Parliament today passed legislation that bars any Sarzonian companies from doing business with Seversky or any of its citizens. The vote, which had only three dissenting votes in the Senate and nine in the House of Delegates, was signed into law by President Mike Sarzo this afternoon.

"A country that does not recognise the soverign territory of other countries does not deserve our business," Sarzo said at the press conference. "Any Sarzonian companies that conduct international business will be prohibited from making any sales to Seversky."

The legislation primarily effects the Portland Iron Works, Sarzonia's leading company, and the Avalon Aerospace Corporation. The Incorporated Ordnance Company also is subject to the same rules.

"We had decided not to sell anything to them from the outset," said former ISN Commodore Barbara Tucker, the managing director of the Portland Iron Works. "Our decision predates Parliament's bill."

"We are more than willing to go along with Parliament on this," former ISAF Major General Stephen C. Wilcox said. "We have other customers with whom we can do business."

"We encourage sister companies in our allies to follow suit with this recommendation," Tucker said. "Let Seversky suffer economic consequences as well as anything military that might come up from an attempt to enforce these policies."

Any Severskian warships located in Romandeosian waters will be destroyed at once if this movement is successful, and any Severskian merchant ships will be seized at once and their crews sent back to the lands from which they came in chains. The first casualties of Seversky's rash decision were confirmed today over live video feed on national television. A Severskian Merchant, estimated at 1.400 tons, was engaged 800km off the Novikovian coast by a pair of Tu-22B Bombers after it was spotted by air patrols flying north from Poldi'sk Airbase 01.

Farther out at sea, one of Novikov's two Akula-Class attack boats engaged and killed a pair of unescorted merchants flying the Severskian Flag. Further information is still being withheld by the NPM's Inteligence agency, to be released later this week.

Along with the surface ships, two Steadfast-class subs, one a ballistic missile launching submarine and one a cruise missile launcher and seven Navarre-class SSNs joined in.

~ Royal Navy Representative."This is Commodore Kathryn Patinkin of the Incorporated Sarzonian Navy. Your presence as part of a coalition-wide show of force would be welcomed. We are currently travelling toward a location 12 nautical miles from Severskian shores and would appreciate a rendevous to present a larger, united front.

"If you wish, you may meet me aboard the ISS Zeppelin. We'll have much to discuss."

With that, Patinkin surveyed the ships in the squadron, including submarine tenders and supply ships. She knew the ISN would send along some additional help if necessary. How much help they would send was uncertain, but it would certainly be more than many countries could bargain for.

"Increase speed to 23 knots and await signal for rendevous point," Patinkin said."

"Aye, sir."

The engines of the Zeppelin slowly increased in volume with the additional demands put upon them and the other ships in the squadron started following suit. Patinkin smiled slightly. She was getting her first chance to prove conclusively to the suits in the Navy that she was more than just a pretty face and possessed more than just great bloodlines.

1) To clarify, this is a policy. No actual orders to violate any "national waters" have actually been issued to Commonwealth Navy Warships.

2) Commonwealth merchant shipping is completly independant of the Commonwealth military or government. However, any attack on Commonwealth merchant shipping will be seen as an act of piracy, and delt with severly.

3) Any attempted show of force against the Commonwealth will be dwarfed by Commonwealth military units.
3-1) New orders have been given to all 38 Jovian Fleet Carrier Battle Groups and all 50 St. Lo class CVNE Carrier Battle Squadrons.

4) Any government that excludes Commonwealth trade shall find similar sanctions against them passed by the Chancellory. Seeing as Seversky could buy most of the nations that are complaining about the new policy, these sanctions will hurt you alot more then it will hurt us.

5) Any specific actions by the Commonwealth against specific nations shall be noted later.

Official transmission from the Incorporated Sarzonian Government:

1) No such orders need to be issued. Your "policy" could be construed as to imply such orders going into effect. Any attempts by any of your ships to violate the soverign waters of any of the countries listed herein will be met with force.

2) A show of force by several countries, including some of the predominant naval powers in the world would easily dwarf your one country no matter how "powerful" it is.

3) I note that we have no trade with your country. As a result of passing this short-sighted policy, I seriously doubt that Sarzonia WILL trade with you. We have a very strong economy with many trading partners, so your boastful claim is shown for being as foolish as your previously-stated policy.

It is not in your country's best interests to threaten the soverignty of other countries by trespassing on their territory. I strongly suggest that you back down from your foolish threats before you start writing checks you can't cash.

The government and people of The Free Land of Clan Smoke Jaguar are saddened that Seversky feels it must resort to such measures. We are equally upset that this nation feels that its size and economic power are reason enough to excuse such policy. However, not all nations are smaller than them, and we can certainly provide a greater challenge, though we are not spoiling for a conflict. Thus, the following policy has been declared:

1) The Smoke Jaguar Government and Military will henceforth refuse to recognize any Severskian territorial waters, in the same manner that the nation of Seversky refuses to recognize our own.

2) The Free Land of Clan Smoke Jaguar will reserve the right to enter waters previously claimed by the nation of Seversky, as they are now considered international waters.

3) The Free Land of Clan Smoke Jaguar will not tolerate any Severskian military vessels within its own waters, and may remove infringing vessels by force if necessary.

4) The Free Land of Clan Smoke Jaguar will assist the forces of its allies should they be drawn into conflict by Severskian aggression.

5) All above policies will be backed up with military force if need be.

Whether or not the government of Seversky recognizes national waters and territorial boundaries is of no importance. His Omniferocity's government does recognize and respect them. Since Seversky has effectively declared itself an outlaw nation, the Dominion will take the following actions:

- All Evil Overlord Enterprises trade with Seversky is terminated, effective immediately. No EOE cargoes will be shipped to Seversky, and Severskyan trade goods will not be permitted in Dominion hulls or in Dominion markets.

- All vessels flying the Seversky flag will be denied entry to Dominion waters. Intruding Severskyan vessels will recieve one warning to avoid Dominion territorial waters, after which they will be treated as hostile.

- Any attack on Dominion allies or trade partners will be treated as an act of war against the Dominion.

The Commonwealth government has decided to make an example out of the pirate state of Novikov. No other nations shall be attacked, as Novikov has been the only nation to kill Severskian civilians in cold blood.

As it stands, the whole of CSAAC has been put on alert, and shall scramble sometime in the next hour. CSAAC possess some 3,000 B-52D-200TF conventual bomberss, as well as the suport aircraft to carry out a mass air raid.

In a further measure to curb agression, the CS Navy today has announced that all CSN ships carry at least 2 nuclear cruise missles.

"Sevarsky is advised that we will handle a nuclear attack on Novikov, or any other nation that has condemned your policies, as a nuclear attack on Evil Woody Thoughts. Such an attack makes your nation eligible for its own tectonic plate. A few well-placed earthquakes would severely damage that economy that you keep bragging about.

Novikov, while our naval units are busy with their own patrols off our own waters, we can make available foreign aid for use in acquiring capital warships. Contact the Ministry of Foreign Affairs for details."

I have ordered the Hamptonian Royal Navy, in an effort to assist our Sarzonian allies and to ensure an end to these offensive "policies", to deploy the 13th and 17th Combined Fleets to areas just outside Severskian waters. Any attempts to target or approach Hamptonian or Coalition vessels will be taken as a hostile act.

The Severskian Government has thrity-six hours to reconsider its actions.

In light of the recent declaration by Seversky, which has not yet been retracted, I feel I should make my kingdom's policy on such matters clear...

Any vessel entering the waters of Dar-Kavryn shall be considered hostile until proven otherwise. Hostile forces discovered within the kingdom's borders shall be given one chance to surrender; any that refuse will be destroyed.

While I consider your decision foolish in the extreme, my people shall take no action against it at this time. Any attempt to enforce it within my territory, however, will be considered an act of war and treated as such. Considering the fury your policy has provoked throughout the world, the last thing you need is another enemy. Be you warned.

To Seversky:
From IDF Government

If any Seversky ship enters IDF territorial waters without being cleared by the IDF Department of the Navy, it will be seen as a hostile act. Standing orders are to fire immediately at any hostile vessels that enter our waters. We ask you to please not test us on our new policy. If we are forced to, we will demonstrate this to you.

We also add that if any of our allies are violated, we will see it as an act of war against us too. You may think you are strong at sea, but your Naval power is quite small when all of us are against you. We ask you to reconsider your policy.

Until this policy is repealed, an embargo has been placed against your nation. We will not allow any exports to your country or import anything from your nation. We will not allow any vessels under your flag anywhere within our waters.

The Artitsan Duma has recently passed "Naval Defence Bill 4498" stating:

SHOULD the nation of Seversky enter Artitsan national waters, the navy will be destroyed and retaliation will be total.

AND IF said nation enters the waters of a friendly or ally of Artitsa, a state of war will exist between the two nations of Artitsa and Seversky based on a majority vote in the Duma.

OWING TO the OMP charter, should a fellow nation be attacked, it is our States policy to open full warfare upon the aggressor (Seversky).

ERGO, should it be turned down, sale of weapons to the friendly state will be immediate, and free of charge on a lend-lease programme.

IN THE case of war, a policy of "full war" is granted, therefor, all shipping is open to attack, to and from Seversky.

LASTLY war can only be closed once all naval assets of the enemy have been liquidated, and the enemy is fully crippled.

-----------------------------------

However, the DUMA has voted no to declare war... for now. BUT, we are willing to ship 1,250 Dublin-600 SAMs, 240 THEL's, and 200 SA-30's each month to Novikov.

Two Air wings, 102nd Intradiction and 229th Intradiction wings are being transfered to Novikov, along with support elements.

The 10th through 16th Sovietzky Fleet's (6 in total) are being sent to Sarzonia for staging purposes incase they are needed.

Further more, a decleration of war shall be issued by the government of the Earth Alliance Federation of Pschycotic Pschycos against Seversky.

IMPERIUM – After the brash statement of new Severskian policy, the Parliament today rapidly wrote and passed new legislation outlining the new policies regarding the Commonwealth’s relationship with Seversky.

The Seversky Statute

In accordance with laws established heretofore regarding Commonwealth maritime statues and regulations, the Commonwealth of Azazia has found it necessary to enact new legislation pertinent to the rogue actions of Seversky.

Having found the nation of Seversky to be recklessly abandoning well-established international maritime law and tradition;

And recognizing the explicit threat issued by the government of Seversky to the international community including this Commonwealth;

The Parliament of the Commonwealth of Azazia passes these lines into law.

I. The nation of Seversky, having established itself as a threat to international peace, stability, and free trade as well as to the sovereignty of foreign nations not limited to only the Commonwealth and her people, will be classified as a Rogue State.

II. In accordance with previous legislation deeming the punishments for Rogue States, the following will begin immediately and remain in place indefinitely until the nation of Seversky reverses its course and once again recognizes the territorial waters of this Commonwealth and all other nations.

III. All Severskian financial assets in the Commonwealth will be frozen immediately and seized by this government to be utilized as an unforeseen budget surplus.

IV. All Severskian diplomatic staff and agents are required to exit the Commonwealth within the next forty-eight hours. Likewise, any and all Commonwealth diplomatic staff and agents will be leaving Severskian territory within forty-eight hours.

V. No Severskian government owned and/or operated vessel will be permitted entrance to the Commonwealth’s territorial waters. This will be carried out by force if necessary.

VI. No trade or exchange of capital, goods, or services will be permitted between the Commonwealth and Seversky either through bilateral or third party agreements.

VII. The Commonwealth will, however, still maintain its recognition of Severskian international waters as the Commonwealth does not wish to stoop to such low and barbaric policies.

VIII. The last statue will be null and void should Seversky violate the territorial waters of the Commonwealth or engage Commonwealth vessels or vessels owned and/or operated by citizens of the Commonwealth.

IX. Lastly, the Commonwealth regards itself in a state of heightened alert specifically to the nation of Seversky.

This has been agreed upon by both chambers of Parliament on this day and has been ratified by the Prime Minister

Alistair Tetley.

The Commonwealth government has declared a 200 nautical mile exclusion zone, extending from the outer coastlines. Any ships within this zone will find it advisable to remove themselves from the exclusion zone, or else shall be removed from it.

Weather over southern half of the Commonwealth has prevented the launching of air raids, and will continue to do so for the foreseeable future. The southern coast is also under a hurricane warning, issued by COAA. Due to these weather conditions, the Chancellory has decided to issue a call for reparations from Novikov, for their cold blooded and unprevoked murder of Commonwealth civilians on the high seas. Reparations from Novikov will be the only peaceful solution accepted.

Like much of the international community, the Republic of Eredron finds this declaration troubling. Let us first state that a formal protest has been issued to the Seversky Government, urging an immediate reconsideration of it's naval policies. Eredron also wishes to make clear that Seversky will face and serious consequences, should it continue in this foolish endeavour.

However, as concerned as the Republic is, we feel equally worried over the reactions of the international community.

From the IDF:
Until this policy is repealed, an embargo has been placed against your nation. We will not allow any exports to your country or import anything from your nation. We will not allow any vessels under your flag anywhere within our waters.

This interdiction of all trade into and out Seversky will not be recognized or respected by the Republic of Eredron.

Others have announced military deployments towards Seversky; this serves as an unnecessary escalation, one that increased the likelihood of accidental loss of life, one that could provoke this already hostile environment.

The Eredronian navy will remain on high alert; however, no offensive actions will be taken, against Seversky or others, until Eredronian sovereignty, or that or her allies, is breached.

IDF is sending the Grand fleet, 2nd, 4th, 5th, 6th, and 8th fleets to 500 miles off of the Seversky coast.

Diplomatic channels remain open at this point. We demand the immediate repeal of this new policy. If a single nation outside of 12 nm of Severksy is attacked without firing first, IDF will have to take action as a member of the OMP.

Seversky's fortuitous weather conditions notwithstanding, the UKIN government has ordered the immediate deployment of the 16th Fleet and the Atlantic Fleet Group to the nominally international waters off Seversky. The imposition of a 200nm total exclusion zone by Seversky can only be viewed as a deliberately provocative act in light of that nation's unwillingness to accord similar dispensation to other nations.

165 nm off of the Seversky coast
The ISS Houston was an aging Chicago class frigate. She was moving through the Southern waters 165 nm away from Seversky. She was moving at only 12 knots due to the hurricane conditions. Waves were at 30 feet and easily going over the deck railings. The storm took out her main radio mast early on. She could have short range communications, but her long range comms were out for the time being. Her RADARs were still very operational thanks to the hexagonal panels that contained her Aegis IV RADAR system.

Commander Robert Burns was sitting on the bridge of his ship nervously watching as the waves swept over the well deck. His guided missile frigate was heeling violently with each wave. She was listing as much as 10 degrees when the waves hit. Her bow was going up and down by intervals of over 20 feet. The only good news was that an attack was unlikely in these weather conditions. He could live with that.

Unfortunately, there was no way for him to know about Seversky's decision. It wouldn't matter since no IDF warship would leave international waters when an illegal declaration was made.

The Omzian government shows our extreme concern at Seversky for their complete disregard and disrespect for the sovereignity of other nations, in addition to their willingness to breach and violate the rightfully declared maritime boundaries of other nations. As we are no less appaled by the Seversky government's apparant hunger for unjustified aggression, this matter will be taken by the Omzian government as a direct threat to the sovereignity of the Omzian homeland and the billions of the Omzian citizens. Thus, the following measures will be taken by the Omzian government and the whole of the Omzian Ministry of National Security, in addition to the Omzian People's National Defence Forces (Omzian Forces):

-Effective immediately, all economic transactions, no matter what form it takes place in, between all Omzian and Seversky parties will be terminated and banned until further notice. All existing transactions and other forms of trade will be frozen and cancelled until further notice;

-Effective immediately, all vessels and aircraft bearing the Seversky flag and identity will be denied and turned away from Omzian territorial waters and airspace, until further notice. All future entrances into Omzian territory by any Seversky vessel or aircraft will be declared a violation of the Omzian territorial spaces, and will result in a warning from assets of the Omzian Ministry of National Security and/or the Omzian Forces. If the Seversky vessel or aircraft fails to take the warning into note, the Omzian Air Forces and/or the Omzian Maritime Forces will engage and destroy the Seversky vessel or aircraft without any hesitation nor regret;

-All Seversky government personnel will be expelled from Omzian territory within a period of seventy-two hours, and will not be allowed to return until further notice. All Seversky civilians will be asked to leave within the next 144 hours, followed by fines up to $10 million in financial value. Any resistance will be dealt with unspecified action, no matter whether it is deadly or non-lethal;

-The Omzian government will continue to respect the rightfully claimed territorial waters previously proclaimed by Seversky, and will not take into account of the 200nm "exclusion zone";

-The Omzian Maritime Forces will be conducting unspecified actions within the next forty-five hours, possibly involving areas near the previous rightfully claimed boundaries of Seversky, as opposed to the so-called 200nm 'exclusion zone';

-Any attack on Omzian assets, involving chemical, biological, radiological, and/or nuclear weapons, will result in swift retailation against the leadership, military, economy, infrastructure, and manufacturing capabilities of Seversky with the use of both conventional and chemical weapons.

In accordance with the similar moves by our allies and by many unrelated, neutral nations, the cabinet has seen fit to issue the following orders regarding Seversky:

1) All trade, by private citizens and/or organisations and state-owned groups, with Seversky is now illegal, under pain of a 5-year Medium Regime prison sentence.

2) All export of materials which are assessed by the Foreign office, Department of Trade and Industry or Foreign Intelligence Office as having a high probability of being used by Seversky has been curtailed.

3) Vessels registered with Severskian organisations, corporations or individuals, flying the Severskian flag, or representing a Severskian interest under a flag of convenience are hereby barred from all ports within the Republic, and will be interned for as long as the Republic sees fit should they refuse to leave our waters as and when ordered.

4) Any Severskian military vessel, of any type, approaching within our EEZ will be tracked by fully-armed Naval Aviation aircraft and naval warships. Should the vessel approach to within 5 miles of our territorial waters, it will be fired upon with the aim of discouraging the vessel from entering our waters. Should it enter our waters hereafter, the vessel will be summarily destroyed.

5) Any Severskian assets within the Republic are now under the control of the Republic's government until further notice.

6) Any persons within the Republic of Severskian extraction, descent, or citizenship should depart the Republic within seven days. Failure to do so will result in internmen for an indefinite period.

Fellow countrymen, we face troubled times. It has come to my attention that the Sevenskian Government deems reperations necessary as a prerequisite for peace. They claim damages for the, and I quote, cold blooded and unprevoked murder of Commonwealth civilians on the high seas.

I ask, what then is just provication? If such a decleration as theirs, claiming our teritorial waters as their own, is not enough, what is? Nothing!

We have done nothing wrong, save defend our rightful territory. If our enemies were to claim this island, our very home, would we sit peacably by, soverign no longer? No. What then is diffrent here? Why are we expected to give the sea and our livelyhood any faster than our land and homes? We were expected to bend to the terror of a larger state and we have not bent. We have comitted no other wrong than to not be complacent with international terrorism.

No, our war is just. It was justified the day and hour that the Sevenskian People passed their fateful legislation. No, we did not go to war unprovoked.

Here, therefore, is my response to Sevensky's demands. No. I and my people respond with a resound no. We have comitted no crime but to defend what is ours, and we will continue to do so.

I also tell the international community today, we will face no affront to our territorial rights and will consider any such action a a decleration of war. Trotsky leant against the conning tower, looking into the sunset. The entire fleet was surfaced, rocking softly back and forth. It almost seemed a vacation rather than a deployment. Farther away, the dark shape of the ISS Zeppelin loomed against a setting sun, surely a rousing sight to his Sarzonian allies.

Trotsky's mind wasn't on the scene laid before him, however. His concern was in the hours and days coming. Would they attack? Would they break off from the fleet? Would they leave? He didn't know, but that didn't mean he wasn't concerned.

His own sub, the first Sabre deployed, was in fine condition, but her sisters were not in as savory a position. The two Swordfish II, NPS-7 and NPS-13, were low on diesel, having just enough for a brief forray against Sevensky before they would have to return. NPS-2, however, was fresh out of port, well armed and equipped. He would have NPS-2 transfer some of her fuel to the others.

"Sir, we're recieving a broadcast. You might want to come in here."

Trotsky dropped his cigarette, he had a nasty habbit of chain-smoking when he was nervious, and climbed back down into a red lit bridge. He read the paper carefully, once, then again.

"NPS-18 and NPS-17 en-route to current position. Expect within 16 hours from east. Tangos have order to fire in retaliation to any attack. Be warned. Good hunting."

They were sending two Tangos here? They must be serious, but why? Couldn't they downplay this? Offer reperations?

ooc: Novikov, please remember what I have sent you... several thousand SAMs, Lasers, and Aircraft. Grant me permission to use them.

ic:

An Artitsan A-50 was flying above Novikov, immediatly picking up the american style aircraft coming at the young nation.
"Captain, several hundred marks, in bound, flying eight-oh-five, at Angel 4, bearing one-seventy-two"
"Confirmed Captain!"
"Also confirmed!"
The operators worked like a well oiled machine. Captain Vandskerz immediatly relayed information to Air Marshall Zuikov, who had been in charge of the two Air Wings in Novikov.

The red phone in Zuikov's office rang loudly, rousing Zuikov from his slumber. Upon habit, he lit a cigar, and picked up the reciever.
"Senior Air Marshall, we have 582 hostile aircraft bearing down on Novikov." The voice on the other line was tinny, and did not betray any emotions. Chewing his cigar, Zuikov was in a bind. He could not operate with out permission from Novikov. "Thank you Lieutant, that will be all"
"But sir!" now he could feel the emotion snake through the phone.
"Don't worry son, I'll take care of this. I will call you back in say.. 20 minutes? Goodbye." Dropping the reciever, he picked up another.

"This is Air Marshall Zuikov of the Artitsan 109th and 224th Airwings. Mr. President, we have discovered several hundred aircraft in bound, and would be glad to help you out.. but we need your permission..."

OOC: You're going to him my pop centers with napalm, and you've got the gall to call me the bad guy?

IC:

Early warning radar picked up the inbound aircraft 500 km out from Novikov, and fighters were vectored accordingly. Two squadrions of Mirage F1s were sent skirting past the hostile formations, then turned round and began trailing the hostile formation. Another two squadrions were aloft, flying a medium-altitude screen over the island. The two squadrions of F-16s in service were moved in on nearly a colision course, while two squadrions of MiG-21s went to 8.000 meters, well over the enemy formations, and prepared to attack.

The principal target of the attack seemed to be the capital and main port of Poldi'sk, population 4.002.300. As the enemy formations neared Poldi'sk, the emplaced SAM batteries' (100 SA-15, 40 SA-11, 44 SA-17, and 6 SA-19s) radars suddently went active and lit up the hostile formations. Two minutes in from the city center, the air was filled with missiles, and a crackling voice came over the NPM-AF's radios. "Engage! Engage! Engage!"

124 pilots closed from four directions, many dropping from above on the waiting formation, all in a frantic race to see who could get the first shots off. Fighters on both sides burst into orange fireballs. Yet many hostile aircraft dropped even as the engagement order came, struck by inbound SAMs. After the first volley, however, the missile batteries lay silent, not willing to risk shooting down friendly aircraft.

Across the country, this scene was repeated several times as individuals squadrions engaged smaller groups of hostile aircraft, supported by friendly SAMs and Flak Batteries.

During the frenzied dogfighting, BCA (Battlefield Command Aircraft) operators found themselves pushing Novikov's small airforce to it's limits. In the heat of the engagement, only twelve aircraft found themselves undeployed, waiting impatiently on the runways. With almost no reserve formations, the controlers began to fret that a second wave could break Novikov's tenative control over the situation.

As the engagement progressed, a request from Artistian Commanders deployed within the United Socialist States was slowly processed by NPM-AF Command. At the height of the engagement, it fianlly reached proper authority, landing itself on the desk of Ulyanov himself.

Watching the battle from his balcony window, he quickly read the brief and, without even pausing to think scribbled his reply.

"You may engage at your own pace. Withold from using ground based weapons while NPM-AF aircraft are in the air."

He sent the courier off with no emotion, simply giving the command "go". Inside, however, he was screaming. Those were HIS men dying up there. His citizens HE has sworn to protect. How was it that he could not even keep control of his own skies?

Back onboard the BCAs, the report was recived with joy and the remaining twelve aircraft were quickly put up on patrol. It may not be the most savory situation, but at least they had aircraft in reserve.

12 Hornets were struck by SAMs before the Prowlers's Dynamic Electronic Jamming Systems could respond. However, within 30 seconds of the loss of the Hornets, an area roughly the size of New Mexico simply went blank on all radar screens.

This would pose a considerable hindrance to the Novikov airforce. MiG-21s simply could not carry out combat under visual only circumstances, and their F1s and F-16s would be prevented from anything more then visual range combat. Also, radar guided missiles were rendered useless.

The Commonwealth forces did not have this problem, as all of the aircraft engaged were equipped with not only radar, but an advanced IFR/Laser range finding system. This allowed CSN fighters to press home attacks against blind Novikov interceptors. GPS and LORAN were used to guide the Hornets into their strike targets.

Losses being inevitable, some 37 Hornets, 13 Tomcats and a Prowler were lost. However, the surviving Hornets were able to press home their attacks against what had been identified as tenement buildings in Poldi'sk.

"Penguin, this is Heart Actual. Snake and nape laid, pulling out."

The time over target for the strike force was less then 5 minutes, with the last CSN aircraft out of Novikov's airspace 10 minutes later.

Another 30 minutes passed before 54 EA-135Cs would take up CABRANK some 30 nm away from Novikov's coast. These aircraft are not assisted by jamming escorts, as they are pretty much invisible to radar anyway.

Trotsky's submarine was still on the surface when the transmission came in, recieving in real time, just moments after the attack.

"Attck priority 01. Move to designated firing position. Escort 17/18 to position. Dstroy any Sevensky vessel in area. Rcive fire confirm 34 hrs."

"Good God," he thought, too stunned to even remind himself he was a dedicated atheist and didn't belive in such things. He hurridly picked up the speaker and his voice rang throughout the submarine.

"Boys. News just in, Sevenskian aircraft are bombing every major port in the country. We've been ordered to return the favor."

He paused and a cheer echoed throughout the submarine's sleek metal frame. Trotsky dropped the speaker and lit a cigarette.

"Helmsman, set a course for position number 224-1. Comunications officer, get the Zeplin on the line. Tell them a shooting war just started and we're being deployed. We could use all the help we can get." He turned and barked out his orders. "Crash dive to 70 meters, ahead full. Let's move people, let's move!"

OOC: Jamming only works at long ranges. Close in (like in a dogfight), an active search radar will burn through most jamming carried by larger aircraft like B-52s, much less the weaker variants carried by fighters.

"Yellow Four, this is Yellow Leader. Looks like thy're pulling out. I reccomend you break contact and head for home."

"Confirmed. We are re-basing as you speak."

"G-" A line of static broke the transmission. "-d. Look at that..." The pilots voice trailed off into more static as the returning aircraft swept over a city ablaze with lights. In the half-darkness of an overcast dusk, fires burned bright as day throughtout a ruined cityscape. Poldi'sk was in flames.

The aircraft returned woefully injured in the past engagement. Fifty-six fighters lost, seventeen F-16s, four MiG-21s, and thirty-five Mirage F1s. Their ground crews, thankful that the airbases had not been hit, refueled and rearmed the aircraft and their weary pilots went up once more, still defending the skies of the island they called home.

Already, pilots were being driven back from their landing sites, Novikov's fliers having the advantage of landing in friendly territory. Factories, many damaged by the raids, were ordered into full prodiuction in an desperate attempt to build as many aircraft as they could for the fight to come. Even the old Yak-28 Trainer aircraft were loaded with Sidewinders and preped for combat. Novikov had been hurt, but she was by no means dead.

Early estimates put the dead at 7.400, with four times that injured. Pictures were widly circulated showing the devistation, losses of life and limb. The government would try to play this off as a tragedy which needed to be avenged by the international community. But even without their help, Prime Minister Ulyanov vowed on a radio broadcast, "they will be avenged."

"However, we have also voted a state of war against the nation of Novikov, as their cold blooded murder of Commonwealth civilians on the high seas can not be allowed. Their act of piracy must be punished. A state of war shall exist between our two nations until Novikov sues for peace, and makes an offer of retributions. "No sir, what are those?"

This revealing and deeply intellectual conversation between Captain Besore and his first mate aboard the Laissez-Faire class destroyer "DDG-772", on independent patrol, was interrupted by a call from the sonar room.

"Sonar to bridge"
"Captain, go on sonar"
"Captain, we've picked up a submerged vessel 55 miles away."
"55 miles away? In this weather? That new sonar is impressive. Relay the vessel's Bering, and keep an eye on it."
"Aye, sir."

Turning to his first mate, Captain Besore merely said, "Set a course to intercept, I'm gonna hit the head."

OOC: 55 nm in bad weather O_o; That's a bit unbelievable, but whatever.

IC:

Trotsky's column of ships moved slowly, carefuly, at 8 knots foreward. Ahead of them, NPS-02 was roaring ahead full, searching for hostile contacts. That had been their decided strategy; escort the Tangos with three attack boats, while the fourth scouted the area directly ahead. Half an hour ago, Trotsky's boat had been scouting, plunging ahead of the formation, then stopping to allow the rest of the ships to catch up.

They had been leapfrogging like his for the past fourteen hours, making slow but safe progress. Now, though, they were nearing Sevensky. Things could get dangerous. It would be best to move more carefully now.

Trotsky reached to pickup the phone, planning to contact NPS-02 and order it back into formation, when a shout went up from the sonar operator.

"Contact bearing towards the Duma, sir. Speed, thirty knots. Range, twenty four miles."

He looked at the sonar display. The white unknown shape bore down on them quickly, creeping closer on the display. Another white shape, assumed to be the Duma lay twelve miles ahead of Trotsky's boat and he watched as that shape made a quick turn and began a full run back towards the group.

Trotsky didn't have to give the order, his fellow sub captains knew the drill all too well. The three attack boats fanned out and switched to passive sonar, dropping their speed to it's slowest setting. Behind them, the Tangos also dropped speed and dove, putting a turbulent layer of water between themselves and any possible hostile ships.

Now, all that was left to do was watch. The sonar display tracked the shadowy contact of the Duma back towards the waiting ships, the bright line of a pursuing destroyer, class unknown, following in earnest. Thirty minutes and he'd have a firing solution.

"Load the YJ-8s."

OOC: Mostly for purchasing large capital equipment, such as warships and aircraft, both of which you seem to need. However, you should set aside a significant chunk (maybe about 20-30%) for maintenance of this new equipment for the next few years and other emergency defense expenditures (such as paying drafted soldiers, setting up new boot camps, etc.)

You can buy warships here (http://forums2.jolt.co.uk/showthread.php?t=345001), and I can't think of any aircraft storefronts off the top of my head, but they periodically show up in II. Be on the lookout for them. You will want to link to my appropriations in your orders so the sellers know that I am giving you the money--otherwise, they'll say you can't afford it.

Oh, and stay away from the dreadnoughts--a small nation such as yourself fighting a hot war shouldn't put all its eggs in one basket. A dreadnought will lose against a tactical nuke. Naval packages will simplify your order, scroll down on the thread I linked you to. Hope this helps :)

Admiral Ubar Ekur stood on the bridge of his ship, the flagship BattleCruiser Utu, as he surveyed the fleet around him. Jericho Harbour was indeed busy today, warships were all over the place, moreso then usual in such a major naval base as Jericho.
Admiral Ekur smiled and watched the little craft moving between the larger ships, people moving too and fro along the docks, everyone was busy with something. He directed his attention down a moment, reading the list of ships he had been given for this task, it was quite extensive.
"Don't loose any of my expensive ships Ubar." A voice sounded from behind him, which he quickly turned to see. An older man, grey hair atop his balding head.
"Admiral Aanepada, I'll make sure not a single ship gets lost sir." Ekur responded softly, the two were old freinds and didn't pull rank on anything that wasn't espically formal.
"You better," Admiral Aanepada snapped back, taking a glance out over the harbour himself, "Otherwise Peshtur's gonna have my ass on a pike. And I can gaurentee you, if I go down for it, I'm taking you with me." He ended the statement by pointing his finger at Ekur, obviously in jest, but serious none the less.
A moment of silence passed as the two men watched the fleet. "See that?" Admiral Aanepada finally spoke up, now pointing his finger to a pair of submarines accross the harbour, "Those are the new Dilmun's. Wonderful little toys, more firepower then the Cities. You get to be the first one to test them out." Admiral Aanepada ended with a smile.
"I can't wait." Ekur replied as he shifted his gaze back to the massive catameran fleet carrier sitting in the middle of the harbour. "With three carriers, air support is going to be adequate I hope?" He asked, his eyes surveying the massive carrier as aircraft took off, landed, and stowed away in it's hangars.
"Plus you've got whatever the air force can get to you, which means you're probably gonna be able to get Glaives watching your ass if you need them."
Ekur wistled in delight a moment, turning back to face Admiral Aanepada. "Pulled out all the stops for me this time didn't you?"
"It wasn't me." Admiral Aanepada shot back, now totally serious. "You're out to help an ally, and Peshtur wants to make damn sure you can do your job. She has personally ordered all forces to cooperate in this, I even hear she's considering pulling that brigade out of Ostmark to assist if needed."
"Wow, this must be big.." Was all Ekur could say before Admiral Aanepada cut him off again.
"You see those Special Weapons guys running around everywhere? They're not doing it for the exercise, you've got hot rounds on some of your boats Ubar, don't get foolish with them. I trust you, Peshtur trusts you, hell, Dr.Banada trusts you! Show us we've not misplaced that trust."
"I won't let you down sir!" Ekur said as he snapped a salute to Admiral Aanepada, who promptly returned it.
"See that you don't."
Ad with that Admiral Aanepada turned and left the bridge of the Utu, back to Navy HQ.

There is no excuse for such an action, except piracy, and Seversky must protect its citizens from nations that promote piracy.

2) The 200 nm exclusion zone around Seversky is a temporary measure, and will be droped back to our 50 nautical mile claim once all foreign warships leave said EZ. Seeing as Seversky is some 1000 miles away from the next closest nation, such EZ seems to pose little real hinderance to anything.

The south Pacific was not known for having particularly bad weather. This was of little comfort to the near-on twenty thousand men of the Third Mobile Task Force, now steaming westwards at the best speed they could manage, tackling the pounding waves with the big ships' sleek bows. The night was pitch black, clouds covering the moon, illuminated only by the small, pathetic lights of aircraft and ships and occasional flashes of lightning. Driving rain sluiced everywhere, mixing with the constant spray and spume to drench decks, guns and men in a freezing torrent. Even belowdecks, water seemed to find its way through the smaller vessels, and everyone was thoroughly wet, thoroughly miserable, and thoroughly sick of it.

As long as the Seversky vessels do not interfere with our naval assets in the North Sea or the North Atlantic we see little reason to condemn Seversky and place embargoes on him. We do not care about these events or his policies. Seversky can declare whatever he wants, we are indifferent on this matter. However, again we see the aggressive nature of evil non-democratic regimes such as Isselmere, Praetonia and Sarzonia. The louder they scream, the more they hide, mark my words. Psychotic nations trying desperately to have their names written down in history books.

1. The Commonwealth of Seversky no longer recognizes any “national waters” except for our own.

2. The Commonwealth Navy may deploy its ships into what ever waters it pleases, including waters previously off limits as being “national waters.”

3. The Commonwealth of Seversky is prepared to back its new policies with force.

The True Way of Alan declares that any Commonwealth ships found in our waters will be attacked immedietly if they do not leave when asked. Our waters are ours.

Credonia One, Somewhere in the Skies Above Credonia

The President sat in his office watching a taped football game. The Credonian Black Panthers were playing against the Redwood Eagles in a heated match. The score was tied 24-24 and was into overtime. The President leaned forward in his chair, intensly focused on the game. Suddenly the door opened and he was quickly startled. The Secretary of Defense walked in.

"Sir, this is a little old but the nation of Seversky has declared war on Novikov. An armed exchange has been initiated. Novikov has been attacked by Serverskian forces within its borders. I just spoke with the Joint Chiefs of Staff and I recommend immediate action to assist Novikov, sir."

"God damn. I was into the game too.......hmm. Ok, mobilize the 61st and 62nd Carrier Divisions and send them to Seversky. Blow any and all of their vessels out of the water. The use of tactical EMP weapons is authorized."

"Very well sir. Should we press for a land invasion?"

"No, not at this time, however, use our fighters to attack industrial and economic targets of importance and interest"

"Very well sir. I'll send a message to the Novikov government informing them of Credonian military support"

"Ok, i'll contact Seversky."

The Secretary walked out of the room and proceeded to inform Novikov of Credonia's war plans. The President rose from his chair, stretched, and sat back down to draft a message to the Seversky government.

Routine CAP would be flown by MiG 1.67 UCAV, with two EB-15E Arkbird's acting as AWACs. Numbers for each Air Wing are 620 UCAV's in the North, and 595 in the south. Additional EB-15E's are enroute to assist in Joint-Command and Control operations, especially should the other hundreds of Su-52's and JF-20's be launched to counter encroaching Seversky aircraft. As it stands, 150 and 175 Su-52's, and 88 JF-20's in each area respectively are on Alert 5 status, meaning airborne upon detection within 5 minutes.

2) The Government of Novikov hereby awards one Lutjen in reperations to the people of Seversky.

3) All foriegn troops will be removed from Novikovian territory, and all Novikovian troops will likewise be removed from Severskian territory, effective within the hour. We urge Seversky to do the same.

Trotsky's submarine was not surfaced and did not recive the message to break off the attack. The Severskian destroyer closed, trailing NPS-02 through rough seas into a waiting ambush.

"Tubes Two and Four loaded, ready to fire."

Trotsky watched through a haze of thick, damp, smoky air as the contact neared.

"Twenty seven hundred and closing fast. We have a firing solution."

The contact wavered, slowed. Behind him, Trotsky heard his crewmen adjusting their solution.

"Twenty-Four Hundred. Sir, the solution is still good."

"Bring up the periscope."

Looking out, the ship's razor bow was visible, tearing throuh the waves. It began a slow turn, revealing her exposed flank.

"Flood tube Two. Fire on my orders only."

The tube flooded quickly and within a minute and the bridge was plunged into silence. Heavy breathing beneath a harsh red light. Trotsky followed the turning ship on his periscope, calling out directional changes. The destroyer finished it's turn and began heading away.

"Fire in three..."

"Two..."

The bridge became a hub of activity. Plottign the ships course resumed in ernest.

"Wait! Sir, urgent message from NPS-07."

Patch her through." The crew breathed easy. Plotting continued.

A crackling voice came over the intercom. "Orders just in. Break contact and head for home."

Trotsky leaned back, pulling the periscope down, and sighed. "You heard the man. Make course for Poldi'sk. Speed one-third. Damn, they're lucky."

"Bridge to Commodore Patinkin."

"Go ahead."

"We're receiving a message from Naval Command. The Severskians have revoked their policy and Novikov has accepted a peace settlement. Looks like we won't be going to war."

Yet, Patinkin thought ruefully. Anything was still possible and she knew it. But at least the momentary crisis was averted as the combined squadron was making its way toward international waters outside Seversky. Before the squadron reached the specified limits, Patinkin walked into the bridge.

"Commodore on the bridge."

"As you were. Patch me through to the other ships in the squadron. Secure channel."

"Aye, sir. You're on."

"This is Commodore Patinkin. The Severskian government has stood down from their outrageous policy and it appears that war has been averted. Our orders are to return to our respective ports. Set return course at 16 knots."

"Aye sir." With that, the squadron led by the daughter of Sarzonia's greatest admiral began its return home. History may or may not weigh in on Patinkin's first action in command of her own squadron, but she could rightly feel proud of her and her squadron's small part in standing down a would-be enemy.
