Today the Parliament approved a bill that will allocate 74.3 Billion USD a year in the form of foreign aid to the members of the IADF. In addition any member of the IADF will be allowed to establish accounts with the West Pacific Federal Reserve Bank, at an interest rate of 3.2%. Strict guidelines as to whom is eligible for this money will be set and enforced, this money is not to be used to develope Nuclear, Biological, or Chemical weapons. If any Nuclear Reactors are set up with these funds will have to undergo monthy inspections by West Pacific engineers to ensure that no weapons are being developed. Any nation wishing to recieve funds must submit an application containing the following information.
1. Current Economic Status. (GDP, GNP, Current Tax Rate.)
2. Current Population (At time of submitting App.)
3. Main reason for requesting funds. (Defense, Education, Economic Build-up, food, etc.)
4. Amount requested.
5. if you would like to open an account with the WPFRB please state how much you would like to deposit.

Novikov - 6.5 Billion a year for three years.
