Veracruz City
A middle aged Mexian man was taken by a group of Tanian soldiers for violation of curefew. After searching the man they found several photos of key military bases and facilities. They patted the man down for weapons or explosives and took him to headquarters. At headquarters Colonel Jonathan Hummings sat to talk with the man in a secure interrogation room. The Colonel offered water and some cigarettes.
"So tell me, why where you taking pictures of our bases? Do you work for the Mexicans?"

Manuel Valcevitz was a proud man. he was proud of his accomplishments, his children, his wife, and most of all his heritage as a Zapatista. Sure, he had been oppresse under the government but a new era was settling in, the Mexican government had caved into the Zapatista demands.
He looked his captor in the eye and spit a gob of saliva into his eye.
"Filthy foreigner. I will not be talking to you. Even if you defeat the government of Mexico you shall fall to the rebels."
Colonel Hummings wiped the spit off his eye.
"I see we got off in the wrong foot. I am Colonel Jonathan Hummings, you can just call me Jon. Now you see I need information, maybe a name to start at?"

"Zapatista."
"I see, now Mr.Zapatista, tell me do you have any family? A wife, children? You see a large majority of our soldiers have families. Men die every day, leaving behind their wives, children, mothers and fathers. Now to be honest I didn't want to go into this war. Apparently our government thought that this would be a good idea to revitalize the Mexican economy and governemnt and build Mexico into a new economic power. Then the whole thing blew up in our face. Now, I know you are somehow tied with a pro-government movement or maybe your a government spy, I don't know. But what I do need to know is why you where taking pictures of our bases, and who told you to do this. If you could provide us with any sort of information that will be extremely helpful."
Colonel Hummings stood up and waited for the reponse of the Mexican in front of him.

I care nothing of your families. Mine died in your bombing raids you international bastard. Mexico did fine before you and will do fine after you. You do nothing for Mexico except destroy our homeland. Fools. Even should you win, the Zapatistas will crush you. Our home land will never fall. And as for you and your bases. I suspect they will be facing some difficulty soon. I am only one of thousands.
Despite the calm demeanor, Valcevitz was beginning to sweat. The Colonel's manner had caught him off guard. he had expected a sniviling pig of a man, unfit to set foot on Mexican soil. Instead, he had been faced with a suaz urban officer, apparently prepared to strike a deal. Valcevitz readied himself for the exchange to come.
OOC: look back into the war thread, I'll post there later tonight.
The Colonel nodded as he heard the "Zapatista" speak. He had never heard of the group before, but he was sure they were some sort of government sponsored group of some sorts.
"The man that ordered the bombings did so because the commanding general was killed. I'm sure you don't care, and I'm not saying I support that act he ordered but we'll just say the good general is not feeling well. A group of officers are actually preparing to override his authority, but I'm not sure if they'll arrive in time to stop the next wave. Just between you and me I heard one of the missiles heading for Oaxaca City was carrying a nuke. But that's just talk around high ranking military generals."
He paused a moment to let the information settle in. Of course their was no nuke on the cruise missile, he just used that information to spice up the conversation a little. After taking a sip of water he continued.
"You say you are sure you can win? Would your Zapatistas be able to stop 2 Million soldiers and tens of thousands of tanks? Would they be able to stop thousands of aircrafts? Would they be able to stop a dozen nukes falling into your largest cities? If you don't help that's where this is going to lead. The Mexicans will continue to fight hard, killing more Tanians. Our government will continue to put more and more resources into this conflict. Then the government decides that they've had enough, and blow dozens of your cities into little bits, killing tens of millions. I don't want that to happen and I think neither do you. I'm sure I would be able to pull some strings for your movement. Perphaps several billion dollars, or some land? Ask away and I'll see what I can do, but I need that information as soon as possible."
He watched the man for several long seconds and took another sip of water.

Valcevitz began to sweat a little bit. He rubbed his eyes. A nuke? he thought. It was impossible the political fallout would be suicide. But still the General was crazy. Valcevitz stared at the floor for some long moments.What this man was suggesting was that the Taniuans were willing to wipe out the hole nation of Mexico to accomplish their ends. He did not know of such a thing could ever happen. After a long time, he responded, choosing his words carefully.
"Mr. Colonel. I do not believe you nation would use astomics against another, the world would not permit it. I think that you are trying to scare us into allying with you for a common goal. I think that this will not happen. The Mexican government has already granted us what we want. Now we only have to remove you from the picture. The government may not stop you in time. But tell me, are you willing to wage a war for your entire lifetime? The Zapatistas will not let go easily. We have fought the Mexicans and we will fight you. You will be faced with a revolution from which there is no escape. Are you ready for that?
The Colonel took a drink of water and heard the Zapatista speak. Once he finished the Colonel took several seconds before speaking.
"News flash Mr.Zapatista, the world doesn't care if we nuke you. Did the world care when our government killed over 20 Million of our own citizens just because they did not believe in God? No they did not. Some threats were made but no action was taken. I'll tell you though, every officer in this military would want that nuclear launch stopped. But it's the politicians that call the shots around here. What they say is law. And that's it."
He took a sip of water and looked straight into the man's eyes.
"If you don't believe we're going to nuke your cities then why would we have four nuclear capable submarines in your waters, and six inter-continental ballistic missiles aimed at your major cities. We already have an evacuation plan for all Tanian soldiers in the event of a nuclear launch. I believe that by itself would be a tell tale sign."
He paused for a moment to re-think his next sentece.
"Not one soldier in this military is willing to fight a war for our entire lifetime. Noone would. But I doubt it would ever last that long. If the government had it their way your cities, your jungle, everything would be completely and utterly destroyed. The Mexicans have nothing close to what we even have militarily wise. Your fighters are brave, and have courage. But I am afraid courage isn't everything in war."
He took several long glances around the room and spoke again,
"You say the Mexicans offered you something? Would you mind telling me what they offered? I am sure we would be able to work out a sizable deal if you would assist us in defeating them."

Valcevitz stared in shock at the man. he could not believe what he was hearing. Oh, Valcevitz was not naive but he could not believe the world would not take action.
And yet, he thought to himself the world has done nothing for the Zapatista plight. They did not even lift a finger.
"I still do not believe your nuclear capability. I do not think the world would sit idly by as a portion of it turned radioactive. They want the soil and with radiation, that cannot happen.
But for your interest. We have been granted protection, legal and military, we have been granted semi-sutonomy, a place in the government, and start-up of 800 m pesos for infrastructure. I doubt you could offer such a deal for the Zapatista people. After all, you are having trouble in your war, are you not?
Valcevitz wiped his face on his sleeve again. he was trying hard not to break but it was difficult. This infidel invader would destroy Mexico to gain his ends. beautiful Mexico, gone. Valcevitz swallowed hard and waited.
The Colonel listened closely as he heard the Zapatista speak. He almost laughed when he heard the government offered 800 Million pesos. That amount was only around 36 million squires, the Colonel himself had more. He waited until he finished speaking before the Colonel spoke,
"You can believe whatever you want about our capabilities. To be honest I hope you are right...
You say you were offered 800 Million pesos? Do you realise how weak the Mexican Peso is? Our government could easily offer 17,600,000,000 pesos without blinking. Perphaps more. If you fight with us we will not only give you money, we will give you a province, most likely the Oaxaca Province once this war is over. We could pour money into your economy to assist in the rebuilding, and we could supply you with high qualitity military equipment for an extremely low price. You will have your own nation, it won't be the Mexicans, it won't be ours. Yours. How does that sound?"
OOC: If you accept this the province would fall under your control in Earth II. Trying to take Oaxaca would be a blood bath anyway.

Valcevitz stared in shock at what the man had just said. It was impossible. 17 billion Pesos. The Mexican government could not come close. he thought it over for several moments.
When he was done, he looked up closely at the Colonel. "We have much to discuss. You will have to escort me to Casa Puente, where our leadership is currently. You will also need someone authorized to negotiate on your behalf. I'm sure our elders would be very interested in your offer."
The Colonel smiled.
"Very well I'll make immediate preparations. A convoy of 12 lightly armed humvees will escort us to the desistantion. Also I'll be taking with my Captain Rojas, he's part of the Intelligence Agency. A squad of 12 men will be waiting with the humvees to make sure nothing goes off bad. So let's not waste a moment."
He opened the door for the Zapatista and led him outside. The Colonel offered the man water and food before they left. The convoy was already outside, warming their engines. The Colonel pointed to a man supervising the convoy's preparation.
"That's Captain Rojas. He will be make sure I don't leak any top secret information to the elders, as you call them. Look's like they're ready."
They boarded the convoy and off they went.

A few Zapatistas watched as an armored convoy approached the small town of Casa Puente. It was a small town, the unassuming location for the head of the largest rebel force in the world. The locals watched cautiously as the convoy approached, wondering if they would die or be forced to fight. A few women wandered through the town carrying water jugs, trailed by thirsty dogs. The children played in the street barefoot with sticks, immitating their soccer and army heros. A few old men played cards under the shad of a solitary tree, their table old and scratched almost as much as their bodies.
The Humvees rolled up to the entrance of the town and pulled to a stop. A few armed Zapatistas walked up to the Humvees as several more behind them covered the vehicles with RPGs and Machine guns.
[ooc: I'm going to play god here to move things forward]
A Tanuian popped his head out the open window of the Humvee and spoke in broken spanish. "We are here to negotiate with your leaders."
The Zapatista shook his head. "You are an enemy. We didn;t shoot because of your flag." He pointed to the white cloth hanging from the lead Humvee.
"Yes." The Taniuan replyed. "We see you honor the idea of parlay, unlike the Mexican soldiers who launch suicide attacks during it."
"What?"
"You employers have attacked us under the guise of peace. What they face now is our retaliation."
"The Mexicans did that?"
"Yes."
"I see we have much to speak about."
"Yes we do. Mr. Valcevitz here has pledged us safe passage to speak with the elders." In the passenger seat, valcevitz leaned over and spoke in a local tounge. The Zapatista guard nodded.
"You are free to come and go unarmed. Our village will make the best we can to offer our hospitality to your soldiers. Valcevitz tells me you can give us a nation. I like the sound of that."
The Zapatista guard backed off and let the Humvees through, they drove through the town and pulled to a stop outside of a small house.
Valcevitz, Rojas, and Hummings hopped out along with several Tanuian guards. They entered the house and found three middle aged men sitting around a table smoking cigars and drinking brandy. Valcevitz stepped forward and spoke to them rapidly. Hummings assumed he was explaining the situation.
Suddenly, one of the Zapatista men looked to Hummings and Rojas. "Tell me about this offer. I feel we can come to an amiable agreement."
The Captain and Colonel were followed by four soldiers, the remaining stayed by the humvee convoy. The Colonel spoke up to the Zapatista Council,
"Hello, I am Colonel Hummings, this is Captain Rojas. Our government would be willing to pay around 20 Billion pesos, and gibe you your own province, most likely this would be the province of Tamaulipas due to the fact that the other provinces are vital either economically or militarily. Of course all provincal borders would be open to your people to trade or do what they please. A non-aggression pact and trade alliance would also most likely follow this "agreement" to ensure the stability of Mexico. So, what do you think?"
The Colonel waited patiently.

Manuel Jurez, the generally held leader of the Zapatista resistance, now the Zapatista militia thought over this offer carefully.
He spoke softly to Valcevitz, acting as an interpreter. Valcevitz turnd to Hummings and Rojas and began to speak.
"Our leader Jurez is pleased with your offer. He says that the 20 billion pesos is an excellent amount. We would also be pleased to open into negotiations concerning trade and arms purchases with you. What concerns Mr. Jurez is the prvince location. We would wish to be somewhere else, in fact, it is one of the terms of our cooperation. What we are thinking is after this war is concluded, we will be granted the province of Chetomal. That seems to be a good location to us. We will of course, upon the granting of our request, be happy to accomidate you and your soldiers in any way we can. The Mexican forces seem to be loosing and we would prefer to have enough Zapatistas left after the war to continue our society. Siding with you seems the fastest way to do that.'"
OOC: There's no Chetomal province, Chetomal City is located in Quintana Roo though, so I'll assume you meant that province.

Colonel Hummings turned and looked at Captain Rojas. The intelligence offer pondered the proposition in his head and nodded towards the Colonel.
"The deal is acceptable. As for trade and arms purchases we can immediately supply you with advance anti-tank missiles and rifles. Once this war is over I am sure we can thoroughly work out an arms and trade deal. We require local assistance along the Veracruz and Oaxaca border if you have resources in the area. Thank you for siding with us, you will not regret this decision.
As a formal diplomatic request we send an invitation to you gentlemen to have dinner with General Steven Dugall, the newly appointed commander of all Tanian forces. We will understand if you are busy."
The Colonel waited for the response of the Zapatista elders.

OOC: Sorry, not that familair with the Mexican Provinces
IC: Valcevitz translated the Colonel's response to Jurez who suddenly smiled. He said something back to Valcevitz quickly and Valcevitz turned to Hummings.
"He wishes to say thatyou have made an excellent maneuver securing the Zapatista aid. Our men will fight with yours, as soon as we break, runners will be dispatched to all of our forces telling them to cease hostilities against Taniuans and the Mexican government is now the target."
With that Jurez spit on his hand and slapped on Humming's. The deal was sealed. Valcevitz added- "He also wishes to tell you that he would be most pleased to attend dinner with your General, although he requests that I come along as well to act as an interpreter. I assume your General is not familiar with the native dialect here."
As Valcevitz finished speaking, Jurez's daughter came into the room bearing a plate of burritos. Valcevitz and Jurez invited Humming's to partake of the meal and chat of small things.
OOC: I'll post in the war tomorrow (or today depending on when you read this)
"Excellent, Captain Rojas will go inform the General of your acceptance. He will notify him of the interpeter."
The Colonel nodded to the Captain, who quickly went back the the Humvee. The Colonel quickly accepted the invitation to eat with the elders, and began talking about his life in the military and compared the cultures of each the Tanians and Zapatistans.
OOC: Just to make this go along a little faster, I'll god mode a bit.
The men finished their meal and chatted for several more hours. By this time it was already around dinner time. The Zapatista elders boarded in their trucks and cars, while the Tanian military personel boarded their humvees. The humvees formed a protective square around the Zapatistan cars, protecting them from any Mexican attacks. Within a short hours drive the convoy had reached Base Camp Alpha, which is the Southern district of Veracruz City. General Dugall was already waiting for the Zapatistan elders at the front of the governor's mansion. He stook out his hand to the first elder who disembarked from his vehicle.
"Hello, I am General Dugall commander of the Tanian military..."

Jurez spoke rapidly to Valcevitz. Valcevitz nodded for a moment then turned to Dugall and began to speak Tanuian.
"General, I am very pleased to meet you. My name is Manuel Jurez. Your people have been most curteous towards my Zapatistas and I believe we have reached an amicable agreement. I believe the first order of buisness I would like to discuss would be an immediate purchase of arms from your military so we may more appropriatly fight the Tanuians."
The General nodded,
"Certainly, but perphaps we will be more comfortable inside?"
The General led the man inside the old Governor's Palace. The magnificent building was lavishly decorated and was of immense size. The General chose to the Governor's Office to discuss business. He led the elder up stairs, and motioned him to sit down.
"For weapons we can offer the XM-8A2. It is a modification of the XM-8 rifle, it's ammunition, parts, and magazines are inter-changable with our own standard military rifle. We can offer up to 120,000 rifles on the spot. Another 500,000 can be shipped which would take two weeks. Of course included could be RPG-7's, RPG-22's, Carl Gustav Anti-tank rifles, and so forth. As for vehicles I can personally assure you over 2,000 Humvee armoured reinforced vehicles, which can wield, .50, 20mm, or anti-tank and anti-aircraft missiles. More will be shipped in on a later date. But if you want tanks and fighting vehicles I am afraid I'd have to write a request to the President which could take a month to receive. But if it goes through you can expect, BMP-4's, and T-72, T-80, and T-80U tanks. Fine vehicles.
A trade agreement can be talked through with our Zapatista diplomat. I can request for him if you wish."

Valcevitz and Jurez spoke rapidly at some length, discussing the various deals that could be worked out for the immediate future and the gain of their own province.
Eventually, they stopped and Valcevitz turned to Dugall and began to speak.
"Thank for the generous offer you have provided us. We would like to order 100,000 of the XM-8A2 rifles as well as 30,000 RPG-7s and 10,000 Carl Gustav anti-tank rocket launchers. We would also like to palce an itial order for 1,500 Humvees.
As for initial offers of friendship, all Zapatista villages are willing to serve as hosts for your soldiers should they seek a place to rest. We can also offer guides through the forests and people with intament knolwedge of the surrounding area as well as intelligence as to where the Mexican forces are.
Aside from that, is there anything else you would would request of us, aside from the bartering of proces for the weapons, of course."
OOC: I think that's about it for this thread. I'll keep it up if you want to request anything, and for the trade deal.
