======Government Official Headquarters, Centre of Pyong'yang.==========
A city flourishing in the new age of the D.P.R.K stood firm, its skyscrapers soaring above the skies marking a new dawn. Indeed the officials would be surprised by the modern city, a city that signifies Sephoto's Bloodlust intention to make the D.P.R.K viewed great again.
Further North of the city laid a huge stone statue; shortly erected after Sephoto Bloodlust served his first term, bring forth the golden age to the cash-strapped country. Many people though he was to young to rule, however no one would ever doubt his abilities as a leader and god anymore.
Upon straying further along the outskirts of the city, the official workplace of the golden boy stood.
A huge reinforced circular structure stood among the outskirts of rural life, the circle obviously signifying the sun of the D.P.R.K, Sephoto Bloodlust. Bordering the structure stood a huge 17ft tall electrified fence, with only one gate at the north side to allow entrance. Along this few metres wide gate stood two imperial guard soldiers, carefully regulating the members in with a pass.
After passing the initial gate, underground Surface to air S.A.M sites were secretly located across the area, with a variety of Imperial guard to foresee no trouble occurs. Further on lied several more wooden outposts and barriers, each one patrolled by Imperial guardsman, this noticeable by the dragon logo they carried on there army uniform. If this wasn't enough, dozens of soldiers were posted around the area to patrol.
Finally after passing the main gate, car park was located just west and east of the huge steel doors. However posted along the area were more imperial guardsman to foresee the cars and safety.
====Main Hall=========
Upon entering the structure, the room seems almost endless, with numerous Golden red clothed spiral staircases, as well as the huge amount of portraits present of former leaders at the reception area. At the entrance lies many leather couches for people as they waited, with lifts also located either side of them. As with the usual trend, soldiers were posted on each door.
Going straight on would lead to the house of discussion, much like the British House of Commons. The other rooms on the ground floor included: Restrooms, Bedrooms, interview rooms, prisons, and finally where events could be discussed.
On the top room was just restrooms and the final and most attractive room, the diplomatic table room/
This was a room which spanned many metres, with a rounded table and various amounts of food positioned along the table.
The guests would indeed be satisfied.
A message was soon sent to all groups attending.
OFFICIAL PRESS RELEASE TO ALL GOVERNMENTS ATTENDING THE MEETING
Below is all the rules and regulations you must abide by.
RULES:
1. No more then 6 bodyguards present with you, as I am sure the security here is sufficient.
2. Upon arrival from Pyong'yang airport, Imperial guardsmen shall escort you to your chauffeurs, who will then take you to the location.
3. Firearms are not permitted, inside the diplomatic meeting place.
4. Food and drink will be provided
5. Feel free to stay for more then one day, depending on how long the meeting is.
6. No diverting from the official route
7. Cursing to a decree will be allowed, but any act of violence or extreme use of cursing will result in expulsion from the meeting.
With all that clear I wish you a happy stay.

OCC: Im surprised that your city can even be considered as modern, or contain skyscrapers since your economy is Imploded (worst UN economic setting).

Explains more....it is the sign up thread....Also i don't really follow it that much as i am from Earth III...Although the reason North Korea can afford such a development is because it is the only Superdeveloped city in the country...The others are mostly below average, or at best average.

Hyun Kwung-soon stepped through, holding his briefcase and bowing to the dignitaries he passed. He tried to stick to the vanguard of the envoy, he knew from the memos he would be alone with his proposal. But he wanted his homeland to know the things he knew. He came to Brazil because he opposed the tyrannical Juche system, but he did not oppose the idea. The Juche Ideal was close to him, and he though it close to his Spartakist method. He came to teach, and hopefully a unified democratic Korea for the people would be founded.
He trusted the DPRK soldiers enough to escort him as he was chaffeured to the conference. The day was humid and cold. It was winter. Hyun looked at his cheap watch and waited as they came closer to the building. He nodded to the chaffeur as he exited and ran his fingers through his greyed hair. He walked up the stairs and entered. He saw little need to socialize with the other, "guests" until proper. He came into the conference room and sat where the PCPB representative would be designated. He then sat, and waited until the business had begun.

IC: A sound erupted from the various speakers positioned along the conferance room. At first the young female voice spoke in korean, but soon after the women spoke in English through her intercom.
"The Sun of the D.P.R.K will be with you shortly....please make yourself at home and enjoy the luxurys the food has to offer...."
Alexander Perkins, the Imperial High Minister of Foreign Affairs for the Risban Empire, entered, holding an attache case. With him were three men: Two Imperial High Guards and the Head of the Guard, Colonel Christopher Lucian. They were here merely to protect one of the Emperor's closest advisors, as well as be Risban's eyes and ears in Eternal Dragon.
Perkins glanced around the building; it was almost as nice as Imperial Palace.

The Minister of Foreign Affairs entered the conference room, nodding slightly to the few occupants in the room. The two guards and the colonel took seats outside. He sighed as he took a seat; the sooner this was over, the sooner he could return to Dublin. He just imagined the papers piling on his desk in Dublin Castle with the newly acquired territories in Haiti and Sardinia...

Thomas Yeltsin coughed nervously as he arrived at the conference building. Unlike many other government ministers, he had never been on a major diplomatic mission by himself. That made him somewhat nervous, fearing he could make a mistake. Ah, I'm here to offer advice. I can do that easy enough, he thought.
He gestured to his two bodyguards, who followed him into the building. He held in his hand a briefcase containing legal and financial information which the Ministry had deemed useful. As he entered the room, he noted a few other people, diplomats mostly, and their guards. He sighed, and prepared himself for a long day.

Mitch Cutrone, from the Diplomatic Affairs department of Mikosolf, walked through the entrance hall. A middle-aged man, with salt and pepper hair, wearing a simple black closed-vested suit, adorned only with a solid white stripe down the right sleeve. Though one of the lower dignitaries within Mikosolf he still prided he on his prose and poise. A small pad was clipped to his left leg, its base cleverly worked into the fabric, making the pad appear only to be a small rectangular extrusion on his thigh.
Despite some former tensions with this land only one guard escorts Mitch, the guard’s six plus frame towered over Mitch, stoically watching and observing every detail in the rooms.
Reaching the conference room, he quickly but quietly takes a seat, pulling out his data pad, setting it on his right. The guard, hovers a mere four feet from Mitch, looking like it would be an insult if someone offered him a chair.

Juan Julio looked around the city. For such a small and poor nation, they sure had some nice stuff. He looked at his five bodyguards. They were armed with long-ranged tasers, nonlethal, but enough to make a grown man cry in pain.. Juan knew these men and knew them well. They were his brothers. He stepped off of his spacecraft and into his designated limo, which made its way to the heavily gaurded goverment building. He readjusted his tie. He wasn't used to them, he had just gotten his job. Green Sun was short of ambassedors, so they had to send in a new, underripe one. But he was confident in himself. He would help bring Capitalism to this nation.

The Grays Hillian Secretary of State exited his plane. He took a breath of fresh air and was glad to have landed safely, because he truely hated flying. Exiting the plane with him were 4 of his bodyguards, appointed to him by the Secret Service.
They quickly strolled inside the airport to find their ride. He was impressed at the buildings and other structures that protruded from the ground of the Earth in such a young, emerging nation. But, nontheless, he was happy to be there, and happy to partake in these international talks, though he still did not know what exactly they were for.
Once they found their ride, they all got in the car, and were then taken to the building where the meetings were to take place. As usual, he was fashionably late, but made the usual impression of a strict man of business. He quickly took his seat and awaited the talks to commence.

Commonwealth Senator Masahiro Chang walked off the Commonwealth VIP plane casually, taking his time in admiring the beauty of the stone statue nearby. None of his associates and body guards shared his views, though; Director of Commonwealth Central Bank Miranda Uris elbowed him several times, and body guards made slight coughing noises.
Getting on the limousine waiting for them, the 5 members of the Commonwealth delegation carefully studied the Imperial capital of Pyong'yang. "Amazing for a country with their economy," Director Dan Takamatsu of the Commonwealth Reserve Bank noted.
Director Uris enthusiastically discussed how different aspects of the city compared with Commonwealth cities like Baltimore, Taipei and Amsterdam, and even the body guards exchanged a few words on the security here. They were regid with the anxiety and tension that comes with being in such a foreign and somewhat darker land, however, and were mostly praying that nothing would go wrong.
Soon the vehicle arrived at the centre of Pyong'yang. The Commonwealth team promptly entered Eternal Dragon's Government Official Headquarters, the 3 officials grew intrigued by the building. While the bankers quietly discussed monetary values, Senator Chang continued absorbing himself in the artistic styles present in this foreign land. The bodyguards had no time for any of these, though; they glanced at soldiers standing guard with nevous, wide eyes.
Finally, the party arrived at the conference room. Taking a deep breath, the delegates walked in and took their seats, while the bodyguards stood with their chins high behind them. The three officials began sorting out their documents in preparation for a day's hard work.
The plane rolled to a halt on the runway, and Diplomat Anna Jerek walked down the steps onto the tarmac. She was followed by a single bodyguard, a tall, wiry man who seemed just like anyone else who had passed Taldaani security training: constantly on edge, ready to protect their employers at a moments notice. A sword swung from his belt and a pistol sat on his hip. Behind him, nearly falling down the steps, came a short, nervous-looking man wearing a suit and round glasses. He was in charge of records for the Taldaani delegation, and he would record the entire conference to CD.
They looked around for a moment, taking in the city. All around, skyscrapers pointed upward, nearly piercing the clouds. It all looked very modern. They didn't have much time to look at the city, though, as they were surrounded by Imperial Guardsmen. The bodyguard looked even more tense, but Anna tapped him on the shoulder to let him know that it was alright.
The Guardsmen led them from the airport to a waiting car, and indicated that they should get in. They climbed in, and then sat quietly as they drove off. As they approached the conference building, they noticed the massive amount of security. Soldiers were everywhere, and when they reached the building it was surrounded by a tall fence. Talking in Taldaani so that hopefully no-one could understand, they began to talk.
"Thats a lot of security there."
This was a shock to them: in Taldaan government buildings had door guards and that was about it.
"Well, you know what they say about governments who do that. If they turn their buildings into fortresses, they obviously fear the people, and if they fear the people then they must be doing a lot wrong. Tread lightly here."
They stepped out of the car at the door, the bodyguard frowning as he handed his weapons to the man on the door. That was why he had been chosen: Anna had read the rules and picked him because he was an expert unarmed combatant. He knew a list of martial arts as long as her arm. She stepped in through the doors and simply followed the signs. Not seeing anyone but guards, she walked into the conference room. Obviously she wasn't the first to get there.
"Greetings, honoured representatives. I am Anna Jerek, representative of the Democratic Liberal Socialist Republic of Taldaan. This is my bodyguard, and my aide. If it is alright, he will record the proceedings onto CD."
Feeling that she had said enough, she seated herself next to one of the other delegates. She wasn't sure where he was from: after all, many nations have immigrants from all over the world.

===Government Buildings Entrance way=======
The stylish black limousine crept up to the gates, soldiers bowing in respect as he entered. The leader had indeed arrived.
Upon passing all the tightly knit gates and parking the limo, the chauffeur proceeded to open the side door.
Minutes later the leader of the D.P.R.K stepped out. His silvery shoulder length hair moved side to side by the winds gentle breeze as he walked. As his green emerald eyes absorbed the surroundings, two elite 6ft guardsmen stood by his side, A.K 47's in hand.
Finally after admiring the scenic beauty he entered the huge circular complex, occasionally being saluted by his mindless subjects. Upon entering he proceeded to stride up the spiral staircase and into the delegation room, a meeting that would no doubt shape the country's future.
=====Delegation room========
Sephoto entered, a sense of warmth and glowing sensation filling the room, an obvious sign of his power and greatness.
Before seating, he began to speak in a thick Korean/Russian accent, a feeling of pride coming from his voice.
"People I am sorry to have kept you waiting......Traffic...."
He then walked to his seat, escorted by the ever scary imperial guardsman.
Upon doing this he spoke once again, addressing what everyone had on there mind, his youth.
" Comrades......Brothers...Former foes....Allies...Now as I can see from your expressions you wonder why a spoilt aristocrat is in charge of an improvised nation......" He paused as to allow a brief look at the various diplomats assigned to their positions.
"Well let me warn you I am no Kid.....And despite being only 24....I can assure you I am in full control of the D.P.R.K's affairs....Any questions..." He paused waiting for a response.

Hyun looked at the "Sun." SOmething about his eyes made him seem disapproving as he took down his galsses for a moment, and thought. He took a short breath before speaking in Korean, personalizing himself with the "Sun."
"I have no questions right now, "Sun." However, I would like to congradulate you on opening yourself to reform. A unified social Korea that liberates its people would be an asset to all. I won't spend too much time on this, but I would also like to condone your actions towards moderatism, and hope that you can eventually open yourself to new ideas. I was born here in Korea, and I am very old. I would like to see my nation rise again. I can only hope that it will be better than the Korea I had to leave."
With that, he nodded, and let the others speak. He would speak English or Portugeuse when others needed to understand him, but here was one of the few times he could use his native tongue. So he took the opportunity.

Sephoto gazed into the eyes of the aged Korean, his emerald green eyes transfixed upon his wrinkled face.
"Please call me Sephoto...There is no need for such acclamations...." He paused before speaking in his native language.
"Well the juche system.....Noble as it might be.... was always destined to fail....Unless under friendly terms with a nation which shares similar values......I think you understand...
Now I believe that in order to achieve perfect harmony with the south....A change is in order....Thus the reason why I am allowing foreign companies to rejuvenate the under-developed economy......
And indeed I thank you for your kind words...And I can assure you the country you came to many years ago....Will soon be the country that the D.P.R.K has long wanted...

"Well," started Thomas, "I'm to let you now Malkyer stands behind this new initiative one-hundred percent. Many corporations in the Kingdom are ready to invest in projects you have, and we also have teams of economic advisors we can send if you'd like. For too long have centrally-controlled economic systems ruined potentially great nations. I have to say that I am personally excited about your new direction," he finished. Short, he thought, but not bad for a first-tme diplomat.

"Sorry for interrupting but....Why are you so nervous...?" He smirked slightly, he hated such nervous people.
"Its not like I will send you to a Gulag or anything.......But anyway we are not hear to discuss that.......So I thank you for your kind words...And I do believe it is time to let others do the work for the D.P.R.K for once..

The Osean Diplomat, Shelby Goodfather, was late, as usual. The flight had been postponed due to an engine problem and she finally got a ride on a civilian airliner.
She quickly walked through the doors of the soon-to-be good neighbor when a few gaurds stopped her and checked her out for any weapons.
She was past through and walked into the room in a fairly loud racket. She mouthed "Sorry" to the dragonian at the head of the room and took her seat. Beautiful red hair, green eyes, and a fair-tone skin. Not too white, but not tan.
She had the little irish that remained in Truitt's culture deep in her blood, which was probably why she got a government possition.
"'Sup, guys?" She breathed, chest flying forward and back from her sprinting.

The leaders conversations were abruptly halted by the arrival of a beautiful creature, a creature that suddenly caught the outskirts of his own emerald green eyes.
As usual Sephoto stopped talking to the diplomat and engaged into dialogue with the diplomat, his eyes transfixed on her own, mysteriously.
"Hello Mrs Goodfather....My my.. I never expected to be entertained by such a beautiful women...." He winked slightly before speaking again, his tone now more respectable for a leader such as himself.
"Anyway....What has your leaders have to say....And I hope you deem the security acceptable....Wouldn't want a lovely creature as yourself getting hurt..." He smirked once more, he had got this charming business to a tee.
Ms. Goodfather nodded at the gentleman who had commented her and sat at her reserved seat.
"The security was fine, a little over-the-top, but otherwise, just like home." She panted brushing off her shirt and skirt just out of nervousness.
"And it's miss, not misses." She smiled back.

The 24 year old leader nodded intently, breaking the silence with a leader-like remark.
"So what is your government willing to invest......?..Or do you wish to discuss something else.........?" He brushed back his silvery hair, quickly turning to gaze at his imperial guardsman. They were not pleased with this flirting, as they viewed the leader as a God who shouldn't be talking to such rabble.
He knew that he had a job on his hands in changing the economic system, but if successful, the D.P.R.K would be a fearful power again.
Alexander Perkins leaned back calmly in his seat, stroking his chin as he watched things. He appeared very conscientous and attentive, but his mind was still wandering on the amount of work he'd have to do when returning to Dublin.
Scorpius needs to hire more ambassadors...
Deciding this to be the perfect time, the Risbanian Minister of Foreign Affairs spoke up. "The Grand Imperium of Risban would be most willing to open up companies within the Eternal Dragon to help boost the economy. The Scorpius Corporation and the Zorag Company are both quite large and would be able to create several succesful branches in this great nation, and aid your people in establishing their own businesses through funding and supplies."
Perhaps if you tell me the corporations willing to invest I will think about it...

The leader quickly turned to face the new speaker, his face turning back to a cold expression, an expression that had struck fear into his opponents.
"Interesting.....Well as you know we still rely heavily on the agricultural sector..However since the increasing droughts and death of key allies....The D.P.R.K farming sector has experienced a major downfall in irrigation and quality....Thus because of the fact that much of sector uses heavy industry of soviet levels.....
We would be much obliged in letting you have certain stakes within the state controlled agricultural economy....Of course you must post the initial investment..But doing that will spring major employment. And perhaps give an incentive to do something else other then join the impressive military...
Over time once the industry is modernized I expect an increase in self-sufficiency and will therefore purchase back certain parts of the sector....
So with the right investment..Cultivating the land will reap the rewards...
Also we plan to further invest in Hydro-electric and especially Nuclear power plants...Similar to the one in Tehran..Perhaps foreign aid could help us there....
And finally I suppose you want to address the extremist issue later on?......He paused gazing across the room once more, mainly at the Irish women.

She had a few other company ideas, and a propossal for a economic alliance also up her short sleeve.

The land will be used for mining all sorts of ores, and some plants for processing them. Then, they have planned to establish several plants in Pukchong, primarily for manufacturing steel. In addition, TUG has already finished an elaborate plan for a alloy manufacturing complex around Najin. Last but not the least, they wish to establish factories for producing metal products throughout the west coast.

About the land offer....Make it 75 billion and we have a deal.....Of course I expect the local workforce to be employed once more.....For any other plants I suggest investing in the under-developed south of North Korea...As the North is the main industrial area and thus we need to equal such a thing out.....

One bassed in the Spraty Island Chain, and the other in United Arab Emirates. They both drill, refine, and sell into the market as much as United Arab Emirates does in a day.
"Their price is why our gas is so cheap, 8 Bills a barrel, which is about 16 Universal State Dollars."

Sephoto listened intently. But as he was about to answer a guard walked through the door and whispered into his ear, an obvious sign of trouble by the stern look on Sephoto's face. Seeing the women waiting he quickly answered.
"How about 5% of that for free......In return for various radar and missile avionics....Plus more which can be discussed as I have to depart....." He paused once again as he got up from his chair, preparing to leave.
"My number two Kim-Song II will take it from here....As I have some urgent business to tend too....."
With that he left, escorted by various imperial guardsmen as he strode out of the building with increasing urgency.
Minutes later a short grey bearded man entered the room. He was much older then Sephoto, and by the look on his face, deals would be tougher to come by.

Kim Song II slammed the table in sheer frustration at the Diplomats sniggering comments.

Just as he prepared to raise tensions Sephoto returned to the room, a frown now present among his face.
"Enough Kim....." He shouted in Korean.
Soon after Kim nodded, before quickly exiting the room in an abrupt mood, resulting in the slamming of the reinforced steel door. After Kim exited, Sephoto-escorted by guards- made his way to his seat, a frown still noticeable.
"I see.....Well whatever this Sunset mentions.......I can assure you it is nothing but western propaganda..As are nation is among one of the best literacy rates in the region..With 99.9% of all sexes in the D.P.R.K able to read and write...." He paused before speaking once again.
"This of course is because of an intense necessity to read and write in the country or face Deportation... " He smiled fakely as he brushed his long silvery hair to the side.
"As for the security....I can assure you that the D.P.R.K military is more then capable to guard the area....However if you prefer an elite unit......Perhaps I can designate some imperial guardsmen to work under you....

As for your complaint of the 15-20% tax on your assets.....Well I could perhaps arrange a minimum scale down of 5-10%...The reason for such a tax is to avoid people coming under the impression of Capitalist control.......

Now as for your complaint of the tax charged.....Well I would be willing to allow admissions for companies that manage to improve that specific industry considerably.....Also if the company is relatively new I will lax the taxes for a number of years..Perhaps even decades.......However if they try to misuse the system......."
