IC:

Two years of war had left Novikov in the hands of what no one could call a inexperince military force. The only problem, however, lay in training and equipping this hardened core of an army.

Technologies available to Novikov's Army, Navy, and particularly its airforce were at an almost crude level. Troops were armed as they had been since the civil war broke the military into splinter fragments years earlier: with anything they could cheaply purchase. Armour was almost non exsistant, less than 150 undamaged vehicles, and those all either T-62 or T-72 models; horribly inefficent for the task of defending from foreign agression. At sea, converted fishing boats were used for patrol detail, and a few desil submarines sat rotting in harbour. In the air, only a handfull of modified M-8 Trnasports and a battered squadrion of Hinds maintained the appearance of air-power.

Ulaynov was prepared to change all of that. It had been just weeks since a peace treaty had been negotiated, but already things wer looking better. The scattered units of three armies had been reorganized according to political ideology, and enough stockpiles had been found to standardize the equipment of some 135.000 men. Just as well, Novikov couldn't afford to pay over 150.000.

Perhaps the situation was salvageable. Already over 4,2 billion Euro had been uncovered form private stockpiles and political budgets to allocate to the military. Two-hundred modified T-72BV ERA tanks were en-route to replace some of the piles of junk his men had to drive. An airforce was also already in the creation. One with real aircraft, by God! And all without a scrap of foreign aid.

Yet Ulyanov had called for foreign involvement several times. His last request had gone out to allied nations of the IADF. The request read:

"To whom it may conern,

As a fellow member of the IADF, I am contacting you on the military situation within the United Socialist States of Novikov. As you may be aware, a recent civil war has torn our infastructure away from us and left our military in shambles. Being obligated as a member of the IADF to contribute troops to defend any other member nation, we hope it is seen in everyone's best interest for this situation to be liftes as soon as possible.

This, I am issuing a formal request to all IADF nations for military advisors to help train our military, production rights for weapons, vehicles, and, most importantly, ammunition so that we may better arm our troops, and, if possible, donations of surplus equipment and funds to aleviate pressure on the Novikovian economy during this stressful time. If you can comply in any way, we urge you to.

We offer a sort of lend-lease type deal to you. We will provide you with whatever military equipment you require, and training to use it, imediatly as of order. All we ask is that you pay for the equipment over a period of years, which can be negotiated as we are in no hurry to make profit. the training of course will come free.

Also, we will allow officers from your armed forces to attend our Armor Training Collage, in Nineveh. We have over 90 years of experiance with tanks, being among the first nations to aquire models from all nations devloping them by 1919. And having employed them many a time since.

That said, we offer this as a token of our freindship, and for the betterment of the IADF.

Further examination of the Novikovian Military assets was undertaken over the following month, including the NPM's (Novikov People's Military) equipment and deployment time, all done in comparitave light using the recent deployment to Communits Brazil as example enough.

What was found was perhaps not shocking, but was certainly disconforting. Novikov's takns, even their finest T-72s were ineffective when compared to the vehicles being fielded by Novikov's allies. The decision was made that a new tank would have to be designed, and funds in the ammount of 480.000.000 USD were allocated to modify the exsisting T-62 frame into an effective combat vehicle.

The military was armed well enough, arms now having been standardized with each soldier armed with an Uzi 9mm and Glock (The decision being made because of compatable ammunition types, and because of a large stockpile of Uzi already owned by Novikov's government.) Further production was taken up by the government, using 200.000.000 USD to build and develop new weapons.

Major funds were diverted also to the development of an airforce. It was found that private contractors prior to Novikov's Civil War had been given a lease on the Mirage F1 aircraft and those designs now fell to the government. Using those designs, Mirage F1 production began within tw months, private factories being set apart for the task. Funds diverted for this task ammounted to 650.000.000 USD.

In the area of naval development, arms design fell short. A slight modiication of the basic deseil-electric sub, hardly at a 1960's level of sophystication regarding her systems, was made, but plans for production were delayed while the local fishing fleets were rebuilt under private guidance of the government. The cost: 700.000.000 USD.

Finally, ammunition production began but also fell lagingly behind. Ammunition building only began after ammunition was needed, and in many areas, particularly air-launched missiles, designs had to be made from scratch, using a handful of foriegn designs as a basic blueprint. Poor funding also took it's toll; a mere 84.000.000 USD being allocated to all ammunition programs combined. The first AAM was off the production line just a month after the first Mirage took to the air.

OOC: Two notes. 1) I'm using the assumption that others were right when they said that I could use exsisting weapons designs without a major problem regarding copyright. I gave that issue a bit of backstory to clear up any problems. 2) Every post from now on will detail my military's developmental progress in one-year incriments.

The Federal Kingdom of Triancia is truly glad that one of it's allies has taken upon itself the time and cost of rebuidling it's defenses for the twenty first century, and, indeed, grateful that such a responsible country stands with Triancia, and Triancia with it, in their mutual defense and defense of their fellow alliance members.

We see that you have already started to take steps in modernaztion, and would like to offer any and all aide you require of us to help you in that regard. Due to our defensive strategy, we have large number of TAK-1992's, our homgrown version of the vernable AK-74M, and would be inclined to offer you some of our surplus free of charge. I'm afriad that the bulk of our armored units are equipped with the ABT-16V3, otherwise known as the M60A3 Patton, which, as you already know, is almost of obsolence. However, our Navy stands as one of the finest in the world, and there is almost no one who can match our Air Force for technogical advancement. We would be happy to offer you a number of our more obsolete ships at a very low cost to bolster your navy, as well as a few of the more modern variaents for higher, if not more competive, costs. We also are conducting a program in our Air Force which might be of interests to you. I am unable to disclose details of it on such an unsecured channel, of course, but furthur inquries on secure communications are welcomed.

If it comes to training, the Royal Academy of Trancia, in the Joseph II Federal District, is always open to foreign officers to learn more about the art and science of warfare. You should be pleased to know that a number of men from our training and Special Strategic Operations units have voulenteered to lead a small contigent to train your infantry non-commisioned and junior commisioned officers.

The United Socialst States of Novikov welcomes The Federal Kingdom of Triancia to the IADF, and offers her most senciere thanks for your interest in our military development.

At this time (OOC: I'm assuming 12 months have passed), our development has been effective, if slow, and we see little need to change from our appointed course. We therefore respectfully decline your offer for a purchase of your AK-74M model, as well as your armour designs.

Our situation has improved drastically since the civil war and, with more resources being made available to our developmental program we are confident of sucess. We have made large purchases regarding a submarine fleet and are preparing designs for a Desiel-Electric Submarine for export within the next nine months. Aditionally, we have released a prototype armoured vhicle with preformance paralleling the T-80 Medium Tank, with a production model and export version planned.

Perhaps the greatest assistance your nation could offer us is in the development of Missile-type weapons, which we see necessary for means of deterence. If any short or medium range balistic missile designs are available for export, we would most certainly purchase them. We are also interested in purchasing any surplus Air-Air Missiles available.

Finally, we would like to offer you a place in a colaborative design venture for a new model MBT, based on our prototype design. If these offes are reasonable, contact us back on a more secure line.

OOC: This is my first year's update. I'm so excited, ^_^;

IC:

A year can do a lot for any nation, particularly one willing to spend money. Such had been the case for Novikov and her military.

Infantry and weapons had finally been finalized and training camps had been set up. Military payment was finally stabilized, set at the national average GDP, $5.502 USD/soldier, ammounting for 825.300.000 USD in expendatures anually to pay Novikov's 150.000 troops. Expendatures on body armour amounted to 150.000.000 USD, while small arms production was at a standstill with all demands having been met.

All troops, Army, Navy, and Air-Force, were fed via the government subsadized agricultural industry, incuring no direct cost, but causing considerable economic problems (OOC: My economic outputt dropped one billion this past year, all of which came out of my defense budget, so I'm explaining that off.) Other government programs provided health and social services and all other needs a soldier could want without incuring direct cost. Housing was carried out either in pre-exsisitng barracks or by quartering troops.

Naval development had taken a massive leap in the thirteen months since last reported. Fishing fleet production was completed and production in the last few months shifted to building a naval defense force. Eighteen deisel-electric submarines were found unused but salvageable in scrapyards and the first order of business had been their conversion into lightly-armed transports; the governemnt forseeing a possible deployment on behalf of the IADF as probable. Only wihtin the final month of the year had attack submarine production begun, with the release of the first NPM-N SS-01, what was nicknamed "Sleuth", submarine. Three had been produced, and these took over patrol duty in territorial waters.

In the air, things had likewise gone smoothly. Foremost, the Mirage F1 had begun full scale production and now was manned by sixty-three pilots in three squadrions. The major hinderance on this new airforce was a lack of Air-to-Air Missiles, with under five-hundred Sidewinders and seventy Sparrows available for the entire fighter force. Bomber groups were nearly non-exsistant, but again, the sociaizing government had come out on top, using Boeing 747 frames to build three strategic command aircraft and four air-refueling craft.

The mixed group of helicopters left after the war had also been standardized, with extras being broken down into spare parts and scrap. A fleet of twenty-seven M-8 transports was undergoing training in the Novikovian countryside, while the experinced pilots of the 1st Helo Strike Wing, piloting Mi-24 Hinds composed the only helo-attack group, with twelve aircraft total.

Land warfare was perhaps the most lacking. Armour designs had not come around as easy as submarine and aircraft designs had, and there was little left to do except continue work. Still only one-hundred or so tanks, all T-72s, were in service. New designs on the older T-62 model looke dpromising, but nothing could be certain yet. Anti-tank weapons were likewise promising buit still experimental or outdated. The Russian AT-4 was the major player, but this was cumbersome and, thus, was being modified to a lighter form; protoypes to be released with two years. Development looed hopeful, but only more time would tell.

Artilery was the last thing to be standardized, with 75mm, 90mm, and 105mm towed guns. All towing was done by the BTR-152 old-model Soviet transport which had become the mainstay of the Novikovian forces' transport division. BTR-152s were commonly mounted with armour as well and deployed, either as APCs, ATVs, or air-defense batteries mounted with dual 20mm cannon and command vehicles.

The area of air defense was perhaps the weakest part of the conventional Novikovian military. There were some two-hundred BTR-152 mobile flack batteries in the country, only a handful fitted with the more capable dual 40mm cannon. SAMs were in an even more pitiful position. There wer eproblems adopting the SA-N-08 Gremlin SAMs, which were in surplus, to land-based batteries so most missile defense still consisted of teams armed with SA-7 shoulder-mounted weapons.

The final area, unconventional NBC weapons and delivery devices were in the infancy stages. It had been decided to develop a long-range cruse missile to deliver a preposed minor chemical stockpile, principaly as a deterant. Hoever funds for this program only amounted $12.000.000 USD in the last year and thus little progress had been made.

President Stanton would like me to add an ammendum to his last communique, seeing as some information was over-looked.

Upon furthur review, we recall you've asked for information on Ballistic Missle Systems. The current Triancian Nuclear Triad has a number of Horseman ICBMs, which have a long range, and a large, varible-yield warhead that can be set between 80 to 640 kilotons. A great number of Kraken SLBM's are also stockpiled, each containing eight MIRV's of 100 kiloton's each. As it stands, neither weapons systems are being offered for sale, for reasons of national security. A exchange of certain missle technology, however, would not be disagreeable.

The President was reading the newspaper, enjoying a cup of coffee when his Secretary of State, Guy Rivas, set down a large, manilla folder on the table and proceeded to pour himself a cup of coffee.

"And just what is this Guy?"

"Novikov announced a couple of days ago that they are in need of monetary aid, that is a copy of their request as well as their history and state of their military, arguably the largest scrap of obsolete equipment that can still run."

"Easy Rivas, Novikov is our ally, but I should not need to remind you of that, you are my Secretary of State, if anything you should be reminding me."

"I know, but still, look at it, they are excited about getting brand new T-72's, we haven't used those in almost 30 years!"

"They are a young country, they will need all the help they can get, inform Novikov that they have my permission to tap the IADF Foreign Aid Reserves, do we have any antiquated equipment they could put to use?"

"I will call Al and ask him what we've got."

Rivas can be heard talking to the Secretary of Defense, Al Giordino, after a few minutes he returns.

"Al said that we have 40 F-16's scheduled to be dismantled for parts here in the next couple of weeks, he said that if you give the order within 14 hours they can be ready to fly by nighfall."

"Inform Ulaynov that for 12 million denangs (about 8 million USD) he can have all forty, that should be enough to make up for costs to transport them and train new crews, how long till you can draft a memo for me to send to him?"

"Sir, I can have it ready in one hour."

"Good, do it, this could help us get some much needed brownie points with our allies in the IADF, and who knows, perhaps someday we will need Novikov's assistance and they may even send us these very same planes to help."

"Well, it was a nice chat sir, but I need to get going, I have a meeting with Doug."

In addition to this you have our permission to open an account in the West Pacific Federal Reserve Bank, earning 3.2% interest on however much you deposit, even if what you deposit is in fact money you took from the IADF Developement Fund. Finally, the President offers you a gift of 40 F-16's for the price of 8 million USD, this will include transportation and training of Novikovian airmen to fly these planes. The Democratic Union of Corennia is pleased to hear that the retooling and arming of our fellow ally is going well, and that things are on schedule. Unfortunatly, Corennia doesn't make it a practice to loan or sell offical equipment produced and stored within the 9 National Armories, however, we would be willing to suppliment or provide peacekeeping forces from our Ready Reserve, should your country need additional Security.

Civil Engineer's and various administrator's and personnel from our Utility Corps are availible to assisst in building up the infrastructure of your nation, at much lower then cost, as to ensure the protection of your environment. We only ask that you allocate land and as much materials as you can spare for production of clean power, such as Hydro, Geothermal, and Nuclear Power from Breeder reactors. We assure you, that dispite critism, the Reactor designs are perfectly safe, and have been powering Corennia for many years without one workforce injury. We also ask that these reactor's not be used for the production of weapons grade radiological materials.

Several of the D.U.C.'s National Factory's have been out of work, and we offer use of Local Factory's and Labor to produce anything that we can retool to produce. I know some people around my home district would be very happy to hear an aerospace factory was opening back up.

As the Secretary-President has already stated, we are planning to offer coverage to the nation's of the alliance with our Strategic Satellite System. This system is to remain under control of the Corennian Air Force.

Doubtless, we were somewhat surprised to receive your offer, however the F-16s would make an excellent addition to our air force. We will gladly pay your government the requested price, sent along with this response.

In reply to your offer of funds, we see it necessary to withdraw, with your graces, $4.000.000.000 USD from the fund in order to accelerate weapons development. We would be most indebted if this request could be met within the year.

OOC: Now for year two-three update.

IC:

Novikov development paralleled last year's course. Large strides had been made, and Novikov now had a relatively modern military; quite a relief to the men in charge of defending the small island.

Tanks had been put into production, the old T-72 model with a replaced engine and slightly improved amour, using a series of explosive panels to cover the tank and detonate in proximity to an incoming shell, rendering most HE or HEAT rounds ineffective. Sabot charges, however, were hardly effected. A full armored division, three-hundred tanks, was now effectively deployed in northern Novikov on training exercises.

The other major stride on the ground came in the form of a truly effective low-level air-defense system. Most aircraft production had been halted, and the low-altitude SA-13 replaced the Mirage on several assembly lines. These sixteen months had seen the deployment of over five-hundred of the new missiles, as well as seventy of the SA-11 missiles for higher-altitude defense.

In the air, the Novikovian air force was almost completed. Four squadrons of Mirage F1s, with an additional two sadirons of mixed F-16s and MiG-21s completed the air force with a total of one-hundred-twenty-six fighters. A single squadron of twenty-five Tu-22B bombers made up the strike compliment of this small air force.

Helicopters finally were brought into production, inclosing a naval prototype of the M-8, complete with an active sonar buoy. Another twelve Mi-24 had been build, bringing their numbers to twenty-four total, and the M-8s in service now numbered fifty-seven.

The navy had grown significantly, and was perhaps the best developed of the Novikovian Military branches. Consisting of eight of the new NPM-N SS-01 “Swordfish”, as well as eight of the “Tango” Class Russian Diesel Subs and Two of the Alpha Nuclear Attack boats, all recently purchased from foreign exporters, Novikov’s submarine fleet was formidable. The older Diesel subs had all been converted into transports; giving them stealth to make up for a lack of projected air power at sea.

Novikov’s cruse missile program was still hardly beginning. Prototypes similar to the old German V-1 missile in terms of propulsion were being worked with, though a GPS guidance system seemed to be moderately effective.

The chemical weapons intended to go along with the missiles were farther along developmentally. Intended as a deterrent and as a battlefield weapon, a small stockpile of Mustard Gas, some forty canisters, was the result of these sixteen months labor. Other programs were on the verge of payoff, however; most notably a deluded form of Sarin was just entering production.

Nycton has literally 200 million Ak-101/AK-102's (Basically very modern, plastic, AK-47's with 5.56 NATO) totally unused and sitting underground in crates ready to ship at a moments notice. We could sell you any number of them for the VERY cheap price of $20 a piece. I will also offer you Nycton tanks to purchase, or engineers to help design special features for your armor. The Nycton military is known for it's very superior armor and would be glad to help at any notice. We must ask you to disband your chemical research though. It is a terrible waste. For your small military, it is not worth it. Do you need anything else desperatly? We have many Nycton designs that we are willing to sell for cheap(er) prices.

Major areas of development over these two years were somewhat less evident than years prior. Novikov had developed a sizeable Air-Defense system, and, coupled with several radar stations around the country, it presented a formidable defense against hostile aircraft. The navy also expanded technologically with the release of the Sabre-Calss Submarine and the purchase of the Chinese YJ-8 Anti-Shipping Cruse Missile.

The Army had simply been expanded slightly, and a final design for deployment had been chosen, giving every squad it's own mortar, anti-tank weapon, and SA-7 man-portable SAM to make each company capable of operating wihtout support from more specialised areas like air-defense and artilery. Armour still lagged behind, but a full armoured dicision was now deployable, though it operated on a 1960's level of orginizational structure.

In the area of balistic and/or cruse missiles, Novikov's government finally broke down and bought the Scud-B missile design from private contractors, giving them their first long-range weapon. The thirty missiles they posessed were loaded with Sarin Gas, a fearsome, though not overly so, display of strength.

Air Force:

The air force is broken down into squadrions. A fighter squadrion consists of 20-21 Aircraft (20 for the F-16, 21 For all others). Bomber squadrions are larger, with 25 aircraft each. These squadrions are split between diffrent air control planes, and individual groups are vectored via those control aircraft.

Helicopters are deployed in a simmilar fashion. An overall commander (though this time on the ground) listens to the requests of each division and responds accordingly, making supply drops and air attacks where needed. The exception to this rule is the ASW Helicopters, which are deployed to scout friendly harbours and track possible contacts in coordination with the NPM-N.

Navy:

Novikov's Navy is designed either for harbour defense (in the case of her Sonar Tugs and Frigates) or for individual attack (typically by submarines). No doctorine for coordinated action has been developed and Novikov's submarines remain solitary killers, whereas the surface vessels have been trained and are directed to work in groups of 2-4 Frigates and any number of Sonar Tugs, hunting for hostile submarines.

Military Orginization:

Infantry Divisions:

Thirty infantry divisions with combat strength of 11.000 each.

1 Division = 3 Regiments & 1 Supporting Battalion
1 Regiment = 3 Battalions
1 Battalion = 5 Companies
1 Company = 4 Platoons
1 Platoon = 5 Squads
1 Squad= 11 men

In each squad, men are armed with the HK G36 Assault Rifle or Uzi 9mm SMG as a primary weapon, depending on their secondary load, a Glock 9mm as a sidearm, and a specialized secondary weapon. The only man not carrying one of these weapons is the machinegunner, who's sole responsability is the PKM machinegun. The Uzi is carried by almost half of each squad because of it's light weight, allowing those squadmembers to utilize heavier weapons such as the squad mortar and AT-4. These specialized weapons distributed throughout each squad are as follows:

All other men in the squad, those not carrying special weapons, carry additional ammunition for their squadmembers.

Artilery is attached at a battalion level, with 1 batteries (12 guns each) going to each battalion and an aditional 1 battery attached to each regiment. These artilery pieces are deployed on the regimental/battalion commander's orders, though they are sometimes made available at lower levels, typically in extreme cases.

Additionally, two under-strength companies of tanks is attacked to each battalion, with 5 PT-76s and 3 Type-80s or Type-03s each.

Finally, air defense is attached to each division on a divisional level, with 150 SA-13s and 200 SA-11s, as well as 100 88mm Anti-Aircraft Artilery Pieces, 100 40mm Mobile Flak Batteies, and 100 20mm Mobile Flak Batteries, giving a good level of defense, particularly against low-level attack aircraft.

Armoured Divisions:

Eleven armoured divisions with a combat strength of 2.420 infantry and 294 vehicles.

Armour is attached on a company level, with each armoured group supported by 110 infantrymen deployed in the standard squad formation.

Artilery is attached with 2 batteries linked to each Battalion, another battery attached to each Regiment, and another three batteries attached on a divisional level.

Air defense is attached just like it is for each infantry division.

One armored division is depolyed in traditional format, but has motorized infantry, infantry supported by a SPW-05 Assault Gun in each squad. Additionally, it has T-95 Tanks, rather than the more standard T-90, Type-80 or Type-03s. Infantry also carry the Ak-105 and do not have the same squad based weapons as other units.

Special Forces:

Special forces are not highly developed in Novikov and concist primarily of a sull-fledged sniper division of 10.000 men. It is orginized just like other divisions, only based on squads of ten. Its troops also go without any of the support provided to other divisions and instead simply use rifles adn mortars to harass the enemy.


Supply:

The entie suppy force is divided into 1.200 diffrent groups, deployed from a centeralized location to deliver supplies wherever they are needed. There is no overall command, and local commanders can regroup supply convoys depending on the needs of any particular units, but each supply group is intended to consist of 50 Supply Trucks and 7 Fuel Trucks. Artilery supply vehicles are not included in this grouping because they are attached to a specific gun battery.

Air Force:

The air force is broken down into squadrions. A fighter squadrion consists of 21 or 24 Aircraft (24 for the Av-8, 21 For all others). Bomber squadrions are larger, with 25 aircraft each. These squadrions are split between diffrent air control planes, 5 squadrions each, and individual groups are vectored via those control aircraft.

Helicopters are deployed in a simmilar fashion. An overall commander (though this time on the ground) listens to the requests of each division and responds accordingly, making supply drops and air attacks where needed. The exception to this rule is the ASW Helicopters, which are deployed to scout friendly harbours and track possible contacts in coordination with the NPM-N.

Navy:

Novikov's principal naval doctorine is simmilar to that of the Germans in World War Two. Solitary submarines report hostile contracts and wait for friendlies to come, effectively swarming an enemy convoy with four or six submarines
The surface fleet is simmilarly agressive, using their aircraft and missile-crusers to engage at a distance, always with the simple intent of inflicting as severe losses as possible on the enemy.

Combined Defense Implacements:

Combined Defense Implacements are the name given to the string of fortifications under contstuction in Novikov by Macabees engineers. It consists of a comprehensive coastal defense, including concrete blockhouses, shelteded coastal guns, anti-shipping cruise missile batteries, missile-defense systems, and Surface-Air missile batteries. the project is expected to be complete by the end of fiscal next year, but already it's structures guard most of the principal ports and waterways in Novikov.
