of the hand towards the body. The term Allanean teachers learned fast can be translated as "two-legged nightmare" and refers to a pupil, who is resistant to any attempts to discipline him or her. Collegues were sometimes nice enough to warn the mbalala. Some of them got the teachers into long discussions after which they felt like hypocrites when talking about freedom, the majority simply annoyed the hell out of the teachers.
Children learned other Literature, history and psychology in other instutions than school: in gardens, cellars, parks or even in the schools itself classes were held were old Hashi knowledge, literature and culture was taught. The teachers were employed by different educational initiatives, which all work by the same principle: they receive voluntary donations and have agreements with shopowners. To understand this agreement: The mono exists in just one denomination (100 Bongs) and so the prices can not be payed exactly. normally shopowners still need the old bong notes for change. Now they offered people to donate the left change 'for education'. Shopowners needed less small notes and had an advantage against the concurrents from abroad and customers had no hassle with small notes or one Bong coins. If they really needed the money, they could ask for 'exact change'. The teachers were former teachers, who had no place in the modern state, OAPs or unemployed teachers fresh from university. Since these 'schools' also teach learning techniques, which the Allaneans with their technology centred and not soul-centred society never discovered, so even the pupils profitted from the "sundown-garden-schools" (minanbuteralguq).
Hashis were not against the Allanean knowledge, they were against their ideology, but there was a movement called "Axumbajekq Hashij", "Greater Hash", who saw them not as a danger, but as a source of technological knownledge, which yearns to be exploited and then discarded. These people visit the colleges or go into technical jobs.
The Allanean education system made another way to make money appear out of nowhere: Computer cafes (Komputembekahvehanuq). Places where young ones can use computers for a small or not-so-small hourly fee. Some enterpreneurs worked a while for the mbalala to get the monoj to buy the computers and rent locations next to the schools. But since often free software like Peacock Linux from Pantocratoria was used, the costs were not too high.

Erich Stossel, formerly the Duke of Alpina, surveyed his land grant; 1000 acres of fields, forests, streams, and pristine land.
"The Hashi are quite interesting people," he mused to himself, "they have a yearning for fairness...equality...and simplicity. I shall give it to them."
Nearby, a large Plantation style house was being built by able workmen. It was made entirely by hand, without the modern tools. Erich himself had been sanding down part of the porch before he wandered off to look around. The work was soothing, and took his mind off of his old life, off of the hustle and bustle of Noble Courts. He was away from that. He had shed his noble title, which though he was born into it, he so despised. He longed for equality, for peace and harmony. He had sold all of his earthly possessions in the Kingdom and accepted Napoleon's invitation all to eagerly to leave Reichskamphen and settle down in Hash.
A few weeks later, as the main house was finished, he assembled the future workers of the land and spoke to them. "I am not a libertarian. I am not a Monarchist. I am not of any political persuasion. I don't seek to change, I seek only to be. I am a Christian, but you don't have to be. You don't have to believe one ounce of what I believe, you merely have to be respectful of it, just as you are respectful of your own beliefs and the beliefs of other Hashi. I am setting up a Commune here. We will sustain ourselves on our own hard work. We will live simply, and honestly, and peacefully with one another. We will sow the seed and reap the harvest. We will milk the cow and churn the butter. Your pay will be well above Imperial Standard and it will be distributed thusly:
Each of you shall be given, immediately given, a house and two acres of land to grow personal crops or do whatever you wish. You will be given 10 Sivler Reichsmarks an hour for your hard work, a sum I can well afford. We will all do every kind of work there is to be done in this commune...including myself and my family. We will work just as hard as you are and all towards a common goal. At harvest time, if you work in the fields, you will be able to take home a bushel of any type of food crop you pick that day to your families in order to supplement your food supply. If you are working with dairy, you will take a gallon of milk, etc. etc. No one...no one...will go hungry or ever want again on this farm. To be quite honest, the products of our work will take care of us so well that we should not need any silver money. But, out of a fairness, and generousity, I pay it anyway. Anyone is free to leave whenever he so chooses and free to go and come in my house as he pleases. If anyone wants anything, he needs only to ask. I do not smoke or drink, but you can if you wish as long as it doesn't interfere with your work. We will live free here. We will live well. I hold a profound respect for Hash, and I ask that you only treat me in a respectful manner as well."
Governor’s Office, Nime Lisle
The governor surveyed the ten people sitted at his table – a mix of Hashi and Mweni, people who all become important members of the community – people who now, in absense of its government, became some kind of leaders. On the table, a teapon and eleven cups stood,
“Ladies and gentlemen, “ said the Governor, “I know that some of you might not like me. Trust me, I am not offended by it at the least. By assembling here, you will help your own people far more than you help me.”
He pointed to a large map of Hash. “I want you to draw up borders within this – to show me where the area is predominantly Mweni, where it is more Hashi – mark up state lines, if you wish to call it that.” – his Hashi was improving, he thought. Maybe it could help. “We need to know that, if we are ever to have proper elections.”
He smiled as he saw one of the Hashi reflexively reach for a pen.
Progressi City
While it was still hard to get to the capital from the coast, still, planes and businessmen came in, and buildings where built – the Emperor Napoleon Architectural College, the Emperor Paisley Medical College, the Imperial School of Business – all funded by Napoleon’s grant. And in Nime Lisle, the Emperor Napoleon College already had it’s vacancies filled, and in the front yard waved both an Allanean and an Imperial flag, in front of a bronze statue of Emperor Napoleon.
Nime Lisle
With the repeal of taxes in Progressive Hash, many Allanean enterpreneurs understood it as an upcoming business paradise. And so, thousands more settlers flowed into Nime Lisle, making their own start-up companies, setting up small factories on the ruins of bombed-out government buildings, and peedling new goods to the locals - Pocket PC’s, cars, new food, new books, and most importantly, new ideas. It was said that about 2,000 new families were arriving from Allanea every month, and the city grew – not in skyscrapers or appartment buildings, but in suburban strips of new, fresh cottages, internet cafes, gun stores and shopping malls. Midlonians would call it ‘urban sprawl’. Allaneans would call it ‘civilisation’.
The railroad to Progressi City was moving on slowly – there was no heavy machinery yet, since it would take time to set up port facilities. But Dagny Taggart pushed on. And one day, she saw her first reward – on May 21st, 20??, when the first train rolled into Ventu Inla, filled in cheering workers in Taggart Transcontinental uniform – mostly cheering because of the award she gave out in honor of the event, she suspected, but she didn’t mind. The new project would be harder, and soon, Midlonian experts would come to advise on it - and it would make it easier. Not by much, though.

The train slowly pulled to a stop, amongst the crowd were two men, both of which most certainly did not fit in with the crowd around them, dressed in bowler hats, dinner jackets and glancing at their pocket watches they seemed to have stepped out of time to admire the railway itself.
'Well Fredrick? Not too bad a ride.'
'Yes, yes Fredrick, two days for over a thousand miles, very nicely done.'
The two men continued to wander along the platform of the station, they then crossed the tracks themselves and headed into the nearby railway yard, where a small, green squarish steam locomotive (http://img.photobucket.com/albums/v160/Midlonia/GWRtankengine.png) sat, the smoke drifting lazily into the sky.
The two Fredricks climbed aboard the single coach attached, the locomotive gave a short whistle blast and pulled lazily out onto the slightly bumpier contractor track, heading just outside the city to where work was still continuing.

If you would have asked a Hashi (in the political sense, not in the ethical) about the mbalala in the cities, they would have said that they need too much space. This observation is from the fact that the Hashis don't mind driving in busses and trains, and like to live in next to others, mbalala do their best to avoid any contact with other mbalala or Hashis as much as possible. They have their houses in "safe distance" from the next one and their cars are generally individualistic ones, which make sure that the next driver is not too near. And they are noisy, you can not believe how much noise one mbalala can make in one day, their cars make noises, their ACs make noises, their computers make noises, their cellphones and not to forget: their loud talk. They need much space because one would become deaf otherwise.
The Hashis however were not really wanting to give their forests and their fields for noisy mbalala and so urban development was halted by different tactics from sabotaging the building processes to blocking roads (sometimes with manure) reached the different ideas. Allanean entrepreneurs realized that they were not welcome here, they were not just boycotted by most of the locals but also sabotaged if what they sell or how they sell it is not acceptable for Hashis. Chewing gum prove to be an effective weapon: you can chew it without looking suspicious and then put it on locks. This is especially effective at nights when the shop is closed. But more than one gun shop owner had to wade through a heap of manure to reach the shop after a night.
The protesters in Nime Lisle stopped blocking the governmental building. Mostly they dissolved since the Allaneans cared not in the least about it.
John Lendon smiled as he saw the ‘obstacle’ in front of him – a tree log and some cow manure piled on the new road just laid by the USAF Engineers outside Progressi City. He knew that the Hashi were somewhere nearby, laughing at how they thought they have impaired the progress of the ‘destroyer’. He was smiling, still – because he knew what he was about to do would stop their laughing. He relaxed in the driver’s seat of his Humvee and reached for the controls. The off-road-vehicle moved forwards like thunderbolt. For a moment, it seemed it would impact the log and turn over. Instead, the forward wheels found the log soflty, pulling the enormous car onto it. For a second, they hung in the air, letting the back wheels push the vehicle forward – then, the Humvee was speeding down the road and away from astonished observers.

Dagny looked at the Midlonians approach the building site. Apart from several excavators, the place sported few machinery. Instead, it was swarmed by hundreds, if not thousands, of Hashi in colourful clothing, their picks, mattocks, and spades moving in a frantic rhytm all along where the future trackbed was to start.
As they approached, she pointed at the ‘trackbed’.
“Here gentlemen. We’re starting a great new projects and we need your advice. Surely you have been notified of all the important details, sir?”

Official Announcement of the Governor of the United States Territory of Hash
Due to the latest string of protests against the government, the governor has decided to create the following measures in order to make the terms of the Transition Period more amenable to local culture:
1. The Bible will be removed from the obligatory literature course. Instead, an elective course titled Religious Documents of The World: Their Literary Value will be composed by a committee of Allanean and local educators. Until such a time as the committee assembles, no Bible studies will be held at governemnt schools.
2.The Governor will also appoint a team of Hashi and Allanean experts to create Philosophy of the World elective course, similar in length to the one above.
3. An Elective Course Committee will be created in Hash, whose job will be to monitor the various elective courses added to the obligatory curriculum of Hashi government schools, and to procure, by voluntary donations, the money needed to pay for those courses. The committee will be composed of 30 Hashi educators, elected by the population,. As always, knowledge of English is necessary to fill this post. The governor reserves the power to veto the decisions of the ECC.
4. The committees referred to in articles 1 and 2 are to assemble within 30 days of this announcement, and election to the ECC will begin within 120 days.

The commune of Erich Stossel was functioning good. Hashis saw that 'Vijannajoru' (the good soul from abroad) understood the Hashi way very well. Maybe the best proof of the loyality of the Hashis was that a brawl started when a group of drunk Hashis from elsewhere called him a mbalala.
In other parts of the Hash, the understanding was not as well. Streets were often blocked and when people saw the Jeeps and their capabilities, their tactics were meaner: for example nails found their way into every tyre of such a thing when an Allanean just left for a moment, for example for shopping. Or a Hahsi put something on the road which appears to be no challenge at all, like a cardboard box, which is either filled with hard and heavy things or really smelly things. Allaneans sometimes decided it is not worth it anymore, especially since the target group is not very big. The mbalala were seen as intruders and still treated like that, even though the number of really mean (like pouring paint over windshields) attacks lowered.
Sometimes, you have to wait for good things to come... sometimes even a long time. But this time even the most patient Hashis did not believe anymore that the Allaneans would react. But they did. Candidates from all parts of the Hash volunteered. The most notable person was Javivalenta, the daughter of Ambivalenta. Her qualifications were not as high as the ones of others but she learnt social science (in the hashi sense) whih might be interesting to save Hashi knowledge in the new medieval times.
At the railroad building site
Dagny smiled. “Yes, we are having some difficulties. We don’t normally build our railroads in such a way, you understand. But until all our machinery arrives, it’s all we can do – and we’re in too much a hurry to wait before it all arrives.”
At the committee meeting room
It would seem to the casual observer that the Hashi had a certain advantage at the committee – there were four Hashi educators and three Allanean ones. But as one learned more, he would find out that neither side held a hard advantage – one of the Hashi appointed was no ordinary Ambivalentira, but rather, a ‘filibera’, a person who was released from one of the hospitals of Hash after the victorious Allanean army landed. Before being imprisoned there, he has been a history teacher. He was appointed here for being able to see both the Hashi and the Allanean viewpoint. In many cases, his vote would prove decisive.
The governor walked around the table at which those people were seated. He began speaking, pointing to a rack on the wall where seven well-made revolvers were mounted.
“Ladies and gentlemen! Before I depart, I would like to make a short speech about those weapons. Their symbolism is going to be important.”
He reached for one other rifles, showing it to the educators.
“Some of the locals still think that it is possible for them to assume Allanea’s technological advances, but not her culture. This is dangerously wrong. Let me demonstrate.
This weapon is a Smith and Wessson Magnum Airlite. The basic design was invented not by a government company, nor by a development bureau with a ton of special licenses, nor by an army unit. It was invented by a sixteen-year-old boy who had an interest weapons. In the country that invented, it was at that time legal for a sixteen-year-old to mess around with weapon manufacture. Such was their national culture. Later, dozens of countries copied the weapon – but rarely could invent something as revolutionary. By the time it became widespread, a Mormon cultist from the same country created another revolutionary design to replace it.
Why I am I talking to you about this? Because I want to remind you that the technological advances of a society are a result of its culture. Copy them mindlessly – and you will again remain behind, while the original society plows onwards, into the future.”
He smiled as he handed the participants, both Hashi and Allanean, one of the revolvers each. “Consider this a modest gift from the United States Government. Let it be a reminder of my short lecture.”
In Nime Lisle and elsewhere
The Allaneans, surprisingly, coped just fine with the harrassment - admittedly they expected worse then they came. More and more of them came, and Ventu Inlla and Progressi city became slowly surrounded by the same sprawl. Rumours had it that more land would soon be privatised. And while many people hated Allaneans, those who knew them in person would find out the 'destroyers' were very friendly and cheerful in person, and that, in fact, they did not bite. In fact, they brought prosperity - they were comparatively wealthy, and would create jobs and money whenever they landed. Eventually, the Governor thought, this would take hold.

Erich Stossel sat at the fireside of his three-story plantation house that served as the Hub of the pseudo-Colony. Around him a flurry of work was going on. His wife and those Hashi's who wanted extra money for purchasing things were clearing the dishes for dinner. If any of the workers ever needed anything, he always had the opportunity to earn it one way or the other, but Stossel made a practice of giving nothing away other than what he had already promised in payment. He felt it built much more self worth, and a greater desire to improve than his simply giving something away.
Despite the work and the noise, though, Stossel sat calmly and read in his Bible. Two Hashi children were playing at his feet with a little toy fire engine that their father had carved them. One of them approached Stossel and asked, "What are you reading?" The other rose up interestedly and also peered on. Stossel closed the book a bit. "Children, I'm reading the Bible."
"What's it about?"
"If your parents say its ok, then I can tell you. But its something very personal, and you will have to get your parents permission."
The crops were coming in well now. Erich had decided to begin growing Tobacco on about 30% of his land. It was an extremely skill-intensive crop that required the most experianced farmers that the Hashi could offer. All the Marijuana on Stossel's land grant was burned and replaced with other crops, but this unique soil produced some of the most intrigueing tobacco ever seen. Stossel's 30 year old son Leo was in charge of the Tobacco operationo because he actually smoked, and when he tasted the new harvest...it had a flavour that was indescibably better than the Dominican and Nicaraguan Tobacco he was used to smoking.
Many of the Hashis didn't understand why they had to suspend a huge tarp over an entire field of tobacco. He had told them, "We are making Cigars...we are going to make some of the best Cigars this world has seen. This tobacco we are covering now will be used for wraping. It keeps the leaves thin, and we can let them get all pocked and ugly or it will make for an unattractive cigar. The other tobacco we grow in the sun for full flavour. We use that for the filler. Tobacco curing barns were rising up all over the place. Any Hashis who wanted extra money and had shown themselves responsible hard workers attended the barns as a small fire had to be going in the barn most of the time to cure the tobacco and it was not very hard to burn a barn down if one wasn't very careful.
On another 25% of the Land, Stossel grew tea. Another 15% was taken up by several acres of Corn, Tomatos, Beans, Watermelons, and other such crops. The other 30% he used to grow Rice.
Four other former Nobles like Stossel had come and been given the same land grants that he had, and upon Stossel's success, Two others began to turn their land into Multi-Crop Farms as well. The Two remaining Nobles decided they would have a factory for half of their land and use the other half to provide affordable housing to its workers as well as a few acres to grow their own "Victory Gardens" to suplement their food supply. Good work for Imperial Standard wages as well as affordable housing and kind bosses and directors seemed to be a winning combination.

Sitiranekasa, the history teacher, who was 'released' from social hospital by the Allaneans despite antisocial tendencies and latent violence (which is the Hashi term for his political stance). He makes some gestures in the direction of the governor, which he either does not understand or ignores. Offering Ambivalentira a weapon is tactless at least. He understands clearly where the Allaneans have their reputation of being rude from. Naxanajara smiled, all others symbolized their displeasure with this speech by their expressions. The female Hashi, a young person, who reminded for some reason of Ambivalente said: "I am not in the military and neither is anyone here, using their symbol would be a deception, wouldn't it?" Her accent reminds him of a tropical country, even though he can not figure out of which.
She should have been a diplomat, he thought. He knew that for a pacifistic Hashi, the behavior of the governor was more than slightly insulting, it was a direct confrontation, she dealt with the situation without a side losing their faces. The other Hashis nodded and confirmed her words. He felt the eyes of the Hashis and the Allaneans on him, to a certain point, his behavior now would decide how both sides would see him. He was not as witty but after a moment he said that he would prefer if he would not offer the weapon to him because he felt his reputation on this committee would depend on being respected by both groups and in that situation the sympathy of one group would be at risk no matter how he decided.
The woman smiled towards him. One of the older men raised an eyebrow a bit and moved his mouth for a slight moment. He was not quite pleased with the answer, but well, you can't please everyone.
Sitiranekasa said that the Hashi position could be proven even in Allanea. "Please remember that most innovations come from a community, as every firm is one. It is common, at least here, that people see technological progress as a slow but steady advancement. Reflecting ideas and constant feedback helps best to achieve that. Every team of engineers, which works somewhere in the world proves the relevancy of the cooperative approach, especially seeing the complexity of today's issues."
The oldest man agreed to him: "The principle of a car never changed, but I do believe anyone of you would prefer the latest car over the first one."
The governor smiled: “The idea you have to be in the military to carry a weapon is a misconception. Anyway, I have to run. Brief me on the progress, will you?” – he said as he left the room, leaving the committee alone with the revolvers.

More and more settlers were flowing in – land was being privatised by the square mile. It was estimated that there were enough government lands to allow about a million homesteads or more, and more and more Allaneans were taking up the offer. IT companies were setting up to provide remote Hashi villages with broadband access and phone networks, and in the big cities, S-Mart shops and cinemas were becoming a reality. The Hash was a new promised land for investment, and it was becoming clear by the day.

When the Hashis all said goodbye in more or less correct form, Sitiranekasa talked to the Hashis in a flowing language, which either was Hashi or Mweni. Maybe it was a accented Esperanto, foreigners could not find out what it means, or which language he spoke. He then turned towards the Allaneans and said that sometimes translating of ideas has to work in that literal sense and then explains that English is partly more unexact than Hashi. Being basically here in diplomatically function, he avoids to call a spada a spade and just said that the motives needed 'translation'. If the Allaneans were able to watch, they might have seen how provoced the Hashis were.

Javivalenta skimmed the book and gave it to Naxanajara. "This book is unsuitable!" she continues saying things in Hashi, to which Naxanajara nods. Venekamadi?e, the only Mweni in this group takes the book from the older man. "Its form is unsuitable. The course of history was a chaotic course of events and Vajiki, basic dogmas, which are required for a working society. Despite this chaos, you use a linear form."
She paused and rearranged her hair. "This entices learning by heart and not understanding."
Venekamadi?e adds: "The ideal book about philosophy should deal with the different subjects of philosophy and compare what philosophers wrote about it. It should also go much further than Jefferson, since he is not the final truth. Hashi and 'western' ideas should be presented next to each other. This entices thinking."
Sitiranekasa adds that thinking and comparing are seen at not too different.
There are some schools, were English is the first language, but most schools are still in Hashi or Mweni. This schools at the current time formed two different worlds in two different languages: The traditional world in Hashi or Mweni and the one, which calls itself modern in English. The term Hansilbijaxala 'between the worlds' was a term for the state of pupils from such schools. People tend to dislike the state and either return to the Hashi ideals of community, or as it also happens, become "mbalala with small eyes". This happens especially in schools where the Allaneans are at least trying to speak the native language and come to school unarmed after the headmaster explained them how much Hashis are scared of weapons.

The older Frederick had finally stopped looking like a beetroot and had calmed down.
'Yes!' he cried 'Yes, the steam cranes would work greatly!' he coughed a couple more times and checked his watch.'I believe some tea would be an idea right now, don't you Fredrick?'
'Yes.' replied the younger, who turned and adressed Miss Taggart 'If you want to come and join us in the carriage, you are most welcome Miss Taggart.' he nodded and turned to follow the older Frederick, who was already clambering back up the set of steps to get into the small carriage that the small locomotive was still attached to.
“Oh indeed, “ said Dagny, as she followed her colleagues into the carriage.

The Allanean teacher sighed. This was going to be difficult.. “Let’s do it like this,” he said. “We write the Western Philosophy curriculum. You write the Hashi curriculum. We then put them together into one book taught over two years.” – he sighed – “That is how there will be no conflict. Each will keep to his own expertise.”

A year later
A year has passed. Some compromises were made – social hospitals were reintroduced as rehabilitation for paedophilia and repeat violent offenders, and no more land was given out to Allanean settlers, which limited immigration a bit. The railroad system was rebuilt, and roads where being built as well, linking Hash in a comfortable, modern system of transportation. An Allanean company set up shop in Nime Lisle and Progressi city, importing cheap, reliable cars that Hashi could afford. Another - a Hashi company with Allanean investment - bound the big cities in a net of cheap 750k DSL - not the connection an Allanean would accept, but for people who grew up without computers it was paradise.
The government lands were almost completely privatised, given to the people who used to work on them. Some remained as farmers. Others set up factories. Others resold the land altogether. Some created communes, like that created earlier by the now famous Reichskamphian noble.
In the meanwhile, in the cities, new forms of entertainment became available with the advent of Allaneans. Films, music, clothes, television - often village relatives would be astonished looking at a young son that spent a month or two at the city.

At the Stossel Farm, the harvest had long passed. The food that could be stored long term had been set up in storage, and the fresh food with quick perishing dates were consumed or sold. The vast majority of the crop was sold to restaurants and the quality was far superior to anything else available at that point. A great deal of money was made from the sale of just that small portion of the crop and since the Hashis worked so well, from the profits of that sale, he gave each and every worker a 100 Reichsmark Bonus.
Of the rice that was grown, 1/4 of it was sold along with the fresh vegetables to local restaurants and food manufacturers, 1/4th of it was put into storage for later, and the other half was given as a donation to the poor Hashis upon the urging of Emperor Napoleon by letter. The packages that were given out read. "Stossel Plantation Foods: A Gift for your Wellbeing."
Stossel's son Leo began overseeing the turning of some of the rice crop into fine Sake just as the Cigars, now cured and twice aged, were ready. They smelled divine. This was a smoke unlike any the world had ever seen. The crop was gigantic and there was even excess tobacco that was put away to age longer. Stossel took about 1/8th of the Cigars produced and reserved them for the local market and Leo reserved a few for himself, but the entirity of the rest of the crop was bought by Greater Prussian Wine and Spirits corporation along with a promise to purchase the Sake that would be soon brewed. GPWAS would sell the Cigars the world over. Without Cigars, most people wouldn't be able to find Cuba on a map, and one thing was for sure, if people didn't know of Hash, they would soon as the word was getting out abroad of these rare cigars. The brand was called "Leo" after Stossel's son and had just a plain white band with "Leo" in Old English Block Calligraphy.
Millions and millions were made during that first growing season because of the special circumstances surrounding the new commune, and this money was reinvested into the farm. One man who had trouble setting up a commune near Stossel's sold his entire 1000 Acres to him and Erich bought about 500 Acres connecting them and creating an even larger Estate.
One night, Erich was sitting at dinner with the family of the Hashi foreman of the Tobacco fields when the Hashi asked him point blank, "What do you think of the Allaneans?"
Stossel leaned back in his chair and contemplated how to respond. "I've always been one for a simple country life...and simple country values. Hashis have a great misunderstanding of the Allaneans...they really are good, wellmeaning people. Sometimes they come on a bit strong to say the least...and I don't agree with alot of the things they do. But when Allanea was in the Empire, they were a good influence. Back in my home of Reichskamphen, they held free and fair elections for the first time ever thanks in large part to the influence of the Allaneans. They are writing a constitution, and the powers of the King are being peeled back. Allanea's influence within the Empire is great and it is a liberating one. But Hash is a differant place. It yet remains to be seen what will happen here.
Perhaps the Allanean influence will be bad over the long term, perhaps it will be the best thing to ever happen to the country...we will never know til it is done. I don't take much of a strong stance either way. My stance is wait and see. I tolerate them and work with them to the point that it is agreeable with me...and I hope for the best. The only way we will ever tell what will happen in Hash is if the people in general take my policy of wait and see and not blind aggression one way or the other. It is plain for me to see that should things become oppressive or unwieldy or so bad as to be apparant that it is going nowhere good...then the Hashis will lift off whatever yoke has been placed upon them and I will stand in full support of them. But until that time we should try and see what good can be derived from this situation and whether or not Allanea will have a positive influence, I say we work with them and see if we can find common goals and work for a common good. But should Allanea oppress...should they be a bad influence...then I will stand with Hash until my last breath."

There is no global market and maybe the Hash was a proof of that simple fact. To be successfull it is not enough to know that a certain product or service makes profit elsewhere, it has to make profits here. The idea of those, who were successfull was to try to understand the Hashi culture. After the hype ended, a certain remigration took place, those who thought the Hash would be like Allanea fought for their existence. Those who spend time doing market research and learned Hashi or Mweni had a certain success - and a good outlook in long-term. Some companies had trouble with the most simple differences, the lack of a last name, for example (you'd be amazed to see how often programmers had the idea to include integrity checks there), the non-existant knowledge of English or the fact that many Hashis value community more than status. Other words for the Allaneans were invented like "Mkenegela" or "Veneqmbinala", both expressions are not really friendly but more positive than "Mbalala". It is as difficult to translate these terms as it is to translate "Freedom" into Hashi or Mweni (Libereco still has not become used). The Hashi alphabet got increasingly used, even a transcription for Mweni was invented. The strange symbols were revived because the Hashi felt their culture is at risk and wanted to save it in this form. The need to save the culture was especially strongly felt in Mweni and so it was not surprising that the AMIE and the ACMI started open protests. It ranges from graffitti over road blockades to civil disobedience. Sometimes, Mwenis blocked main roads by just sitting there. At the same time, a major Allanean enterprise stated that their business in the Hash is only creating losses.

Arch Duke Dietrich von Oberhausen, one of the most famous figures in the entire Greater Prussian Empire arrived by plane to visit the state of Progressive Hash. He met with the Allaneans first at the Governor's compound. Oberhausen sat down with the Governor with the intention of covering a great deal of ground. The Arch Duke was the foremost diplomat in the Empire and maybe even more respected than the Emperor himself in some corners.
"Governor, you are valiantly struggling to bring civilization to these people. I commend you for this. Back when I was 20 and just entered the service of William II, the former King of Reichskamphen, we were dealing with a somewhat similar situation with the nation of Scotta, which was only recently added to the Kingdom. It had been part of the lands administered by Reichskamphen in the past, but had broken away when it percieved that Reichskamphen was no longer as Protestant as it could be. This nation was quite poor and a single crop agricultural society. It was a land full of peasants...but good people. It was somewhat like the South pre-Civil war. The Hashi have a great sense of community that some modern societies don't have. The Hashi have a great sense of SOME traditional values. While we try to instill the others that they know not in them, we must make sure that they do not lose what they already know. We must ensure that the beneficial parts of thier culture remain...more than that...we can learn a great deal from them just as they can from us. We must find a way to accomplish our goals and have them be comfortable at the same time. And this will take a great deal of discussion..."
Throughout most of the week, the Arch Duke toured the country, both Urban and Rural. He had a Hashi and Allanean guide with him, but none were dressed or acted so conspicuously as to tell anything about either of their nationalities. He ate the traditional Hashi food, spoke to the people and local legislators, and tried to get the pulse of the country, asking questions about their feelings and perceptions of their current national situation. He was a good man, but he didn't expect many of the Hashi's to realize this. He expected to be lumped in with the Allaneans and be treated with contempt...though he hoped he would not be.
The Arch Duke didn't visit any of the communes that had been established by former Imperial Nobles so as not to shake things up too badly one way or the other but wrote their owners asking questions and seeing where they stood.
Back at the Stossel Plantation, a new item of interest had come up. There were many houses and private plots, and Stossel thought that they needed to have a town. So he paid several Hashis and oversaw the construction of a small town. It looked more like an old town from the 1800's than anything very modern, though it did have just enough modern technology to be workable. There were 10 storefronts, two bars, a hospital which was completely state of the art (the only thing in town that really was), a townhall that served as a meeting hall and the offices for the town officials that were soon to be elected.
Stossel decided to call the town "Freiburg" or "Free-City".
"Since this town is on my own private land," he explained, "It will be under whatever law I decide to put it under...and I have decided to let you decide what law to put it under. I will organize an election and you can vote for the people to represent you. They will help in deciding what buildings need to be built, whether or not to make housing in town, whether or not to expand, and what laws to make. This town is so called because in it, you have complete freedom."

Josh Ledmin smiled at his team – fifteen policemen, dressed in distinct Hashi clothing. As it was customary for police in Allanea, they wore no uniform, except for bright silvery star-shaped badges on their clothes. They carried no weapons, save for a baseball bat each. Between them and the crowd blocking the road stood a strange vehicle – a large pickup truck with monstrous loudspeakers mounted on the back. The cabin was set up with multilayered sonic protection, and the driver was wearing a protective suit.
Above the crowd, a small military helicopter circled, filming the proceedings.
For a few Allaneans, it all did not matter anyway, as they circumvented the problem by getting their cars off-road. But many were stuck, and a long trail of trucks stood behind the police, with increasingly angry drivers.
Ledmin was about to make his move. He raised his hand, like an artillery officer commanding a cannon. The road shook as the loudspeakers were turned on full-blast. The Hashi policement cringed at the sound, despite the electronic ear protection they were wearing. So did the protesters.
But for them, the worst was yet to come. A few seconds later, the loudspeakers began producing a different kind of noise as well – a directed blast of soundwaves that swept the crowd of the protesters, causing intense pain in some, and equally intensevomiting in others. For anybody not in the path of the beam, it was unclear what made the protesters roll around as they did.

In the streets of Nime Lisle, a new poster was seen, saying in Hashi, Mweni, English: Buy Liberty Linux Laptop!. Apparently, a new venture corporation was selling a new Allanean device – a cheap, Linux-run laptop that only cost thirty Allanean Dollars – and they sold like hot cakes.

Official Announcement of Allanean Arms, Inc and the National Rifle Association
In one year from now, the NRA, acting in conjunction with Allanea’s main arms manufacturer, Allanean Arms, Inc., will hold a shooting competition in Hash, for which shooters using any self-loading or automatic rifles will be admitted. The best shot in Hash, will be awarded one million allanean dollars, and the second – five hundred thousand, the third being given two hundred fifty thousand.
Soon, Allanean Arms will begin marketing a SKS “Hash Edition” rifle, to be marketed in department stores across The Territory of Hash for fifty allanean dollars alone. It comes with a user manual and safety instructions in Hashi and English.

OOC: Reichs, you mistranslated "Freiburg" a bit, it means "free castle" (I am German).
The policemen thought their job ended successfully, but days later, they found themselves sued by protesters. The Hashi media called the policemen cruel and sadistic and coward. If there was a way for lunatic fringe group to gain popularity then it is having images of them being tortured by people in service of Allanea in the daily news. Hashis called it torture and the former minister of justice Haemnenambada was heard on Hashi radio stating that 'this is not the reason, they came in for! In the time of Ambivalenta, people at least were treated with dignity!' In the Mweni states, people spontaniously demonstrated against the cruelty.
Talking about Ambivalenta, the high frequency of changes caused a nostalgia and a rather high amount of people calling themselves Ambivalentira. People felt nothing is save and therefore dreamt of the time when life was simple. However, if people were asked wether they were Ambivalentira and then wether they were for Allaneans, the sum of both 'yes' answers would be higher than 100%. "Seleqi", or as Allaneans pronounce it "SeleTSHI", came into effect. It basically means having two or more opinions, which are diametrical opposite. A Hashi fighting for the independence of Mweni is an example. Or people in the commune, who put a crucifix next to their picture of Buddha. Allaneans often fail to understand how the world is not black and white but in all different shades of gray for Hashis.
The shooting competition was not too popular, people assumed an Allanean living in the Hash would win anyways, the people, signing up were mostly former soldiers, even though some optimists who have experience with what they concidered similar sports entered. As Seleqi indicates, you do not have to like weapons to use them.
The town reminded of Progressi in the time before it became capital. The buildings often have traditional Hashi form and their symbols. The workers were motivated and the work went in good mood and within schedule. Freiburg is a name, which Hashis can not pronounce, polite proposals were uttered to make also the Hashi name, which developed at the time of the construction, Mandambeki, official. The interest in running for positions was rather low, but that had something to do with the fact, that these positions would mean to step out of the community to a certain point and no parties exist yet which would give the persons more cover from the community.

IC: Having been advised by some of his closest Confidants, Stossel opted to allow the name to have two official names, the one he had selected and the one the Hashi's desired.
"This is to be a town where we will welcome Hashi, Mweni, Allanean, Reichskamphian, and everyone alike. The reason we will have two names is to demonstrate to the world a sense of unity and love for our fellow men.
There are many murmerings around the country of unrest. There are no murmerings here that anyone I know has heard. That is because the people here are of a like mind. I am not a Hashi by birth, and I, and your other leaders here do make mistakes. Yet, you are all understanding of us and understand that we will make mistakes. And Myself and the other leaders of this settlement also understand that you, and everyone on earth will make mistakes and we are all forgiving of errors.
I pray, every night....every night...that the Hashi, Mweni, and Allaneans in this country may look to one another and realize that one is not to be completely rejected and the other completely accepted but we all have things to learn from one another. The Hashi are not so great and complete of a people that they cannot benefit from the Culture of Allanea...the Allaneans are not so great and mighty of a people that they cannot benefit from the Culture of Hash. As we are in this Colony...let us be around this country. Until we approach this conflict with the INTENT to understand one another...then we can never profit edgewise. Tell your friends abroad in the country...tell everyone you know of the way things are here. Tell them that the entire country can be like this! Tell them that it isn't a pipe dream! I would love nothing more than to see our point of view represented officially on the national level and to gain ground...gain acceptance in this land of polarizing beliefs and actions.

Surprisingly, the trials went comparatively well. The Allanean officer in charge of the operation was fired for violating procedure and paid the plaintiffs 10,000 Allanean Dollars. After that, the Internal Affairs Unit of the Hashi Territorial Police arrested him and put him on trial on multiple aggravated assault charges.
As per the competitition, Allaneans discovered little interest in it – it was deliberately chosen to be in a discipline not very popular in Allanea, and it was seen as unsporting to try and compete against Hashis just for the money. Those coming to Allanean-built facilities to train for the competition would find those facilities well-cleaned, roomy and comfortable – built with the knowledge of a nation where private ownership of weapons was a key part of the culture. They would find the weapons imported for the competition were so chosen that not only the weapon itself would be cheap and easy to maintain, but that the ammunition for it was cheap and common as well.
Within a few days, a new development appeared.
Official Announcement of the United States Government
Within six months, partial autonomy and self-rule will be granted to the US Territory of Hash and the US Territory of Mgweni, which will be mapped soon to allow by-district voting. The constitution of the US Territory of Hash is published below, and the that of the US Territory of Ngmweni will be similar.
Constitution of the United States Territory of Hash
Title 1: General Dispositions.
Art.1: The United States Territory of Hash.
1. The United States Territory of Hash is a sovereign administrative territorial subject of the United States of Allanea
2. The executive power in the United States Territory of Hash is held by its Governor, appointed by the Federal Government.
3. The legislative power in the USTH is held by the bicameral Hashi Congress, composed of the House and Senate, which will be elected on a basis of electoral districts, the former composed of 500 House Representatives, the latter of 100 senators. Any bill must be approved by both House and Senate to become law, and te governor retains the right to veto any legislation.
4. The Federal Government has the power to place the entirety of the United States Territory of Hash under direct Federal rule in extreme cases.
Art. 2: National Languages.
The national languages are the Mweni, Hashi, and English.
Art. 3: Federal Territories.
The Federal Government has the power to create Federal Territories under direct Federal Authority for the purposes and goals it deems necessary, in accordance with the Constitution of the United States of Allanea

Art. 4: Regalia.
1. The United States Territory of Hash has the right to its own official regalia.
2. The official regalia of the United States Territory of Hash are to feature symbols of Allanean rule, to be agreed with the Federal Heraldic Committee of the United States Congress.
Title 2: Fundamental Rights, Citizenship, Education
Chapter 1: Fundamental Rights.
Art. 5: Fundamental Rights in the United States Territory of Hash.
1. Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
2. The Right of the People to Keep and Bear Arms Shall not be infringed, with the exception of nuclear, biological, and chemical weaponry.
3. No Soldier shall, in time of peace, be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.
4. The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
5.No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
6.In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the Territory and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defence.
7.In Suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any Court of the United States, than according to the rules of the common law.
8.Every person has the right to be free, that is, to do what he wants unless he harms or violates the right of others to right, liberty, and property.
9.No legislature or official may enact inequal income taxes, property taxes, or ‘sin taxes’ on any property, as it impairs the basic right of liberty.
10.The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
Art. 6: Legal System.
1. The legal system in the United States Territory of Hash is in accordance with all Federal Laws.
2. The legal system in the United States Territory of Hash is subject to Federal Jurisprudence.
3. The Federal legal system includes the jurisprudence of the United States Territory of Hash.
Chapter 2: Citizenship.
Art. 7.
1. All citizens of the United States Territory of Hash are citizens of the United States of Allanea
2. The Federal Governement defends the rights of the Federal citizens in the United States Territory of Hash either directly or through the local authorities.
Chapter 3: Education.
Art. 8: Local Education.
1. The United States Territory of Hash has the right to its own educational system which is to be in accordance with the Federal Curriculum.
2. The General Complete Secondary Education Certificates (Maturity) are in accordance with the Federal Maturity Standards
Art. 9: Obligatory Courses.
1. All lessons mandated by the federal educations curriculum are obligatory and must be placed in the curriculum, as well as either a course in Mweni or Hashi language.
2. The Terriritorial Congress of the United States Territory of Hash may not add any obligatory courses, but may add additional courses as it wish, and procur funds for the same through voluntary donations. Further, the State Congress of the USTH may request the federal government for additional education funds when needed.
Title 3: Economic Responsibilities and Taxes.
Art. 10: Responsibilities.
1. The United States Territory of Hash is an Exclusive Economic Zone inside of the United States of Allanea. That means that, given that the USTH has no representatives in the United States Congress, no Federal taxes apply to USTH.
2. The United States Territory of Hash can decide on its own interior as long as said policies do not endanger the welfare and prosperity of Federal Citizens in the United States Territory of Hash nor the economic viability of the United States Territory of Hash.
3. Any major or radical shifts in economic policies are to be communicated to the United States Congress for Approval
4. The United States Territory of Hash has the right to request economic aid from the Federal authorities.
Art. 11: Taxes.
1. a. The local authorities perceive tax in accordance to their own interior policies.
b. The local tax policies are in accordance with the Federal policies.
2. a. The Federal budget perceives tax from the United States Territory of Hash.
b. The Federal Tax does not endanger the economic viability of the United States Territory of Hash.
Title 6: Amendments.
Art. 12.
1. All articles in the present document are subject to change.
2. The amount and numeration of articles in the present document is subject to change.
3. Change of articles in the present document can be requested by the authorities of the United States Territory of Hash, but can only be introduced by the Federal Authorities.

OOC: Reichs, the name is geographical and historical. Mandambeki means "in the Mandaq valley" (Mandaq was the name of the name, the land had before).
Haemnenambada, the former minister of justice worked as lawyer long enough to know what laws mean and how they can be understood. "The new constitution of Mweni", he said to celebrating AMIEs, "can be used to justify the most horrible states! They try to make us like they are and destroy all advantages of the Hashi constitution!" Despite that, AMIE and ACMI claim victory, the constitution allows them the basic rights of a "communist" or "fair" state. The right for labor, the right for equality and the right for a fair treatment are given implicitly. The constitution does say "10.The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people". These people not belonging to the AMIE and ACMI reacted to the message with a certain distrust and pessimism. People did not know what to expect, most of them did expect rigged elections, politicians, who are only puppets of Port Allanea, a state, which allows people everything and does not care about the citizens (the idea that 'mother state' does not care about the people is considered frightening).
An organistation was founded in Progressi, its name is difficult to pronounce so only the abbreviation AHNTAI is used. The purpose of this organisation is to eliminate the prejudices, people have about the Hashi and Mweni culture. they wrote leaflets and infprmation material about the culture and the most important cultural differences. The organisation spread in other Hashi and Mweni cities. Interested Allaneans could learn about the history of Hash and Ngmweni, about philosophy, art, religion and languages.

A month later
A month later, it was already widely understood that the AHNTAI campaign was mainly a failure. While Hashi music was loved by some youths, and clothing went into fashion in some parts of Allanea, their philosophy and views were not as popular – it was known already in Allanea that culture held their most basic views and values as those of the insane, and that, had the Hashi been in charge, they’d all be in social hospitals by now.
In the meanwhile, the election preparations went on – districts were measured, candidates [who knew English] started turning up, and Allaneans begand finding Hashi observers to see an prove that the election was honest.
A few months later
The Governor paced contentedly behind the line of shooters, nearly all Hashi, lying in positoin behind a firing line. Fifty meters away stood silhoette targets. All wore hearing protection, including the Governor, his fourteen-year-old son, and two bodyguards.

Brass cartridges flew through the air and soon enough it began to fill with the smell of gupowder. The Governor loved that smell. For him, it was the sweet smell of freedom.

He was Anataqhanta, former soldier in the Hashi army, former member of the opposition party. He remembered himself voting for T'kembelanaq and now from the distance of two years, it looked like treason to his country. So much is changed... Now we has unemployed, on the verge of being alcoholic and ill. He could feel how the cold voices in himself gained control, repeating the same message over and over: you have failed, there is no glory in defeat!. When he heard about this competition, he felt something... he could not name it, but he knew that it could terminate the voices, terminate the defeat. He knew that life would not return to what it was before, but he felt that it would return to a better way...
He was an inikresaist, long before religion lost its importance and only money counts. He knew that things worth being done were worth being done in style. Nothing would have the style of using a gun in a competition for the thing, it was invented: as cruel weapon, designed to take lifes.
He heard the steps of the delegation behind him, he did not think much: he turned around and shot into the head of the governor, one quick shot, hoping not to hit innocents. For the values, for continuety, for a future! The voices inside of him fell silent, apparently out of astonishment that he did not mess up.

The news of the Governor's assassination spread far and wide.
At the Stossel Plantation, it was not known what was to come, so they prepared for the worst.
"I know you don't like guns." Stossel began, "but it's time to use them to protect your families and your work and your livlihood. If there is a revolution...mobs may come here. We must defend our homes."
Rifles that had been secretly smuggled in by Stossel's Imperial Guard contacts were uncrated, loaded, and handed to the workers.
"Once, I was the commander of a Brigade in the Greater Prussian Imperial Guard." Stossel gave time for the shock to settle among the workers. "I know you detest wars...detest military. But my home was being threatened then as it is now. There is no harm in keeping your families safe. Now, we must do it. Though I do have regrets about serving then, by divine Providence, it has given me the skills to better protect you, your families, and all that we have worked to accomplish."
It was understood that not everything on such a large plot of land could be protected. There were about 5,000 workers on the sprawling plantation. Those whose homes were on indefensible ground were accomidated in the big house. Otherwise, the workers began creating fortifications around their homes and at strategic points around the Plantation. Trenches, foxholes, some makeshift bunkers...It was an entirely differant field of work.
By the end of the day though, most of the fortifications were ready. Everyone took shifts sleeping. So that they would never be caught by surprise.
Rumours were heard from abroad that the Emperor Napoleon was moblizing his Army for the defense of Hash. No one knew for sure if it was true, but it was the largest topic of conversation during the tense hours of watching and waiting for an enemy that may or may not come. Many feared that the Imperial Guard would arrive and impose Martial Law. In their fear, people even worried that Napoleon may try to add Hash to the Empire.
It was a time of no news when news was needed more than anything. False sayings and rumours spread around so rapidly that none could tell what the truth was.

The Emperor Napoleon had been in the air enroute to Hash in order to visit the Governor when he heard that the Governor had been assasinated. His staff pleaded with him to turn the plane around, but he could not be persuaded. The Imperial Jet landed at the Capitol's Airport and under immense Armed Guard, the Emperor was escorted to the Governor's Mansion.
The Allaneans, who still had a great respect for Napoleon and his work immediately stepped aside and let him enter.
"Who is incharge here?" Napoleon demanded.
"The Lieutenant Governor, your Highness" An Allanean Soldier responded.
"Where is he?"
"We don't know."
Napoleon knew he didn't need to have a conflict with the Allanean government over this issue, but he knew that it was better to risk having a disagreement with Kazansky than have all the hard work in Hash go to naught. The Hashis would obviously be spurred on by the assassination of the governor and control was needed.
"Get me on the line with President Kazansky." Napoleon ordered.
The Soldiers scrambled.
"Kazansky." the Emperor greeted the President.
"Napoleon." the greeting was returned.
"I'm in Hash at the governor's mansion. They have no idea what's going on, so I am taking charge here. I have deployed reinforcements to the perimeter of the mansion and put the police and army on alert. We are trying to get in contact with the Lieutenant governor so he come here and take charge of things. You may want to be taking some sort of provisions. Incase we can't find him, get a replacement for the govenor out on a jet. And I mean we need it done now."
OOC: Allanea, proceed from here as you see fit. Napoleon mainly wants to be there to advise the situation. He will stay there as long as it takes to get a replacement up.

Yesterday, the Governor of the United States territory of Hash was assassinated by an insane murderer. It is currently the theory of the police that he was acting on his own. Therefore, no repressive measures will follow against the Hashi. The Governor will be buried with all due honors, in Hash. His orphaned son and wife will arrive to the ceremony. At the current, the new Hashi governor is the famous Professor George Livensky, an expert on Eastern culture.

The Hashi and Mweni react in several ways. the reactions go from demonstrations against the oppressors over simple and unpolitical shock to a solidarity with Allanea and a collective shame about Anataqhanta. The governmental building was surrounded by Hashis clad in white the rejistanian color of mourning. The Governor was not really liked by the Hashis but his death was something which changed the feelings. ACMI and AMIE refused to comment, as they are non-violence organisations but more than one member thinks that Anataqhanta did something good.
The AHNTAI uses another tactic to bring the values of Hashi and Mweni life to the people: After they found out that direct influencing did not work as expected, the AHNTAI started a program for Hashi and Mweni films. The first film to be produced will be "Mijanmedeq" which is a story from the Hashi mythology.

At the Imperial Palace in Reichsburg, the Emperor, returned from his visits abroad, held a memorial service for the Governor and made a statement expressing his solidarity with Allanea and Hash.
In the meanwhile, the Libertarian and Conservative Parties have announced solidarity with the victim of the murder. All major Allanean businesses have paused operations for one day as a note of solidarity with the family. In the same time, some of the media begin blaming the ACMI and AMIE of supposedly sympathizing with the murderer.
Rumours also have it that the Allanean Company "Liberty Pictures" is helping produce the films.
