Justinian stepped onto the balcony, overlooking his people.

The wind picked up and made his crimson cape flutter, a striking contrast to the blues and blacks of his tight uniform.

He stepped up to the microphone raised his muscular arms to ask for silence.

“Today, I will announce the greatest reform in Farmina, since the Elected Councils passed the Grand Declaration. Farmina has come along way in the past hundred years and thus theocratic rule will be no more. The Church shall maintain its monopoly on religion, but it will not choose leaders.”

He paused, allowing the audience time to absorb what he had said.

“The direct implication of this is that there can no longer be a High Priest. I accept that the position was an archaic one and shall be abolished. However we shall not return to the corrupt, inefficient and tyrannical days when democracy reigned and the Elected Councils set an agenda based on public whim, lobby groups and bribery.”

He drew a deep breath.

“I hereby declare that Farmina shall no longer be a theocratic republic, but a holy empire in the eyes of God. I shall rule Farmina as God wishes me to rule, from my new office as Holy Emperor. I rule with his inspiration, by his authority and in his name. God’s favour is drawn from superior genealogy, as I have been determined to have, by the best scientists in Farmina. I was High Priest because I was closer to God than any other man, and thus I too shall be Holy Emperor.”

“What of the Church? I shall grant it autonomy from the state. Since there will no longer be a High Priest to head the Grey Catholic Church, I shall appoint a Pope, as chosen by God through me. The appointment of a Pope shall be bound to the Emperor’s office, as God is bound is bound to the Church and Earth through that office.”

“What of the Elected Councils? They shall enjoy their current rights, and I shall expand the council’s powers, so much so that Chancellor’s will essentially act as they did before the Grand Declaration. Furthermore, I shall appoint Chancellors from within the Councils rather than letting corrupt party deals appoint them.”

“Of the colonies and protectorates, whatever autonomy they have now they shall keep, they shall gain no more or less.”

“Furthermore, I call to all good Christian nations to submit to my divinely inspired rule. Autonomy of sorts will be granted, but on matters of God, only he can decide. Joining with Farmina offers Christian nations protection, but also a chance to join the great moral crusade to be one with God.”

"We are no allies of the Generic bloc; the closest to relations we have had with them is the recieving of a large amount of research funds. As to exploitation, protectorates have always been treated as equals in Farmina. We prop up their armies and economies, in exchange for some resources, until the nations are strong enough themselves. Then we allow the protectorates to aid us in our holy quests, if and only if they so wish.

Here is the offer. When we come and obtain him. We will have him sit out the fine in our dention/jail/prison centers. He will sit it out at a rate of 1000 dollars a day. he will be in jail for 100 days or he can sit and pay. Which would mean he would pay us to let him out. Either way he will be in custody for atleast 14 days. This is plenty considering he has been through alot. If he doesn't pay us though he will be sitting longer.
