From: Phoenix High Command
To: All Unit Commanders, Level 5 and above

Effective immediately the Phoenix Milita Armed Forces is to recruit no fewer than 5,000 and no more than 10,500 motivated foreigners to form a new Infantry unit based on the concept of the old French Foreign Legion; The International Augment to The Phoenix Milita which will be referred to as the IA-TPM or simply IA.
Officers and Senior NCO's will be drawn via lottery from the Active Militia, the Active Army, the Active Marine Corps and the Reserve Army.
The IA will be placed under the administration of the Army and fall below the Militias in the command structure.
Failure to meet the 5,000 man quota will result in the activation of additional reserve units an the recall of several hundred retirees, as well as the re-conscription of thousands of veterans who have already fulfilled their 8 year obligation to the State.
Inform all servicemen ranked at least E-6 or O-4 and higher and willing to transfer to the IA that voluntary sign ups for the IA are rewarded with a $500/month pay raise.
Guidelines for foreign applicants shall be included in the updated manual, FORM 12-287R, which will be shipping as you receive this memo.
A few days later... radio, television, internet and printed advertisements bombard the international community.....

Qualifications/Requirements:
Recruiting all individuals who have the desire to pursue adventure and want to be trained by some of the best military units in the world
Males 16 to 45 years of age.
Females 18 to 35 years of age.
Minimum 3 year commitment
Criminal record free of homicide, rape and other capital offenses. (OOC: Background checks will be quick and wont dig very deep )
Benefits:
As a member of the IA you will be entitled to Free Food, Shelter, Health care, Uniforms, Fitness and Weapons Training.
You will also have the opportunity to purchase discounted consumer goods, receive a 60% increase in your chance to earn citizenship in the Phoenix Milita, you will enjoy your reduced taxes, and have the piece of mind that comes with serving and protecting one of the greatest nations on Earth.

OOC: Just post (how many and what kind of ppl: age, 1 line descrip/background ) here if you have any ex- bank robbers disgruntled military personnel or misguided youth who want to sign their lives away to the Phoenix Milita!!!! Please do not submit anyone unless you would be willing to RP an operation involving them in a few RL days. I would prefer you submit groups rather then one person at a time but my plans allow for the 5,000 man quota to not be reached by the time I need to use the IA;)
