How to Survive a Nuclear Fallout, Economically, Politically.

~Nation guidelines to Nuclear Strikes, and recommended procedures to survival of the nation, and its peoples. ~


The First step, is determining the casualty rate. This is strongly dependant on the area where the device detonated, and the yield of said weapon. The following terrain casualty list is determined with a medium bomb/missile. The death toll also does not include after effects such as radiation, as every nation has a different medical reaction time, and scientific knowledge.

1.A – Special Terrains

Mountainous regions will have far less damage than flat plains. However, the shock of said weapon may cause the terrain to shake violently, causing sand to have a liquefaction effect, causing buildings or structures to sink into it. Rocks, and even bedrock may crack or crumble, and the shockwave, if in close proximity, may cause an Earth quake, or Volcanic Eruption. Casualties are medium.

Coastal Areas may experience severe tidal waves, causing massive casualties, as an alarm would not have had time to go out, anyone on the beach at the time will be swept away. The sand may have a liquefaction effect from the shaking, causing buildings and structures to sink into it. Damage from the blast would be extensive, as there is no obstruction to it, the coastal area being flat and usually heavily populated. Casualties are Extreme.

Arctic Tundra’s are normally sparsely to totally uninhabited, however, a nuclear blast would cause severe damage here, especially if the ice was very thick. The Extreme heat would vaporize much of the ice. Casualties are minimal, if any. Should any structures exist in the area, they would fall through the deep cracks in the ice, if they have not been destroyed first.


1.B – Optimal Targets

An optimal target is a major city, or a location with a large government headquarters, or research facility is. If any of these exist, measures should be taken, so that medical teams and relief teams can respond faster. Special Emergency roads, airports, or special rails could be devised for this.

Tall buildings should be required to withstand extreme stress. Not unreasonably so, no building that tall can withstand a blast at epicenter, however, the building could survive on the outskirts of the shockwave. Tall buildings, if fallen, provide excellent roadblocks, and stop all relief. They also take many lives in their falls.

Fault Lines are optimal targets. A small blast may set off an even bigger and deadlier earthquake.

Large waste disposal plants are a risk as well. Sewage systems will fail, becoming clogged. Disease is a major risk at this point. Healthcare will not be able to reach 100% of the people who get sicknesses from contaminated water, and contact with waste.

Nuclear Power Plants are also prime targets; they may be targeted in hopes of an even bigger blast, and accumulated fallout.

Major transportation areas are one of the lesser optimal targets. The destruction of this can cause years of reconstruction, and the clogging of the transportation system. These include Roads, Railways, Canals, Seaports, Metro Junctions, Highways, and Airports.

Water Sources are a dangerous target. Mass dehydration and hysteria can be caused by lack of fresh, drinkable water. It is essential for life, and the loss of one can be crippling for an area with a high concentration of people.

Internet is a must. Many telephone lines will be downed, so satellite access to a World Wide Web is a must. Special websites must be devised, to facilitate communication to the various government branches.

2.A Military Procedures

In the event of a nuclear strike, the leader of the country will have precious little time to act. He should board an armored air transport. A 747 or some other will work if the country is Modern Tech. If future tech, he will board some other mode of transportation.

He will immediately arm all nuclear devices, and ascertain where the attack came from, and who perpetrated the attack. If it was a state sponsored event, the president will use his discretion, however, the recommended course of action, is not to retaliate, unless another attack is imminent. Further loss of life, will not bring victory, but will assure another attack.

Many nations will not use two nukes if they feel the enemy can be brought down with one. It is not wise to risk trade sanctions from neighbors for bringing unnecessary suffering to a people; it is in the best mind of a sane government, that the enemy is the government, not the peoples.

All reserve military officers should be recalled to active duty. Recent Retirees, that are still combat ready, should also be recalled. The Air Force and Navy should be the first in line, followed by the Special Ops and Army for this change. Do not overflow the ranks with soldiers just yet.

Production of war goods should start immediately.

Retaliatory conventional air strikes should be launched to opposing government and military targets only, especially nuclear capabilities. Nuclear devices should be on stand by, in case of second launch.

All government structures should be able to resist an Electro Magnetic Pulse burst, given off by the blast. An EMP would knock out all electrical devices, and wreak havoc on any data storage. Lead lining is useful in this endeavor.

2.B Economic and Social Procedures

When nuclear strike occurs, the president will be authorized to freeze all wages, rents, and most of the transactions. This will keep people from withdrawing too much money from banks, taking out hefty loans, and selling all their stock. This procedure will keep the economy from failing, and inflation from occurring. Major products not frozen from manufacture will be war goods, and foods.

All foreign trade should be immediately frozen. All foreign ships not carrying relief goods should be turned back.

Domestic trade should be carefully controlled, to control Black Market runoff.

Proceed to reconstruct the manufacturing division immediately, make sure that market is stable, before unfreezing major transactions. All taxes should be forgiven. This means, that if an attack happened on the first of the month, and some had not paid yet, the ones who had not, will net be required to pay. Instead, a 30% sales tax rate should be instated, to pay for taxes, and war time expenses.

Mass Panic is expected, the public should be alerted to the situation only after the main procedures have taken place. This by means of Television, Radio, and Internet.



3.A Other Procedures

Massive morgues should be set up. Proper identification may not be feasible, and proper burial, following religious guidelines may not be feasible either. Graves will most likely have to be dug by Bulldozer.

Water supplies, especially in desert regions, should be carefully regulated, as unforeseen problems could arise at any time.

Lodide pills are not a ‘magic bullet’ they will not fully shield a person from the effects of radiation, however, they will act as a buffer. The Thyroid gland will be filled with non radioactive Iodine, effectively keeping 99% of the radioactive iodine from entering your thyroid gland, which is extremely susceptible to radioactive poisoning. Every nation should keep a well maintained stockpile of these pills, and issue them to every person. The death of many could be saved by just a pack of pills each. Proper instruction on the use of Lodide pills should be issued as well, for they can be extremely harmful if not taken according to instruction.



Certain forms of iodine help your thyroid gland work right. Most people get the iodine they need from foods like iodized salt or fish. The thyroid can "store" or hold only a certain amount of iodine. In a radiation emergency, radioactive iodine may be released in the air. This material may be breathed or swallowed. It may enter the thyroid gland and damage it. The damage would probably not show itself for years. Children are most likely to have thyroid damage. If you take potassium iodide, it will fill up your thyroid gland. This reduces the chance that harmful radioactive iodine will enter the thyroid gland.

OOC: Well done. This should be stickified, just because people use nukes too frequently.

This is partly why my civilisation exists a mile under a mountainous island, it stops the nuking in RPs especially when it fits with IC RP.

Anything that educates people about how to use nuclear weapons effectively is okay. Not that my country has them, mind you. :)

by Ground Zero Inc.

Though a bit dated, this is the *best* post-nuclear confontation book ever written. It's an 80s paperback, and is available from Amazon for cheap and may be in some dusty corner of your public library.

There's a program you can download for free called Nukefix which has a lot of information on nuclear weapons, dangers, and the nuclear threat in general which might be of interest. I think I found it at Download.Com, but I couldn't tell you for sure.

Very well done there. However, for targets, it should be noted that the significance of attacking economic, transportation, and healthcare facilities must not be ignored, considering that crippling the nation's infrastructure and healthcare systems is still a major way to leave it crippled without much abilities to recover. If I were the commander, although communication, water sources, power distribution facilities, and large cities would still be major targets, I would also definately take a moment and target things such as railway junctions, highway junctions, major supply and storage depots, major healthcare facilities, sanitation facilities, seaports, airports, and industrial areas of major cities as well.

The result? A quick collapse of the nation's industrial and economic capabilities, even if you decide not to target the major military, leadership, and population centers.

You might want to check out an OLD game called Bravo Romeo Delta (BiRD). It's very primitive (and technical), but it's about the only WW3 simulation that isn't crap.
