With 2 billion population you can get away with 3% or 60,000,000 ( 60 million ) [Sixty Million] troops.

Keep in mind that number includes ship crews, support, admin, maintance and all combat soldiers.

OOC: Well you could have 5% which would be 100,000,000 men, but that would have to include logistics so you could have maybe 20,000,000 active men. That is, of course, assuming that they have almost no training, regularly run out of food and are equipped only with an AK-47 and a couple of rounds of ammo (or whatever future tech equivalent). My nation (1.75bn) has an active army of just 2,000,000 men, but then I have a huge navy... it depends how much you want to prioritise other things and what kind of danger there is of you being attacked.
