Recommendations of the Committee for Democracy in Roach-Busters
17 February 2005

The Candidates and Their Platforms
Sgt. Paul Remital, Patriot Party
Wishes to reimplement the JL policy system.

Sen. Seymour Schitt, Lefty Loosy Party
Wishes to introduce minimum wage laws, government-subsidised healthcare, compulsory and free public education, minor business regulations, Social Security, and legalisation of some illegal narcotics for the benefit of the people.

Sue Per Paneful, Warmonger Party
No experience in politics. She is the younger sister of Barry Paneful. If elected, she promises to cut government spending on everything except defense and law enforcement, whose expenditures she will increase by a thousand-fold. She will make military service compulsory for all citizens, gun ownership compulsory for all citizens, will make all law violations a capital crime, outlaw all other political parties, and get entangled in at least fifty-seven wars during her tenure.

Abby Burchett, Radical Revolutionary Party
Will immediately resign and establish an anarchy.

Congressman Morton Weldstan, Moderate Party
Will pursue only centrist policies, avoiding both conservative and liberal, Left and Right policies.

Nikolai Granzichev, RB Communist Party
Will make RB a virtual clone of Castro's Cuba.

Willy Nilly Gumshucks, Cringing Coward Party
Will abolish the military and law enforcement, pursue a pusillanimous, spineless foreign policy, and allow the nation to be bullied by the international community.

George Dole, Neoconservative Party
Will spout fiercely conservative rhetoric, which will be matched by liberal actions. Will talk, look, and speak like a right-winger, yet will pursue a hawkish foreign policy, a Keynesian economic policy, and increase government size sharply.

Father Theodore Caulfield, Christian Democratic Party
Will establish a Christian theocracy which will strictly interpret and implement all Biblical laws.

Adolf Hess, RB Nazi Party
Self-explanatory. Oppression, violence, persecution and uber-nationalism.

Michael Goldwater, Libertarian Party
Will reduce government to a miniscule size. Will be extremely libertarian in both social and economic issues, and pursue a non-interventionist foreign policy.

O.O.Y.T.D.S.R. Adbul-Mana Shoobus, Shooban People's Party
Will work hard for Shooban rights. His IQ remains below 40.

The Committee's Conclusions on Parties and their Candidates

Patriot Party and Sgt. Remital: The PID-CDRB recommends against the ability of this candidate to run in the general elections and strongly urges the occupying nations to disallow this party from existing in the nation of Roach-Busters. It is impossible for the occupying nations to allow this party to exist when they know just as well that allowing a candidate with similar beliefs to the man they just removed from power would not bade well in international eyes.

Lefty Loosy Party and Sen. Seymour Schitt: The PID-CDRB is in support of the permission of this candidate to run in the general RB elections. The party and candidate show moderate, pro-freedom and pro-populace qualities and a genuine interest in upholding democratic policy in Roach-Busters. The PID-CDRB determined that this party will most likely become the major socialist option in the formatted Roach-Busterian political arena (see below). As a group, the PID-CDRB also recommends a name change to either the "Socialist Party of Roach-Busters" or the "Leftist Alliance of Roach-Busters", or anything related to party policy and beliefs, yet attractive to the voting populace.

Warmonger Party and Sue Per Paneful: With no political experience and radical, foolish, undemocratic policies it is again the strong recommendation of the PID-CDRB that this party and its candidate be prohibited from running in the general elections.

Radical Revolutionary Party and Abby Burchett: The PID-CDRB appreciates the ultra-libertarian policies of this party and the pacifism of its leader and candidate for president. However, we do not recommend anarchy in Roach-Busters at this time, or ever, thus we frown upon the permission of this candidate to run.

Moderate Party and Morton Weldstan: The PID-CDRB is most impressed with the choice of the party for their leader. We find that Mr Weldstan is a powerful, wise and agreeable gentleman with policies meant to run Roach-Busters in the freest, most inoffensive way possible. At this time, the PID-CDRB strongly recommends that this party be allowed to run, and predicts it to be the major centrist organisation with a fielded candidate.

Communist Party and Nikolai Granzichev: The PID-CDRB does not have any major problems with such a party but feels that a rapid switch from an ultra-conservative government to one with ideologies on the complete opposite side of the spectrum would be a nuisance.

Cringing Coward Party and Willy Nilly Gumshucks: We approve of the pacifist ideologies of this party but do not feel that it would garner enough support to become a finalist party candidate.

Neoconservative Party and George Dole: We feel that this is the strongest pro-economy party and the occupying nations would be best off allowing this party to run as the right-wing option in the upcoming general elections.

Christian Democratic Party and Father Theodore Caulfield: Slightly too conservative to be considered moderate and freedom-giving.

RB Nazi Party and Adolf Hess: A unanimous no from the PID-CDRB.

Libertarian Party and Michael Goldwater: Too libertarian to be considerable for the elections.

Shooban People's Party and Mr. Shoobus: Intelligence is a necessary requirement to lead the nation especially after a time of warfare and humanitarian crises, but we respect the ambition of the leader and the party.

Recommendations of the PID-CDRB for Party Finalists
Recommendations for finalist parties for the general elections in Roach-Busters are selected on the basis of their political moderation, their willingness to cooperate with the international community and the minimum amount of freedoms they designate to the people living under their rule.

The PID-CDRB finds that three parties fit this description well and therefore we recommend that these three parties above all others be permitted to run as major parties in the upcoming elections.

Lefty Loosy Party
Moderate Party
Neoconservative Party

Through thorough investigation of each party and its full manifesto, these three parties all, to varying degrees, represent the valiant promotion of national and personal economic strength, social equality and available societal resources along with high levels of civil liberties and political freedoms. As well, they welcome the presence of small armed force contingents and the continuation of the law enforcement system in Roach-Busters.

We suggest, as you can see by the red arrows, that the parties move their policies in the directions shown. The leftist party should move one space right economically, the centrist party should move one space left economically and the rightist party should move one space down socially (become more libertarian), to create an equal political balance. The blue circles suggest the general area of 75-100% support per person in graphed form. The closer into the centre of the circle means the personal support for the party is higher. The blue dots designate where the PID-CDRB has placed the party politically according to its policies and desires. The white square indicates the maximum outer boundaries for party ideology for at least the first general election (any party outside that should not be permitted at this time).

Appendix 1
The PID-CDRB would like to add that any other parties that fell into the white square on the diagram (these being the Cringing Coward Party and Shooban People's Party, and to a lesser extent, the Libertarian Party*) are still permitted to run but we are unsure on these party's capabilities to garner major support. We feel that it is therefore in the best interest of these three parties to form a coalition of three, but it is up to the occupying nations whether or not to allow these parties to run.

* Libertarian Party was 0.5 outside the white square but could still be allowed to run as a party because of the closeness to the cutoff.

After reviewing the report, the Sarzonian command and the Office of the President have recommended that the SAP coalition follow the recommendations of the PID. We believe that Congressman Weldstan presents the best choice for a new Roach-Busters. We believe he has earned an opportunity to earn elected office as a result of his moderate stances on the issues.

I hereby condemn this election as a fraud and completley evil. I reccomend the candidates should be from the Patriot Party and the Libertarian party only. The rest must be killed off, as we do in Parthia. As a matter of fact, instead of elections, we need to have an appointment. I will pull out of this war if you appoint my son, Prince Shapur of Parthia as the absolute ruler and Shah of Roach Busters.

The Government of Novikov hereby offers a chalange to the validity of these electoral processes. We feel that if certain parties are not permitted to run the election is truely not democratic. We therefore are issuing a public protest of the election policies on the grounds that this election is being manipulated so as to produce a government favorable to the people of Pacitalia.

The Pacitalian Institute of Democracy is a world-renowned, internationally respected organisation that has no affiliation whatsoever to the government of Pacitalia. That means no influence and what we say is our opinion and our opinion only. If you were truly politically aware, you would note that it is in the best interests of Roach-Busters not to violently switch from ultra-conservatism to communism in just one election, and also not in the best interests of Roach-Busters to return to its current policies, as that will simply create more problems.

Secondly, by insulting this organisation you are insulting the people of Pacitalia, one of the world's best examples of freedom-loving, fair, open and honest democracy. We see no reason to corrupt elections, that just makes democracy look bad. Instead we promote it and attempt to show what good it can bring, while dispelling the idiotic rumours of nations.

Furthermore, these are simply recommendations. The SAP coalition has no obligation to follow them, but it appears they might. Until it is your business what happens in Roach-Busters, I suggest you butt out. Until you are proven to be a nation to turn to for a good example of democratic process, do not open your mouth.

If you read the first post carefully, it clearly states reasons why those parties are not going to be allowed to run - they are not moderate enough. It is proven by the PID that if a non-moderate party gains control of government in Roach-Busters, stability will not continue.

This post goes for both respective governments of Farmina and Novikov.

We understand the position which the Pacitalian Institute of Democracy occupies in this world, and we indeed respect that. Our setiments simply are that an democratic election with a limited number of opposition groups, representing a limited number of ideologies, is not democratic. We feel that, though it may be in the world's best interest to institute a particular regime with a nation such as Roach-Busters, the democratic process cannot be legitimately altered. We cannot help but see this as holding some desired end, therefore. Otherwise, support of democracy would truely mean open elections, at least by Novikovian standards.

We ask that, if Roach Busters is already subjugated to the point where you are able to enforce this type of election monitoring, what have you to fear from a hostile regime. If Roach-Busters is impotent, why should you fear one regime over another.

Therefore, recognizing the position Roach-Busters is in, we feel that is ought be the world's duty to insure the democratic process, to whatever end it may lead, prospers in Roach-Busters; rather than the simple subjugation and dismembering of a peoples. We applaud the steps take to allow democratic elections, however we in Novikov believe in true democracy, not limited.

I hope this has clarified the position my government holds in this area. My thanks and hope for continued peace,

Due to the lack of a response, I will clarify the Grand Chancellor's inquiry.

What type of electoral system will by used in the election? Single Member Plurality, Proportional Representation...

Will a form of alternative voting be in place?

Will the system elected be parliamentary or presidential? How so?

If elected houses exist, how many, will they be elected in the same way?

To answer your questions:

We will determine in our upcoming second investigation into democracy in RB which voting-electoral system will work best at the current time.

Those RB citizens overseas or unable to vote on election day will be allowed to vote in a pre-determined "early-bird" voting day, and polling stations will be set up overseas to accommodate international voters.

The system will be a mix in that the Congress and Senate will still exist (parliamentary), and that the President will be the head of state. We are seeking to create a Prime Ministerial position that will be head of government; he or she can either be voted in by the people or appointed by the President.

As said, two elected houses (the Congress and the Senate) exist already in the country. We do not intend to modify the structure, except possibly to merge voting districts which have insufficient population figures, therefore changing the numbers in the two bodies of legislative activity.

"Death to Democracy, Long Live JL!" was intermingled with cries of "Long Live JL, Long Live Antonius, Long live the Shah, Long live Great Kings." As they marched down the streets to the Pacitalian embassy they stood outside and protested, "Death to Democracy, Death to Liberalism, Death to Communism." Thirty suspected Parthian Democracy supporters were brought forward onto the trees lining the embassy road and tied by the neck to a rope before the rope was thrown over the tree. To each person, many prepared to pull the unfortunate man up and slowly strangle them.

The crowds grew in size around the embassies, as did their brutality. Twelve more suspected democrats were taken from their headquarters in Persepolis and were taken to the protest site. Outside, atop a platform, people wearing black hoods upon their heads and brandishing scrimitars took the democrats from the bed of the truck they were tied to and placed them on the stage with a beheading block on it. The trees were blowing in the wind, dangling bodies hanging from them like chimes in the wind. The twelve were each cut slightly in the abdomen and then laid down on the ground and pressure was applied to certain parts of the upper and lower bodies, forcing the organs to spill through the incision and out onto the stage. Many hovered between life and death as their mutilated bodies were hung from metal poles and paraded around the embassy with signs reading "Death to Democracy"

The ten thousand people marched down Via Orfeo Egidio towards the Parthian embassy. It was nearly a message of pure hate as the crowd chanted slogans like "Democracy forever!" and "Down with oppression!" in response to the massacres of pro-democratic Parthians by their own people. It was near genocide, it was purely sickening. They reached the Parthian embassy with the hot sun beating down on them like a drum. It was so hot, the ovens of justice cooked the pies of disgust in the background.

Posters on wood pegs with slogans slapped on such as "War on Parthia! Stop the Genocide Now!" and "Who gave them the right? WHO?!" adorned the overhead of the massive crowd.

The Parthian ambassador came outside and began fingering the crowd, yelling anti-Pacitalian slogans of his own at the freedom-loving people. The crowd responded with boos, rocks, eggs and tomatoes. Some of the rocks had pieces of paper with "Democracy over tyranny!" held on with an elastic band.

"We'll win this fight! Democracy over tyranny!"

"2-4-6-8, who do we really hate, OPPRESSORS!"

The crowd was merciless, spiteful and full of despising disgust at the Parthian nation in general for what they had done to their own citizens. A demonstrator got up on a car and began shouting "GENOCIDE!!!!" into his megaphone.

The Parthian ambassador retreated into the safety of the building.

Other Parthian protestors now knew what had to be done, and now, they brought forward everyone they could deem as evil. Arabs stood next to Socialists and Democrats, about 1000 people were surrounded in a mob of 30,000. They began to pile up in the center of the street massive amounts of wood and straw before tying the condemned onto stakes and covering them with lighter fluid. The mound was lit on fire and many people were thrown onto it. The smell of roasting flesh filled the Pacitalian embassy as the people were thrown alive onto the fire. Riot police filled up the sides of the street with teargas and ammunition at ready, screaming, "Disperse, now, you are violating the laws against protesting."
