Putin smirked confidently, as he gazed out of the Kremlin window. Russian workers rushed around in the splotching rain, so eager to work that they ignored the offer of a break from the rain. Their eagerness probably stemmed from the sheer joy of having a job, and the fear of losing it. A large conference hall was erected, as Russian and Quinntonian troops looked on. Putin, feeling rather energized, decided to leap out of the window, which resided a few feet above the courtyard of the Kremlin. His black trench coat fluttered in the wind as he landed on the ground. He strode in, ready to negotiate his ambitious agenda with all nations of Asia.

*Asia Conference*
After delays stemming from instability in the region, the Asia conference is back on. The goal is to discuss various issues concerning the Asian continent, especially those regarding Russia's role in the larger Asian sphere.

SPECIFIC ISSUES
1. Sino-Xiaguo Tensions
This issue is of particular worry to us, as an escalation in the China's could lead to disaster. We would like to provide a neutral forum here for negotiations.
2. The Collapse Of Marimaia
With the recent collapse of the Marimaian regime, several independent, and unstable states have formed. The question of foreign influence and regional stability must be addressed.
3. Military Assistance
Russia has graciously been given military assistance by BG, but certain circumstances force us to lessen the extent of this cooperation, and so we seek to make the military assistance to our nation a more multinational effort, as to avoid the appearance of forming biases towards certain nations. Our nation's top priority is to rebuild our military, and we feel it would benefit Asia as a whole, since we could provide a buffer to the monarchist bloc.
4. Russian-Igovian Space Program
This is more of an issue specifically between Beth Gellert and Russia, in which we would like to hand over the full reigns of the space program to the nation of Beth Gellert, which we feel would be better for the program and our interests as a whole.
5. Economic Investment/Immigration
Russia as of now stands poised, with its economic reforms, its cutback on corruption, the revival of its arms industry, to capitalize on its vast resources and to witness an economic renewal. However, what stands in our path is a lack of capital and labor. Therefore, we would like to encourage both governments and private corporations to reconsider investing in the Russian market, especially the arms, soda, film, and oil industries. We remain confident that highly favorable conditions (wink, wink, nudge, nudge) can be provided to anyone willing to establish operations here. We also plan to announce new weapons, sodas, and movies very soon.

Ladies and gentlemen of the world. The President of the Parliament, Yeh Zhao Feng has expressed the reasoning of why the growing tensions in China are growing. We have recieved a speech in which he made in the Beijing University to the students there.

"Good, morning students, and the people of China and the world. The growing aggression of Sino has prompted the immediate action of the Xiannese to counter by moving troops toward the border, and to increase millitary spending, and the budget. Mr. Liu believes that fighting is the only way to secure ones territory and rights, sharpening his dagger, while we rebuild our education system, and the quality of life, we are also excercising out legs and body to be health and strong in order to jump away from the dagger slash.

There are two powerful weapons, a physical weapon, and a psyhological weapon. While Sino is based on a physical priciple, we are based on a psychological one, which is the backbone of both differences." explained Yeh at the Beijing University. The words appeared in most major newspapers of Northern China, and was delivered at the International Conference in Russia in an attempt to explain the growing tension in China.

We have no choice but to do so, we have explained to our southern neighbors that we are not selling off Chinese territory, nor giving Independence to Xinjiang. Sino has used threats and such to scare the Xiannese into leaving Xinjiang.

Quite suddenly, Yamani diplomats begin ranting and raving of 'Russian aggression' and 'unlawful entry into Yamani airspace'. Russian diplomatic counterparts in Moscow are informed of an aircraft, not cleared or processed, entering Yamani airspace mere minutes ago - declaring to be part of the Russian Red Cross. The Yamani Red Cross reports that no request for a flight path was asked for, and no permission was given to the RRC. Mioka Ro pleads for Russia to remove the aircraft, especially with the tense situation around the twin Peninsula's of Korea and Lyong.

(Check out Dragon kills the Knight...I'm not really sure if you gave Elkazor permission to do all this within your territory, but its happening now.)

"That cold's coming along nicely, since it's Gen. Hong who's going to do most of the talking."

That plane is NOT a Russian craft, and does not belong to any registered Russian organization. As long as it remains in Yamani airspace, you have full authority to eliminate it.

The Russian invitation to the joint-millitary excercise was accepted. However, the Sinoese have stated such an action is not accpetable by any means. The CONC has requested Russia to be clear on the situation.

Secondly, the recent reappearance of Chiisu, the former ruler of Marimai, in Peru leaves much to worry about. While little is known about Chiisu's plans for the region, the crime group "Pacific Lotus" is tightening its grip on South America, and it may be connected to him...

Secondly. we would like to introduce a new international war training program. The basic premise is that the Russian army gets to spend time training with various nations' militaries, seperately, and in exchange, these nations are allowed to partake in a gigantic wargame in Siberia.

Yes, capitalizing on the reemergence of Rasputin as a "hip" cultural figure amongst Russian teens (who generally have little idea of who he was), Rasputin Inc. has released a zesty, sharply flavored beverage known as Rasputin cola which has become a run away hit in Russia. It is already being marketed overseas with the slogan,"It's not just crazy good. It's bat-shit insane lunatic bearded revolutionary nutcase good!"

Also, how much caffeine is in that Rasputin Cola?

The Beddgelen part in this conference would eventually be played by a comrade Consul Ednit Owen-Balani, a relatively small Geletian with a hint of Dravidian about him. He turned up -after several short-haul flights had seen him skip up through Asia- dressed in comfortably tailored leather shoes; loose bracae chequered light and reddish brown; and a simple khaki tunic, which hung to just above his knees and was fastened shut by a hand-crafted silver broach slightly off-set to the right. In fact the broach appeared to be upside down, the little man inside its circular rim appearing to stand on his head, and the Consul's hair was what one might describe as, "a state" as the obviously frazzled individual hurried into the conference with a laptop computer under one arm while his free hand fished in a pouch off his waist, searching for some tooth-kind and (more importantly) breath-freshening gum that he knew was in there somewhere.

The Igovian Consul let out a little, "Ah" sound as the Rasputin Cola was announced, rattling away on a laptop at the same time. "I have what you might call a large stack of high capacity solid-state storage units full of requests and other items handed to me by Soviet representatives and Civil Servants working with various Local and Regional Senates. It seems that four Phalansteries and one of the Parmis [Lakshadweep] Villages of Co-operation want to get their hands on some of this Rasputin beverage, I'm not sure if they want to try it or whether they've just made the request on behalf of enthusiasts and collectors, but they're willing to exchange something for what amounts to probably a minimum bulk shipment."

The Commonwealth couldn't welcome franchises into Beth Gellert, but neither could it afford to import large sustained supplies of every consumer commodity that was offered by the outside world. This isn't a problem, however, as nobody cares (except for foreign companies wishing to make a market of Beth Gellert's three hundred million persons), having all their needs provided for by domestic industry. It is only when a product catches somebody's eye and is deemed somehow specific to the foreign nation of its origin that an issue arises- as Rasputin is a Russian historical figure, a consumer product from Russia capitalising on his memory is considered justifiably Russian, and in some respect more desirable than a Beddgelen product linked to Rasputin or -to a minority of enthusiasts- to a generic Igovian cola drink.

Acquiring a quantity then becomes a disproportionate hassle, and though it is one that Igovians are quite happy to take-on, it is not always quickly seen as profitable at the source. The Consul would explain, then, that the communities seeking small quantities of the beverage were willing either to exchange local products directly for the cola, or to sell such products to a third party -probably in Russia but not necessarily so- to raise some roubles for the sake of the [probably] one-off acquisition.

Two of the communities are primarily concerned with the harvesting of tobacco and bananas and the processing of tobacco goods, the village in the Parmis Archipelago does a roaring trade in cocounts and novelty coconut items from musical instruments made of cocounts to six-foot figurines re-enacting famous historical events and fashioned entirely of coconuts and coconut trees, while the other mainland Phalansteries involved are known for production of textiles in one case, and the organising of Indian safari tourism in the other.

In short, the interested parties are prepared to trade a small quantity of their output for a shipment of Rasputin Cola or with another party for Russian currency with which to acquire said cola. Wanna come look at an eleventh century temple over-run with white tigers? It'll cost you a crate of cola!

And you'll have to put up with people singing, "most people looked at him with terror and with fear, but to Moscow chicks he was such a lovely dear..."

Ednit was fiddling all the while with his laptop, trying to call-up the files apropriate to other matters of concern to both the Commonwealth and the conference. He could fill time until then by asserting the Igovian position on eastern and wider Europe and on Russia, which borrowed from the Commonwealth's global doctrine. This stated that while community of goods and direct democracy were the most advanced forms of living yet in evidence anywhere on earth, and certainly the aim of all peoples (whether or not they yet understood and accepted it), the most influential status quo was of only slightly diluted capitalist economics and of representative democracy. With regards to Europe and the Third Empire (or whatever the French were up to, now, nobody really cared), the doctrine meant that the Commonwealth loosely supported the defence of such (diluted capitalism and representative democracy) as the current stage of global development against the actively regressive forces of the absolute monarchies.

Liu was aboard the plane to Moscow. He didn't look healthy to his bodyguards at least. Throughout the trip, Liu smoked constantly and coughed as he spoke through the grey tobacco-flavored fog that surrounded him. His bodyguards couldn't care less. They did what they were paid to do.

As soon as the disguised 747 veered off China to avoid Xiaguo and the loose collection of nations in the Far East, Liu dosed off. His bodyguards keeping a close watch.

As Liu arrived, he would be greeted in a style that would serve many purposes: a military parade. As large tanks and rocket launchers rolled through the streets, and soldiers marched in formation, all using newly developed Russian technology, which will be revealed with full specifications soon. Their purpose was multifold: first, to show off Russian military capabilities. Second, it was a fitting greeting to someone as militaristic as Liu. Third, it would show the newest fruits of Russian technology, which was a hybrid of Quinntonian high end technology, Bedgellen efficiency, and Russian practicality. President Putin himself greeted Liu with a curt handshake, smiling slyly, in his usual fashion.

As the two powerful men stood there, together representing two thirds of the Asian landmass, Putin used a technique he had developed through his bizarre career.

He "looked into Liu's soul", peering through him with eyes like diamond tipped daggers. Inside it, he saw a man like him, filled to the brim with a warrior's rage and strength, but lacking in the stoic control Putin possessed. Vladimir felt they would get along fairly well, for as two soldiers (one former) they were bound to. However, underneath the drunken pleasantries of comradeship, a tension pulsed through their arms.

They were, after all the diplomatic pleasantries, enemies. Not military or official or personal enemies. No. Something far deeper ran between them; it was an ideological dagger that boiled down to one word: democracy. Putin would surrender his life for the freedom of his people, while Liu would surrender the lives of his people to take it away.

Still, this was a difference Vlad seemed to have with almost every leader on this goddamned earth; he may as well grin and bear it.

As a witness of the Millitary stance of the Russians. Lin snapped suddenly, Russia had recognised the two Chinas, but would lean toward Sino, to grab a peach.

The North and the South are preparing for war. Small battles broke out within Sino itself. Once done, both sides will drive the surrounding countries economy with them, especially oil and raw products which will be need for the sake of each side.

Please read the Generals Dream thread. Xiaguo is democratic. Xiaguo is viewed communist by Sino because Xiaguo has allowed Communist groups to thrive in Xiaguo including others such as more ultra-nationalists, Republicans, Socialists, capitalists, monarchists. Freedom of religion and freedom of speech were really enforced in this new day of China. Sino has only seen this Freedom, as a threat to its oppresion.

The delegation from Spyr is led by Oyodo Kaga, minister for Meyon province (Spyr's northernmost province, bordering Russia and North Yaman). Likely the Spyrans arrive with little fanfare... their delegate is neither a head of state nor particularly attached to opulence and fanfare. After arrival, Spyran positions are made known.

China has always been a great concern for Asia, and its internal tensions could prove devstating to the world as a whole. The Spyran position is supportive of Xiaguo, expressing great respect for their efforts in the fields of education and social welfare. This is contrasted with condemnation of Sinoese 'sadistic imperialism and ultranationalistic aggression', and dire predictions that, should war break out within China, the Sinoese military junta will repeat on a massive scale the tactics of brutality against civilians and mass executions employed in the re-occupation of Maropian Coast.

2. The Collapse Of Marimaia
It is the Spyran view that Marimaia is not a pie to be divided... it is a collection of states which have emerged after a rather peaceful deposing of the corrupt NeoSuunist regime. The area is suffering economic difficulty, but still possesses the infrastructure and military capability of its now-dead parent state. The key to preventing instability is to continue and increase economic conections with the states, while maintaining foreign relations base upon the Five Principles of Peaceful Co-Existance.

As for Suun... undoubtedly, given his government's connections to organized crime and the lavish lifestyle he favoured, he is now seeking to build power and wealth in a new sphere. But it is hard to imagine what can be done... if a battle against the mafioso is to be fought, Russia itself would seem the most pressing theatre, given the size and historically entrenched nature of its Mafia.

3. Military Assistance
Spyr lacks the capacity to assist in Russian military modernization... the expansion of Tordian defensive forces is top priority, and any surplus is marked to join Hindustani efforts to assist the new republic in Al-Ahzad. Select units would, however, be willing to participate in joint training and multinational siberian wargames.

4. Russian-Igovian Space Program
Not much is said on the matter... Spyr's manned space program was cancelled years ago to divert resources into health care and education programs, and Spyr's current satellite launch plans (available publically to those who bother to look) indicate, rather unusually, intent to cooperate with the CPRD for putting units into orbit.

5. Economic Investment/Immigration
Spyran investment money is concentrated in other areas at present, but interest is expressed in the expansion of rail connections between Russia and Lyong for trade purposes, and perhaps establishment of a fuel pipeline from Russia to Spyr.

6. Tord/Hamhung/Japan Sea
Spyr pushes for recognition of the new Tordian government, and of the status of the Japan Sea/East Sea as a semi-enclosed maritime body.

The Current Xiannese government has began its space program once again, this time, aiming for the moon. The continued efforts to emerge as the new unified China is to finance such Scientific Expeditions and studies. The North Chinese Aerial Space Agency (CASA) is has sucessfully sent several satelites in space.

The Xiannese government has stated, it rather let's the, now, seperated states use the democratic process of self determination.

OOC: The 'Maropians' killed were those who were Bonstocknian (Caucasian) or Chinese by blood but fail to admit that they are Chinese. And how exactly is a civil war an act of aggression? When the real life Mainland fights the Taiwan separatists, is that an act of aggression? One country two systems, this is really none of the world's business.

The Beddgelens were only moderately worried about China. Concerned on behalf of the Korean and Lyong peninsulas more than on their own account. As yet, little was known in the Commonwealth about the state of affairs in China, especially since there were almost no Beddgelens alive in Sino, and only usually a small diplomatic concern in Xiaguo. However, it would not be a stretch to imagine that if the war became intense and impossible to ignore, the Commonwealth would be forced to take some yet undecided action on the north's behalf, and already the part-time Soviet Militia was stepping-up its activity rate as usually was the case before the deployment of regular forces as would leave Beth Gellert under primarily Militia protection.

Consul Ednit Owen-Balani didn't say anything about it, but with regards to the former Marimaia, the Igovian Soviet Commonwealth had long since re-directed its forces in Singapore since the Sinoese assault on to Vietnam and Laos (the latter of which was part of Marimaia, while the former was becoming heavily influenced by it and had recently replaced the old leadership with a pro-Neo-Sunnist element). There they were working with the local populations and governments to make sure that disputes did not erupt into violence within the former prosperity sphere and that regressive elements were delt with in a civilised fashion.

Neither did he make an issue of increasing public discontent over Igovian aid to the Russians in rebuilding their military. It was still over-all seen as a necessary project to encourage Russian strength against the monarchists, force the Russian right to accept that the revolution wasn't out to get them, and to make the continuation of the People's Kosmonautical Co-operative seem viable.

On that count, Owen-Balani admitted that progress had been slow, and blamed regional instability for sucking-in resources that might otherwise have been directed into manned space launches. "The programme is ticking over, at least." He said. "We believe that one of the Burans is now in a fit state for operation, and one of the An-225s is certainly ready to under take its transport. There are tentative plans for a launch from Alaric (Galle) in southern Victoria-Salvador (Sri Lanka). The plan currently is to transport the shuttle from Kazakhstan to the Commonwealth before next month, though it appears that Chinese airspace will now have to be avoided. Mission details are unclear, but it will either be a simple manned orbit, or be utilised as well to deploy a Russian payload in orbit if such a thing is waiting (the Commonwealth has no new satellites likely to be ready this year). I, Prime Minister Lin De Wei of The Confederacy of China will now speak of a terrorist attack in Northern China. A current estimation of the body count towers at about 6,000. Many were from the Asia Wing, where Asian Based Airlines were located, and was used for the Sinoese landing because of its larger run ways and area. Da'Khiem was however not yet prepared to host Xiannese combat forces on its soil, for fear of Sinoese reprisal. That did not mean that the idea of using an enlarged Chinese conflict to serve Choson aims had been completely dismissed by the Director/Secretary...

For the past fifty years, the People's Republic of Spyr and the Kingdom of Tord have sat side-by-side on the Lyong peninsula. Over that time, while Spyr has prospered, Tord has suffered under counter-modernist feudalism... its population in recent times outstripped the capacity of feudal agriculture to safely sustain it. The Church and nobility had rebuffed many Spyran efforts at modernization (though some progress had been achieved), while at the same time the Strainist Party (Spyr's market socialist movement) had been recruiting members, educating Tordian peasants, and providing social services through military bases on the Tordian coast (established in agreement with Tord through the LJDC).

Recently, the feudal system had been shaken by the attack of a bandit warlord, Yunsung, whose forces had obtained a smattering of modern weaponry. Yunsung swept aside Tord's feudal armies and set the capital aflame, until Spyran and Tordian Strainist forces arrived and defeated him. The vast cost and lost crops from this conflict intensified food shortages, leading to increasing peasant unrest, and even rioting. The monarchy, nobles, Church, merchants, and Strainists united into a semi-modern National Assembly in an attempt to satisfy all parties. The Strainists, because they were the only modern-educated people available, and the King had recognized that they were favoured by the peasants, dominated the emerging new bureaucracy, and so the nobility engineered a coup which was to have killed the Tordian Strainist leaders, and Shiwen-daisu (overall chairman of the Party) as he arrived on a state visit. The nobles, however, had severely underestimated Strainist strength, and when the coup failed it resulted in an uprising against the whole feudal system by the Tordian peasantry and the rural clergy, with Spyran military support. The monarch abdicated and a People's Christian Republic was declared, while nobles and corrupt clergy were arrested en-masse.

[In terms of violence, it was relatively bloodless, though there were numerous fatal incidents where either desperate nobles or vengeful peasants acted quite brutally, which might have raised some international concerns, though such acts have subsided.

Strainist government is structured pseudo-democratically. Local government is a form of direct democracy through committees, which have a great deal of control locally, and who nominate and support provincial and national committee members. Each citizen, through a system of memorial essays, has access to every level of national bureaucracy. Strainist states are not multi-party, but within each Strainist Party there is a surprising amount of differing opinion.

Outside individual Strainist states, the Central Committee of the Strainist Party directs the Party through a system of democratic centralism. Shiwen-daisu, chairman of the Party, is the father of the ideology and not an elected official, though in recent years he has remained relatively silent and left decision making to the leaders of the national Party branches, who make up the rest of the CC. At regular intervals a Congress open to the whole of Party membership occurs, to pass criticism and set a general agenda and support for Party initiatives. Generally, political success is hinged on successfully debating ones position as both beneficial to the People and within the Strainist ideological umbrella.

The Xiannese millitary had yet to make a move on Sino, but had instead, built up their already fitted-in defences and had also had their planes take refuge in North Yamani air bases.

The Donfang, Beifang, and the Already approaching Nanfang fleets are planned for a full assault. The Southern fleet, already picking fights with the Sinoese is planned to refuel, repack, and re-arm in India.

To secure Xinjiang, the Xiannese government did not even bother to warn the Sinoese, who, with a high chance of not doing what the CROC, prevent Xiaguo from getting surrounded, the CROC troops began the bombardment of the Sinoese held factions within cities. With the help of local authorities, the Northern Chinese have managed to seek most of the Sinoese held bases.

The two "reporters" waited outside the conferene centre, pretending to prepare their cameras and other journalists equipment. Lao and Ming had hired an indigenous cameramen to "photograph". He was their sacrificial lamb, unaware that he would soon be one of the greatest villains in history.

Always aware of infiltrators amongst them, they had simply repeated the 'Tokyo times' cover prepared for them. No one would have any reason to suspect, as they had no criminal convictions between them. Even the Taiwanese police who had been tracking them for months before had no idea they were in Russia.

The plan was actually surprisingly simple. A good 250gm of Semtex plastic explosive had been purchased from underground sources in the week the two men had been in Moscow, and through a proxy. Having deliberately purchased the older variety (odourless), it was could bypass security since it was concealed inside the large and fully working camera. When Liu's motorcade arrives, Lao and Ming would casually walk away from the scene. Lao would activate a radio transmitter in his wristwatch, designed to detonate the device. The 250gm of explosive in the camera was surrounded by 200 ball bearings firing in a 75 degree arc, similar in operation to a Claymore and would almost guarantee a kill.

Now it was just a matter of waiting for the General.

A nation whose Red Cross seems to have been riddled with foreign agents, and where an entire naval battlegroup could go rogue with little warning, is a nation which is neither stable for economic growth, nor for a position of leadership on the international stage. One cannot ask for investment, nor seek to forge diplomatic initiatives, when one's government cannot pevent its own military from engaging in unauthorized acts of war.

It would be our humble proposition that Russia ought to take great efforts, in cooperaton with the other nations of the world, to curb the influence of organized crime, and to bring rogue elements securely under the umbrella of the new democratic leadership. Only if this is done can Russia assure it is respected by the world community, and expect more than a pittance of foreign and domestic funds will be invested into its economy."

The Xiannese economy was actually not that bad as reported by Lin, the increase in soldiers in the army had allow more people to seek jobs as replacements for the ones who have joined the army.

The expected economic plunge instead, became a tiny rocket, fueled by war. The ethics of war had nothing to do with this, and instead had drained the Xiannese millitary budget. Fortunately, the economy and the taxes made up for it.

By now, Lao and Ming had arrived at a seating zone designated for media personal that was far enough from the bomb to be safe, but still close enough to observe the success or failure of the operation. It was Ming's idea to use a Claymore device - if a person had gotten in the way, then Liu would have a chance of survival with a conventional device. It would cause an absolutely gruesome amount of collateral damage, but that would work in their favour later.

Ming observed through binoculars on a video camcorder as Liu's motorcade pulled up to the conference centre and throngs of reporters moved like a swarm of locusts towards the barrier. Yuri, the kid they had hired to be their cameramen, was among them, jostling until he reached the front of the crowd. Liu and Yuri had no realistation of their imminent mortality. Yuri of course, also helped cover their tracks. A born-again Christian with a Nazi past. Thank you Yuri, it wouldn't have been possible without you, Ming thought.

Lao pressed the dial button on his mobile phone. A blinding flash filled the area, followed by a noticeable shock wave. For five or six seconds, there was an eerie silence. A silence that ran as deep as the Pacific Ocean. A silence that was deafening.

Several agents which helped escort the 'Japanese Reporters out of Moscow, gave a stern message after the failed assasination.

OOC: Actually, we have had two full fledged civil wars in which the Mafia took part. One was with Putin's election, and the latter was instigated by French agents, which resulted in a four way brawl between Communists, Tsarists, Republicans, and Mafiosi. The Communists fled to BG under threat of Tsarist nuclear arms, and the Tsarist nation has been officially recognized. Xiaguo has announced the Sinoese have crossed the border. Civilian casualties were low, having being evacuated long before the war in an attempt to save as many lives possilbe. OOC (in my humblest opinions): Think of the bad PR? Putin's no commie, and any foreign intervention in a civil war will look like invasion. The Chinese population (especially the Northerners) have very low opinions towards the Russian military, considering that in the closing days of the war, they were deployed to China, but instead of fighting the retreating Japs, they raped and looted more than the Japs. Again, they tried to get Lushun (Port Arthur) for the warm water. I don't know if those cases of the lack of discipline and the downright policies of banditry are true with the Russian Army, but your presence will not be liked. Sino is winning the hearts and minds of the Chinese, so I suggest you tread carefully. If you want a war, why not take and anger out on your traditional slave races (Ukraine and Belarus)? Are you really willing to compromise relations with the Military Junta? Damn sinophobes! Every White man hates the imaginary image of a strong China.

Maj. Gen. Huang was in the last motorcade. He had seen war and death before, but the thought of seeing Alpha (Gen. Liu's double) torn into shreds along with many innocent people disturbed him. What occured a few days ago may have tampered with his iron stomach a little, but not his iron will.

Still a participant in the conference, Huang proposes a Treaty of Friendship between the Dragon's Lair and the Kremlin. Without any showing by the Rebel Beijing, other than assassins, he decided to bring that issue forward to Putin before he's next on the hit list.

OOC (in my humblest opinions): Think of the bad PR? Putin's no commie, and any foreign intervention in a civil war will look like invasion. The Chinese population (especially the Northerners) have very low opinions towards the Russian military, considering that in the closing days of the war, they were deployed to China, but instead of fighting the retreating Japs, they raped and looted more than the Japs. Again, they tried to get Lushun (Port Arthur) for the warm water. I don't know if those cases of the lack of discipline and the downright policies of banditry are true with the Russian Army, but your presence will not be liked. Sino is winning the hearts and minds of the Chinese, so I suggest you tread carefully. If you want a war, why not take and anger out on your traditional slave races (Ukraine and Belarus)? Are you really willing to compromise relations with the Military Junta? Damn sinophobes! Every White man hates the imaginary image of a strong China.

However, it is being filtered through years of Xiaguo condemning Quinntonian "imperialism" and threatening to attack Quinntonian Dra-pol, and ROK and also the constsnat help provided to Dra-pol itself when they were involved with conflicts that directly affected Quinntonian foriegn policy. So, for right now at least, Quinntonia chooses to wait. Now, engaged in a, somewhat civil-war, Xiaguo has slowly unleashed its own weapons.
