GameFAQ establishes the IDL

The IDL (International Defense League) will be a group of nations that will protect nations that come to us and ask for help.

Example:
If nation 28 comes to the IDL and posts in this topic 'Can you help me with my civil war?' We'd respond 'What will you give us in exchange for help' and ect. ect. ect.

It is basically a mercenary service with a twist. If I get attacked, the other members of the IDL will come and help me fend off the invaders. So if someone in the IDL declares war on a person and asks the IDL to aid them, we will if possible
