The world had been in chaos. The threats of Hawaiian Islands and imperialists had given the United Pysiers of Truitt a bad idea of the world, expecially as Sparty Island Chain War IV had just ended, restricting the navy to only submercipal boats, which would kill the Federal Navy drastically. The Airforce was also dieing out, as it had sold most of its aircraft to the now near-dead navy and were being scrapped. The army was not in the best order, being simular to a small Chinese-like army.
The United Pysiers was near death, both economically and militaristically. Civil disputes by radicals and moderates were errupting, and the world had never quite watched as Truitt single-handly killed so many more than any nation, while making a name for itself. The "Green Presence."
That was nearly forty years ago. Truitt dived into deep economic depression. The overall military in all pysiers, and nationaly, sunk from 20 million to 50,000. The airforce had only civilian airliners armed with machine guns, and the navy was made up of civilian tour submarines.
After the forty year period called the Modern Dark Age, a new leader, by the name of Fonzi Salsa Jewitt came into the political scene as a radical Sochist, or a party like America's democracy but a lot more power to the states and practicing Capitalizm, he single-handly took command of the Emerald Isles once agian. Once a rocker, punk, and extreme imperialist, he has thought of one more large thing besides powerful submarines that could launch aircraft and act as any surface ship, a defence network that could destroy the world.
Two years had past since his rise into office, and a found NSBC account has a few funds in it that could change the entire project. Afterwards, it took only a year and a half to design and plan the missle system nicknamed "Emerald Shield." Next to the missle defence and offence network would be a space-based attack and defence system of lasers, tungsten rods, and anti-satellite weaponry. It, however, was dropped and Emerald IV never existed (Emerald Shield was broken into three roles. One was nuclear defence, two was balistic defence, and three was balistic offence).
The Presidente, after getting a large sum of funds from the airforce's budget cuts, has a new plan to revive that space project.

The Presidente and his Councilari and old-time friend (plus the lead axist in his old band, Sublimenation) James Conners, was talking over about the old Emerald Four that never went to the drawing boards due to threats agenst their own defence network and liberal pacifists.
"Well, first we would need to build a new spaceplane for the laser system, even if we could get such a thing made." Said James looking over a holographic image of the Arbiturr spaceplane, which three were in service.
"We could just get Truitt and Hughes Corporation to make an other, slightly modified for holding weaponry, say a few solid-fuel missles to attack satellites and defend itself and be able to hold that laser system we have being researched." Said the Presidente thinking deeply.
They kept on conversing about what would be done, how much would be put aside, and so on. The Subliminal Generater had taken a large sum of funds to create, nearly half of the federal treasury.
"What should we name it?" James asked before calling the lead scientists on the Emerald Shield Research Team to restart the laser research.
"It Will Be Called 'Hells Bells', My Friend" Said Presidente Jewitt smiling evilishly. This, with the Subliminal Generater, would mean Truitt's full dominance in defencive warfare.
