The President of Mexico sat at his desk, prepping a desperate radio message to the world. He rubbed his tired eyes as the underground bunker shook from explosions above. As the transmistter turned on, the president began in a weary voice.

This is a distress call being transmitted from Oaxaca City. We have been targeted by a mad Admiral from Tanuio. He launched a massive series of warheads at civilian targets within our cities. This is in reprisal for an assasination of their high ranking military commaders. We have initial reports of nearly 75,000 dead with another 100,000 in danger of dying if they do not recieve immediate medical assistance. Our hospitals have been destroyed, so have our school and government buildings. Our city is on fire, we have no way of saving our populace without assistance. Taniuo has invaded our territories and we are steadily loosing ground to them. Please, send assistance.


With that final message, the transmitter went dead. As the President sighed and wiped some sweat from his face, the lights flickered. Then they went out.

Nations of the world, I ask that you do not listen to the lies that the Mexican president has been blarring out. He is loosing a war and is in desperate need of military equipment and support. His lines weaken everyday with our constant bombings and infiltration missions. Yes I will say that a large missile attack was launched against Oaxaca City, but these missiles were targeted only at military installations and government facilities. The missiles used during the operation however were pre-christos regime missiles, some 30 years old. During the previous regime some of these missiles might of been in disrepair and with targetting malfunctions, lowerring the target hit success ratio to 70% to 75%. I will say that their were some possibilites that the missiles hit civilian sectors and buildings but nothing like what the Mexican President has said. His is a lair and a thief. He is a criminal to the Mexican people and to the people of the world."

I ask Pres. Alexander to stand down any hostility toward Mexico. What the Mexican President may have done may have been true. However the very people you think are innocent because of this President, have been killed. These are innocent lives, that were lost because of your falure to upkeep your WOMD. Now 200k+ people are going to die because of YOUR Mistake. If you wish to make war with Mexico, make war with the military portion. Now I ask for a temporary truce between the two nations in order to bring humanitarian aid into Oaxaca. I am sending Medical Personel with a SMALL military force for protection of my staff. Failure to comply to these demands will constitute an act of war and friendly relations between the Red Kool-Aid Nation and Pres. Alexander will cease. The decision is yours.

Power flickered back to life just in time for the President to hear the end of the Taniuan Leader's response. He made a quick snapping gesture with his hands and the transciever came back to life.

My friends in the world. The Taniuans seek to upkeep their slaughter of my people. They have spread lies amogst the world, telling you it was only military targets they sought. The truth is far different however. Our hospitals are gone, our schools are rubble. Our goverment facilites are craters. These are not military targets that were hit, these were the very buildings where our lives were run. Now, we have no medical aid, we cannot educate our children since the war has sapped our money so schools will not be rebuilt. We cannot even carry out our governmental function. We are currently estimating half of our administrative body dead in the streets from these missiles. Please, we need aid.

The President had prepared to speak more but the power flickered for a second time and then faltered and the room went dark again. The President turned to his Chief of Staff

"We need to get a backup generator online, hurry."

We will not cease our military activities due to some small unheard of nation that thinks we caused the death of so many civilians. Our nation has begun rebuilding itself and have maintained our military to a first class degree. We by no means have not maintained our equipment and nor do we neglect it. We constantly add new more accurate fire control systems and constantly update our missiles. The old pre-christos regime missiles were used due to their avaliablility. No truce will be made until the Mexican President surrenders unconditionally. Any aircraft or naval aircraft enterring Mexican airspace or waters will be immediately shot down and the crew tortur...ermm, the crew will be humanly treated with food and shelter.

You are talking about leaving the civillians you DID kill to just die. I am merely asking you to stand down long enough to let me help those people. How heartless can you be? How would you feel if another nation attacked one of your populated cities and you could not save them? Mexico is complaining his Medical buildings have been destroyed. If you missles were so accurate and you were only targeting military instalations, this should not have happened. Please let my personel enter the country to help these accidental attacks on civillians

The alledged medical facilities contained over four SAM launchers and various anti aircraft cannons on their roof. I doubt they would classify as medical facilities. It is not our fault Mexico does not have sufficient medical technoloy to house and treat the few civilian casualties of the bombing. I will not allow any foreigners into Mexico, I have a small fleet in the Pacific already to deter any sort of action. I repeat, if your vessels enter Mexican water or airspace they will be considerred hostile and shot down.

OOC: Of course I lied about the SAMs and AAA on the hopital roofs, but oh well.

The President looked shocked as he heard the recorded Taniuan voice claiming his hospitals had weapons in them. He snapped and the transmitter came back on.

We would never put weapons in a hospital they are places of healing, not to be used for military defense. The Taniuans attack our country, take our livlihood, and now they lie about our defensive capabilities! We will not stand for this! We ask again that international assistance be rendered to our people. They are dying in the streets as I speak. We cannot help them, our facilities are destroyed. We must receive help or civilians will die.

What you say is not what you do. I have the photographic proof that your alleged hospitals contained heavy anti-aircraft weapons and even shot down several missiles. What you are doing, Senor Presidente, is trying to gather international support to assist you in your loosing war. I hope that the international community will no longer have to listen to your lies and false propoganda once our forces are done with you.

The Mexican President watched aghast as his enemies continued to fill the airwaves with lies.

They do not have photographic evidence! The have no evidence at all! If you want the evidence of what they have donem look now! The President paused and let a recently filmed newsreport scroll across the screen. The report showed the city on fire in many places with bodies in the streets. Wounded wandered about in a daze as they searched for friends or loved ones.

Now you see the Taniuan treachery! Now you see the truth! Now you must act! with a sudden wave of his hand, the president ordered the transmitter off.

Once again Mexican treachery at it's finest. Those bodies you see on video are mexican soldiers, or government employees. A dozen or so of our missiles were targetted at military barracks and government buildings in the area. It is unfortunate that the mexicans have forced us to do this but that is the cost of war.

Kill them all Tanuio, every day my people walk the streets of thier own country and people say" look at all the MEXICANS." Kill all the Mexicans you can Tanuio.

The President wanted to howl in rage at the obvious Tanuian lies. He could not believe they would pull such a stunt in front of the world. He again set the open broadcast line and began to speak in an impassioned voice.

The Tanuians lie at every turn. They twist words and speak lies. They are the hissing voice of the sibiliant snake seeking to inject its venom further into the wound. Not only have the Tanuians attacked our soil and killed our sons, but now they seek to cover up their atrocities by lying to the international community. The Taniauns know nothing but treachery and seek nothing but destruction. The people dead in the streets are the civilians of Oaxaca city. They were not armed and non-involved in the war. Now, their lives have been taken by the Tanuian war machine and their memory is spit on by the Tanuian lies. Please, stand up. Please, fight for us.

The Empire of Layarteb officially supports the government of Taniuo on their quest & endeavor. May the government know that if they need supplies we can assist immediately.

Mexico has assassinated Taunio military officers, this gives Taunio a legal causus belli on Mexico.

We thank the international community for belief in us. The Mexicans are attempting to deceive those weak minded into believing that those bodies were not heavily armed Mexican soldiers. Photographic evidence is being prepared to be handed out for all to see. They are snapshots of nearly 102 missiles, just before impact you could clearly see anti-aircraft fire coming from the building they are about to destroy. Senor Presidente is lying, in a most deceiving way to the public. And for this I promise he will regret the lies he speak.

The Mexican President shot to his feet.

You Fools! He screamed. Can't you see the Tanuian treachery. Oh how they mock us with their lies and theives tales. They aimed at military targets no more than they tell the truth. They cannot show any weapons in the city. They cannot claim moral high ground. The Mexican army followed military pratice and assisinated their military leaders to try and end the war. It was a military target. They take revenge by bombing our cities, our schools, our hospitals. This is not war, this is genocide by the Tanuians. If someone does not step in, we will be massacred. We need help. For the love of god, listen to our cries.

The Emperor looked over the broadcast. "Obvious propaganda." He immediately would release a statement condemning the lies and deciet of the Mexican President, in favor of the Tanuian government. "Once again we see the fog of war being used to further one's goals. The Tanuian government and military is in the right and it is only because of the unsavory tactics of the Mexican military that they act in such a way. There is no evidence of genocide and it would be pertinent for the Mexican President to stand down his futile fight."

As the President read the Emporer's press release he threw his head in his hands and sighed. The world was turning against him.

He spoke through his hands.

"Release a press report. Ask the world if the lives of two men are worth the lives of a hundred thousand for that is the price the Mexicans have paid. We try to end a war and our civilians suffer for it. Can't the Tanuians see their folly. Why were the civilians targeted. What kind of man orders this atrocity?"

OOC: Just to let you know the EMP missiles have been launched at Oaxaca City. As I explained in the war thread you would still be able to transmit from an underground generator.

In a dark room in the Western District of Christos city, a large dark man skimmed through radio transmissions of the Mexican War. Several caught his attention and hit listened in on the Mexican President's plea for help, a sign of weakness thought the man. The Tanian radio and T.V. stations were highly censored, show what only the government wants the people to know. Unlike the people this man had power in the government. He could view what he wished when he wished. The man began typing in his computer a short passage towards the source of the transmission,

To:Mexican President
I can assist you in your fight against the Templar forces. My "organization" is very strong and has influence in our nation. I hope that you receive this transmission before the EMP strikes knock out your electric systems, but all I request is that you listen to my advice I give you. Do you accept an alliance against the Templar forces?

OOC: The government is ran by the leading members of The Knights of the Templar, that's why the government is a Christian Fanatic State. The Black Hand is a "secret soceity" bent on the destruction of the Templars and wish to rule Tanuio themselves. I'm going to make a thread about this, after the war is over.

The Presidents laptop compture began to beep. The President got up and walked over, flipping up the top, he began to read. His laptop, running underground on an seperate battery, was not affected by the EMPs that had burst overhead.

He read the message again and then quickly began to type a response.

I am very interested in your proposal. Tell me what needs to be done.

The dark man smiled as a message was written back. Quickly he typed his message,
To Mexican President
As you undoubtedly know the government has launched an attack along you Veracruz border, stall it. If you manage to stall the advance long enough, I can bring supplies to your through the pacific side of Mexico. As for the fleet stationed there, I will deal with them. Stall the advance, and soon you will have enough tanks and heavy fighting units to push the Tanians back to the Atlantic.

OOC: Not too sure where I am going with this. Just to liven things up a bit.

The president read the response quickly and typed back his own.

I have two bases in the area that can mobilize 10,000 troops within a few hours, they should be able to run a fighting withdrawl. What can you provide for us if I mange to hold their withdrawl?

What I can offer you are possibly around 200 ST-11 Next Generation Battle tanks, not as advance as the goverment ST-21, but one shot will puncture through the thickest armour. As well as around two dozen attack helicopters, and some anti-armour and aircraft weapons. Of course the longer the Pacific is free of government naval presence the more supplies you shall get. Ten thousand may be sufficient to stall the advance for maybe a week. I can bring you ten thousand more soldiers, greater in training than the government soldiers. They are strictly Black Ops personel, they do not exist. If the Pacific is clear for more than one week I can ship in another 5,000 soldiers per week. Launch your attack in one day. And during that day the Pacific fleet will be incapacitated. Then my merchant fleet will arrive at your nearest port and drop off their pay load. A total of 220 vessels will be massed and they are lightly armed in defense against submarines, surface threats, and against air attacks. I trust I will see every ship return back to port.

As he finished his message the dark man pressed his intercom button,

"Marcus, prepare to initiate Operation Black Out in 24 hours. This better work."

A "yes sir" was the reply over the intercom.
