Yeah the fleet airarm is rather small.

I am going to go ahead and assume, from the small numbers of aircraft and sailors, that most of this navy is mothballed.

190,000 Sailors?! I only have 3 times as many ships as you, and about 7 Million total personell. Also, you really don't have your own ships unless you supply stats for them; it's kind of an unwritten rule. Your Fleet Air Arm is horribly small. Most carriers these days carry about 92+ aircraft, but most RL carriers have from 20-72. Using the base number of 72, you need about 3,888 aircraft to fill your carriers.
