IC:
The sun was just beginning to rise over the tree tops, casting the ground below in a dark, seemingly endless shadow. The loud shrills of several whistles broke through the once silent air, signifying that yet once more, those who opposed Cacifica the Great, or Cacifica the Bloody as she was known to the workers, were to be subjugated to another day filled with endless amounts of hard labor. It had been over a year since she had taken control of the country, claiming she was the savior of those people with “pure” blood. However only a fraction of the free population was of pure blood, the majority of those considered pure blooded were little over half native. Those who were of lesser quality were sent to Illiot te Pola, the city Cacifica had ordered to be built after she had taken over the country entirely. The first building she had constructed was her palace. A building of such elegance and beauty, one would think that it was the place of stories and legends. Unfortunately for those who were building it, it was as real as the blood they spilled building it. The outer walls alone stood more than twenty feet in the air and looked as though the great Incan stone masons had built them. The perfectly cut stones were even placed on the wall without mortar so that it looked like the great Incan cities.

The palace was still not completely finished however, and was only one of the many projects that were to be done. The whistles continued to blow as people of all ages and sex exited their barracks, not daring to say anything against what the great Cacifica ordered, unless they wished to die a most horrible death. Those who watched the workers were some of the most loyal subjects of Cacifica, and anyone caught defying her wisdom in any way would be severely punished, usually by a crude method of torture where the subject being punished would lay on their backs, while several large, flat stones were being placed on top of them. This continued until there were no more stones to add to the pile, and if this happened, which it rarely did, the guards would begin sitting on the stones, using their body weight to finish crushing the person’s bones. That, however, was only one of the punishments that the guards would perform, but it was, without a doubt, the most painful and grueling punishment they used.

Halfway through the day, the scorching summer sun and lack of water had begun taking their toll on the workers. Several had passed out from the heat; two had suffered from heat strokes, but the lack of medical facilities or interest by the guards, had led to their deaths. Seeing the bodies, the guard ordered four workers to carry them away from the building site and to place them in a large burial pit that had several bodies already in it. Finally the whistle for the second shift to begin the hard labor constructing roads, buildings and sewer systems, while those in the first shift received a modest lunch of stew, stale bread, and water, and then the luxury of being able to work on cooking, and other, less labor intensive jobs of the camp.

As the sun began its slow descent behind the trees, several flood lights flashed to life, signaling that the first shift was to return to the city and get back to work while the second shift ate their dinner and slept until it would be their turn to go back to their hellish existence outside the barracks. The construction would go on nonstop through the night until the next morning when the cycle would begin anew. Any stoppage in construction would result in the loss of a meal, or having both shifts work at the same time to catch up.

This hellish cycle continued for another three years, until the vital systems and buildings were in place. The city shined of newly polished rock, and every fountain inside the city glimmered under the flood lights as every man, woman and child waited for the coming of Cacifica. This would be her and her follower’s first night in the city, and the guards had made sure that the workers had thoroughly cleaned and inspected every crevice of the city. However, the workers had also made plans themselves, to make sure that the first night inside this city would be a memorable one for all who entered its large wrought iron gates.

Dear Sir or Madam,
I am delighted to inform you that you and your family have been invited to the great nation of Nascent for the celebration of the completion of the new capital of Nascent, Illiot te Pola, or City of the Heavens. This city was designed in the likeness of the Incan city of Cusco, while still retaining all modern day facilities such as indoor plumbing, television, and even computer services.
The city’s airport is still being completed however, so we ask that if you do indeed decide to come, that you land at the Fort Winston military base. The base is only a thirty minutes drive to the city, and the roads are quite nice and smooth. From the base, you will be taken to your quarters that over looks the Grand Canal. You will be staying in one of the many luxurious embassies that are continually being built along the canal. And I assure you that the living accommodations are more than adequate for your stay in Nascent.
While in the city, you will be given a tour by one of the civilian contractors who oversaw the construction of the entire city. There will also be several opportunities for us to talk about future relations between our respective nations. There will also be many dinners, dances, and parties for you and whomever you decide to bring to participate during your stay.
If you worry about security then I can assure you that it will not be a problem. My personal guard will maintain the security of your quarters and they will also accompany you if you decide to tour the city yourself. However, if you do not feel safe with my guards, I will understand if you must bring your own, however, I must ask that you limit the number of armed guards to three total. This number cannot, and will not be negotiated, as the safety of our citizens is our first priority, and any significant number of armed foreigners will not sit well with them.
I hope you do decide to join me in this one time celebration, so that we may further the relationships and cooperation between our two countries.

Sincerely,
Cacifica the Great

"Milady are you alright?" Marcus asked as he knocked on the door of her flightcabine, afraid to disturb the princess.
"
"I'm alright Marcus, you can come in if you want..." She spoke softly, almost too soft to raise above the background noise of the transport.
Marcus opened the door and stepped into the spacious cabine of princess Tanya, natural light from the windows gave the entire room a peacefull look.
"Milady Tanya, the pilot wants to inform you that we are aproaching upon Fort Winston. You should be getting ready..."

"I know, I know. I just hate how my uncle and Angelica put me on this trip, they just wanted me away from those Guilders." She fiddeld around with her periath, the blue saphire dangeling from it was exactly the same colour as her HERO class bodyarmour; light blue and it shone with an unearthly beauty.
"Are Aras and Mamar ready?" She asked as she stood up and clipped the blue mantel to her shoulderpads. "Yes milady, they and their men are ready, however the Nascentians have asked us to keep the guards down to a maximum of three."

Tanya stood silent for a moment. "Marcus, just make sure Aras and Mumak are going with me..."

Marcus nodded and patted the pistol holster on his hip, much the same as he carried on his other, under both arms and then there where the two small assault rifles Marcus preffered where locked into his bodyarmour.

The pilot on the other hand was busy contacting Fort Winston.
Fort Winston tower controll, this is the Dumpsterdanian Royal Airforce armoured transport flight #45.

Requesting a runway for the transport and our nine escorting fighters aircraft, #45 out.

Flight #45, you are clear to land on runway two. Your transport shall arrive shortly after you land.

All escorts or flight #45 are cleared to land on runways five, seven, and nine.

We would alos like to remind all pilots and crew that there will be separate living quarters for them on base. We also ask that all men not travelling with the Princess that they hand over any weapons they carry with them to the guards at the checkpoint.

We do hope that you enjoy your stay in Nascent.

The pilot munched away the last part of his cookie.
Roger that tower, however our pilots have sleeping quarters on the transport and our guards will stay here aswell.

We thank you for the offer though, #45 out.

The massive jet aproached on a standard vector, it did not however lower any landing gear but geared its massive thrusters down, allowing the aircraft that was almost the size of a Jumbo-jet to land in under 300 meters.
On the other runways much the same was happening as the JR interceptors VTOL'ed down to earth.

As transport stopped a host of fuel lines where hooked up to it, service crews busied themselves around the landing pads and a mobile stair was driven up to the entrance. Aras Wolf, head of the Special Forces swung the door open, closely followed by Mamak Umar second in command of the SF and then princess Tanya Rift closely followed by her aide and personal bodyguard Marcus Wolf.

They made their way down the stairs to the delegation waiting for them.

A black Lexus was sitting next to the runway where the Princess’ jet had landed. As the hatch opened and the people inside began emptying out onto the ground, they were greeted by Richard Isaac, an advisor of Cacifica. He walked towards Princess Tanya and bowed.

“Good day to you Princess Tanya. If you and your guards would please follow me to the car, we will be on our way to your living quarters.”

Isaac motioned for the princess to follow him into the Lexus. Once inside, the driver began driving towards the city.

At the base, several armed guards approached the interceptor pilots. One man stepped forward.

“On orders of Cacifica the Great, we must ask you to hand over any side arm or other weapons you may have on you. These will be returned to you before you leave the base.”

The sun was just beginning to drop beneath the horizon as the delegates from both Dumpsterdam and Theao were being escorted to their living quarters; the workers who had greeted the two sets of convoys were forced back into the barracks outside of the city. Now it was the time for Cacifica to meet with both delegates and begin talks in an attempt to forge some type of relationship between Nascent and those who had already arrived.

“Tory, Richard,” Cacifica said softly, purposely keeping her voice down as to not disturb her generals and admirals who were working on restructuring the military in the next room, “contact the delegates of both Dumpsterdam and Theao and ask when an appropriate time would be to conduct some type of meeting with each of them.”

Both Tory and Richard bowed slightly and without saying a word turned and walked out of the room.

IC: "I shalll inform her greatness right away. Expect a call in the next hour as we await word on when the Dumpsterdamian Princess would like to have her appointment. Then we can figure out if there will be any schedualing conflict."

Tory bowed slightly to the Theaon ambasador as he backed out the down, not daring to turn her back to the ambassador as she was not sure of the Theaon customs and rituals. Finally when she reached the door she stood up and walked back out of the room towards her car in the parking lot.

The pilots where standing together near the cockpit of one the interceptors. The pilot still sitting in his cockpit laughed at the guards. "I'm sorry guys, but your only getting my sidearm." He moved his head to face the guards, the 30mm cannon in the semi-sphere under his cockpit moved with him. "The rest stays on the plane!" The pilots laughed as they all removed their sidearms and gave them to the guards, not quite sure if they apreciated the joke. They would make their way to the transports later and take some well deserved rest.

Meanwhile Tanya inspected the room, running her hand through the curtains as her three heavily armed guards relaxed on a trio of lazy chairs.

A knock on the door caused all three to jump from their seats, as Aras drew a auto-pistol and Mumak drew his MG-22 and they both advanced upon the door. Marcus lead Tanya slightly back into the room, MP5 at the ready.
Aras gave a handsignal to Mumak who nodded and gave one of his own which caused Aras to shake his head. Mumak shrugged as Mumak yanked open the door and his friend dragged whoever was behind it inside.

A boy wearing a suit lay on the floor and he attempted to smile at the two troopers. "Room....service?" At that point Richard walked in, staring for a second at the debacle to his right and then turning to Tanya.

"Princess what would be the best time for you meet..." Richard didn't even have time to finish.

"Now would be a good time..." She interrupted, but with a gentle tone in her voice.

Richard walked over to the room phone, somewhat unnerved by the guards’ behaviors, and dialed three numbers. The phone didn’t have a chance to ring before an operator answered. After listening to a pre-recorded message, Richard quickly punched seven more digits on the phone, connecting him with the phone in Cacifica’s chambers.

“Yes?” A voice from the other end said in a monotone voice.

“Please tell her highness that the representative from Dumpsterdam would like to meet immediately.” Richard was not sure what type of response he would receive, but readied himself for the worse.

After several minutes of nothing but silence, the phone was picked back up, and instead of the man’s voice, the soft, pleasant voice of Cacifica greeted Richard.

“Tell Princess Tanya that if she desires to meet immediately then we shall do so. I trust you know where to take her to Richard?”

As if he were face to face with Cacifica Richard nodded his head several times before replying. “Yes your greatness, I know.”

Richard quickly placed the phone back onto the receiver and turned to the Princess.

“Princess Tanya, Cacifica has agreed to meet with you immediately, so if you will just follow me to the car waiting outside you will be here within the hour.”

"But ofcourse. Boys, playtime is over so lets go." She smiled, there was a reason she picked these three to escort her, they always made her laugh.
Weapons where holstered, secured onto storage points and the group made there way down the stairs to the front, smiling as they enjoyed the scenery.

As they went through the outer doors, Marcus hurried infront of Tanya, opening the door of the car for her and closing it again behind her. The three men piled into the car, which was roomy enough to house an MG22 in the passenger area.

IC:
Carefully hidden in the clutter of an unfinished building a man watched through the sights of his 30.06 as the diplomatic envoy from Dumpsterdam walked out of the building and into the awaiting car. This was to be the beginning of the revolution to take back from a few that of which was taken from a vast majority. The man had no rifle, but was close enough to see the outline of the driver’s head in the front. He carefully took aim and took a deep breath, squeezing the trigger as he exhaled.

The loud crack of the rifle gave away the sniper’s position to Princess Tanya’s three bodyguards, who, on instinct, threw themselves over the Princess. The bullet ripped through the glass of the driver’s window, before slamming into the driver’s neck, sending blood spraying onto Richard, the unlucky man in the passenger seat.

Two guards at the door of the building in which the Princess was staying spotted the sniper from the ground. They opened fire in the area of the sniper, sending bullets ricocheting off concrete blocks and steel beams. Two bullets found their mark though, one hitting the sniper in the hand, the other imbedding itself into his forehead, killing him instantly. Two more guards ran across the street to the building in which the sniper had fired and, once reaching the floor the shot had been fired from, found the man shaking slightly, but very much dead.

Meanwhile Tanya’s personal guards quickly moved her back into the relative safety of the building. Richard however, was in a state of shock. The twenty-three year old man was still strapped in his seatbelt, his clothing soaked by the blood of the now dead driver. His heart was racing, and he could feel his veins pulsing with every beat. Suddenly he felt a sharp pain race through the left half of his body. He clutched his chest with both hands, “Have I been shot as well?” He thought to himself, the pain so unbearable that Richard thought he was being ripped in half.

In the palace, some ten blocks away, a very petite woman of thirty quietly knocked on the large doors that opened into Cacifica’s conference room.

“Yes what is it,” came the response. The doors opened just enough to allow the woman to fit through. The woman quickly walked to Cacifica and handed her a message on a piece of paper. Cacifica glanced at the paper, and her eyes widened. The woman stood back and stared, watching what looked like flames rise in the eyes of Cacifica. Suddenly the room became extremely cold, almost unbearable. As the woman breathed, she watched as her breath turned into a cloud of vapor. Cold chills ran down her spine and nervously began walking backwards toward the door, afraid that she might feel the full force of this centuries old ruler. Then, almost as suddenly as it had left, the warmth of the summer day returned to the room. Staring at her desk, Cacifica picked up her phone and pushed several numbers. She muttered into the receiver for several minutes before putting the phone down and turning her chair towards the window and watched as the once clear sky began filling with large ominous storm clouds.

Marcus was the first to move his body of Tanya, he blushed for the way he had jumped on his charge and grabbed her - dead centre on her breasts - when the shot rang out. “I’m sorry milady I should have looked more closely before I…”
Tanya put a finger on his lips. “Hush Marcus, I didn’t mind and considering the occasion.” She winked at him and stepped out of the car, stroking a few hands through her hair before noticing Richard and she immediately leaned through the window to check on him. “Are you alright Richard?” She asked as Aras grabbed her by the arm and dragged her into a nearby building not caring for the struken guide.

Meanwhile Mumak was busy shouting into his headset as he pointed his MG22 at the windows above. “And I told you goddamnit that we need gunship support NOW!”
The other part of the line crackled. “I’m sorry sir, but if I launch now I’ll probably get shot at and I don’t want to slaughter the Nascentian airforce and AA defences for shooting at me…”

Hearing of the incident inside the city, several of the men who had been forced to build the city, the most prominent being a lieutenant colonel from the old military, met in secret to discuss how to react to the situation.

“Glorious day!” Colonel Palmer yelled, immediately gaining the other five men’s attention. “One of our brethren has begun our glorious revolution, the revolution that will finally rid us of that heinous bitch Cacifica and give power back to those who had it stolen from them.”

All but one man began nodding their heads in quiet approval, not wanting to be discovered. The only man who was not nodding was just sitting on a small piece of wood, his hands folded across his chest, looking down at the floor of the small woodshed in which they were holding their meeting.

“Travis, why are you looking so unhappy about this, why are you not celebrating this window of opportunity like the others?” Colonel Palmer asked the man after noticing he did not seem to approve.

“The reason I am not celebrating Colonel, is because your planning is flawed. Do you really believe that Cacifica will be caught off guard if we launch our attack? If you do then you are an even bigger fool than I thought.” Travis stood, towering over the others. At six foot seven, his large frame and broad shoulders would have intimidated even the most hardened man. Before being forced to work on building the city with the other non-natives, Travis had been a sergeant in the marines, where his poise and steadfastness in the heat of battle had won him not only the respect of the men he had commanded, but of the entire division.

Colonel Palmer chuckled nervously, and then clearing his throat asked, “Well Travis, what would you do if you were in charge?” The other men in the room chuckled at this, but Travis had his eyes locked onto the Colonel.

“What you are forgetting Colonel, is that we do not have the technological advantage any more. Nor do we have the element of surprise now that some bumbling idiot went and shot at some foreign dignitary. So I suggest that we wait a year to make our attack. That way we will regain the element of surprise, instead of being slaughtered before we even reach the city. That, Colonel, is what I would do.”

"But why wait. By the way the guards in this complex have been scurrying around, they entire military seems to be in a state of confusion. We need to strike now while they are at their weakest, so that even if we are all killed, we will give the rally cry to all those who come after us to depose of the cancer that has infected this land.”

Travis took a large step forward and yelled, “But you will all be killed. Why send yourselves and the people inside the camp to be slaughtered before our message has a chance to leave the walls of the camp?”

“Because this is how it shall be done Travis,” the Colonel replied his voice more serious now.
“Very well,” Travis replied, “but do not expect me to throw my life away with you” Travis quickly turned and walked for the opening in the back of the shed. Moving several boards to the side and looking around to make sure no one was around, he squeezed through and began walking towards the camp commander’s building, ready to sacrifice the lives of the five men inside the wood shed, but not the lives of the others, not tonight at least.

Early the next morning the entire camp was woken and sent to a large clearing near the middle of the camp where five men stood. They were the five men from the wood shed. Travis stood in the front of the large crowd, wanting to see the fools who would have sacrificed hundreds of lives for nothing die for their stupidity. The Colonel, being the alleged leader of the group, was standing on a small wooden platform so that he stood higher than the other four. In front of the condemned stood five guards and the camp’s commanding officer. The officer stood behind the guards, and yelled to the crowd,

“These men are here today because they thought they could get away with plotting against the state. Let this be a warning to all of you.”

With that, the commander raised his arm in the air for several seconds. Each guard had his weapon trained on one of the condemned, and as the commander dropped his hand to his side and yelled fire, each of the guards opened fire on the men. Only stopping once they had exhausted an entire clip into the now lifeless bodies of the five men. The commander walked up to each man, and shot each in the head, making sure that they were indeed dead.

Back inside the city, Cacifica was sitting behind her desk, watching as Tanya and her entourage entered her office for their long awaited meeting.

“Cacifica, what a pleasure to finally meet you.” Tanya said, it would have sounded cheesy from anyone else, but not from her, no there was really nothing she could do that would displease Cacifica.

“I am sorry for being so late, we had a minor hold-up in the street…” She smiled, wiping some blood of her tight fitting bodyarmour, not hers, mind you, her bodyguards had made sure of that.
“I understand that you have several important issues to bring to my attention?”

As Tanya sat with her guards close by, Cacifica sat. Cacifica was stunned when Tanya did not go through the formalities that she had expected a diplomat from another nation to go through.

“Princess Tanya,” Cacifica began, “I do apologize about what happened yesterday, but I do hope that we may put that behind us.”

Cacifica paused briefly to gather her thoughts before continuing.

“As you may remember, I stated in the letter sent to your country that I wish to establish diplomatic ties with other nations of the world. What type of ties remains up to you and those who you answer to, if you do indeed answer to someone.
Personally, I feel that a simple embassy swap and trade agreement would be the best, and while I have not been informed of what goods your nation exports, I can assure you that the farms and orchards of Nascent produce some of the highest quality fruits, tobaccos, and sugar. However those are just the tip of the iceberg as our agricultural industry is our largest behind the tourism industry.”

"Now as for an embassy exchange, that can be arranged very quickly but for trade aye, that is a bit of a problem." Tanya put a chart on the table, rolling it out for Cacifica.

Her soul was filled of fire and thirsted to leave her office and hunt for anyone who might oppose her. But she was stuck inside the dry, air conditioned building for the time being, and she would make the most of it.
