OOC: This is my RP claim on north China/east Mongolia. I'll be incorporating a lot of my NS characters into this, as it's a lot easier and allows me to use people with fairly fleshed-out personalities.

"My friends, we must take heart! We can win! When we are victorious, our brothers and sisters will finally be free of oppression!"
The small gathering muttered amongst themselves at the speaker's words. They loved hearing about freedom, but whether it was realistic or not was another question entirely. Chiisu Suun jumped down from his rock and strode into the group.
"Don't you want this? Don't you want your land back? Don't you want peaceful lives, with enough food to be happy? Don't you want to be the ones deciding how the country works, rather than being held down by our oppressors? Join us, and we shall give you back your nation!"
The gathering applauded his words before slapping him on the back as they left. Chiisu shook his head and turned to his ever-present bodyguard & right-hand man, Tian Yao.
"Tian, I just don't know if they want it."
Tian smiled at him. "Just give it time, Chiisu. One day they'll realise that we speak the truth, and on that day the sun will shine on a new and better China. We know this ourselves; we just have to convince the populace. NeoSuunism is the way forward for China, all that needs to be done is to install it."

The NeoSuunists had a daunting task ahead of them. To become leaders of China would take a lot of cunning and a lot of skill; they would need to pick their fights carefully and not get dragged into full-blown warfare until the time was right.
Although they were proving popular amongst the the rural population, the NeoSuunists did not have the support they truly needed. The military would be the deciding factor in any confrontation with the government; either they would turn on the government and help the NeoSuunists sweep to power, or they would crush the revolutionaries out of hand. To that end, the NeoSuunists kept records of all governmental abuses they'd encountered in the countryside. It was hoped that if enough military commanders saw the treatment being inflicted on the agricultural workers, they would rebel. It was also believed that NeoSuunism had found support among a growing number of intellectuals. The ideology advocated liberal civil policies and a rather idealistic socialist economy, something which caught on well with the more left-leaning intelligensia.
The main opponents of NeoSuunism were the government and the industrialists, as both groups had much to lose if NeoSuunism gained in popularity. The industrialists would either have to accept limits on their working practices or flee the country; the government of course would come crashing down, with no mercy being shown.
All it really needed was one event, a single spark to light the nation ablaze....

The NeoSuunists believed that they had discovered their 'spark'. An event which would show the entire country that the government was self-serving and destructive; it would hopefully unite the nation behind them.
The governor of Qinghai Province was known as a particularly ruthless official. The population feared him for his quick temper and lack of respect for what he called the 'lower classes'. After some bribery and consultation with local officers, it was understood that if Qinghai's governor was removed by the NeoSuunists, then the province would be theirs. The military there was tired of his constant abuses; their role was to protect the nation from threats, and to the Qinghai military their own governor posed a threat. However, the populace of Qinghai were much more likely to accept a NeoSuunist coup than a military one, so the military there would have betray the government in order to protect the people.

The fall of Qinghai's governor proved to be a tremendous coup for the NeoSuunists. The elite members of the Dragon's Claws, Chiisu Suun's personal commandoes, had infiltrated the governor's palace and dealt with him in an appropriate manner. True to their word, the province's military stepped aside and accepted the NeoSuunists as the new authority; the population were overjoyed as the NeoSuunists paraded the ex-governor around the province. Always keen to capture public support, the NeoSuunists allowed the citizens a chance to abuse him before he was publicly executed.
Across northern China, news of the coup spread quickly across the Internet. NeoSuunist computer experts hacked into government websites and replaced them with NeoSuunist propaganda, while the television facilities in Qinghai were used to broadcast programming to nearby provinces.
Heartened by the success in Qinghai, NeoSuunist cells were able to overthrow the provincial governments in Gansu, Ningxia and Shaanxi. Wholesale defections of army units was suspected to be a factor in these successes, but the central government couldn't confirm anything other than the fact that their power was crumbling.

The timing couldn't have been more perfect, really. An invasion of the south was being conducted by a foreign power, meaning that much of the military was otherwise occupied.
The NeoSuunists decided that the foreign invaders should be allowed to continue. They were keeping the government from cracking down on the NeoSuunists, who were running loose around the northern countryside calling for revolution against the corrupt bureaucrats in Beijing. Agreement had reached regarding the partition of China between the 'Rosians' and the NeoSuunists, so the two were dismantling the government piece by piece, province by province. News also came in from Mongolia, where NeoSuunists had successfully overthrown the government of Eastern Mongolia and established a new Republic.
The civil war took on a new twist with the NeoSuunist takeover of airbases in their newly-acquired provinces. Defecting pilots and air crews were put to good use, as the NeoSuunists began waging air combat against loyalist aircraft.

The revolution continued to spread with each passing day. The central government attempted to establish martial law in the areas it still controlled, but NeoSuunist cells kept up their efforts despite the opposition.
Manchuria had erupted into bitter fighting between government forces and NeoSuunist units; the NeoSuunists had an advantage in being supplied from the Mongolian NeoSuun Republic, who were providing ammunition and materiel for their brothers and sisters across the border. Shanghai had eventually fallen to an uprising at the cost of thousands of civilian lives when the government bombed the city in a desperate attempt to prevent the NeoSuunists acquiring the 1st Fleet.
All across northern China, it seemed that the government's days were numbered.

The damage inflicted on Shanghai by indiscriminate government bombing had given the NeoSuunists a perfect propaganda tool. Radio broadcasts and occasional television programming revealed the number of dead and wounded to the rest of the nation; insurgency efforts caused the government to use more heavy-handed action, which in turn further alienated the population. The government soon found itself in an inescapable situation, as the population turned to the NeoSuunists for guidance.
The NeoSuunists had not only been prosecuting the war in military terms. Unpopular bureaucrats had been kidnapped and turned over to the populace for punishment, and money-grabbing officials had been forced to pay back those they had extorted from. Chiisu Suun had made appearances in all NeoSuunist-held areas, speaking to ever-larger crowds and detailing the new China which would arise from the fall of the current government; the people heralded him as a hero, and cheered wildly whenever he appeared.
Everything culminated in the final push of the northern war. The government had retreated to Hebei Province while fortifying Beijing and Tianjin; they had lost control of most of the country, either to the NeoSuunists or to the invaders in the south. NeoSuunist forces began massing for a possible deciding campaign.

"This is Tanya Pavalski for RINN, today Rosian forces captured the capital city of Guangxi. The Chinese are happy that they are free, but the Rosians still have much to do. They are now in the process of reconstruction, and have dubbed the province the Free Imperial Republic of China. The Rosians plan to move east and west, military analysts say that the actual invasion will end in a few weeks, but reconstruction might take a year at best."

"In other news, the Triads aka the Chinese Mafia, are rumored with supplying the PLA with arms. They are also rumored with working with Rosian forces in providing intelligence. Though, both cannot be confirmed. But it is RINN's observation that the Triads will not have a place in the new China. This is Tanya Pavalski for RINN signing off."

Our cowardly opposition have retreated to Beijing and Tianjin, where they await their final judgement. Miho?"
Miho's eyes gleamed as she addressed the viewers. "Thanks Honji! Well, we owe all this to Chiisu Suun. Chairman of the Zhonghua NeoSuunist Party, Doyen of NeoSuunism, this young genius has proven himself time and again to be far superior to any leader our wondrous nation has ever experienced! His wisdom created NeoSuunism, and his energy has driven it forward to this point. He has charmed generals and farmers alike with his honeyed words of truth, and once the remnants of our former tyrants have vanished, he will take his rightful place as China's leader. We all know that he will lead us to the prosperity we are destined to achieve! Honji?"
Honji nodded at his co-anchor. "Thanks Miho. People's Daily News now brings you a complete chronicle of the revolution thus far, charting the continued success of popular justice."

"We have an ally in the government ranks. General Shantu is willing to defect; he says that his troops will follow us, and he is willing to hand over Tianjin to us."
Kangtian Wei nodded. "Good news. Then all we need to do is secure Beijing; how are our forces faring?"
Wanfa Kong cleared his throat. "The last pockets of resistance are beginning to surrender; it shouldn't be too long before...."
A jubilant aide dashed in. "The television! The government are addressing the nation!"

A nearby television was switched on, displaying the face of the current Chinese President. The stress of the situation was clear on his haggard face, and he seemed to sigh with every sentence.
"We...cannot fight two wars at the same time. We have no choice but to address the foreign threat; to this end, we are formally surrendering Hebei Province, Beijing and Tianjin to the NeoSuunist Party, as well as all territory they have acquired thus far. Our administrative capital will be moved to Urumqi in Xinjiang, from there we will continue to resist the foreign invaders. We ask for a ceasefire with the NeoSuunists, so that our forces can concentrate on the Rosian enemy."

This is Alexandr Petrov in Xinjiang with good news. The capital of Xinjiang and probably the province fell today due to the combined efforts of the Chinese Liberation Front and Rosian Special Forces. Also, General Hu Shan, a major Chinese General who was leading resistance forces in the eastern provinces. Also, the provinces of Yannan and Guangdong also fell to Rosian Combined Army forces. Plus, Taiwan and Hainan surrendered to the Rosian Armada. This makes Taiwan, Hainan, Guangdong, Xinjiang, and Guangxi part of the Free Imperial Republic of China. Tibet and Fujian is estimated to fall in one day or more. This is a great day for China and the Empire. This is Alexandr Petrov for RINN.

The crowds gathered in Tiananmen Square to hear the first pronouncement by the NeoSuunists, who had rolled into the city after the government fled south. Chiisu Suun took the podium, receiving wild cheers from the assembled throng.
"Brothers and sisters, today we are free! The old government is gone, we have ushered in a new era of peace and prosperity! On this day, I formally announce the birth of NeoSuun Zhonghua!"
The crowd cheered loudly before allowing him to continue.
"Our brothers and sisters in the Mongolian NeoSuun Republic have formally announced their position as a Special Administrative Region (SAR) of NeoSuun Zhonghua; it is our hope that all peoples will follow the guiding light of NeoSuunism in time. For now, we shall look inwards; we have a great deal of damage to repair, damage caused by the former oppressors of this land. This land will never suffer tyranny again! The other nations of the world will recognise our right to self-determination; if they choose to attack us, we shall meet them with fiery resistance!"

The NeoSuunist government had a great deal of work ahead of them. Reversing what they regarded as 'archaic harmful policies' would take time, as would imprinting NeoSuunism on the hearts and minds of their citizens. However, with Chiisu Suun as Dragon-Premier, NeoSuun Zhonghua stood as good a chance as any to revolutionise their society and create a truly powerful nation.

NeoSuunism was introduced slowly but surely so that society had time to absorb it; the NeoSuunists hadn't taken power in order to try a quick fix and have it possibly fail.
The first order of business was the economy. NeoSuunism called for economic entities known as 'Concerns', large single-market corporations which were 51%-owned by the government. Economics Minister Kangtian Wei personally oversaw the creation of the first entity, Shin Fai Armaments Concern, which would be in charge of weapons production and R&D. With a framework in place, the government began creating more; within a few months, Shin Fai was joined by Leang Naval Concern, Ru Shou Aerospace Concern and Masito Technological Concern. The Concerns' market power was tempered by the allowance of private companies; the government made it clear that if a private company became more efficient and profitable than a rival Concern, then the Concern would lose all government support.
Agriculture was to be a mix of socialist and capitalist policy. Rural villages became 'Co-operative Agriculture Concerns'; the government would have a contract with each CAC for a required amount of produce; the CAC could then do whatever it wished with any excess produce. In an attempt to solve rural unemployment, the government also created state-run collective farms; these were created separately from the CACs, and only employed agricultural workers who were currently between jobs.
The environment was seen as a priority, as pollution could easily ruin the NeoSuunist agricultural plans. Water purification and air pollution laws were brought in, while land reclamation schemes involving disused industrial areas in major cities were planned to slow down urban crawl.

At present the Xing aren't an enemy; they stated that a refusal to accept them wouldn't result in retaliation. If they did retaliate, then the NeoSuunists would cross the border to get at them, woe betide anyone who got in the way. NeoSuunist troops crossing the border is one thing; persuading them to cross back over the border is quite another.
The Xing are currently a Free China problem, so the NeoSuunists would leave them and the Rosians to deal with it.)

The next reform schedule was for civil society and law.
The NeoSuunists were determined to become the dominant focus for society, but to achieve this they were willing to work with other groups, just on their own terms. Religious groups were permitted to freely worship, but the government riddled them with agents and favoured pro-government clerics on media broadcasts. Gradually, religious groups became just another part of the government, except it was not obvious.
This covert co-opting of religions was carried out to lessen opposition for the government's planned social reforms. Same-sex marriage was legalised, as well as prostitution and gambling. Welfare benefits were guaranteed, and improvements of the health service were initiated. Education incorporated aspects of NeoSuunist doctrine, but otherwise focused on knowledge and skills which would 'benefit greater society'.
Police were granted powers to crack down on groups which could 'threaten public stability'; the definition was left deliberately vague to permit crackdowns on any group which was decided to be a threat to government power.
In all, the NeoSuunists gave the people personal freedom while keeping the ability to smash any opposition that formed. Elections were permitted, but with the NeoSuunist officials in charge of the process, any results were a foregone conclusion; victory was assured by the fact that opposition parties were themselves merely offshoots of the central government.

The Zhonghua Self-Defence Forces (ZSDF)
The military found itself flush with funding with the NeoSuunists in charge. Although they had cooperated with the Rosians during the fall of the old government, the NeoSuunists had no intention of leaving China in two halves. As far as they were concerned, it was only a matter of biding their time; eventually, they believed, the flag of NeoSuun Zhonghua would be flying in the south as China was reunited under Beijing's rule.
In private, the NeoSuunists saw the Rosians as yet another imperialist power; if all they had wanted was to have bases in China, why not ask the NeoSuunists? No, instead the Rosians had marched in and installed a friendly government, rather than trying diplomatic relations. The NeoSuunists couldn't have competed against both the old government and the invaders, so they compromised; with their state now being consolidated, the time for compromise was drawing to an end.
All services were to be upgraded with new equipment and vehicles, a mammoth task which would take significant time, energy and resources; as a result, the services were approached one at a time. First would be the ZAF (Zhonghua Air Force), as air superiority was seen as crucial if the south was to be 'brought back into the fold'. Once that was done, the army would be next, with the naval forces receiving final priority. The naval HQ was less than impressed by this fact, but eventually came to accept it (OOC: so no, they haven't all been upgraded by now; the air force is starting to receive new equipment).

The Nationalist Movement
NeoSuunist doctrine stated that China was one of the greatest, if not the greatest, nations in history. Once in power, the NeoSuunists made it quite clear how they felt.
The Zhonghua NeoSuunist Party (ZNP) began broadcasting documentaries on state media, showing the 'inherent greatness' of the Chinese people by showing all of China's advances, scientific and political alike. Admittedly, there was some slight exaggeration and a couple of blatant lies, but the populace lapped it up, as they quite enjoyed being told how wonderful they all were. Documentaries were also shown about the times when China had been divided up by foreign powers. Comparisons were drawn between that time and the current situation, with the NeoSuunists always stating that one day China would be unified completely and permanently.
China's more famous historic leaders received glowing tributes tempered with occasional criticism. Qin Shi Huangdi was often invoked as China's founding father, but the ZNP was careful to acknowledge Huangdi's mistakes; in fact, with most of China's historic leaders, the ZNP followed a policy of 'sometimes correct, sometimes incorrect, but correct when it mattered'. Huangdi's tomb and mausoleum received a much more elaborate enclosure, and the adjoining museum was upgraded. Mao stopped being 'The Great Helmsman' of the nation, but was now essentially just another former Emperor. His mausoleum also received some renovation work, but was not treated with nearly as much respect as Huangdi's.
Amongst the populace, the ZNP was seen as the start of a new dynasty; the CCP dynasty had fallen from grace, and now its replacement was making its mark. Dragon-Premier Chiisu Suun was regarded as the gaozu, or 'first emperor' of the new dynasty. The expanded personal freedoms won over many citizens, as did the fact that unlike the CCP, the ZNP seemed open to suggestions. In fact, the ZNP frequently held online discussions with citizens in an attempt to improve the state-citizen relationship.

The Totalitarian Aspect
The ZNP may allow citizens relative personal freedom, but they also invoke the ideas of national duty and loyalty.
The Shining Youth are the ZNP's mass youth movement. It is compulsory to spend five years in the organisation, from ages 10-15. Meetings are held mainly at weekends or during evenings, but members are allowed time off from school classes to attend special meetings. The Shining Youth teaches loyalty to the State and to the Dragon-Premier; the organisation also teaches mental and physical strength. Members of the movement are fanatically loyal to the Dragon-Premier as a result of the indoctrination process, and often march in military parades alongside the armed forces. Exceptional members are often recruited either by the Dragon's Claws, Chiisu Suun's personal commando/bodyguard unit, or the Howling Tigers, a religious sect which operates 'in the best interests of the dynasty'.
The Howling Tigers are a growing and highly vocal sect, one which has won favour with the ZNP for its almost-slavish devotion to the Dragon-Premier. While the ZNP prefers secular politics, the Howling Tigers see the Dragon-Premier as the Son of Heaven, the latest in the Imperial line. The Tigers are best known for their excruciating martial arts training and their refusal to cut their hair; most Tigers have hair reaching down to their waist, but for practicality it is often tied back. The leader of the Tigers is known as the Sagacious Devil; the current Devil is Dianrui Fan, a former archaeologist who has since immersed himself in proving an uninterrupted line of succession between the ZNP and Qin Shi Huangdi. The Tigers even have a member sitting on the cabinet of NeoSuun Zhonghua; Dianyun Liu is the Information Minister, and always ensures that government actions are prtrayed in the best possible light.
