Hooray for David Brin, as he gives me so many interesting ideas :P
Anyway, as those who have read his (good) books know, races in his universe practice a policy totaly opposite that of the Star Trek fellows, called Uplift.
Basicaly it says that it is a species responsibility to bring other species into the galactic community, via genetic engineering, education, and all that. The process is quite slow, but the rewards are quite nice (IE: 100,000 years of servitude from said uplifted species)
So, the question is, is anybody interested? We can work out a constitution and all that, regulations for the treatment of said species.
It doesnt have to be a military alliance even, the only real military involvent that would need to happen would be against nations who exploit their 'privelege', or abuse their clients.
